SPECIFICATIONS AND REQUIREMENTS

1. NET SQUARE FOOTAGE REQUIRED

16,000 (acceptable range 15,000-20,000), measured in accordance with the following method:

Measure from wall to wall of the entire space, including individual offices, up until partitions that separate the premises from adjoining usable areas.

The usable (rentable) area shall EXCLUDE: bathrooms, public corridors, stairs, elevator shafts, flues, pipe shafts, vertical ducts, air-conditioning rooms, fan rooms, janitor closets, electrical closets, telephone equipment rooms, and such other rooms not actually available to the tenant for his furnishings and personnel and their enclosing walls. G. Certified proof of radon test results will be provided within thirty (30) days after selection.

H. A copy of test results performed by an authorized certified laboratory of the water from every drinking fountain and from a sink in the men’s and women’s restrooms.

3. AVAILABILITY

Space is to be made available: October 1, 2014.

Time of availability for the space in this solicitation is of the essence. Should the selected proposer fail to make the space available as specified in the proposal, he/she shall be liable for liquidated damages for each day until the space is made available, in said sum of five hundred dollars ($500.00) per day.

Before the award of the RFP, CSBD reserves the right to inspect the building in its entirety to make sure that the building meets the State of Florida and Broward County building codes for fire, roofing, electrical, plumbing, structural, disability needs, and any codes deemed necessary as determined by CSBD and its board.

Any structural changes to the building to accommodate CSBD’s needs must be made prior to October 1, 2014 and the cost, if any, shall be incorporated in the monthly rent.

2. Conformance of the design of the interior of the space to the needs of the organization to establish a “one-stop career center” which allows for efficient layout and good utilization of the space.

3. Proposals which meet the listed the specific requirements contained in the request for proposals.

4. Environmental factors, including the physical characteristics of the exterior of the building and the area surrounding it, for the efficient and economical conduct of CSBD operations planned for the requested space.

5. The ability of the space to lend a professional ambiance to the services and activities which will be provided by CSBD to the public.

6. Frequency and availability of satisfactory public transportation within one block of the offered space.

7. Parking which is contiguous with building proposed for lease.

PROPOSAL SUBMISSION REQUIREMENTS

1. All Proposals must be executed and submitted in a sealed and titled envelope, marked Response to Proposals 01-13 (reissued) and delivered to CSBD prior to the due date for submission of proposal responses.

2. Proposals must be submitted on the Proposal Submittal Form or they will be rejected and not be considered.

3. All proposals are subject to the conditions specified herein. Those which do not comply with these conditions are subject to rejection.

4. In the proposal specifications references to the word “Proposer” shall be read to also mean Lessor, as applicable.

5. Each proposal shall be signed by the owner(s), corporate officers, or legal representative(s). The corporate, trade, or partnership title must be either stamped or typewritten beside the actual signature(s). If the Proposal Submittal is signed by an Agent, the authority must be supported by a properly executed Power of Attorney or Corporate Resolution.

If the Proposal Submittal is offered by anyone other than the owner or owner's agent, proof of the Proposer's authority to offer the facility, i.e., copy of Proposer's Option to Purchase must accompany the proposal. This option must be valid through the validity date established for proposals.

If a corporation foreign to the State of Florida is the owner of record, written evidence of authority to conduct business in Florida must accompany the Proposal Submittal.

a. If there is an existing lease extending beyond the required availability date for all or any portion of the premises being offered, a release of the applicable lease must accompany the Proposal Submittal.

b. Proposer must provide a copy of the recorded instrument of ownership along with attached legal description (Metes & Bounds; Plats; Government Survey System) of property being offered.

6. The conditions of this proposal must be agreed to and acknowledgment by the Proposer's signature on the last page of this Proposal Submittal, including any attachments indicated on last page.

7. The bid proposal must be valid for a minimum of sixty (60) calendar days following the public proposal opening date.

8. Sealed proposal will be received until 4:30 p.m., April 28, 2014 at the CSBD offices located at 6301 NW 5th Way, Suite 3000, Ft. Lauderdale, FL 33309.

9. Questions pertaining to the RFP will only be answered through the CSBD website. CSBD will transmit answers to questions, RFP updates and announcements by posting information on its website at www.careersourcebroward.com. Proposers are responsible for checking the website for updates. CSBD will not send out responses to questions on an individual basis or answer any questions by telephone or individual e-mail. Questions must be submitted via the link provided on the CSBD website prior to April 21, 2014.

10. The proposals will be opened immediately following the close of the procurement on April 28, 2014 at 4:30 p.m. at 6301 NW 5th Way, Suite 3000, Ft. Lauderdale, FL 33309. It is the proposer's responsibility to assure that his/her proposal is delivered at the proper time and place as stated in paragraph 8 above.

11. Late proposals, modification of bids, or withdrawal of bids:

a. Any proposal received at the office designated in the solicitation after the exact time specified for receipt will not be considered and will be returned unopened.

b. A proposal may be withdrawn in person by a Proposer or his/her authorized representative provided his/her identity is made known and he/she signs a receipt for the proposal at any time prior to the time set for receipt of bids.

12. CSBD reserves the right to: a) reject any and all proposals for reasons which shall include but not be limited to the agency's budgetary constraints; b) waive any informality or technicality in proposals; c) accept any proposal deemed to be in the best interest of CSBD; and d) if necessary, reinstate, or reopen the procurement for soliciting competitive proposals.

13. All Proposals Accepted by CSBD are subject to CSBD’s terms and conditions and any and all additional terms and conditions submitted by Proposers are rejected and shall have no force and effect.

14. The present value of proposed lease costs shall be calculated for each bid proposal on an annual basis [30/360 (30 days per month/360 days/year)].

15. Failure to file a protest in accordance with the CSBD grievance procedures shall result in a waiver of Proposer’s right to grieve.

16. CSBD will to enter into a lease agreement based on submission and acceptance of the proposal in the best interest of CSBD and the successful negotiation of a lease.

17. CSBD reserves the right to sublet space to partners delivering the same or similar services in the community.
