PARFUND promotes integrated rice-duck farming

The Philippine Agrarian Reform Foundation for National Development, Inc. (PARFUND) encourages

farmers to engage in integrated rice-duck farming system (IRDFS).

This year’s 8th International Rice-Duck Conference held in one of the convention centers in this city on March 10-14, 2014, the IRDFS technology was introduced as an environmentally friendly farming technique where ducks are used as a natural pesticide. The IRDFS is about growing rice and ducks together in an integrated paddy field. The ducks eat the harmful insects and weeds, thus eliminating the need for pesticides and herbicides. The paddling movement of the ducks

stimulates the rice plants to produce massive fillers, while the duck manure naturally fertilizes the soil. “The rice-duck farming has increased rice productivity up to 9 tons per hectare, while reducing the cost of production by 30 percent,” bared Jose Apollo Pacamalan, the chief operations officer of PARFUND. Accordingly, it is the only organic rice farming technology that is being adopted on a large scale. In addition, framers gain extra income from the sale of duck meat

and duck eggs, whether raw or processed into salted egg or ‘balut’, a local Filipino delicacy that is in very high demand. Pacamalan also pointed out that in a medium to long-term result, the adoption of the IRDFS will contribute to improving the quality of life of farmers, as evidenced by increased savings and income, better family

nutrition (chemical-free rice, duck, duck meat and duck eggs), and a healthier lifestyle brought about by less exposure to harmful chemicals. For the duration of said conference, IRDFS practitioners in the Philippines will also share their successful experiences and knowledge in implementing rice-duck farming.

He said that what he had in mind that time was that it was

irrelevant to study the Constitution if a dictator could easily change it.

His teacher in Political Science, however, taught him and his classmates that in order for a person to learn what is right, they must also know its difference from what is wrong.

good leader was not only intelligent or experienced but also had a good concept of the difference between good and evil.

“Kailangan, malinaw rin sa iyo kung ano ang tama at mali. Dahil kung hindi, maliligaw lang kayo ng mga inaakay mo,” the President said.

He further said that he had the same thought in mind when he campaigned for president, noting that it was about time Filipinos chose the “straight path”.

“Tumugon naman ang sambayanan sa aking imbitasyon. Pinili nila akong maging gabay sa paglalakbay,” President Aquino said.

“Isa akong gabay na kasama sa paghahakbang ng mga mamamayan. Dahil

sa Ateneo ko rin natutuhan ito,” he added.President Aquino then urged students

pursuing further studies to work hard, not just for their own personal interests but also to help others.

Since he assumed office, he said that he decided to call citizens as his “bosses” because while he guided them as President, they guided him as well.

He ended his speech by noting how it was the collective efforts of government and citizens to lead the country to progress -- towards the “straight path”.

Although the journey towards the straight path was a long one, President Aquino said that he was confident that it would lead to a bright future.

Responding to the question of one of the students from Hope Christian High School in a table talk on Thursday, President

Benigno S. Aquino III cited the three qualities voters should look for in the next president.

The President noted that the three qualities were: Competence, substance and honesty and being to put others before himself.

“Syempre, number one, you have to -- well, not in the precise order, ano -- pero ‘yung competence has to be demonstrated,” President Aquino said.

“May punto ba ‘yung sinasabi niya? Mukha bang totoo ‘yung lumalabas sa kanyang bibig or maganda lang pakinggan,” he said.

President Aquino said a President should do more than just be able to dance, sing or “look cute” in public.

“Tapos ‘yung sa akin napaka-

importante ‘yung substance, ‘yung pagiging totoo. Kung hindi mo mapapagkatiwalaan itong mamumuno sa atin, paano ka susunod ulit sa kanya?” he said.

Finally, the President said that wanting to give public service for others more than for oneself should also be demonstrated.

“...Yung third value, talagang ito bang taong ito na-demonstrate ‘yung pagiging para sa iba as opposed to para sa sarili?” President Aquino said.

Mindanao’s organic products attract bigger int’l markets

Mindanao’s organic black rice and coco sugar earned international attention at the recently held 25th Biofach Organic Fair, the world’s

leading trade fair for organic food products held last month in Nuremberg, Germany.

Bios Dynamis, an organic rice producer popular for its sought-after organic black rice, and the

TreeLife coco sugar from the town of Carmen showcased Mindanao-grown organic products during the


four-day exhibit in Germany, which was attended by more than 42,000 trade visitors from 135 countries.

The event featured 2,235 exhibitors from 76 countries who presented their food and cosmetic products to top buyers from Germany, Italy, France, and the Netherlands. “The reception of the international community to our locally grown products is very promising.

It only shows that indeed, there is a bigger market for our farmers and small to medium scale businesses, as long as they pass specific international standards,” said North Cotabato Governor Emmylou Taliño-Mendoza who participated in the exhibit.

Mendoza added that the participation of Bios Dynamis Don Bosco Foundation and the Tree Life Coco Sugar to the annual exhibit was spearheaded by the provincial government of Cotabato and funded by the Philippine-European Chamber of Commerce (ECCP).

“Our presence there affirmed the potentials of our local organic products in penetrating markets of more advanced countries and I hope this progress will inspire more farmers in going organic,” she said.

To date, the North Cotabato provincial office is processing confirmed orders from Netherlands, UK, Australia, and New Zealand, which are expected to

be formalized in the next six months. Moreover, potential buyers and

customers from USA, South Africa, Asia, and Singapore have expressed interest in the featured Mindanao products. Bios Dynamis has already shipped organic black rice and other food products to Hong Kong, Macau, and China.

Tree Life Coco Sugar on the other hand initially introduced their products to Netherlands and UK. Mendoza said the provincial government of North Cotabato is looking into a regular participation to similar international exhibits, since they serve as platforms in showcasing the best of Mindanao’s products.

“This is again a strong indication of viability of Mindanao’s high value agricultural products penetrating larger international markets,” said Secretary Luwalhati Antonino, whose office, the Mindanao Development Authority (MinDA) has ramped up investment promotion efforts to bring Mindanao products to foreign markets.

In a statement, Lord Mayor of Nuremberg Ulrich Maly said that BIOFACH is an important flagship and image-builder for the city and for the European Metropolitan Region of Nuremberg. “One major goal, for example, is to link organic and regionality more strongly and promote regional value creation partnerships,” he added.

City councilor Ferdie Nalcot, who was then representing Mayor Ferdinand Amante Jr during the 10th ‘Kalandrakas sa Kababaihan’ celebration held on Monday at the Balanghai Hotel here, expressed his appreciation to all empowered women who continuously supporting the activities of the government and its involvement in policy-making and other relevant endeavors of the local government.

“The city government recognizes the role of women in nation-building. Women of today are already empowered and have active involvement in policy making, business, and in other activities,” he said.

Nalcot highlighted that Caraga has recorded the highest economic growth rate among others. “This is also because of the active participation of women in entrepreneurial activities that greatly contributed to the increase of our region’s economic growth,” he said.

Nalcot also revealed that Caraga is the most peaceful region in Mindanao. “More investors are interested to engage into various businesses here because of the peace and order that we have and our potential to sustain this good standing, which women had been a part of this endeavor,” he said.

Nalcot added that that more women will

benefit from the 4Ps (Pantawid Pamilyang Pilipino Program) of the Department of Social Welfare and Development (DSWD) since Philippine Health (PhilHealth) will also increase its enrollees which at present is 16,000 and an additional of 32,000 more beneficiaries.

Meanwhile, Nalcot also cited that he has lobbied at the Sangguniang Panlungsod (SP) his proposed resolution on the updated guidelines for the provision/allocation of the five percent fund intended for the women’s activities and welfare.

“Our local government will ensure that the fund allocated for the women’s welfare will be implemented and not just an attribution. This should be institutionalized and be strictly observed,” stressed Nalcot.

This year’s 10th ‘Kalandrakas sa Kababaihan’ is spearheaded by the Regional Development Council - Gender and Development Coordinating Committee (RDC-GADCC) chaired by Commission on Human Rights (CHR) Caraga regional director Atty. TANDAG CITY -- The government’s anti-poverty project Kapit-Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Services (KALAHI-CIDSS), through the regional office of the Department of Social Welfare and Development (DSWD) in Caraga renewed its engagement with the local government unit (LGU) of San Miguel, this province with the implementation of the Kalahi-CIDSS and the Payapa at Masaganang Pamayanan (PAMANA) Cycle 4 project.


It was learned that a Memorandum of Agreement (MOA) will be signed on Wednesday between the DSWD-Caraga and the provincial/municipal/barangay officials at the Community Development Information Center (CDIC) Multi-Purpose Hall in San Miguel.

BUTUAN CITY -- Agusan del Norte provincial governor Ma. Angelica Rosedell M. Amante-Matba will spearhead a Zumba exercise for all the capitol employees every Wednesdays at the Provincial Capitol Covered Court here.

The activity is a one-hour exercise program of the province with a licensed International Zumba Instructor. It primarily aims to revitalize the physical fitness and promote the value of proper exercise among the entire workforce.

ILIGAN CITY, Lanao del Norte – The Local Price Coordinating Council inspection team (LPCC-Iligan) monitored 11 grocery stores and 10 convenience shops within the city in January and February this year.

Three teams were separately dispatched led by two staff from the Department of Trade and Industry (DTI) Iligan City, Lanao del Norte Provincial Office, and from the City Health Office (CHO).

Magnaye under the Office of the City Mayor. The results of the monitoring and enforcement showed that nearly all of the establishments have secured business permits. Most of the grocery stores, however, put inaccurate price tags for the reason that the assigned merchandisers were unable to update the prices on time, and missed to regularly check expiration or best before dates of the goods. Store owners and supervisors were asked to take appropriate action in order to avoid penalties or sanctions as provided by law.

LPCC inspection team revealed that almost all of the goods in the 10 convenience shops visited do not bear price tags. Thus, LPCC Iligan has agreed to hold a forum with regard to consumer protection and welfare on March 14, this year. Resource persons will be from CHO-Food and Drug Agency, Bureau of Fire Protection, BPLO and DTI. “We will be expecting 30 grocery and convenience store owners or their representatives to attend the forum,” said Redublado. This is pursuant to Republic at 7394 of the Consumer Act of the Philippines emphasizing the policy of the State to protect the interests of the consumer, promote his/her general welfare and establish standards of conduct for business and industry.


Sapad Emergency Response Unit gets trainingby: PIO-LDN

TUBOD, Lanao del Norte — Around 72 emergency responders of the newly created Sapad Emergency Response Unit (ERU) experienced a 5-day training on Basic Life Support provided by the Department of Health Region 10 (DOH-10) in coordination with provincial local government.

The 5-day training held on March 3 to 7 at the Sapad Municipal Hall, focused on Basic Life Support (BLS), standard first aid, and realistic simulation exercises. According to Provincial Disaster Risk Reduction Management Office (PDRRMO) Head Marlyn Trozo, the interior town of Sapad is prone to flooding and landslides. “We are happy that Sapad finally has its own emergency response unit equipped with complete facilities and equipment. The provincial government led by Governor Khalid Dimaporo will

always be ready to lend its support and assistance,” says PDRRMO Head Marlyn Trozo. She said that there will be follow-up enhancement trainings in the coming months to the new Sapad ERU. M e a n w h i l e , PDRRMO has placed flood markers in identified barangays and put up early

warning systems to mitigate the effects of natural calamities. The volunteer responders were composed of municipal employees, local Rural Health Unit nurses and midwives, soldiers from the 35th Infantry Battalion, CAFGU elements, and Sapad police personnel. The province of Lanao del Norte has already ERUs fully functioning to the following towns like Linamon, Kauswagan, Bacolod, Kolambugan, Tubod, Baroy, Kapatagan and Sapad.


Duterte orders tightened security for Araw ng Dabaw

DAVAO CITY- Mayor Rodrigo Du-terte ordered the police and mili-tary to tighten the security of the city days before and during the celebration of the Araw ng Davao on March 16. Speaking to reporters following the command conference with the security cluster of goverment

Tuesday night, he said one of the events of the celebration which is the Sayawan sa Daan will be confined at the People’s Park because of security consideration. He explained that the government continues to be alert against terrorism which happens all over the world. Duterte recalled the city had experience terror attacks several times before. “The security will be as tight as that during

the Martial Law days. It is called hardening,” he said. Duterte described the scenario like the presence of check points and inspections. He assured that the government personnel on the checkpoint will be courteous and to do their job with


a smile. Duterte said the security in Davao City in the coming days will be strengthened, characterized by the presence of security forces from the police, military and other members of the security sector of government. He urged the people to understand the authorities in its approach in handling the city’s security. “We are just being prudent. But I would like to ask the cooperation of the people to understand us and to be vigilant, to prevent any incident, God forbids,” Duterte stressed. He said he has to problem with the New People’s Army and even invited them to send a contingent to participate in the civic-military parade provided they do not carry their firearms. Duterte said rebels may go back to the mountains and pursue their armed struggle. “We recognize the state of rebellion in this place. I have no problem with the rebels. I just reacted over their use of improvised land mine which hit several civilians,” he said. Duterte cited the incidents where the rebels used improvised landmines in Balutakay, Bansalan and Matana-o recently which wounded several soldiers and civilians and killed seven soldiers, respectively. He said that in the days to

come, he will discuss with the rebels not to use of landmines so that the Philippine Air Force will not be used against them. “It is good that the rebels will follow what they invoke based on the Geneva Convention. It behoves upon them to also honor the treaty,” Duterte pointed out. He said the Araw ng Davao celebration will have three main highlights namely the crowning of the Mutya ng Davao, Sayawan sa Daan and the civic-military parade on March 16. “The Araw ng Davao celebration is more of a sovereign exercise. The participation here is more from the government,” Duterte said. He said he already requested all the police, military and functionaries of government to participate to show to the people that the city continues to move forward to progress. Superintendent Richard Bad-ang, chief of the Civil Relations Branch of the Davao City Police Office revealed that a contingent of policemen has been sent by the Police Regional Office 11 to augment the current number of policemen to handle security duties during the festivity. DAVAO CITY- Health authorities in Davao del Norte and Davao region support the advocacy of early treatment of dengue cases through hydration, and early ad-mission to hospital. Dr. Agapito Hornido, provincial health officer of Davao del Norte underscored that the death caused by dengue fever is primary due to dehydration. He said it is necessary for patients to be admitted immediately to the hospital after having high fever from one to two days for early medical intervention. ’ It is important for the doctors to have time to manage patients’ hydration and help them survive,” Hornido said. He also stressed that durian, tawa-tawa and balut do not cure dengue cases. He said that culturally, male patients underestimate the effect of dengue fever to the body treating it just like an ordinary fever. Hornido also observed there are still doctors and even parents who demand for immediate blood

transfusion once the patient is diagnosed to have dengue fever giving more concern to the platelet count which is a common presumption. He said there are also doctors who address immediately dengue cases with dehydration using the dextrose and plasma which is available in the local blood bank. “It is easier to detect dehydration brought about by the loose bowel movement than dehydration due to dengue fever because you can see the number of waste excretion. Incidentally, the leaking of the blood vessels occur inside the body and cannot the seen through the naked eyes,” he said. Hornido said when the dehydration sets in the body shock occurs followed by death. He said it is already hard for the doctor to revive the patient’s life when it is already in the state of shock when the body temperature is already low. Hornido said dengue cases vary from one person to another so the doctor’s approach varies

Early intervention, early treatment and management are our approach to dengue cases,” he said. Engr. Antonietta Ebol, regional dengue program manager of the Department of Health 11 said Dr. Richard Mata, a pediatrician has been their partner in the dengue awareness campaign. She said the government and Dr. Mata share the vision of reducing the dengue cases in the region. Dr. Mata has advocated the

necessity of hydration by taking hydrating agent and dextrose as treatment for dengue fever. He said dengue fever leads to the breaking of the blood vessels which causes the dehydration and if not treated accordingly, will lead to kidney failure, dialysis and death. Mata said it is important

for patients with dengue fever to urinate from time to time to ensure that hydration sets in the body. “I advocate for the early admission of patients to the hospital for them to be treated accordingly,” he said. He also stressed that Tawa-tawa, Durian and Balut are not cure for dengue. In Davao City alone, 52 deaths were attributed to dengue fever in 2012 while 37 deaths in 2013. City Mayor Lina Montilla, along with National Statistics Office (NSO) 12 Regional Director Maqtahar Manulon, NSO Provincial Director Rafael Sambrano, and City Civil Registrar Josephine Balino, announced on Monday, March 10, that the City Civil Registrar’s Office has already been authorized to print vital civil registry documents in SECPA.

The event was highlighted by a public display of bundles of security papers that will be used in the issuance of the requested documents.

In her message, Mayor Montilla emphasized, the launching of the SECPA program is an offshoot of the LGU’s desire for a more efficient and much shorter service time in issuing civil registry documents.

“Our constituents need not spend huge amount of money in going to NSO General Santos and idly wait in long queues waiting for the issuance of their registry documents in SECPA,”, Mayor Montilla said.

The mayor dubbed the SECPA program as “Project Lily” in honor of former City Civil Registrar Iglesia ‘Lily’ Madrigal who worked out the program’s implementation here before retiring from government service.

Madrigal was not able to witness the realization of the project she initiated as she succumbed to an illness last year.

Meanwhile, Director Manulon lauded the city government for another notable accomplishment.

He said, through the SECPA program, services provided by the NSO are made available at the LGU where is more accessible to the public.

Acting market administrator Raul Anjao disclosed in a report to the Philippine Information Agency 12 that their targeted base on lo-cal collection has a surplus of 104 percent,

For the year 2013, Anjao ex-plained that based on their target base collection of Php 10,060,000, they were able to collect Php 10,478,354.02.

Anjao elaborated, the source of their accumulated collection were ground rentals of stall owners at the public market as well as cash tickets from transient vendors and the transport sector.

Anjao attributed their high col-lection on the sustained economic activity and steady flow of vendors from outside Makilala wanting to do business in the municipality.

“Our peace and order condition is a factor that gives favorable en-vironment, assurance and confi-dence for investor or small busi-ness entrepreneurs, and because of this, they also feel their obliga-

tion in paying their dues and taxes,” added Anjao.

Based on reports collated by the local government, the business sec-tor has commented that the thriv-ing and growing economic condi-tion in Makilala is the offshoot of the political stability and full imple-mentation of plans and programs under the stewardship of Mayor Rudy Caoagdan.
