Department of Trade and Industry (DTI) has strengthened its support to the province’s growing Micro, Small, and Medium Enterprises (MSMEs) in starting their business and open opportunities for their potential expansion as it inks another Memorandum of Agreement (MOA) with Maramag local government unit (LGU) for the establishment of a Negosyo Center in town.

Under the MOA, both parties agreed to work hand-in-hand in promoting ease of doing business and in facilitating access to services for local entrepreneurs through the Negosyo Center.LGU Maramag shall provide a space for the Negosyo Center, assign a staff to man the center and facilitate the delivery of services, as well as conduct regular monitoring on the effectiveness of the services in

the center.

DTI on the other hand shall provide the funding assistance for the renovation of the area, equip the LGU staff to be assigned in the Negosyo Center with the necessary skills in business consultancy and advisory services to MSMEs,

prepare the Manual of Operations, promote the services of the center, assist in the generation of business information and industry data relevant to the needs of MSMEs, and provide technical support to capacitate the LGU, including prospective partners to sustainably manage and operate the center in accordance with the objectives of the Negosyo Center.

Promoting entrepreneurial empowerment

DTI provincial director Ermedio J. Abang said, under the collaboration, MSMEs can also participate in community trainings that can further help them get started, grow, and contribute to the economic progress for the province and the country.

“Through the Negosyo Centers, doing business is made easier for existing or startup entrepreneurs by centralizing business registration, business advisory and information services for product development, and networking opportunities.

The NCs also offer seminars and training, marketing linkages, links to financing support, and investment promotions—all inside one facility,” he said.

In the area of financing, the Negosyo Center will pool financing institutions that can readily assist entrepreneurs, Abang added.

In just five months of operating, the Malaybalay Negosyo C e n t e r — t h r o u g h ‘Financing One-on-One Consultation’—facilitated linkage between SMEs and financing institutions that led Rural Bank of Manolo Fortich approve a soaring P3.5 million total loan from DTI-endorsed enterprises this first quarter of 2016.

“DTI has always been our partner in business. We are giving our full commitment and assistance to this endeavor,” assured Roderico Bioco, president of Bukidnon Kaamulan Chamber of Commerce and Industry Inc.

The official has also called on to more financial institutions to take active involvement in the Negosyo Center.

“We hope that our entrepreneurs, particularly the micro and small entrepreneurs, will have a place to go to for support, technological solutions, and access to larger markets,” Bioco said.

Negosyo Centers had previously opened in Malaybalay and Valencia cities, and soon, DTI will lead the opening of Negosyo Centers in Maramag, Don Carlos, Quezon, Manolo Fortich, and Talakag towns.

Republic Act 10644 also known as the “Go Negosyo Act” aims to foster national development, promote inclusive growth, and reduce poverty by encouraging the establishment of MSMEs local job creation, production and trade in the country.

UNIO launches “Barangay Diplomacy” and “Model UN 2.0” initiative

MANILA – The Office of the United Nations and International Organizations (UNIO) of the Department of Foreign Affairs, in coordination with Barangay San Antonio, Pasig City, and Barangay Wack-Wack, Mandaluyong City, hosted the launch of the first Barangay Diplomacy / Model UN 2.0 recently, at Barangays Wack-Wack and San Antonio, respectively. The initiative was supported by the UN Country Team (UNCT) – Philippines, the Diplomatic League (D-League), the Philippine Association of International Affairs students, the Corps of Diplomatic Volunteers

(CDV), and Stout Risk Reduction Consultancy and Management Services, Inc.

This initiative is intended to familiarize both Barangay officials and

students on the relevance of the development and humanitarian work of the UN both at the global and grass-roots levels, and to develop new and innovative partnerships. Participants were familiarized with the Sustainable Development Goals (SDGs) and the Humanitarian Country Team (HCT) led by the UN. In turn the Barangays presented their own development and disaster management activities, highlighting their support of response, recovery and livelihood activities for Super typhoon Yolanda-affected Eastern Samar.

Barangay Diplomacy was established to encourage and support fellow Barangays, to forge “twinning” relationships with overseas local authorities, and to partner with the DFA and UNCT. UNIO Assistant Secretary Jesus Domingo stated that he will find such twinning partners for Barangays San Antonio and Wack Wack in New Zealand when he assumes his post as Ambassador in Wellington next month. The two Barangays’ active role in support of their disaster-affected counterpart Barangays serve as the inspiration for Barangay Diplomacy,

added Assistant Secretary Jesus R.S. Domingo of UNIO.

Model UN 2.0 is a platform to deepen the engagement of students with the UN system. Current Model UNs have students simulate the role of diplomats at the UN General Assembly and other deliberative bodies, while Model UN 2.0 gives them a deeper role as liaison officers and coordinators between Barangays and the UNCT.

The CDV and D-League, respectively coordinate Barangay Diplomacy and Model UN 2.0 in partnership with UNIO. Representatives of the Department of Social Welfare and Development (DSWD), Department of Interior and Local Governments (DILG), the Union of Local Authorities of the Philippines (ULAP), and the Philippine Disaster Resilience Foundation (PDRF) also participated in the workshops. President Aquino signs EO 203 adopting compensation, position classification system for GOCCs,GFIs

MANILA – President Benigno S. Aquino III signed Executive Order No. 203 series of 2016, “Adopting a Compensation and Position Classification System (CPCS) and a General Index of Occupational Services (IOS) for the GOCC Sector that are covered by Republic Act No. 10149 or the GOCC Governance Act of 2011. Communication Secretary Sonny Coloma said the covers all Government-Owned or -Controlled Corporations, Government Financial Institutions, as well as Government

Instrumentalities with Corporate Powers or Government Corporate Entities including their subsidiaries. E.O. 203 (s. 2016)

serves as the counterpart measure for GOCCs to E.O. 201 (s. 2016), which

modified the salary schedule for civilian government personnel and authorized the grant of additional benefits for both civilian military and uniformed personnel.

Secretary Coloma said, the implementation of the E.O. shall be governed by the Governance Commission for GOCCs (GCG), which shall prescribe the “…necessary implementing guidelines on matters such as, but not limited to, hiring rates, overtime pay, night shift differential, merit increases, and Early Incentive Programs (ERIPs)…” taking into

consideration the prevailing practices in the private sector and principles outlined by the CPCS.

Moreover, Secretary Coloma said that funds needed for carrying the compensation adjustment under the CPCS shall depend on the “…financial capability of the GOCC and their corporate operating budget…” as approved by the GCG and approved by the Department of Budget and Management for entities receiving allocations or subsidies from the National

2nd CAB signing anniversary celebration to be held in Cotabato City

COTABATO CITY – Stand up for peace. Long live the Comprehensive Agreement on the Bangsamoro (CAB)! This is the theme of the 2nd anniversary of the signing of the 2014 negotiated political settlement between the Government of the Philippines (GPH) and the Moro Islamic

Liberation Front (MILF) that served as basis for the drafting of the proposed Bangsamoro Basic Law (BBL) and outlined socio-economic interventions and transitional justice and

reconciliation mechanisms to ensure a just and lasting peace not only in Mindanao but across the country.

The anniversary will be commemorated with an event that will be held at the Notre Dame University Gymnasium in the city on 28 March 2016. The actual signing of the CAB happened on 27 March 2014 but due to the observance of the Easter Sunday, both the GPH and the MILF agreed to hold it on the following day.

“Even though the proposed BBL was not passed by the 16thCongress, the gains achieved in the Bangsamoro

peace process throughout the decades have been tremendous. There is solid basis for the people of the Bangsamoro to remain hopeful and continue looking forward toward a better, peaceful future,” said GPH chief negotiator Professor Miriam Coronel-Ferrer.

“Most importantly, the CAB binds the government and the MILF to a road map that serves as the best deterrent to violent extremism and lays down the needed social and political reform that would see the full transformation of the Bangsamoro region into a center of peace and development,” she added.

The celebration of the CAB signing anniversary will be the last under the current administration. Aquino is expected to step down in July to give way to the winner of the 2016 presidential election. Ferrer and the rest of the GPH negotiating panels are co-terminus with the President.

BBL non-passage does not diminish successes

Before the signing of the CAB, the GPH and the MILF launched the Sajahatra Bangsamoro Program – a concrete socio-economic initiative aimed to uplift the health, education, and livelihood conditions of residents in MILF communities. Moreover, the Transitional Justice and Reconciliation Commission held earlier this month a public launching of its report and recommendations on healing the wounds of war and addressing the legitimate grievances of the Bangsamoro.

Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Quintos-Deles announced that concrete actions were being undertaken with regard the report. She also mentioned that she would initiate an inter-agency

committee to study the TJRC’s recommendations and how to put them into motion.

Also, since 2012, there has been zero skirmishes recorded between GPH and MILF forces except the Mamasapano incident which happened in 25 January 2015. Despite the firefight that lasted hours and resulted in 67 casualties, ceasefire was quickly re-established.

Event Proper

The CAB anniversary celebration will feature several activities such as a photo exhibit on the Bangsamoro peace process and a public viewing of select films and documentaries on the struggles and hopes of the Bangsamoro which will be followed by an open forum. Gates will be opened at 10:00 a.m. while the actual film viewing will begin thirty (30) minutes after.

The formal program will commence at 1 p.m. Bulk of the program will be dedicated to awarding plaques of recognition and appreciation to local and international actors who have been part of the Bangsamoro peace process throughout the years. Aside from the established

peace and ceasefire mechanisms, past negotiating panel chairs have also been invited as honorees. Aside from Ferrer and MILF chief negotiator Mohagher Iqbal, other expected guests include: PAPP Deles; representative/s of the MILF Central Committee; members and representatives of the ceasefire mechanisms; members and representatives of mechanisms under the program for Normalization; members and representatives of the Third-Parties in the GPH-MILF peace process; and members and representatives of the Diplomatic

Corps.

There will be food booths within the venue that will provide local delicacies and refreshments beginning 11:30 a.m. Several groups have also been invited to render cultural performances.

Invitations have also been extended to: members of the National Peace Council as well as people from the academe, religious communities, security sector, civil society, indigenous people organizations, and Royal Houses. (OPAPP)

Gov’t agencies combine to control Mt. Apo FireDAVAO CITY- Personel from local government units and the na-tional government has combined to control the raging fire in Mt. Apo. According to Edward Raga-sa, Park Operations Superin-tendent of the Mt. Apo National Park, government agencies have assessing and evaluating the ex-tent of the fire which has affect-ed 200 hectares in the national park. These agencies include the Department of Environment and Natural Resources, Davao del Sur Disaster Risk Reduction and Management Council, North Co-tabato Disaster Risk Reduction and Management Council, the Philippine Air Force and the Bu-reau of Fire Protection from Re-gions XI and XII. The Davao City Central 911 has been ordered by Davao City Mayor Rodrigo Duterte to also help put out the fire. The fire started at around 1 p.m. Black Saturday (March 26).

Authorities are investigating the cause of the fire. More than 900 climbers and porters have safely descended from the peak from the time the fire started. Ragasa said that firefighters could now start to build a fireline to contain the fire from spread-ing. Mt. Apo the country’s high-est peak is visited by hundreds of climbers during the Holy Week. Russian martial art holds first national tourney in Davao CityDAVAO CITY- Sambo, a form of Russian Martial art will hold its first national tournament in Davao City this coming March 31.

Sambo is an acronym for Samozaschita Bez Oruzhiya or “self-defense without weapons.” It was developed by the then Soviet Red Army in the 1930s to improve their hand-to-hand fighting tech-niques. It integrates the techniques of judo, jujitsu and wrestling. Among its famous practitioner is Russian President Vladimir Putin who learned the sport at the age of 14. He was conferred the title Mas-ter of Sports for Sambo in 1973. Sambo is currently practiced in 105 countries with the Philippines being newly involved in the sport. Last year, the Pilipinas Sambo Federation Inc. (PSFI) was orga-nized in Davao City with the bless-ing of Federal International Ama-teur Sambo (FIAS) as the world body’s official national organization in the country. Last November 12-16 2015, for the first time the country through PSFI participated in the World Sam-bo Championship in Casablanca, Morocco, the Philippines’ lone entry finished 7th in the Combat Sambo category. Pedro Quitain III, the presi-

dent of PSFI said the national tour-nament will help spread the aware-ness of the sport in the country. He said many teams from across the country are signifying their inten-tion to join the tournament which will be held in Abreeza Mall in Ba-jada, Davao City. “Sambo’s fast rising popularity in the country may be attributed to its similarities to Mixed Martial Arts (MMA), albeit with the protective gears.” Quitain said. According to Quitain, Sambo is the perhaps one of the very few sport whose national governing body is located in Davao City. He said they are working on getting accreditation from the Philippine Sports Commission and the Philip-pine Olympic Committee. The First Pilipinas Sambo Na-tional Competition will have sport sambo (youth under 19) and com-bat sambo (men above 18) tourna-ments in the one-day competition. Winners for the event will repre-sent the Philippines in the Asian Beach Games in Vietnam on Octo-ber 2016. (PIA/RG Alama)

DSWD, DepEd to construct 135 classrooms for IP villages in Region 12

KORONADAL CITY, South Cotabato, Mar 28– A number of indig-enous peoples in the far flung villages of SOCCSKSARGEN Region are set to benefit from the new partnership between the Depart-ment of Social Welfare and Development (DSWD) and Department of Education (DepEd).

Some 135 classrooms are being considered for construc-tion as part of the support to the establishment of new public schools for the indigenous peo-ples in Mindanao.

Gemma Rivera, DSWD-12 as-sistant regional director, said agencies are working togeth-er through technical sessions, meetings and other pre-con-struction activities to fast tract the project implementation.

Rivera added that the proj-ect will be under the auspices of one of the agencies flagship poverty-reduction programs, Kapit-Bisig Laban sa Kahirapan-A Comprehensive and Integrat-ed Delivery of Social Services (Kalahi-CIDSS), especially dur-ing the construction phase.

The classrooms will be con-structed in the provinces of Sa-rangani, Sultan Kudarat, South Cotabato and North Cotabato and, cities of Koronadal, Ta-curong, and General Santos, Rivera said.

Dr. Arturo Bayocot, DepEd OIC regional director, said that these classrooms will be con-structed in schools that are yet to be established in the IP communities, where villagers will take liberty in choosing the name, design, type and other

aspects in the classroom con-struction.

“This is a unique project be-cause it has to get the wisdom of the elders and community as a whole. We value the touch of the tribe in classroom construc-tion,” Bayocot said.

Bayocot recognized the con-tribution of DSWD, through Kalahi-CIDSS, in the construc-tion of classrooms in the region that paved the way for the bet-ter quality of service delivery to school children and communities as whole.

Since 2003, Kalahi-CIDSS has completed 179 school building projects in Region-12, amount-ing to Php263. 92 million funded by the World Bank, Australia’s Department Foreign Affairs and Trade and other local and inter-national agencies. (HTEstacion-Kalahi-CIDSS/DSWD12/ DE-Doguiles-PIA12)

South Cotabato eyes construction of water impounding facilities to address El Nino concernsBy: Danilo E.Doguiles

KORONADAL CITY, South Cotabato Mar. 28-- In preparation for coming episodes of longer dry spells, the provincial govern-ment of South Cotabato is thinking about building facilities that would extend available water supply especially during long droughts.

Gov. Daisy Avance-Fuentes has ordered the Provincial Di-saster Risk Reduction and Man-agement Council (PDRRMC) to create a task force that will conduct a study that would identify location where water impounding facilities may be constructed.

“We have been warned. This will not be the second or last time that we’ll experience El Nino. It will only grow worse, especially if we do not car-ry out any intervention,” Gov. Fuentes told the council mem-bers.

On Monday , March 21, South Cotabato was placed under state of calamity. Reported damage to agriculture from Novem-ber to March 18 has exceeded Php284 million, affecting 11,011

hectares of production areas and 9,380 farmers.

Provincial Agriculturist Jus-tina Navarrete and Social Wel-fare and Development Officer Nelida Pereira, admitted the destruction is more widespread than was reported because the areas reported were only those that have standing crops while the number of persons af-fected did not take account the farm laborers, plantation work-ers and households that have lost livelihood and source of sustenance due to the nearly four months of drought.

Apart from creating a task force, Gov. Fuentes said she will also request the Depart-ment of Environment and Natu-ral Resources and the Depart-ment of Agriculture to conduct

a similar study that would identify locations where the provincial government could build such facilities to fill aqui-fers from which deposited water can be released during summer and dry seasons.

“With water stored in our aquifers, our streams and rivers won’t easily dry up,” she said. “Having water impounding fa-cilities and aquifers in strategic places, we may be able to de-lay the impact of El Nino by 1 to 2 months. In a 4-to 5-month drought, that would be signifi-cant,” she emphasized.

Initially, the task force will look for vital locations for water impounding facilities in the province’s major rivers -- Alah, Silway, Sepaka, and Mar-bel.

Fuentes stressed that only water that causes flooding should be diverted to these de-positories.

“We don’t even need to build dams,” she

said.If DENR and DA could point

out where these small water impounding facilities should be built, the provincial govern-ment may be able to construct three to four such facilities that cost Php 5 million to P 7 million each.

Besides building water con-tainment structures, the pro-vincial government is also con-sidering planting of trees that could help fight the effects of El Nino.

“Environmental experts should recommend tree spe-cies that have better water retention capacities,” Gov. Fuen-tes said. (DEDoguiles-PIA 12)

Part of the event is a radio hopping/guesting where officials form the DOE will also answer queries from the public/listeners. Also, the advocacy campaign was conceptualized in order to create and capacitate a critical mass of communicators/media practitioners that would serve as conduits in disseminating the benefits and developments in the industry. To maximize the campaign, other DOE stakeholders are also invited such as, Department of Trade and Industry - Bureau of Product Standards, Department of the Interior and Local Govern-ment - Bureau of Fire Protection, Local Government Units, Liquid Petroleum Products (LPP) retail-ers, and Liquefied Petroleum Gas (LPG) dealers. The topics to be discussed

include, among others, the Over-view on the Downstream Oil In-dustry, LPG Industry Regulatory Framework, Retail Rules, Metrol-ogy and Basic Principles on the Sealing and Calibration of a Dis-pensing Pump. The campaign was launched in Palawan and replicated in nine cities/municipalities in 2012. Fol-lowing the successful conduct of these activities and the positive feedback it has created among the various stakeholders, Caraga region would replicate the same in Surigao del Norte and Agusan del Norte provinces. The activity is under the Communication Initiatives Pro-gram being managed and imple-mented by the DOE through its Oil Industry Management Bureau (OIMB).

Police Regional Office 13 launched the said operation plan on two venues -- at the Police Regional Office 13 headquarters at Camp Rafael C. Rodriguez and Dottie’s Place Hotel Convention Center, J. C. Aquino Ave., this city. The guest of honor and speaker of the launching was Po-lice Director Benjamin Magalong of the PNP Directorate for Inves-tigation and Detective Manage-ment (DIDM) and participated by top police regional, provincial, city and municipal police station officials and other stakehold-ers, headed by PNP Caraga chief Chief Supt. Rolando B. Felix.

The Caraga PNP however, started the soft implementation of the “Oplan Lambat Sibat” or the managing of police opera-tions in an intensified anti-crime campaign on some selected pilot station since January 2016. From then to the present, according to a very recent data released by PRO 13 on Friday, signed by Supt. Daniel Peusca, the Officer-in-charge of the Re-gional Police Office 13, resulted in the confiscation of 3,775.885 grams of shabu and 384.06 grams of Marijuana, worth Php 44,576,003.00 based on the Dangerous Drugs Board (DDB) value; the arrest of 187 wanted

BUTUAN CITY -- For the additional budget for the on-going construction of Santiago Municipal Hall building in the municipality of Santiago, Agusan del Norte, the Sangguniang Panlalawigan of Agusan del Norte approved the P10 million pesos budget as counterpart of the province to finish the construction of the said building. This is part of the province’s program of providing basic ser-vices and facilities for the wel-fare of its constituents and im-prove its public service. The fund was taken from the Non-Office appropriation, CY 2016. A Memorandum of Agree-ment (MOA) between the prov-ince of Agusan del Norte and the municipality of Santiago will be entered into by the two parties for the transfer of the said funds for immediate implementation of the project. was authorized by the Sangguni-ang Panlalawigan through Sang-gunian Resolution No. 072-2016, authored by Vice Governor Ra-mon AG. P6-M PAMANA projects to be implemented in Baliguian townBy Franklin P. Gumapon

DIPOLOG CITY – Two separate projects are slated to be implemented in Baliguian, Zamboanga del Norte under the Department of Interior and Local Government-Payapa at Masaganang Pamayanan (DILG-PAMANA) Fund 2015. This was learned during the Regional Peace and Order Council (RPOC)-9 meeting held at the Top Plaza Hotel here recently.

These two projects are the construction of a P3 million-hanging bridge at Sitio Luktuson, Barangay Nonoyan, and the

construction of Level II Water System at Sitio Tumbaga in the same barangay with another P3 million allocation. PAMANA projects are intended to reduce poverty through community infrastructure and focused delivery of social services in conflict-affected areas. Both projects got the approval of the council and that the funds may now be downloaded from DILG-9 to the local government unit of Baliguian for the purpose. In the same meeting, the police and military officials have also vowed to protect the people against all forms of lawlessness in the region. In his report, Capt. Jason Mararac of the 101st Infantry Brigade, Philippine Army based in Del Pilar, Piñan, Zamboanga del Norte said that some politicians might “utilize the private armed groups during the 2016 elections, and criminalities may rise as election draws near.”

But Col. Jesus Mananquil, 101st Brigade commanding officer, was quick to say that both the police and military are ready for any eventuality. Zamboaga del Norte Governor Roberto Y. Uy presided over the RPOC-9 meeting with member-agencies like the Department of Trade and Industry, Department of Education, Department of Agriculture, Department of Interior and Local Government, Department of Justice, National Bureau of Investigation, Department of Social Welfare and Development, Philippine National Police, Philippine Army, Philippine Information Agency, National Commission on Indigenous Peoples, provincial governments of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay, private sector representatives and others in attendance.

Lapuyan PNP hunt abductors of businessman, grandsonLAPUYAN, Zamboanga del Sur – The Philippine National Police (PNP) has launched hot pursuit operation against the unidentified armed group who abducted a businessman and his grandson on the evening of March 23 in barangay Maruing, this municipality.

Senior Inspector Roger Bartiana, chief of police said the PNP personnel will not stop until they can gather vital information that would lead to the victim’s safe recovery and would help identify the abductors. At 6:00pm on Wednesday, Bartiana said an unidentified armed group wearing PNP uniform stormed the house of Antonio Tan, a 75 year-old businessman and forcibly took him along with his grandson, Ri-an Tan Nuñeza, 25 years old. The perpetrators were on board two pump boats color blue with the Philippine flag raised at the back of the vessel. Bartiana said after they received the report, the PNP elements quickly responded and pursued the suspects but they escaped towards Sitio Limono, barangay Camanga, Malangas, Zamboanga Sibugay. He said the Regional Police Service Battalion (RPSB) company assisted the PNP seaborne patrol but suspects skillfully managed to escape. Nasruddin Ismael, municipal disaster risk reduction management officer said at the time of the incident, the local government unit (LGU) immediately offered their rescue

equipment to the PNP personnel such as: waterproof swim gear, search light and life jackets to speed up their operation. Ismael said Vice Mayor Joel Sulong accompanied the PNP investigation team in barangay Maruing to gather vital information from the members of the family. “Punong Barangay Galang Bugao and the barangay tanods helped secure the family of the victims,” Ismael added. Ismael said as of this time, the family have not received any phone calls from the abductors

ISABELA CITY, Basilan – The Basilan Electorates for Honest, Orderly, and Peaceful Elections (BE HOPE) is set to hold a candidates’ forum on April 12 and 21 in Isabela and Lamitan cities, respectively.

The forum intends to provide opportunities for local candidates to present their platforms of government and for electorates to raise issues and concerns and to propose actions and response. Candidates for congressional, gubernatorial and mayoral slates will be the direct participants of the fora. They are expected to answer questions related to the sustainable development goals and the Philippine Development Plan but contextualizing it to Basilan realities. Issues concerning economic, education and energy will be asked from congressional candidates, while concerns on peace and security, climate change and environment, health and social welfare will be asked from gubernatorial and mayoral candidates. Moreover, random questions relating to different concerns by specific sectors will be taken from the questions of the public through social media or are written before the start of the forum. Some 3,000 participants are expected to attend the April 12 forum at the Basilan State College in Isabela City while hundreds are also expected to attend the

April 21 fora in Lamitan City. Specific sectors will be invited to the forum to include the youth, tribal/indigenous peoples’ representatives, women representatives from different organizations or barangays, barangay LGUs, academe, cooperatives, professional groups, religious sector, fraternities, business sectors (including small and medium enterprise), farmers and fisher folks, and government and private sector employees. The police, in cooperation with the military said it will implement strict security measures inside and the periphery of the venue. It discourages people to bring bags and backpacks and will only allow transparent bags inside the venue. For the candidates’ commitment to pursue honest, orderly, and peaceful elections, a covenant signing will wrap up the forum. The election-watch group is composed of stakeholders from the police, military, academe, selected government agencies, and civil society groups.

Homeowners Association in Calaanan. In his message, Moreno said that they are planning to evenly distribute the land so that every housing unit of the beneficiaries will have a separate title. So if in case something will happen, the beneficiaries will be able to pass on the title to their children, Moreno added in vernacular.
