The construction of the integrated training facility will open its door to all segments of the population such as stakeholders, workers groups, civil society and youth organizations, and other government agencies, supporting for a more developed and expanded regional package of training and capacity building programs. This project will dramatically enhance Region 10’s capacity to carry out its numerous programs more effectively, ensuring greater availability and improved quality of public services to the people of the province and extensively

across the Northern Mindanao region. In support of this aim, Baldoz highlighted in her speech, “This one [building] is dedicated for the training or capacity building of the people that partner with DOLE. Our unemployment is still a very challenging problem for all of us and 50% of the unemployed are the youths. We are so focused on various programs that would enable our youth to be able to get the right education and acquire the right skills for the right jobs.” She further said, “I look at the generosity that you are showing

Let the growth be felt by the smallest people of the country and even in the remotest and farthest places in the entire Philippines.” Moreover, the center symbolizes the solid linkage of DOLE Mis. Occ. and its funding and development partners, private and public sector, which has been the very foundation of the project. No project could come to fruition without the approval

and generous support of Panaon Municipal Mayor Francisco Paylaga, Jr. Such generosity was demonstrated when DOLE Misamis Occidental received and accepted the lot donation during the new DOLE Misamis Occidental Provincial Field Office Blessing on 5 June 2015. On the same date, mayor Paylaga and DOLE-X executed a Memorandum of Agreement (MOA), whereby the Municipality of Panaon donated the said lot to the DOLE Mis. Occ. subject to the conditions stipulated therein. The two parties then executed a Deed of Donation over the subject lot in favor of the DOLE Mis. Occ., which was duly accepted by director Agravante.

This is in addition to another parcel of land donated by the City of Oroquieta upon the approval of the City Mayor Jason P. Almonte, pursuant to Sangguniang Panlungsod (SP) Resolution No. 211-11-886 dated 3 November 2011 passed by the Sangguniang


Panlungsod of Oroquieta City. The lot measures 600 square meters (s.q.) located in the City Engineer’s Office Grounds, which recently had its groundbreaking ceremony on 4 March 2016. Particularly noteworthy were the efforts of the province in building partnerships and networks with the commitment of making meaningful contributions to the community.

Baldoz hailed the province for diligently working towards the fulfillment of the agency’s national vision of inclusive growth--sharing the fruits of socio-economic development with all sections of the society. “Here in Misamis Occidental, I would like to thank that your vision is also to make the entire

province, of course, even the entire region an excellent region in terms of the quality of service, in terms of the commitment to help one another and to cooperate towards a sustainable growth and development of the province and all the local government units that compose the

province”, Baldoz said. Immediately afterwards, a turn-over ceremony followed at the Provincial Cultural and Farmer’s Training Center in Oroquieta City. Secretary Baldoz released some checks under the Bottom-Up-Budgeting (BUB) and DOLE Integrated Livelihood and Emergency Employment Program (DILEEP) funds to various Local Government Unit-Accredited Co-Partners (LGU-ACPs), civil society organizations (CSO), beneficiaries and proponents in the Province of Misamis Occidental; to wit: Oroquieta City, Jimenez, Ozamiz City, Tudela, Panaon, Plaridel, Bonifacio, Sinacaban, Calamba, Sapang Dalaga and the Provincial Government, amounting to ₱


20,586,946.11 for all 31 livelihood projects. The target beneficiaries include persons with disabilities (PWD’s), senior citizens, motor cab drivers, tricycle drivers, fishermen, farmers, ambulant vendors, youth and women associations. In attendance were key officials from the different cities and municipalities who were recipients of the livelihood grants. In a closing message, Asst. Regional Director Albert Gutib stressed that the BUB and DILEEP projects aim to attain the Philippine Development Plan’s goal of inclusive growth, poverty reduction and promoting good governance at the local level. DTI: Gov’t and private sector together can achieve PEDP targets

MAKATI CITY -- Department of Trade and Industry (DTI) Secretary Adrian S. Cristobal Jr. urged government agencies to work together and collectively achieve the country’s export goals. “We are at a strategic turning point in the country’s economic performance. The Philippine economy has never been in such a good shape for a long time. We can, as one government, harness the growth that we have been experiencing in the past six years, increase our exports, and meet the challenges and opportunities of the world market,” he said.

The DTI is the lead agency in charge of the implementation of the Philippine Export Development Plan (PEDP) 2015-2017. PEDP, which aims to grow the country’s exports by as much as 8% to 9%, is to support trade, growth, and innovation that would enable domestic industries to establish

their niches in regional and global markets.

Cristobal, who chairs the Export Development Council (EDC), said that the Philippine government and the private sector continue to work together to create an enabling business environment and to enhance regional competitiveness.

“We have to move in concert to achieve our export goals. Harmonized policies among government agencies and efficient plans of action in consultation with our stakeholders are key factors for success,” he said.

Government agencies are expected to present their inventories of policies and plan of action next month (April), within sixty (60) days from the issuance of the memorandum circular approving PEDP last 04 February.

DTI Industry Promotion Group (IPG) Undersecretary Nora K. Terrado will also be conducting briefings on PEDP in key export areas of the country. “In the DTI’s tradition of stakeholder consultation for policy formulation, we conduct regional briefings to surface and address exporters’ concerns. Our goal is to be able to align appropriate programs that will enhance the capacity of exports producers in different localities,” she said.

The first of the PEDP regional briefings was held last March 16 for the National Capital Region (NCR) and Region 4. Other briefings are scheduled in Davao (Region 11) on 29 March, Cebu (Region 7) on 30 March and Clark, Pampanga (Region 3) on 05 April.

DTI, lead agency of the EDC, conducts regular meetings to periodically review and assess the country’s export performance, problems and prospects. It is also mandated to do biannual validation and updating of the PEDP.

The DTI will work closely with the Departments of Agriculture (DA), Energy (DOE), Environment and Natural Resources (DENR), Finance (DOF), Foreign Affairs (DFA), Health (DOH), Interior and Local Government (DILG), Labor and Employment (DOLE), Public Works and Highways (DPWH), Science and Technology (DOST), Transportation and Communication (DOTC), the Bangko Sentral ng Pilipinas (BSP) and the National Economic Development Authority (NEDA). Government boosting disaster risk reduction efforts—Palace

Verisk Maplecroft, a risk management firm based in the United Kingdom, said Asia has the largest number of people exposed to natural disasters, with India having a billion people at risk. Other Asian countries cited were China, Bangladesh, and Indonesia. Secretary Coloma said that no less than President Benigno S. Aquino III heads the National Climate Change Commission, which is in charge of implementing strategies to deal with the challenges of climate change effectively.

The Palace official said even other countries are using the best practices of the Philippines as examples to reduce risks.

The Paris Agreement is an agreement within the framework of the United Nations Framework Convention on Climate Change governing greenhouse gases emissions mitigation, adaptation and finance from 2020 onward, he added.

According to Verisk Maplecroft researchers, 1.4 billion people in South Asia are exposed to at least one major natural hazard, from severe storms to flooding and earthquakes.

They said Manila is the most exposed city, with majority of its 23 million population in the path of typhoons. Other major cities like Tokyo (Japan), Jakarta (Indonesia), and Dongguan (China) were also

OPAPP sets transitional justice, reconciliation recommendations in motion

MANILA -- Presidential Adviser on the Peace Process (OPAPP) Sec. Teresita Deles has assured recommendations made by the Transitional Justice and Reconciliation Commission (TJRC) to forward the Bangsamoro peace process will be operationalized. The recommendations were included in a report launched to the public on March 15 in Cotabato City. During the launch, Deles said Executive Secretary Paquito

Ochoa, Jr. issued a memorandum of instructions to OPAPP to put in motion the recommendations in the report.

The TJRC conducted various


consultations across the country on what would be an important component to promote healing and reconciliation among the communities affected by the decades-long armed conflict in Mindanao.

Deles outlined concrete actions on how the TJRC report could be implemented.

“We will seek at the earliest possible time to draw up Memoranda of Agreements to institutionalize the partnership along these different tasks with selected government agencies,” she said.

The government agencies are the National Commission on Muslim Filipinos (NCMF); the National Commission on Indigenous Peoples (NCIP); the Department of Education (DepEd); the National Historical Commission (NHC); the Claims Board for Human Rights Victims of Martial Law; the Autonomous Region in Muslim Mindanao (ARMM) regional government; and the Department of Environment and Natural Resources (DENR). Deles said that those agencies “have already initiated relevant processes and reforms on which the work of truth-

telling, memorialization, redress, and reconciliation can build.”

“As well, we will try to expand our efforts by tapping the expertise and knowledge base of the academic community and civil society,” she added.

Despite setbacks, Deles called on everyone “not to give up” on the peace process.

“This Bangsamoro opportunity is one we ignore at our own peril. And we take heart in seeing that the parties in this peace process are not ignoring this opportunity and are in fact doing all they can to make sure we take it and make the most of it. Despite setbacks and difficulties along the way, no one is backing out. No one is giving up—not the MILF, not the government. And we ask you not to give up as well,” Deles said.

LEGS is being carried out in partnership with the Public Em-ployment Service Offices.

Regional Director Ofelia Do-mingo said, students who par-ticipate in the DOLE’s LEGS seminars understand their roles and responsibilities as they apply for jobs and as fresh workers.

“We also hope to inculcate the value of work and how to be very professional. It is impor-tant that every graduate is pre-pared for the world outside their school,” Director Domingo said.

\LEGS is designed to guide “would-be workers” on their rights at work and responsibili-ties.

The seminar topics include: pre-employment tips, employ-ers’ and workers’ rights, bene-fits (PhilHealth, SSS coverage), anti-illegal recruitment and the prevailing minimum wage in the region.

As of press time, some 30,265 students and former graduates seeking for jobs have been reached by DOLE’s LEGS

Data from the Commission on Higher Education (CHED) 12 indicate that some 20,879 new graduates will soon join SOCCSKSARGEN Region’s labor force, based on enrolment data for school year 2015-2016.

KIDAPAWAN CITY, North Cotabato Mar 29 - The City Government here has mobilized a fire and rescue volunteers to help stabilize and control the fire razing Mt. Apo, the country’s highest peak.

in an interview this morning.“We are able to control the

grass fire at the Cotabato side of Mt. Apo due to the immediate decision of Mayor Joseph Evan-gelista to mobilize fire and res-cue volunteers and provide logis-tics to do the job,” Recimilla said.

Reports said that a grass fire started at the Santa Cruz, Davao del Sur side of the moun-tain at past 1 in the afternoon on Black Saturday.

This, despite the regulation on the number of climbers being imposed by LGU’s surrounding Mt. Apo. Only 1,000 trekkers were allowed to climb Mt. Apo for the Holy Week season.

Recimilla said the city gov-ernment immediately coordi-nated with its counterparts from neighboring municipalities of Makilala and Magpet together with agencies such as the DENR Protected Areas Management Board, the Office of the Civil De-fense 12, Bureau of Fire Protec-tion; and the Energy Develop-ment Corporation in an effort to contain the grass fire.

A meeting was called up yes-terday involving the said agen-cies.

Mayor Evangelista then mobi-lized the City Call 911 personnel, Mt. Apo Porters and Guides to conduct rescue and clearing op-

erations to help evacuate climb-ers still left behind and estab-lishing a ‘fire lane’ area that will prevent the spread of the confla-gration.

The Mandarangan trail of Kidapawan City is now utilized as escape and exit points for climb-ers from the peak.

Though the said undertaking has helped control the spread of grass fire in the trails of the Kidapawan, Makilala and Magpet Area, the grass fire has already developed into a forest fire along the Davao del Sur side of Mt. Apo, Recimilla revealed.

Operations to contain the con-flagration are ongoing, he added.

Kidapawan City is also mobi-lizing resources to provide food and other logistics to sustain vol-unteers and rescue teams still doing the operations.

An Incident Command Post was already established by local authorities at Lake Agco to moni-tor the situation and supervise the ongoing operations.

A thorough investigation is expected to be led by the DENR PAMB soon to determine what caused the grass and forest fire at Mt. Apo. (DEDoguiles-PIA 12 with report from the Kidapawan City Information Office.)


Province of Dinagat Islands is now rabies-free

BUTUAN CITY-- The Province of Dinagat Island has been de-clared rabies-free zone and a local declaration was conducted last March 16 by the Department of Agriculture (DA) and De-partment of Health (DOH), lead implementers of the Rabies Eradication and Control Program. These include the munici-palities of Basilisa, Cagdianao, Dinagat, Libjo, Loreto, San Jose and Tubajon.

“This is the fruit of our la-bor as we push strategic mea-sures in eliminating rabies in our province. Our advocacy through information awareness and mass dog vaccination campaign paved the way for us to be rabies-free,” said Dr. Aimee A. Jimeno, Provin-cial Veterinarian. The provincial government has implemented dog control measures through the enforce-ment of local ordinances in ac-cordance with Republic Act 9482 or the Anti-Rabies Act of 2007. “This included impounding of stray dogs from all municipali-ties,” Dr. Jimeno added. With seven municipalities added, there are already 35 ra-bies-free zones in the country. Out of the totaled rabies-free zones eight municipalities are from Caraga region including the municipality of Socorro in Surigao del Norte. This is the result of the intensified campaign of DA, DOH and LGUs against the disease. “The DA together with the Bureau of Animal In-dustry continues to work on eliminating rabies while promoting animal welfare and preventing animal cruelty. Increasing public awareness on the impor-

tance of dog vaccination will also continue throughout the region,” said Dr. Esther Cardeño, DA-Ra-bies regional coordinator. In support to the Rabies Eradication Program, DA’s Re-gional Animal Disease Diagnostic Laboratory (RADDL) offers free rabies diagnosis exam. The free laboratory exam is meant to en-courage pet owners the submis-sion of more samples from sus-pected animal rabies cases. According to DOH, rabies from dog bites continues to be one of the leading causes of death in the country. On average, 200 to 300 Filipinos die from ra-bies each year. As of today there are 424 Animal Bite Treatment Centers (ABTCs) accessible na-tionwide where 21 ABTCs are in Caraga region.

BUTUAN CITY -- The provincial government of Agusan del Norte is set to forge an agreement with Butuan Doctors’ Hospital (BDH) for the latter’s provision of laboratory examinations and computerized tomography scan to the Agusan del Norte Provincial Hospital (ADNPH) to further improve its health services to the public. Under the Memorandum of Agreement (MOA), in the event of unavailability of its diagnostic services, the provincial hospital can refer all laboratory examina-tions and computerized tomogra-phy scan to BDH. It also included in the agreement the granting of discounts to indigent patients of the provincial hospital. The MOA also defined the corresponding roles and respon-sibilities of each party concerned for the effective implementation and management of said ADNPH

and BDH laboratory referral sys-tem. Considering the importance of this referral scheme for the welfare of the patients of the pro-vincial hospital especially the un-derprivileged, the SP Committee on Health and Nutrition, chaired by Provincial Board Member Rey G. Jamboy, pushed for the ap-proval of Sanggunian Resolution No. 074-2016, granting authori-ty to Provincial Governor Ma. An-gelica Rosedell M. Amante-Matba to sign the said MOA.

DIPOLOG CITY – Zamboanga del Norte Governor Roberto Y. Uy delivered his third State of the Province Address (SOPA) recently at the Zamboanga del Norte Convention and Sports Center (ZNCSC).

“I am proud to say that the province is in much better state now,” Gov. Uy declared.One of the programs focused by his administration is infrastructure which for his three years in service, 66.53 kilometers of provincial roads were constructed throughout the province. “We’ve constructed and rehabilitated barangay and provincial roads, built bridges and box culverts, established schools, covered courts and evacuation centers, and erected

Gingoog rural workers receives cattle dispersal project from DOLE

A total of 34 members of Kalipay Rural Workers Association (KRWA) in Gingoog City, Misamis Oriental will start raising, feeding, grooming, and breeding cattles since receiving the

Cattle Dispersal Project from Department of Labor and Employment (DOLE) region 10 during the Serbisyo Caravan held in February this year.


The ceremonial turn-over was in time of the Serbisyo Caravan, an activitiy where basic services and projects of the government were provided to far flung communities, through a collaboration of the National Government Agencies (NGAs) in partnership with the Local Government Unit, this time through City Mayor Marie L. Guingona of Gingoog City. With an amount of P340,000 for the cattle dispersal project, Errol Natividad of DOLE 10 said that this gives the association the opportunity to enhance their managing skills in handling livestock business “Geographically, Kalipay is a suitable area in raising cattle for its clean environment, food abundance, and thereby producing healthy and profitable cattle for selling,” he added. Moreover, the members of the association were trained by the City Veterinary Office on cattle raising, feeding, grooming, and breeding until the cattle is ready for dispersal.

To sustain the project, the a s s o c i a t i o n ’ s strategy is to divide the members into teams consisting of two members. One member will raise one female cattle until the cow gives birth to a calf, and grows into a cow. The female cow, which had given birth, will then be passed to the other member of the team with the same

process cycle until it will produce several cows providing income to the association. DOLE-10 Regional Director Raymundo G. Agravante emphasizes to strengthen the advocacy on self-reliance and strong relationship to the members of the association to meet their common goals on sustainability of the group and the project. On the other hand, DOLE-10 also released an amount of Ph440,000 to finance the Falcata Planting Project of the members of Kiagao Displaced Workers Association in Gingoog City.
