The purpose of this presentation is to make community residents aware of a 16+(potentially up to 32+) acre tract that meets all 9 of the goals established by the Georgia Green Space Program for land that qualifies as green space. We believe this property will prove to be ON TARGET for the needs and desires of the citizens of DeKalb county

Agenda or Summary Layout

Public Officials, more than most, come under intense public scrutiny. Inasmuch as they are individually accountable as to how tax dollars are spent, their decisions must be ON TARGET.

Parks and Green Space are admittedly needed in every healthy community. A park in the LaVista/ Oak Grove area would easily afford access for individuals in of 4 of the 5 county districts. Acquiring a property large enough to actually accommodate 300 – 500+ persons with ease at any given time in this densely populated area would be ON TARGET for the citizens of DeKalb.

VALUE•There are 11.5 acres of prime property (on which 26-28 $1M+luxury homes could be developed according to an engineered county approved sketch plat) along with the possibility of an additional 5 to 12 acres of green space available for acquisition. • There is no other location in all of Central DeKalb of as much potential green space as this offering. This allows for much, much greater functionality of acquired green space than any other tract in all of Central DeKalb. (See section under Functionality) This Property also adjoins an 8 acre tract already owned by DeKalb County which could make it up to a potential 32 acre park for Central DeKalb.•Presently, small parcels are being acquired as small as .2 acres. These acquisitions amount to little more than playgrounds not parks. The cost of these small parcels,(houses) in some instances amount to well over $1,000,000 per acre. These houses are demolished at taxpayer expense adding to the over all cost. An example of this is the 1410 Cartecay acquisition. This acquisition is the equivalent of $1,250,000 per acre. Under careful examination, we believe the Nelms offering, as to value, to be ON TARGET.

SIZE AND CONFIGURATION OF THE 2886 LaVista AcquisitionGetting in and out of the LaVista acquisition would appear problematic in comparison with the Nelms offering. Because of the configuration of the 6 acre tract, how much land for a park is actually left at the entryway. There are concerns as to the venues being bottlenecked. How much space will there actually be for walking trails? cycle trails? picnic tables? How much land would be needed for a parking lot or lots? Will the county have to bear the expense of installing a traffic light? How many people at any given time can be honestly estimated to safely fit into that area after county ordained setbacks and restroom facilities?

COMPARE THE NELMS PROPERTYPhysical access to the property presents no challenges whatsoever. Currently traffic is extremely limited. Access is available from both Lavista Drive and from Richard Stokes Drive. The lay of the land is exquisite and plentiful for nature paths, walking trails, bike paths, golf carts, segways etc. . Even though there would also be room for basketball, baseball, soccer, etc.; we believe its real value to be in its undisturbed green space beauty, so little of which remains in this part of DeKalb County. The Nelms property could easily accommodate 300 to 500 or more persons at any given time with ease with plenty of room for picnics etc.

FUNCTIONALITYConsidering the (1) plat layouts, (2) total land area, (3) need for parking,(4) restroom facilities,(5) county guidelines for setbacks, (6) entry access, (7) crowd capacity and (8) venue capacity; which property would be more ON TARGET for the for the DeKalb community?The Nelms property has the capacity to provide for the following venues: Baseball, Football, Basketball, Soccer, Tennis, Nature paths, Walking trails, Cycling trails, Picnic areas, Swimming, Golf driving range, Miniature golf, Volleyball, History Museum, etc.How many of these venues will the LaVista acquisition accommodate? With the annexation of Brookhaven, at least 3 parks accommodating these venues are being lost to the county. The topography of the Nelms property as noted above could serve as an excellent resource for hosting such venues.

PRICEWe have yet to begin negotiations with DeKalb County as to the price of the property. However be assured we are only asking Fair Market Value. Our hope is that the value of the offering will be determined in the exact same manner as the LaVista acquisition. It does not seem prudent at this point to discuss numbers without first engaging in negotiations with the county. Two appraisals have been done in regard to the property. They were finished in January of 2012, however at this point the county has not disclosed to us the numbers. With the LaVista acquisition the numbers were made available to the public in less than one week. However, in regard to the Nelms offering it has been over 8 months and we have yet to hear a word.

WHAT ARE THE DEFINED GREEN SPACE GOALS OF THE GEORGIA GREEN SPACE PROGRAM? THE FOLLOWING IS A QUOTE FROM THEIR WEBSITE:What kind of land is green space? The type of lands that are considered to be green space must meet at least one of nine goals and be permanently protected. Lands that are selected depend upon a county's own priorities for preserving green space and varies from county to county. We expect much of this land will be preserved as floodplains and wetlands along stream corridors, as this seems to be a priority for most counties and would meet several water quality protection goals of the program. Land along streams naturally forms connected corridors, or usable buffers, along which people and wildlife can travel. But communities may also permanently protect scenic areas, lands with archaeological and historic resources, areas that would provide for passive outdoor recreation; paths for walking, cycling and other alternative transportation opportunities; and neighborhood access lands which do not lie along streams. The Nelms parcel is ON TARGET with all nine goals. No other parcel in Central DeKalb, to our knowledge, is.
