Foreword

"Money, which represents the prose of life, and which is hardly spoken ofin parlors without an apology, is, in its effects and laws, as beautiful as roses."-Ralph Waldo Emerson, 1844

Over the years, I have been astounded at the undue attention that my readers, and mostAmericans, it seems, have about money. I remember writing about the American soldiers dyingneedlessly in Vietnam; about the totalitarian socialist influences behind riots in the streets, andsocialism, insolvency and surrender of the American values. My efforts, apart from a large cadreof patriots, seemed to fall upon disinterested ears. Yet my 1968 Almighty Buck, a lesson aboutthe difference between "legal tender" and "lawful money," ran for a dozen printings. Those folkswho followed my suggestions, in those days, bought silver coin at face value and sold it at four-times face value in 1973, and then bought gold coin at $58.00 per ounce. They then sold it, orpart of it, at $800.00 per ounce. Even those who held it, have made 700% on their money. AsEmerson stated, if you know money's effects and laws, it can be as beautiful as roses. Smell theroses, but don't love the money.

- 1 -The Republic And The District

In my recent pamphlet, Sui Juris {pardon me but... #5}, I went into considerable detailconcerning the two United States as defined at law and set forth in Black's Law Dictionary.{{Although my sixth edition of Black’s contains a definition for the term United States, I noticethat the seventh edition does not. I’m relatively certain that its part of the disinformation set forthby those in control... and I’ll leave it at that.}} The President of the United States lawfullygoverns two different countries, two nations, if you will, operating under two different sets oflaws. {{If you have read Sui Juris... pardon me but #5, or Perceptions, you are already aware ofthis fact.}} Both of these nations are legitimate and sovereign. They were set up that way forvery good, and lawfully proper reasons by our Founding Fathers. If you will bear with me for thebenefit of the hundreds of new readers since September, 1994, the Republic of the United States1

is one nation under God consisting of the several states, now numbering fifty. There is somecontroversy concerning Hawaii and Alaska as being "legitimate" states of the Republic since theyare not contiguous, that is, connected together by land boundaries. My personal belief is thatthese two states may well be lawfully part of the other nation, the Legislative Democracy ofWashington, District of Columbia, as are Guam and the Virgin Islands, and other islands of thatnation identified at law as The District. So, there exists the federal United States consisting ofWashington, D.C., The District, with its states sitting on islands around the world which we haveobtained by military conquest, and Alaska which was purchased with funds originating fromWashington, D.C.. So, since Washington, The District, bought Alaska from Russia, it seems tobe reasonable to assume, unlike the Louisiana Purchase from France consisting of contiguouslands, that The District still owns what it paid for. Whether or not Alaska and Hawaii are part ofthe Republic or {{part of}} The District is not really critical to this article, but it is something toseriously think about in these times of political deception.

There has been a lot of loose talk in recent years, especially by wolf pastors such as theRev. Jesse Jackson, that Washington, D.C., The District, ought to be made into the 49th State{{presumably he meant the 51 State}}, so that its federal residents might enjoy all the samest

rights as are held by the national citizens of the Republic. The Bill of Rights, those glorious TenAmendments of the Constitution of The National Republic, do not apply, and have no lawfulstanding in any other nation, including within The Federal District. The District, The FederalUnited States, ‘operates under Roman Civil Law’, and extends only certain "civil rights" {{notunalienable rights}} to its subjects, individuals and persons {{you should look up the definition of‘person’ in Black’s Law Dictionary}}. The District cannot, and does not even pretend to extendto its subjects, individuals and persons the Republic's National Constitutional Rights.

*1 Some legal authors write this as united States, with the lower case "u" to distinguish it from the1

federal United States. That is fine with me, but somehow I prefer proper names to be capitalized and I will keep thecapital 'U' herein. {{I am one such individual... these united States of America.}}

-4-Table of Contents

Page 7: On Target !

It is only to those persons, subjects and individuals whose American citizenship originatesfrom The District {{these would be Fourteenth Amendment citizens or those born in the Districtor its territories}} that are subject to the Individual Federal Income Tax, even if they chooseto live in various parts of the fifty states as a matter of personal preference. Bonafide citizens of2

the national Republic are not subject to the income taxing regulations imposed upon theindividuals, persons and subjects of the federal nation known as The District, any more than theywould be subject to the taxes imposed upon the citizens of Germany or Mexico. If you do notthink of The District as another nation, and that you are a nonresident alien to it, even though3

governed by the same Congress that you elected by vote for your Republic, you will have missedthe point and will remain forever confused. {{Boy that’s the right term... confused. The termnon-resident alien is a creation of IRS laws. To understand its use you must come to grips withthe fact that the District is a foreign jurisdiction. Foreign to the Republic of the united States ofAmerica. The jurisdiction of the District of Columbia is not inclusive (within the Republic), it isexclusive (outside, or in legal jargon, <without> the Republic). This jurisdiction has its own lawswhich include the income tax laws. Income Tax law is NOT law of the republic. The jurisdictionof the District is corporate, municipal in nature, but still a corporation. Essentially, the UnitedStates Government is Walmart with guns, and will use their guns to force you to buy theirproducts and services. If you check Dun & Bradstreet on-line, you will find that every Office,Agency, Bureau and Department of Government is publically traded for profit. The Buck Act (acorporate statute), paved the way for the several states to also become corporations, municipal innature, under the laws of the District of Columbia, making these corporate states subject to itsjurisdiction, that is the District’s jurisdiction. Thus the several states have also becomecorporations, municipal in nature, followed by the counties of the states and in most cases, thecities. All of these corporations tracing their existence to District law. Thus we have California, republic of, and we have the STATE OF CALIFORNIA, corporate. They are completelyseparate, one has nothing to do with the other.

Now we need to comprehend Reside. You reside when... you live in an area that is not the homeof your citizenship. For example, if you were a Frenchman living in California, you would residein California because France is the home of your citizenship. If you are a citizen of the District (aUnited States citizen) living in California, you too reside, because the home of your citizenship isin the District . Now, if you are a natural individual (a legal term) and are a {{capital “C”}}4

Citizen of the Republic of the united States of America ONLY, then, when you live in California, you are not residing because you are living in the home of your Citizenship... the CaliforniaRepublic. Notice I used the term ONLY. That’s because you may have dual citizenship, mostAmericans do. The fourteenth Amendment provided such dual citizenship to the freed slaves. Read it for reference if necessary.

{{Remember, California, republic of, is not the STATE OF CALIFORNIA (corporate)!}}2

{{Non-Resident Alien – A legal term of the IRS: Remember that the District is a jurisdiction outside the3

Republic, therefore, you are a foreigner (an alien) to this jurisdiction.}}

Location of United States - Nineteen Corpus Juris Secundum 541, Location of United States: "The4

United States" is located in the District of Columbia [a jurisdiction outside the republic].

This is the common $5.00 note that you {{currently – 2015}} carry in your pocket. It wasissued as debt against the citizens of The District by the privately owned Federal ReserveBank. It is not lawful money and is not convertible into lawful money. It is not a certificateof any assets, but it is a dishonored evidence of federal debt. Its classification of beingFederal and a note is shown on the top of the note.

With that understood, we are close to understanding the term non-resident alien. As youprobably know, most businesses are licensed. But you need to remember the origin of the licenseis one of those municipal corporations... either the city, the county or the state... sometimes theFederal Government. All existing under District law, making their license and business existenceforeign to the Republic, or looking at it in reverse, making the citizen of the Republic foreign (orAlien) to their business-jurisdiction. Since the Citizen of the Republic does not reside when he isliving in the Republic, he becomes, in District / IRS Tax Law, a non-resident alien (theirterminology, not mine). But that is once again, from their point of view, from the outside lookinginto the Republic. Hopefully that explains it well enough to no longer be confusing. TheFederal Zone may provide some insight on this matter. If a non-resident alien wants to work foran employer licensed by government, he would file a IRS W8 form, a certificate of foreign status,which is the paperwork the employer needs to show the IRS why he is not withholding taxes fromthe non-resident alien.}}

The very reason why millions of Americans pay billions of their hard-earned moneyto the {{foreign}} nation known as The District, when they may not be lawfully required to doso, is that they have never been taught the difference between the national Republic and TheFederal District {{thank you public school system where the curriculum is government controlledinstead of Teacher controlled}}. Since citizens of the Republic are not lawfully required to paythe Federal District taxes, The District has given them the option to voluntarily pay the FederalIncome Tax if they wish to do so, providing they sign certain forms so that The District can

legally accept their money. All of this was taught very carefully in my Sui Juris pamphlet. These40 high-attention-span pages are available from our office for $3.00 post paid. Sui Juris is notonly an interesting pamphlet and legal document, but it is my personal letter to The DistrictDirector of the Internal Revenue Service, Inc., when The District unlawfully attempted to claimme as one of their persons or individuals and thus "shanghai" me from The Land to The Sea , and5

coerce me to pay their taxes or be keelhauled . The sordid matter pursuant to The District6

versus Nord Davis, Jr. is not yet formally resolved. Perhaps I should put it this way: It is resolvedin my mind but not yet in theirs. Because of the intrinsic dishonesty of both the nature of the IRSregulations and the amoral agents The District carefully selects to enforce them, this matter maynever be resolved. So, here, at least, you have two $5.00 bills which clearly distinguish betweenthe two nations in the realms of currency and commerce. I only wish that the political andcitizenship distinctions were so easy to see and understand.

There is yet another way of demonstratingthese two nations and the fact that ourpolitical leaders know full well what I amteaching here. Flip back to the cover for amoment and examine the Lady on the top and

We are not standing byanticipating 20,000 sets of ‘Twenty Questions.’ In the last three years, we have distributedover 600,000 pamphlets. Therefore, we cannot answer in copious detail all the letters that arethus generated. We are not going to even try. Our recent pamphlet, Sui Juris, has alreadypassed the 40,000 copy mark and our reprint edition is scheduled to be off the press by April1,1995. You must understand that there are times when it is almost impossible to keepabreast of the acknowledgments to the letters we receive. If you can accept a short, hand-written note concerning some problem you have, leave a wide margin upon which we canwrite that note. Those of you who are ordering printed materials should write the word"Order" on the front of the envelope. Only those letters designating that they are placingorders will be processed ahead of our general mail. If you have a meeting coming up, orderenough ahead of time for the packages to get to you. notice her foot extending below her skirt. Do you see that she is walking? Where do you walk? You walk on the land. {{The point being made here is that there is the law of the land (theCommon Law - the law of the Republic) which is entirely different than the law of the sea(Admiralty law - also known as Roman Civil Law... the law of a Democracy and the law of theDistrict - the corporate United States). Remembering that a Democracy is two wolves and onesheep sitting down to discuss what they are going to have for dinner (majority rule). But in arepresentative Republic, the wolves have no more power or authority than the individual sheepdoes (rights are individual not collective and might (numbers) does not make right).}} GeorgeSaint-Gaudens is the famous sculptor who set forth the likeness of the Lady of Christian Americashown here as a Lady of The Land. Thinking for a moment in Christian and Biblical terms, doyou see her as a Lady with her hair as her "covering?" Mr. Saint-Gaudens lived from 1848 to1907, and you will note that this Lady of Liberty is wearing a typical formal or wedding dress ofthat era, an exciting significance that I will teach in the new lessons of Star Wars.

The Law of The Land is the law of substance, quid pro quo, something for something. Youexchange your labor for silver and gold-coin under the Law of the Land . You have heard the7

term, as such and so is "the law of the land," haven't you? Why do you think that this phrase isused? Is there any other kind of law, for heaven's sake? Yes, there is the Law of the Sea, the lawof international commerce and the law of nations. When it comes to how we deal with othernations at law, such as those laws about bringing back citizens who have fled prosecution, forinstance, what laws do we use? Not the Constitution of the Republic, but this law of nations, sometimes called Admiralty Law, or the Law, of the Sea. Another term for it is The Roman CivilLaw. Under Roman Civil Law, which is a terrible blend of civil and criminal statutes, there is nosuch thing as Rights of the accused. Such a legal concept as individual Rights is almost unheardof anywhere but in our Republic. You will be happy to learn that all of the United Nations laws, and the soon enforcement of them under Janet Reno {{and those of same ilk}}, have thecharacter of the Law of the Sea. If you like the IRS tactics, you will love what's coming next.*

It is an equal exchange, thus there is no gain or profit which would be subject to taxes.7

The IRS Codes are not law. {{ While true, this one is going to be difficult for most people tocomprehend without a little additional information. By virtue of the constitution, Congress wasgiven exclusive legislative authority over an area of ten miles square that the constitution calls theDistrict. Later to become Washington, District of Columbia. This means that Congress maymake law for the District as well as for the Republic of the united States of America. This givesCongress a dual-character. Therefore, how do we, the people, distinguish the difference betweenlaws for the Republic and corporate laws passed for the jurisdiction of the District? Goodquestion! Go to any law library and pick up a book of United States Code, printed by thegovernment printing office and not one of the other law book publishers, like West or BancroftWhitney. On a couple pages you will find listed by name, all fifty U.S. Titles. As you look attheir names you will see that some have an asterisk beside their name and some do not. Whenyou look at the bottom of the page to see what the asterisk means, you will see... ‘this title hasbeen passed as positive law.’ Positive Law titles are passed in accordance with the constitutionand its limitations, they are constitutional in nature and they apply... to both citizens of theDistrict and Citizens of the Republic. Titles which are not Positive Law are not passed inaccordance with the constitution and are not constitutional in nature. They are corporate law, which is a misnomer, actually they are corporation rules and apply only to those persons whohave voluntarily placed themselves, by contract, in that corporate jurisdiction.

You may have noticed that when the House of Representatives passes a measure it is identifiedapproximately as follows: HR1234. And in the Senate the measure might be identified asSR5678. Because of Public Schools whose curriculum is controlled by government, mostAmericans have no idea what meaning the ‘R’ might have. The ‘R’ stands for resolution. This iscorporate law , not law of the Republic. If Congress were passing law for the Republic, the8

identifier would contain an ‘H’ only for the House, and an ‘S’ only for the senate as does themajority of Acts comprising Title 18.

Therefore, to enact a statute into law, meaning law of the Republic, it must pass constitutionalmuster, otherwise it is not law... at least not law of the Republic. It might be law of some otherjurisdiction, but not of the Republic. Title 26, all of your IRS laws are non-positive law. That is,they are not law of the Republic, but are law for, and of, the District. Therefore, Mr. Davisaccurately states... “The IRS Codes are not law,” meaning they are not law of the Republic (Lawof the Land) to which an individual who holds only Citizenship in the Republic would be subject. There is a BUT part to this though. The BUT part is... but, you can be held subject to any body-of-law if you are not willing to stand up, claim your rights and challenge their jurisdiction.}}

Their statutes were never enacted as law for The Republic, but are merely House/Senate JointResolutions for The District, under the concepts of the Law of the Sea. Under the Law of theSea, you do not deal in substance, i.e. silver and gold coin, or instruments convertible to silver andgold coin, you deal only in {{commercial}} paper. As the signs on our banks properly state:

Most law of the corporate United States is un-constitutional!8

Your deposits are fully backed by the faith and the credit of the U.S. Government. Faith? Faith? Good grief, who feels secure knowing that his money is backed by only the faith of the public inThe District? Yet, even faith in The District may be rational when compared by the credit ofThe District. The District has declared a secret but formal bankruptcy at least four times since9

1933, and never paid off its debts. The last time The District declared bankruptcy was in 1992, ifmy memory serves me well. Any citizen who acted in this irresponsible fiscal manner we wouldcall a deadbeat. Well, that's how it is with the Law of the Sea. International bankers cannotforeclose on a debtor nation. All they can do is cause another nation who owes them money togo after them in war. War is "kingdom towing." The war goes on long enough so that thecitizens will submit to high enough taxes to pay their nation's international debts.

Whenever you see any term preceded by the letters "U.S." you will know that it is referring to thenation known as The District and it's agencies. For instance, the U.S. Navy is a District entity, properly enforcing the Law of the Sea. I am not a U.S. citizen, meaning a citizen of The District. I am a Citizen of The United States of America, meaning a Citizen of the Republic. My Lady of10

Liberty is the Caucasian Lady, dressed as a Christian, seen on our {{silver}} coins, the financialsubstance of the Republic.

Now let's look at the woman shown on the lower figure on the front cover. Where is this womanstanding? Is she standing on the land? She is standing on a monument, but where is thismonument located? She stands on an island, in the sea and out of the sea, at the entrance to NewYork harbor. She stands for the Law of the Sea, not the Law of the Land. Carefully look at hercountenance, an indication of her mood and emotions. Is she a victorious defender of liberty ordoes she have another agenda? Does she appear as a bride inviting the Lord Jesus Christ with amotto such as, In God We Trust, or does she appear to be one of those women whom any manwould do well to stay clear of?

True, the tablet in her left hand has the inscription of July 4, 1776. There were many thingsgoing on at that time in our history besides the Revolutionary War. The Unitarian Church wasspawned and had a Chair at Harvard Divinity School by the year 1800, challenging the greatRock-solid thought-theology of the Scottish Covenanters with the Puritan work ethic. More than40 of the 57 men who signed the Declaration of Independence held this almost forgotten Christianposition for life and government. This was also known as the Age of Enlightenment, aphilosophical antithesis of Christian liberty. This was the general philosophy that spawnedsocialism, and Karl Marx's work entitled the Communist Manifesto. It was the age of Darwin andC. I. Scofield, and the shifting of the Christian Church from its moorings under the ProtestantReformation identified by the Puritans and the Pilgrims, to the "enlightened higher criticism" of

I will always print The District in bold type so that the student will always remember that we are not9

talking about the American Republic and its regulations, debts, or courts, but a completely different nation.

The term “Citizen” is capitalized in the organic Constitution, but in the Fourteenth Amendment, which10

creates a new class of citizenship, the term “citizen” is not capitalized. Most people, if they notice it at all, think thatit is just an oversight. It is not an oversight. Uppercase “C” - “Citizen” does not equal lowercase “c” - “citizen!” Each of these is a different class of citizenship.

the Bible. This Lady of Liberty did not seek those who had in their genes a proven track recordof hard work, inventive genius and scholarship under the Protestant Work Ethic. Instead shesought to attract "huddled masses" who were acclimated {{whom are accustomed to...}} to theRoman Civil Law from whence they came. They were well adjusted to being told what to do{{good sheeple in other words}}. Spring as they did from their old European false matriarchalthought theologies, they would become good subjects of The District and fodder for the11

District’s continuous wars.

Perhaps it is important here to show that this Enlightened Liberty was first proposed by aFrenchman right after the American Civil War. It has been said by many historians that before theWar Between the States, we were called Virginians or Vermonters. After this Roman Civil War,

however, we lost our state distinctions and becamesimply Americans. Why? Well, the Frenchman Edwardde Laboulaye knew, if most Americans today do not, that the Roman Civil War dramatically altered theAmerican form of government. The sovereign status ofthe Republic of the States, was subordinated by virtue ofthe South losing the war, to that of The District whichhad won that war. The Constitution was amended toreflect these subtle changes. The Law of the Land, which provided unheard of prosperity, was to begradually eroded to be supplanted by the Law of theSea, the enlightened self-interest of those who held oneof the various competing international governmentphilosophies. {{President}} George Bush {{senior}}called his enlightened philosophy "1,000 points of light"and some of us knew for sure what his agenda was tobe.

Before she was called the Statue of Liberty, she wasformally called “Liberty Enlightening The World.”

Digging in even deeper, we find that the Statue ofEnlightened Liberty was designed by a Jewish Frenchsculptor, named Frederic Auguste Bartholdi. It iscommonly believed that he used his Jewish mother ashis model. The cartoon printed on the previous page

was first published in Life Magazine in 1907 with a circulation of over 2 million. It was morerecently published by the Hebrew Union College, a Jewish Institute of Religion in Cincinnati,Ohio, in their pamphlet Jews In American Satire and Humor. While Christian Americans may beastounded, be assured that the Jews among us know who their Lady of Enlightened Liberty is andwhat she really stands for.

As you look at the Lady of Enlightened Liberty, what is that hat or crown that she is wearing? Where in the world did the artist or sculptor come up with that design? In all your life, did youever see any other lady wearing such an unusual hat? Here are a couple of thoughts for you toconsider.

Do you suppose that the Prophet Daniel ever saw the United States in his interpretation ofNebuchadnezzar's curious dream? He correctly forecast the fall of ancient Babylon, with its headof gold and the rise of Medo-Persia, with its breast of silver, as the 2nd Kingdom that was evengreater than Babylon. Next, he saw the rise of the 3rd Kingdom which we now know was theGreek Empire, with its belly of brass, under Alexander, The Great. Finally Daniel told us of acurious 4th Kingdom, identified as having legs of iron. It was this 4th Kingdom, the RomanEmpire, that was in power at the time of Christ's life on earth. With the allegory of the two legs,we know this Kingdom would be made up of two parts, which was first the military RomanEmpire covering all the then known world, at least so far as the Romans were concerned. Following its collapse, it would become the Holy Roman Empire ruled by what has evolved intothe Catholic Church. If Daniel was correct, that second part of the 4th Kingdom would reign,in one way or another, until Christ returns to set up His Kingdom here on the earth. Christ'sKingdom is the same as Daniel's 5th Kingdom. So timing world events from "head to toe" downDaniel's allegory in time, where are we now? Are we not in the time of the toes? Isn't Christ'sKingdom, however you have been taught to understand it, right around the corner? Are we notnow in the exciting “toes of time?” More about that in the next section of Star Wars. {{If yourfirst impression is the same as mine, you immediately think this would be a document on the hightech conquest taking place in space... it is not. Star Wars would be better titled the War of theStars. Meaning the five point Christian Star and the six point Star of David (the Jewish Star). The goals and underlying philosophies of these two stars is no where near the same.}}

I am working on a future pamphlet titled "The Toes Of Time ," which will deal extensively withthis 4th Kingdom as it fades out and the 5th Kingdom as it has begun to develop on the earth. Remember, we pray in The Lord's Prayer that “...Thy Kingdom come, thy will be done, on earthas it is in heaven.” That prayer will be fully answered when His Kingdom is established here. The4th Kingdom held power for more than 2,000 years, but during its power those foundations forthe 5th were already being laid. The "toes-of-time" is that span of time when there began the riseof Christian influences around the earth, and the beginning of the decline of the Roman influencesthat we see across the world. No Roman Catholic nation anywhere in Europe or below the RioGrande in the West, is considered today as even a minor power in the earth. Gone is the flowerand power of Italy/Rome, Spain, France and Portugal, of the 16th and 17th Century, for instance. Why? Their lands are defiled by allowing Christians to be tortured and burned at The Stake.

As we will be proving beyond a shadow of doubt in the next section of Star Wars, the Jewishinfluences and control of the Roman Catholic Church began before the year 1,000 AD and theholocaust, [a Jewish and Roman Catholic, but not a German, term] of the Spanish Inquisition wasbrought about by these Jews in the name of the Catholic Church. In the 4th Kingdom's final fling,we see the Jewish Lady of Enlightened Liberty with her “eternal flame,” similar to that on thegrave of the late Catholic President Kennedy, beckoning the “huddled masses” of Roman Catholic

southern Europe to partake of the good life established upon the land of this Wilderness by thoseholding the religious beliefs of the Reformation. So, the Jewish Lady of Enlightened Libertystands at the gateway to the Jewish Banks of New York which now bleed the world of thesubstance of its labor in the form of forbidden usury. Remember as you think of the nation's debt,it is not a national debt, no matter how often you hear that term on TV. There is a huge, fourtrillion dollar federal debt owed to these international bankers by The District. The District,12

and those of you who put your allegiance there, have the Lady of Enlightened Liberty. TheRepublic has the true Lady of Liberty, an Anglo-Saxon beautiful Christian Lady as depicted onour lawful money from the loving hands of Augustus Saint-Gaudens of Cornish, New Hampshire.

Remarks Concerning Sul Juris...

{{Before we begin, you may need a heads up if you’ve not yet read Sui Juris, pardon me but...#5. In this writing, Mr. Davis states that the IRS is a private corporation, not a governmentagency and that its phone listing is generally found in the private business section of the phonebook. And he provides an example of this from a phone book. This is where we now pick up...}}

No sooner than we had mailed Sui Juris than we began getting pages torn out of telephone booksshowing a listing for The IRS, Inc. under the United States Government. Are you surprised? Millions of people, especially in large cities, still think that the IRS, Inc. is a government agency, and subsequently call the telephone operator when they do not find it listed there. So, as onephone company official told me, they have began printing the IRS listing under U.S. Governmentas a convenience to their customers. I asked him if it was not really a convenience to the phonecompany so as to stop wasting their operator's time. That too, he admitted.

I have a reader who travels and lectures all over America. I had her check the phone bookseverywhere she went. She told me that the vast majority of phone books throughout America listthe IRS with the "I" names and not under U.S. Government. Most large cities now list IRSunder U.S. Government. Our new phone book here in Cherokee county, North Carolina still liststhe Internal Revenue Service, Inc. in its proper place with all the rest of the "I" private names. Once Sui Juris is more widely distributed, I certain we can expect the Internal Revenue Service,Inc. to exercise its influence and force its name to be listed under the U.S. Government. Now,with all the evidence in Sui Juris proving that the IRS must be, and in fact is, a privatecorporation under the Uniform Commercial Code pursuant to the Clearfield Doctrine , I think13

Today (2015) the National-Debt of the United States is over $18,000,000,000,000 (18-Trillion). If no12

interest were accruing, to pay this debt off at 1,000,000 (one-million) dollars an hour would take 2053.38 years.

In United States v. Clearfield Trust (318 U.S. 363), the Supreme Court ruled that when Government13

enters into commerce with its citizens, dealing in private commercial paper (Federal Reserve Notes), it losessovereignty status, becoming no different than a private corporation, taking on the character of a mere private

that this should settle the matter. We are not going to let our pamphlet hang or fall based uponwhere some phone company listed the IRS phone numbers. {{Understanding the ClearfieldDoctrine can not be overstated. It is a most powerful tool when properly used. Read it, learn it,understand it!}}

Come on, folks, study our footnotes and look up our references. Everything is there for you, butwe are not going to spoon-feed you. We now have footnotes upon footnotes, and we are notgoing down to a third level in Sui Juris. I do plan to publish a companion to Sui Juris somedaysoon, but do not write {{us}} for it until you see your first copy in the mail. Suggestion: Whydon't you call the telephone company in your area and ask them why they put a privatecorporation in the phone book under U. S. Government?

Getting out of the system

We have had hundreds of letters asking us for information, and some procedure for them to “getout of the system so as to stop paying income taxes when they work for some employer.” We didnot answer them. Instead, here is my answer to these folks. First, let me make it plain: I am notin the business of suggesting that every reader stop filing returns and paying income taxes if yourstatus requires you to do so. However, if you wish to be {{acquire the status of}} Sui Juris, maybe you should quit that job if your employer insists upon going by the IRS contractualregulations. After all, you signed a W-4 IRS contract form, didn't you? If you are under acontract, even f you do not understand said contract, perhaps you will find it easier and lessstressful to pay The District's debts to the International Monetary Fund, through the FederalReserve {{Bank}} and the Internal Revenue Service, Inc., a private collection agency, whateverthey want. You gave them permission to take your hard-earned money from your wages orsalary, didn't you? Freeman and Sui Juris status is not an easy road, and it will not be the courseto follow for everyone. Even if you know all the rules of football, you would not be wise to getinto the scrimmage line opposite one of the Green Bay Packer's line men. Most our forefathers ofancient Israel preferred making bricks for the Egyptians to wandering the deserts as freemen, wondering where the next meal was coming from. However, we have provided you with enoughinformation where, with study of the books recommended and after the fifth time you have readSui Juris, hopefully you will know how to do what you feel is necessary, or know where to getthat information. If you remain confused, or fearful, then my suggestion is that you remain adutiful slave, and indentured servant, of The District.

person, which means, that if Government intends to compel an individual so some specific performance, then, likea private person, Government must be the holder-in-due-course of a contract or other commercial agreement thatclearly identifies the specific performance they intend to compel, and further, be willing to enter this document intoevidence.

The Internal Revenue Service, Inc.

Some write stating that there was an IRS established in 1862. That is true, but in those days wehad silver and gold coin, and instruments convertible to silver and gold, as the Constitutiondirects. Once America went exclusively to {{debt currency}} paper instruments, pursuant to theClearfield Doctrine and the UCC, the IRS had to become privately incorporated. This InternalRevenue Service income taxing-scheme was over-turned by the Supreme Court asunconstitutional. Look it up. It is known as the Pollack case in the 1890's. The subject of theInternal Revenue Service, Inc. is far deeper than can be addressed here, or in Sui Juris, because ofcertain Federal bankruptcies and the War Powers Acts that are involved. I plan to explore thesein the upcoming companion to Sui Juris. You know, when you read Supreme Court cases, andtheir dissenting opinions, you are struck with the fact that often six intelligent jurists came to oneopinion, and three equally intelligent and learned jurists came to an opinion in opposition to themajority. Their dissenting opinions have great value and this is why they are included in TheRecord. Likewise, there are intelligent and learned legal minds who have differed in one area oranother concerning the thesis of Sui Juris. In the next section of this work, we will leave therealm of a letter and its footnotes to top officials in the Internal Revenue Service, Inc. and ventureinto other areas that bear upon my Sui Juris theory of the case. To be fair with all who read ourwork, we will provide those well-researched and concise dissenting opinions.

The reason I spent so many pages in this On Target! on the subject of “Which Lady?” is because Iwant you to understand, as clearly as I can state it, and you can envision it, the difference betweencitizens of the land with their money of substance, and the subjects of the sea and their unbackedpaper debt instruments.

I have a copy of a so-called IRS Corporation, incorporated in the State of Delaware. However Ido not now believe, based upon legal inputs since Sui Juris was published, that this is the formalIRS Corporation to which some of you are paying your taxes pursuant to your IRS 1040 LabelForm contract. Some lawyers have suggested to me that this is only a corporation allowing theIRS to operate within the State of Delaware, a convenient location near The District. When youthink about it, the Internal Revenue Service, Inc., because it is an entity of The District, musthave the situs of its corporation within The District, and, as with so many other such entities,14

you will not be able to find it. We know it exists as a private corporation because of the way itacts pursuant to the Uniform Commercial Code and The Clearfield Doctrine, which is a 1942stare decisis foundation of law.15

The Trial: U. S. vs. Phil Marsh, et al

We have one reader who thought so much of Sui Juris that he wanted me to be one of his defensewitnesses in a trial that was going on at the very moment he got the copy of my pamphlet. [U. S.v. Phil Marsh, et. al. in San Francisco]. I told his people that I did not practice law; did not getinvolved in The District Court matters; and that I really would prefer not being a defense witnessat his IRS trial. However, if Mr. Marsh felt that I would be even a minor value to help his case, ofcourse I would come. However, I told his agent, “Send a subpoena through my Sheriff here, anddo not use the Federal Marshal Service.” For security reasons, I did not want that agency or theFBI to know that I might be away from my office for a week or more.

Well, the next thing I knew, I was called on the phone by the Asheville, North Carolina FederalMarshals informing me that they had a subpoena for me. I informed them that no Federal Agentsare ever allowed on my wife's property. Would they serve me instead by FAX and let meacknowledge the subpoena by FAX? Reluctantly, they agreed.

The subpoena demanded that I be a defense witness; that I pay all my own expenses up front, including a $1,320 round-trip airfare, and the $50.00 per night hotel expenses and meals. Theydemanded that I put out my money, and then send a bill to the Federal Marshals with the hopethat they repay me. Rather than take The District's money for any reason, I told them that Iwould pay my own expenses. Angry as I was about this breach of my security, I fully intended todo the best I could for the Defendants this one time. I love these people and would do almostanything for them. As it happened, the Judge imposed a strict time limit of only five more days, and I was excused from testifying, much to my relief. I did not want that high profile, and as youwill see, it may have saved my life .16

As the U.S. v. Marsh trial worked out, the Internal Revenue Service, Inc., and The District, tooka beating. There were multiple defendants all linked together in various alleged conspiracies withsome 80+ different charges in all. All of the minor defendants were acquitted of all charges. Inthe matter of Phil Marsh and his lovely wife Marlene, her daughter Jill and son-in-law, DarrellSpencer, the jury was hung with 11 for acquittal and 1 for conviction. People who watched thislong and confusing trial have told me that the Marsh case was saved primarily by one defensewitness who did what I would have done, only better than I could, for all matters of the IRS washis primary interest. The District has spent millions of dollars trying to get Phil Marsh, et al, andhad really lost. Usually, in a 11 to 1 hung jury, the case is not tried again.

Warning: The next time anyone thinks that I am so obliged because he paid $2.00 for my Sui Juris, my16

truthful testimony will be so phrased that it will not be helpful to the Defendant. So, friends and enemies both:Caveat.

*Of course I cannot prove, and it would be unwise to even suggest, that Brother Weyer'sdeath was anything but a natural one. I can say that his death only four days after testifying forthe defense in the highest profile IRS case in 1994 is extremely unusual. This is especiallycurious in view of the IRS threats prior to his going of San Francisco. As we used to say inLatin America, "La historia cambio en la sierra. [ The story changes in the jungle.] I simplywonder if he had apple pie for his supper meal. There is a unique poison used by intelligenceforces that makes a death appear to be heart attack.

The Death of a Witness

My readers, especially those who love Sui Juris, need to know about this man whose testimonyhad destroyed the IRS's fraudulent case against the Marshes. His name was James A. Weyer. Prior to going out to San Francisco to testify on behalf of Phil Marsh, Jim Weyer had completedbeating the IRS in a legal action on behalf of another citizen and the IRS was forced to return allconfiscated assets and pay all associated fees. He then instituted a multi-million dollar lawsuitagainst the IRS which is currently being handled by attorney Don George. One week before hewas to leave for the Phil Marsh trial, two IRS agents from the criminal investigation unit out ofMansfield, Ohio, came to Jim Weyer's home and threatened him with criminal prosecution if hecontinued speaking out and beating them in court. He went west and shattered the IRS's case byquoting their own regulations against them. Mr. Weyer returned home, changed his clothes, andheaded out for a high-powered tax seminar in Cincinnati, Ohio. Brother Weyer was found dead inhis Cincinnati hotel room on Friday night, October 7, 1994, only four days after his testimony atthe Phil Marsh trial. The authorities quickly ruled the cause of his death as a heart attack.* Hewas only 53 and believed by everyone who knew him to have been in perfect health. Lots ofpeople die while in perfect health...

However, with the untimely death of Mr. Weyer, the IRS is free to move again against all of thesedefendants in what The District characterizes as "A Second Superceding Indictment.” So, onFebruary 6, 1995, The Federal Grand Jury returned a second indictment against Phil Marsh, et al,on another set of the same, or similar, charges. All defendants are going to have their trial all overagain. Phil Marsh is an old man and in poor health. He is now bankrupt as a result of the IRStaking all his assets. I cannot imagine even The District feeling that a second trial isadvantageous to the cause of the Internal Revenue Service, Inc. The first Marsh trial costmillions!

Greater love hath no man than this; that he lay down his life for his friends. Brother Jim knew therisks when he went to the Marsh trial.

The up-dated Sui Juris will be dedicated in loving memory of Ohio patriot James A. Weyer. Jim,we will see you first thing in The Morning...

Do you really want to be involved?

I would hope that Mr. Marsh's attorney does a careful study of the Supreme Court decisionknown as Bretz vs. Crist [436 U.S. 908]. It is a landmark decision pursuant to the issue ofdouble jeopardy. I have not read the Marsh case, and would not presume to comment on it evenif I had read it, but I might have them consider a pretrial hearing on the matter of jurisdiction. Wemust have fifty people who are in dire circumstances with the IRS. They can be helped, but ofcourse we cannot help them. Frankly, I do not feel that the IRS is an issue that The Lord wouldhave me spending my time and abilities working on. However, after watching again the GeraldoShow on the IRS, and other videos, I have long felt that there must be something constructivethat Northpoint Teams should be doing. I do not know what incident will trip your wire, but theunmerciful treatment of Phil and Marlene Marsh has done it for me.

This is just for you to think about...If you have problems with the IRS, they are going to deprive you of property without due processof law. By then, you may not have enough funds left to hire a real good IRS attorney, should youdetermine that this the only option left open to you. Mr. Marsh, a millionaire in his own rightwhen I first knew him, has been reduced to pauper status. Even his trial attorneys were Courtappointed public defenders, for heaven's sake! If you ever have trouble with the IRS, you may belooking at an attorney's retainer fee of $25,000.00 or more. You could almost graduate from lawschool for that kind of money. Think about it: Is that what you really want to do? If all theinformation you have on the IRS, Inc. is what you have learned in Sui Juris, and you do not begina year of study before taking action, you are playing "leap-frog" with a unicorn!

Sui Juris, page 13, footnote Col. 2,“without" should be "with" + page 14,Col. 2. last line "can" should be "and.” Then the worst typo on page 19, theIRS phone number should be 1-800-829-3676, not 3686. I have beenquoting my U.C.C. citations from the1984 Anderson’s Edition, and therehave been some changes in the 1994Edition. The new Anderson's costsaround $800.00 so I do not have it. Hopefully our new law Library will oneday be able to afford it. How canAnderson Publishing sell lawyers newsets of books if they do not changethem around at least once every tenyears? Students write us in a hot ragebecause some citation I have givendoes not say what I said it did. So onpage 30 § 3-305:52 is now § 305:78. Likewise, on page 31. § 3-403:42 isnow § 3-403:73. Some Random After-Thoughts For ThisIssue Of On-Target!

Please read this whole pamphlet beforeyou consider the suggested action to betaken in this column. 1) For a verylimited time I have an exact duplicate ofthe newsprint Sui Juris published onbond paper with a leatherette cover. We only printed 1,000 copies, so theywill be a "collectors item" some day. Ifthey are all gone, your money will berefunded. While they still state thecover price as $2.00, this beautifuledition is $10.00 including postage. Ifnot satisfied in every way, return for arefund. I have published this in an effortto recover some of my Boston Mutuallosses so I can leave something for Mrs. Davis. 2) On page 22, I have asked myNorthpoint Team members to pray thatGod's Will be done regarding IRSAgent, Mr. Loy. Wouldn't it bewonderful if folks from all over Americawould send Mr. Loy a nice greetingcard, or a picture postcard from yourarea, that wishes him well and that yourgroup has been praying for him? Signyour first name only, unless you are aJohn Hancock type. Send your cardsto: IRS, 151 Patton Ave, Asheville, NC. Don't be a wise guy or make anycomments on my case. Be polite:Remember, you represent the very bestof Northpoint Tactical Teams. Whenever you spend time in prayer, naming him specifically before OurHeavenly Father, send Mr. Loy anothercard. Those of you wonderful TeamMembers who, it seems, have onlymilitary solutions to every problem, willyou do me a favor and sit this one out?

How Our Northpoint Tactical Team Office OperatesOr The Most Important Part of This On Target!

It is most important, because it lets us help you better and save countless hours of our time. Wemust repeat again: We do not take orders for our pamphlets over the telephone. This practice hasalways caused too much confusion here. Whenever I violate my own rule because one of yougets me up in the middle of the night, invariably when the Team Member sends in his money, hefails to record the fact that he has already given his order to me and that it was being sent. So,Betty Lou quite properly sends out a duplicate order and the reader has to either pay again orsend it back. One Saturday when I was gone all day, I returned to find 26 calls on my answeringmachine. I went through them, and only two were of an urgent nature, and not orders. All therest were orders, relating to prices. "How many copies will $42.00 buy?” Others leave someinstructions for me to call some number, usually without disclosing the nature of call. I do notreturn these calls. Three that day called for legal advice on an IRS problem beginning theirrecorded message with "I know that you do not practice law and you do not provide advice...” and then they start right off asking me to practice law and give advice. Another day call #2 beganwith a litany of his traffic court case and he was still talking when the tape ran out. Naturally, Iwas unable to take any other messages that day.

We handle orders only by mail, and then in the daily sequence received. As we have stated for atleast seven years, if you are placing an order with your letter to us, write the word "Order" on thefront of the envelope. When we see the word "Order" we pull those out of the mail and handlethem first. If you have a very urgent need for pamphlets, as for a meeting, put your order in a"Priority Mail" packet and send it in. Spend the $3.00! Your order will be filled and mailed thesame day. We do not send over-night air, and there is no FED-EX here. It will be helpful if youwill put your return address, including your zip code on your envelope, your letter and your checkor money order. If you have not followed all of these clear and specific instructions, do not callus asking about your order. It will be in the mail that is in our backlog and we will not have thefaintest idea where it is until we come to it.

The prices are listed on page two of Sui Juris and our other publications. The reason why wesuggest orders of 25, 50 and 100 is that we have shipping boxes sized to fit these orders, and wehave several dozen of each size already made up ready to go. When you write in asking for$17.00 or $37.00 worth of Sui Juris you have thrown a monkey wrench into our well-oiledmachinery. We will fill your order, of course, but these odd orders are always my job, instead ofBetty Lou's, to figure out how to get boxes to fit, etc. We can and do get it done, but you can bevery helpful to us if you remember this little detail.

With rare exceptions; I do not read the hundreds of legal briefs sent to me by others' Personally. Iam not interested, for I have seen most of these arguments in endless repetition for the pasttwenty years. Even worse, do not send your briefs, your books or video tapes for us to review

-20-Table of Contents

Page 23: On Target !

and return to you. Come on! You should think of our office as some sort of "huge black hole"where, so far as you are concerned, things strangely disappear into some vortex. Use your head, please. We have lost count over the past five years, but over half a million pamphlets have beenprinted and mailed out all over America, Canada, Mexico and various other countries of theworld. Of that 500,000+ pamphlets, how many letters do you suppose are thus generated? Oftenwe are swamped with mail, and about then someone wants 100 copies of something onconsignment and he will send the money if and when he sells them. Or the reader sends in somebook, such as how to raise African violets, and wants an equal value of the book in an assortmentof our pamphlets. Perhaps the worst offenders are those who write four pages on a computer ortypewriter with a faded-out ribbon and places his order somewhere in the text of that letter. If wecannot read it, we cannot help you very much and may not even try. Please think of our eyeswhen you write to us.

No wonder the patriots are losing! Why slow us down so that it takes ten minutes to fill yourorder only because you refuse to use a zip-code and we cannot figure the postage on yourpackage without it? Betty Lou has my instructions to return any order that does not have aproper zip-code with it. We do not have time for silly games with such things as zip-codes andc/o in your addresses. Where is the case law for all these quasi-legal schemes, philosophies andscams that would require a five line address label when three lines will do it for you? When theyshot and killed Vicki Weaver, they did not do so because her husband, Randy, used a zip-code,had a driver's license, or failed to put the notation c/o before his address.

The problem is that patriots are copying each other and never going back to find out if that pet setof arguments ever won in any District court case much less upheld on appeal. One Guru fromOregon wrote that Sui Juris was all bunk, though he used a different expletive. Guess what? Infifteen years ,or so, that man has never won a case. Well, for that matter, neither have I, for Ihave never had to appear. If, as is so often the case, you are asking my opinion, once again I donot practice law and give opinions or advice. Socrates gave advice, and they poisoned him. Seewhat you can learn from history? What if I reported that your brief "looks great" and someDistrict judge later shoots it down in flames? Any of you who suppose that you can raiseConstitutional legal questions in a Federal District court, have yet to reach first grade in IRSmatters. You are in District court pursuant to some contract, or alleged contract, violation, andConstitutional questions do not apply. Furthermore, the Federal District Court tribunal neveroperates under Constitutional law, even in non-contract matters, for their jurisdiction, if theyreally have any, originates from Roman Civil Law. Please try to resist the temptation to write usasking for our opinion, or even our praise, for your skillful ability with the language of law, especially until you have won the District court case.

Phone NumbersWhen you read Sui Juris, you will note that my personal home address is set forth on the bottomof my letter to The District Director. That is not to be interpreted by you as a "change ofaddress.” Perhaps hoping to get ahead of the line with the mail, some of you have been sendingyour letters to my personal home and UPS address on Flying Colors Drive. We put all thoseletters at the very end of the line in our backlog of mail.

Years ago, when I was a younger warrior on the Nicaragua frontier, when someone caused me, orone of my Team members grief, our people would go physically after that person. One wasSandinista Commandante Anna Maria Morales, who ordered the torture and murder of ourcourier, Karen Sacasa Debeye, a niece of President Somoza. One night Senorita Morales wasfound sleeping in her apartment in Managua, and my assigned Team filled her startled body with60 rounds from two well directed AK-47's. Using these weapons we make it look like anotherSandinista had done the national cleansing deed and he was tried by a Sandinista court-martial andshot. Alas, poor Reggio, la historia cambio en la sierra. The Sandinistas understood far betterthe nature of our dedication when we took out their lovers and sweethearts. Ladies, if you weremarried to a Sandinista, or some other brand of Communist, your life was in grave danger. The28 people involved in the torture of Karen, when she would not betray us, were all terminated.

*Boston Mutual Life Insurance Company,120 Royall Street, Canton, MA 02021, 617-828-7000. Their legal expert is Mr. BrianJoyce. He has made the legal determinationthat the IRS has the 'right' to take the cashvalue built up over some 25+ years. Some ofyou may want to call this man, or DonnaButler, Supervisor of Customer Services andfind out if this is really true.

Today, I have found that national cleansing often takes place by simply putting that person on thevery top of my prayer list. Such people then find a way to self-destruct by doing foolish enoughthings such as flying his plane into the ground or driving her car into a tree. Several havedisappeared into bankruptcy, and still more suddenly find themselves going down under theoverwhelming burden of a terminal illness. Once I put them on the top of my prayer list, thesituation, quite frankly, is out of my hands. It is no longer my problem.

There is a particularly distasteful IRS operative working out of the Asheville, North Carolinaoffice named Mr. Loy. He was that agent that went after my friend, Team Member, TedJablonski to whom I dedicated my pamphlet Hope's Husband a few years ago. It was Mr. Loywho confiscated the Jablonski home which was property owned by a Trust. It was Mr. Loy whosold that home in an illegal one bidder auction for only $31,000, about 25% of its real value. Thebidder was a Baptist minister imported by the IRS from 200 miles away. I put him on the top ofmy prayer list, and he was dead within a year. It was Mr. Loy who confiscated Mrs. Jablonski'scar and sold it for only $800.00 so that she could not take their Downs Syndrome daughter, age20, to her special school. It was Mr. Loy who created the situation where Joan Jablonski finallydivorced Ted. It is Mr. Loy who makes it his business to go after patriots, wiping them outfinancially if he can do so. We know of a few others whose names need not be mentioned herewho have come under the hob-nailed boots of Mr. Loy. We have to pray for that man that God'sWill be done in his, wretched life!

Naturally, as out-spoken as I am about the IRS, I have always known that Mr. Loy was there inthe shady background. As I stated early in this On Target!, the matter is not closed between theIRS and Nord Davis, Jr., DOB 10/28/31. For the record, my former SS# is 018-26-1669, just incase one or more of the three-letter boys may be on my mailing list and wish to run a backgroundcheck on me.

Well, I must confess to my readers of Sui Juris, there was one remaining area of my life in which Iwas really not Sui Juris. I had not even thought about it until I did not get my usual monthly billfrom Boston Mutual Life Insurance Company. I thought it must have been lost in the mail. Whenthe December and January bill did not show up, I called Boston Mutual Life Insurance Company*and was informed by a Secretary there that my policy #392425, which had been in force since Iwas a young man, that is more than 25 years, had been "surrendered by me" for its cashvalue. This, I was told, terminated the policy. That is why I had not received any furtherpremium bills. All the premiums had beenpaid. I denied that I had ever surrendered my25 year standing policy, and there must besome mistake: No, she told me, a certain Mr.Loy, of the IRS from the Asheville, NorthCarolina office had demanded and got all cashvalue, representing thousands and thousandsof dollars. So, now, with respect to my Sui

-23-Table of Contents

Juris status, one more tie to the system has vanished. As a former cancer patient, and 63, I amnow uninsurable.

However, you need to understand that there still exists acontract that was made 25 years ago between BostonMutual Insurance Company and Nord Davis, Jr. Thiscontract did not include the Internal Revenue Service, Inc. So, the remarks of Boston Mutual's people notwithstanding, they have violated my contract, and gaveover money which they had a fiduciary responsibility toprotect and which they cannot lawfully release prior to anaction in The District Court, where they have no lawfuljurisdiction over me. I do not know what the future holdsfor me, but if you someday learn that I have had some kindof serious encounter with the Internal Revenue Service,Inc., for those of you who may be looking, you will findMr. Loy lurking somewhere in the shadows.

Leave Mr. Loy to The Lord, and follow with me Christ'sorders to "Love your enemies and do good to those whodespitefully use you.” However, the Grand Theft by Mr. Loy, acting under the color of law, is another matter, forMr. Loy has violated one of God's National Laws. Withour proper prayers, Our Heavenly Father will hold Mr.Loy's feet to the fire in ways that you and I cannot possibly

imagine.

Naturally, those of you who own a life insurance policy with Boston Mutual Life InsuranceCompany, might want to borrow most of its cash value out of it. My goal is to bring about thewithdrawal from Boston Mutual Life Insurance Company of at least $1 million dollars. Thistactical project will be carried out by my Massachusetts Northpoint Teams over the next 2-3years. If Boston Mutual does not take it upon themselves to reinstate my policy with no harm orinjury to me, and have its cash value returned, we will do whatever it takes to make this the mostexpensive Corporate policy mistake that Boston Mutual Insurance Company ever made. Mr. Loydid not rob me, because I will not be here to collect! Mr. Loy robbed my wife and I do take thatpersonally.

The Extremely High Risk of Straight Life Insurance

I have done my due diligence by calling other Life Insurance Companies and have learned, fromthose who will discuss the matter with me, that they "feel obliged" by IRS regulations, that whenrequested, they are permitted to wipe out a policy holder's cash value without notice. Then, themoney taken is regarded as a loan by the policy holder from the insurance company. In some

-24-Table of Contents

Page 27: On Target !

{{Editors Comment: I think that the pointmade here is that it is unwise to have anyassets that are visible to the governmentand/or the Internal Revenue Service, Inc.}}

cases, if the policy holder wishes to be reinstated, he must pay a year's premium in advance. Theywill deduct the value of the "loan" plus 5% interest from the payment at the time of the policyholder's death. That is their position, but the fact is that if the IRS can unlawfully take the moneythe first time, and the Company violates its own contracts with the policy holders, I am certainthat the IRS will have a lien with the company; and take it all as soon as the policy holder dies.

Is it not the nature of vultures to get their spoils from the dead? It never occurred to me, twenty-five years ago, that I might have a problem with the Internal Revenue Service years into thefuture, and wind up having no coverage exactly when I need it the most. I was never informedthat the Company had the right to waive their contract with the policy holder, and in the event ofa on-going illness that they could deny that policy holder his insurability in his later years.

My conclusion to this whole matter is that Ido not advise anyone to hold whole life orpay life insurance policies. Their value couldvanish over night, with no recourse, in theevent the policy holder has a problem with theInternal Revenue Service, Inc. If you areapproached by any life insurance salesman, why not find out their company's legal determination about the true validity of their policycontract. If you find one whose policy is not to deliver their policy holder's cash value to the IRS,please let me know. These are not the financial times when using an insurance policy as a form ofsavings is really worth the high risks involved. Cash your policies now or make a loan againstthem to the limit. Let's see how many insurance companies we can start a financial run on. Watch out for the "Mr. Loy" in your home town. There will always be one there.

Vultures In Eagle's Clothing - II

On page 37 of Sui Juris, I listed seven source books that I thought would be helpful inunderstanding your American status. Please understand that I do not necessarily endorse everyline or stated fact in any of these books. I am now adding another to the list. I suggest you buyVultures In Eagle's Clothing, by Lynne Meredith. Here is one patriot lady who has done areally wonderful job, even though you will find that she differs with Sui Juris here and there. Forinstance, she has the meaning of national and federal reversed. Order it anyway, for she is correcton 95% of what I have been able to read. It has large print, and double spaced lines for easyreading. It has a 211 page + Appendix consisting of Freedom Forms. There are dozens of goodtypical letters all done for you. How about a Written Request for IRS Determination Letter? How much of your time would it take to prepare such a letter? How about a Certified Demandfor Proof of Jurisdiction Letter? Would you know how to compose such a letter, and get it right? Lynne Meredith has done your homework for you. This is a basic book at the beginning so thatall Americans who read it will understand the issues and why some of us are so adamant aboutwhat we believe. You do not have to be a rocket scientist or a legal student to understand herbook. I wish I had known about it at the time I wrote Sui Juris, for it would have saved me

After disclosing the bad news about my Boston Mutual Life Insurance Policy losses, this isprobably as good a place as any to give you the good news of this humbling Award for ouractivities in Amman, Jordan before and during the Desert Storm War. The background to thisAward can be found in my book, Desert Shield and The New World Order. [$5.00 + $2.00 forpostage and packaging.] The District had other plans in the war with Iraq than turned out. Theydid not appreciate that only a few hundred Americans died when it had been estimated that some39,000 of our best men would perish there. Desert Shield and The New World Order gives youthe truth and the Northpoint Tactical Team part which we played in it. Soon after that, therebegan a renewed effort on the part of the IRS to stop and silence Nord Davis, Jr. Hence, we seethe plunder of my wife's insurance estate by Mr. Loy, and the perfidy of Boston Mutual LifeInsurance Company. Critics of our publications must understand that the Northpoint TacticalTeams, and Nord Davis, Jr. are not boasting when we make these announcements as with thiswonderful Award and recognition. There are other people, new readers as well as old enemies, who need to know exactly what we are doing for America and the resultant Awards and honorsbestowed upon us. In Sui Juris, the mention of these activities had to be put there, as a witnessfor any jury that may one day be reading it in its official capacity. How can they convict a manwho is known to have found the means to prevent the terrible expected losses of Americanservicemen's lives in the Persian Gulf War? My International Hall Of Fame Award is an HonoraryDoctorate of Humanities. So, formally, it is Nord Davis, Jr. Ph.D. I have held a Doctorate since1975 in Naturapathic Medicine, but feel that of all that is out there, I know so very little, that Ihave never used Dr. before my name. As scholars know, the term doctor really means teacher. So, please think of me as only a teacher of natural healing and a teacher of humanities through mypublications only. Do not write or call me about your aches and pains, please. As with our non-practice of law, we do not practice naturapathy.

The District's Federal Income Tax Loopholes

As I have stated in Sui Juris, the Freeman status will not be for everyone who supports theNorthpoint Teams. Anyone over 55 who is in The District system, should probably sit this battleout on the sidelines. Why, after paying into Socialist Security all these years, would you want toabandon this financial protection for the rest of your life? Likewise, if you are a young personwith a family, and working at a good job or profession, but are close to the edge financially, theFreeman route may not be a wise move for you. Your first God-given duty is to support yourfamily. There is no excuse for failure to do that!

After Sui Juris was published, we have received hundreds of letters and scores of phone callsasking us for direct help with their problems. We cannot do that! Until you have studied theseven books on page 37 in Sui Juris, and studied Lynn Meredith's "Vultures," I do not want tohear from any of you regarding any problems. However, there are hundreds of you who wanthelp in saving money while you are filing IRS 1040 Label Forms. So, along that line, there is a338 page book listing an incredible number of legal loopholes, enough to probably reduce theIncome Tax liability to almost nothing for most Americans. I am not compromising my positionin Sui Juris. I will never back down from what I know to be the truth, even if Mr. Loy managesto strip me of everything I have, and has me confined stark naked in a solitary cell. He would liketo do that, you know. The difference between me and younger people is that my children aregrown, and I have taken steps so that Mrs. Davis will be well taken care of.

Remember, the wealthy folks who draw up the confusing language of the IRS regulations, are notgoing to pay any more than they have to. Half of the Fortune 500 Companies, the wealthiestCorporations in America, pay no Federal Income Tax at all! Mr. Loy's job is not to go after thewealthy, but to undercut the prosperity of the working and professional middle class. Thewealthy do not remain wealthy by paying out 50% of their assets or earnings every year. Thereare some special tactics and deductions which they use, so that these rich keep on getting richer. You can keep the vultures away by doing things a whole lot smarter. The name of the book isTax Loopholes. Everything The Law Allows. It is published by Boardroom Classics, PO Box11401, Des Moines, IA 50336-1401. The published price is $50.00, but for a short time, it isavailable for only $35.00. Tell them when you write that Mr. Loy of Asheville recommended thisbook to you.

A Captain Of DestinyFirst Published by Nord Davis, Jr. in April, 1986

The wind was blowing briskly over the chimney top drawing the smoke from his hearth, as afather of four sat thinking, the heat of the fire glazing his eyes. It was the Spring of 1775. As thetwilight began to fall on his modest home in Acton, Massachusetts, this young man wondered justwhat tomorrow would bring. His daily chores were done and an extra pile of wood had beenstacked inside, handy for Hannah. He expected to be gone for awhile. The leak around thechimney would have to wait for another day. There were important things to be doing in the

morning...

This young father had married his sweetheart, a lady named HannahLeighton of Acton. He had learned the gun-smithing trade. Hispersonal future looked pretty good, and why not? He had built hisown home, had a nice family, and a steady business repairing firearms. It had been a warm Spring that year. According to the records,Hannah was occupied that evening with the children's colds. Even theyoungest of just fifteen months was letting the household know of hersuffering and plight. The young man was left with his thoughts: Lessthan a dozen hours to muster. But, with Spring in the air, everythinggoing better than expected, how could he complain? How good it isto be free! We will settle some things tomorrow...

We might expect that any young man, as unusually blessed with home, family and business, mighttend to overlook the problems being created by some of the King's Men [which is to say... thegovernment’s men]. After all, what could one man do about such complex and far-reachingproblems? Wasn't his first duty to his family? Yes, but according to the Scriptures, there alwayscomes a point when the affairs of the nation must come ahead of the needs of the family. Thiswas one of those times. Fortunately, this was not a young man who simply looked to the rewardsand the pleasures of the day. He was not one to close his eyes in a dream world of security, butwas one whose eyes, for his family's sake, were fixed on the years ahead. Something had to be

done about the Red Coats who werepresuming [asserting] themselves into theaffairs of free men.

The Lord, he knew with certainty, had puthim into a vital position to do some good. The Lord had called him to be a leader ofmen and, as a gunsmith, his trade was to beneeded in the cause of liberty. Liberty, as hetold Hannah, is never given by legislatures. It has always been obtained, and will be held only, by those who are willing to fight and die for it. When men cease to be willing to fight for it, it will only be a matter of time before free men areonce again slaves of others. Months and months before, this young man -- who had everything toboth lose and to fight for -- organized a Company of Minutemen in his home town of Acton,Massachusetts. Acton? Who today has ever heard of such a place? Yes, we remember ourhistory lessons about the brave men of Lexington and Concord. We know about the midnightride of Paul Revere and his group called the "Committee of Safety.” We can think of manyothers... but this young man and his Acton Militia, is generally unknown to even our most ardentpatriots today. His name was Captain Isaac Davis.

As Captain Davis sat watching the sparks crawling along the soot on the back of his fireplace thatnight, over in Concord a young wife, Mrs. Lucy Barnes Hosmer, was entering her concerns aboutthe next day. A copy of her diary* for Tuesday, April 18, 1775, is in my library.- Mrs. Hosmerwrote:

Much of the time I am too busy to be

with a sarcastic smile on his face. Joseph was near the back of

{{Standing up for freedom is not easy... it takesmore than a big mouth! Supporting those withthe courage to stand up for freedom takes morethan lip service from a safe distance! - MichaelH. Keehn}}

Yesterday the Committee of Safety ordered the

dispersal of the military supplies here in Concord into the

neighboring towns. Las night, Joseph and I drove by ox

team two wagon loads of ammunition from Acton to hide on

Deacon Jonathan Hosmer’s farm there. His twenty-

year-old son, Abner, is Joseph’s third cousin and Acton

Minuteman.

Lucy Hosmer was quite correct. AbnerHosmer was not only an ActonMinuteman, but Captain Davis's right-handman! Just before dawn on April 19, 1775,Captain Davis quietly mustered his men. All equipment was checked out. AbnerHosmer was there and his training was tometer out the cadence on his drum ---120beats to the minute. Carrying a drum, hewould go into the battle unarmed. JamesHaywood was there. The fifer, LutherBlanchard, got there just as the redmorning sun stabbed its welcome lightthrough the naked .trees surrounding theDavis homestead. This was the day thatthis Company had been training for, andthe Acton men were ready. Captain Davishad not only trained his men well, but asyou will learn here for the first time, in-stilled in them an unusual spirit ofdedication to Christ and Country.

"All present or accounted for, Sir!” a sergeant quietly called out, and the small band of menmoved out for their six mile march to Concord. Every second, on the second, came the beat ofAbner Hosmer's drum. The fifer was silent. It was in Concord that The King's Men weresearching house to house for arms --but now you know where they were -- in Deacon Hosmer'sbarn in Acton. and driven there by a courageous woman named Lucy just the night before! King, but at the level of the Acton and Concord Minutemen, the issue ,was the confiscation offirearms. Today, they would be called assault weapons.

Well, you know much of the rest of the story. Some three hundred patriots converged onConcord from all the surrounding towns to confront the Red Coats. It was about 10 AM and thevillage of Concord was nearly deserted. The women and children had left to be safe with friends. All the Minutemen were assembled on the north side of town near the North Bridge where sixCompanies of British soldiers were poised to attack. Lucy Hosmer wrote:

The Reverend William Emerson, who is always impetuous

(even Phele, his wife, says so) proposed: ‘Let’s go after them

and fight ‘em right now!’ But Colonel Barrett ignored

this from The Cloth and ordered our men to withdraw to a

position on the heights above the North Bridge where they

would be near enough to see what was going on there.

I have inserted this information from Lucy to show you that during the early days of America, notonly the Old North Church in Boston was involved in the cause of Christian liberty but so werethe ministers throughout the Colonies who were directly involved.. Pastor Emerson was there, and Deacon Hosmer was hiding arms, and had his son right out there in front. Those were theGood Old Days... The Red Coats, over-confident as agents ofAdmiralty government have a fatal tendency to be, sent in somemen to the abandoned Concord village and began to stealwhatever they could find from the abandoned homes. LucyHosmer then gives us an insight into what happened that many ofus have not known about before and a lesson that we can all usetoday:

“... Then they set the village Liberty

Pole on fire just to mock us. That fire

got out of control and spread to the roof of

the Court House, which surely would

have been destroyed if it hadn’t been for old Martha

Moulton, who keeps house for Dr. Minot. She saw the

Court House beginning to burn and rushed up to some

British Officers, who were standing nearly on the green, and

implored them to put out the fire. At first they laughed at

her and mocked her pleas. But, she kept on pleading loudly

and gave them no peace until they did put out the fire.”

Here is the interesting part! The patriots over by the North Bridge could not see what was goingon in town, but they did see the billowing smoke which continued as the Red Coats were givingthe widow a hard time. Imagine, the only onewho dared to confront the Red Coats was thisfrail old lady. That pattern is being seen againand again today in Christian America. However, as recorded in Lucy Hosmer'sJournal, it was the smoke of the burningLiberty Pole and the Court House roof thatactually triggered the Minutemen into combat?

Understand, the Red Coats were on the Concord side of the North Bridge, and to take Concordto save the town, it was necessary for the Minutemen to cross the bridge in the face of British fire. Since the immediate military mission was to save Concord, the honor of leading the troops fell tothe Concord Company. Instead, according to historical facts, the Concord Captain asked to beexcused on the grounds that some of his men were not prepared, and others were afraid. Confusion and doubts were beginning to spread among the men. At that moment the steel voiceof Captain Isaac Davis came thundering over and through the confusion. It was the only directstatement of his that has ever been recorded, but it was the right one at exactly the right time inAmerican history:

"I haven't a man who is afraid to go!"

Immediately, he marched his Acton Company to the head of the column of Minutemen. LucyHosmer wrote:

“They marched in double file toward the North Bridge to

the fife strains of ‘The White Cockade’ whith Captain

Issac Davis’s company in the front of the lines. As they

advanced they could see three British companies crowding

together at the far end of the bridge. Two or three of the Red

Coats were observed trying to pull up the planks! But they

soon gave up and ran back to their companions. Our men

marched nearer and nearer to the bridge to the beat of Abner

Hosmer’s drum. The British fired warning shots into the

air. Our men were marching forward. Suddenly, the Red

Coats fored a volley and Abner Hosmer and his

Captain, Issac Davis, fell dead... Joseph said that the

battle of North Bridge did not take more than two or three

minutes, but I’ll wager that those brief moments will not be

forgotten by any of our people.”

This first organized attack against the RedCoats, and King George's Admiraltyregulations was led by an Acton,Massachusetts man whose name, Isaac Davis,is all but forgotten today. He led the attackfrom the Northpoint of Concord, one of thehistorical significance's of what we call today,The Northpoint Teams. The other placecalled Northpoint, was Northpoint, Maryland, where the British land forces were stopped by theIndependent Blues. That military effort created the situation wherein Francis Scott Key wrote our

National Anthem. Let the record show that this stirring song was never called the FederalAnthem. Caveat! History has a way of repeating itself, and if it is to begin, let it begin just outsideof Boston.

One history book carries this account of those fateful two minutes that initiated the course ofAmerican liberty:

"As they marched toward the Red Coats, the shrill and stirring music of

Luther Blanchard's fife pierced the morning air. Weapons were loaded

and primed. Hammers were cocked as they got into range of the British

rifles. Bang! A puff of smoke appeared followed closely by the report of a

British rifle. Two more followed in quick succession. Fifer Blanchard

was hit and the fife was heard no more. A strange silence hung about

three feet off the ground for about thirty seconds, and then came the first

volley from the British. Captain Isaac Davis and the drummer Abner

Hosmer, were killed instantly. The war, hardly begun, was over for

them."

For a few moments, the death of Captain Davis and FiferHosmer stunned the Acton Company. This was now the realthing! Over it all came the thundering voice of MajorButtrick, the Commanding Officer of the Concord Company:

"Fire, fellow soldiers, for God's Sake,Fire!"

So, fire they did. That battle near Concord's North Bridgewas the one which set the stage for the greatest land ofliberty that mankind has ever known. The battle began ‘whenKing George's International Military Forces, very similar tothe so called Multi-Jurisdictional Task Force IMJ771 nowoperating unlawfully throughout America, attempted todisarm the Americans. This almost unknown military group{{the Multi-Jurisdictional Task Force}}, as well as thatgroup known as "The ATF {{Bureau of Alcohol, Tobaccoand Firearms}}," are not American, but are under thecommand of the United Nations New World Order. Suchinternational forces have the trademark of burning things, from the Liberty Pole in Concord in 1775, to Waco in recenttimes. Is anyone "burning your Liberty Pole" yet?

Victory on April 19, 1775, was not inspired by such great patriots as Washington, Revere andJohn Adams. If Boston Mutual Life Insurance Company were commanding the affairs on theNorth Bridge, we might all still be Tories! They would have informed the patriots that they mustbe loyal to the King, no matter what! In the very beginning, the very first shots were inspired byone long forgotten man, Captain Isaac Davis, who was ordained of God to die so that you and Iwould enjoy the liberty we have. French's History of Concord states that:

"...it was the bravery and devotion of Captain Davis that began the

memorable war which, with the help of God, was to bring independence

to the thirteen colonies perched precariously on the shores of the Great

American Wilderness."

In the Providence of Almighty God, whose skillful Hand determines the affairs of all men, CaptainIsaac Davis was not called to be among those long remembered as a hero of the War forIndependence. Most Americans have never heard of Acton or its gallant Isaac Davis. Althoughhis name is almost never associated with it, the famous Minuteman statue is of this unsung hero, the father of a young family of four. Apparently in the Great Plan of a merciful Father, his was tobe one single purpose -- at exactly the right moment in history to say:

"I haven't a man who is afraid to go!"

May The Lord be as gracious to each of us as He was to Captain Isaac Davis.

*Do you know what the word "attorney" means and where it comes from in law? Look up the wordattornment in Black's Law Dictionary and you will see that it is the turning over of the rights or moneyof one person in a contract to a third person not in the contract. So, an attorney is one who takesfunds from one person and gives it to a third party. Attorney Joyce "attorned" my property, i.e. thecash value of my 25-year-old Boston Mutual Life Insurance policy contract to a third party, the IRS,as 'a permissible successor party' to the contract. That is only one sign that the Red Coats arealready here.

{{And that the Tories are among us! It’s pretty clear that the sacrifices of those before us do notmean a thing to these two women of Boston Mutual!}}

-14-Epilogue

In seventy days, it will be April 19, 1995, twohundred and twenty years since CaptainDavis, Abner Hosmer, the drummer, and thefifer Blanchard took the first shots at theNorthpoint of Concord. After a long day inmy study, I often wonder about tomorrow. Iknow that nothing can happen to me, as withCaptain Davis, that The Lord has not alreadydetermined. I remember the story of theBaptist who inquired of the Puritan why hecarried his musket to church. If you believeall is predestined and foreordained (Romans 8& 91, if it is intended by The Almighty for theIndian to get you, he will regardless of themusket. If he is not foreordained to kill you, then the musket certainly will not benecessary. The Puritan's reply was that hecarried the musket to church just in case heran across an Indian whose time had come. How will my readers know just when the Red Coats are coming, and our time for the terribleaction that is surely to come? What will be the sign that someone is about to burn down ourLiberty Pole?

If we wait until we see military in Red Coats or the devil in a Red Suit, we will have waited until itis too late. We need to watch out for the military in Federal Black uniforms and devils in BlackRobes sitting behind The District Court benches. It will be seen in the attitudes of Attorney Blissin Concord in 1775, or Attorney Brian Joyce of Boston Mutual in 1995, who are both amorallyindifferent to the plunder of the people.* When you talk to either Attorney Joyce or BostonMutual's Supervisor Donna Butler, you will not detect the slightest bit of sympathy or empathy in

We were a race of peoplewho had the Laws ofGod written in ourhearts.

their voices for this one policy holder's loss. That, too, is an indicator that the Red Coats are herein the form of the Internal Revenue Service, Inc., whose "Mr. Loys" have our people afraid to doeven the right and moral thing.

One of the problems today's Christian patriots haveoverlooked is that we have a far different America thanthat which existed 225 years ago. In those days,America was primarily of one race and one culture. Wewere that specific race that had the Laws of God writtenin our hearts and minds as set forth in Hebrews 8:8-10. There was none of this nonsense that "God's Laws hadbeen done away with...” In those days, traitors and

murderers were hanged or shot. Thieves were whipped or put into stocks and left out in theweather day and night. Everyone in the town could take a good look at them and take notice ofwho they were. Captain Isaac Davis, his men and his society were taught the uplifting PuritanWork Ethic and were Calvinistic in Bible doctrine. Make no mistake about it, it was this conceptof the sovereignty of God in the affairs of men and nations that brought about, as a natural fruit,the Liberty that we say we hold so dear. In reality, most Americans give Liberty rather poor lip-service. {{This last sentence is sad but true. Freedom requires that one be responsible forthemselves and in so many ways, we Americans wish to be children and have others (generally thegovernment) take care of us so that we don’t have to be responsible for ourselves.}}

In researching again the story of The Captain Of Destiny, I discovered something that I did notknow. As you know, there was no direct daily communication between the Colonies, such as wehave today. There was no way, for instance that the Colony of Connecticut could have possiblyknown of the great events to be taking place on April 19th. Paul Revere, and the riders of theCommittee of Safety, didn't even know about it until the lantern signals on April 18th. Notrealizing what was to happen in Concord at Northpoint, the Governor of Connecticut proclaimedon the same day, April 19, 1775, to be a day of fasting and praver. The Proclamation read in part:

“...that God would graciously pour out his holy spirit on us to bring us

through Repentance and effectual Reformation that our iniquities

(violations of The Law) may not be our ruis; that He would restore,

preserve and secure the Liberties of this and all the other British

American colonies, and make the land a mountain of Holiness, and a

Habitation of Righteousness forever.”

Now you know why the bullets which killed Captain Isaac Davis, and drummer Abner Hosmerwere “the shots heard around the world.” Once again, the Red Coats are coming --just as theyare, even now amongst us, as vultures in eagle's clothing. Do you not see the smoke of theburning Liberty Pole? Where is everyone? Muster the troops! Muster the troops!

Under the unction of the Holy Spirit, all of Connecticut was praying for America, but notice thatthey were doing so after the battle of North Bridge was already over! The battle was not over forthe rest of the Minutemen that day. Lucy Hosmer writes:

“...Then the Minutemen disappeared - - - some to go home.

But Joseph (Hosmer) and some of his men carried

Abner Hosmer’s body and that of Captain Davis to

Major Buttrick’s farm nearby. Many of the

Minutemen didn’t stop fighting but ran through the fields to

the East Quarter of Concord, thinking to intercept the

retreating Redcoats there. But, these men were acting

without orders from any officer. There were all kinds of

rumors flying around... such that the Redcoats believed that

our men were taking scalps of their wounded. Tis a horrible

thought, and of course, not true. But hearing of it turned

Major Pitcairn’s hot British blood cold! About noon

today (April 19 ) the Redcoats began their retreat toth

Boston, going back the way they came — by the Bay road,

but without the glory of their fife and drum with which they

arrived in our village. Waiting for them behind a ridge

which runs beside the road were the Minutemen who had run

leaderless across the fields to head them off. As the British

came into sight, marching in precise military formation, our

men opened fire on them Indian fashion, each man for

himself. A great many Redcoats soon lay dead and the rest

were demoralized. Near Fish Hill in Lexington, they

broke ranks and fled. Many of our Minutemen, including

Joseph and his brother Benjamin, pursued the Redcoats all

the way back to Cambridge... My dear husband is safe at

home now and all our family secure under one roof, thank

God. The house is very still and all but me are asleep.

Lucy Hosmer.”

When I entered the military service during theKorean War, there was a certain ceremony inwhich I pledged to defend America “...againstall enemies, foreign and domestic.” Whowould expect that most of my life would bespent in fighting the domestic enemies. Mytask is not to tell you what to do or how to doit. I am but a Watchman who calls attention to the billowing smoke of the Liberty Pole and thepotential destruction of the Common Law Court House. -Nord Davis, Jr., Northpoint
