Scheme. Under Section 39, read with section 40 of the ESI Act, principal employer is responsible for depositing the employees' and employers' contribution @ 1.75% and 4.75% of the wages respectively in respect of employees drawing monthly wages upto ` 15,000/-i.e.prescribedlimit.

2.2 Collection of Contribution A total contribution of `9632.54Croreswascollectedduringtheyear2013-2014asagainstcontributionof` 8111.45

Crores collected in the year 2012-13. There has been an increase in contribution of ` 1521.09 Crores over the previous year, which is 18.75% more than the previous year's contribution. The contribution income also includes the dues of contributionrecoveredfromthedefaultingemployersbytheRecoveryOfficers.

2.3 Arrears of Contribution Arrears of Contribution amounting of ` 1754.14 Crores were outstanding fromA-day upto 31/03/2014 against the

defaulting employers, which include the dues of ` 1484.83 Crores pertaining to the private sector and `269.31Crorespertaining to the public sector units.

2.5 Recovery of Arrears

In order to ensure effective recovery of the dues of the Corporation, the provision of Sections 45-C to 45-I has been made in the Principal Act by an amendment in the ESI Act 1989, thereby enabling the Corporation to set up its own recovery machinery for realizing the dues of the Corporation. Accordingly, Corporation's own recovery machinery came intoexistence inphasesfromJanuary,1992onwardsandRecoveryMachinery isnowfunctioning inall theRegions/Sub-regions.ARecoveryCellhasalsobeensetupattheHqrs.OfficetomonitortheprogressofrecoveryofduesandwatchingtheperformanceoftheRecoveryOfficersintheregions/sub-regions.

Out of the total arrears of ` 1754.14 crores as on 31.3.2014, an amount of ` 630.79croresaccountingfor35.96%ofthetotal arrears falls in the category of recoverable arrears. The remaining amount of ̀ 1123.35croresaccountingfor64.04%of the total dues falls in the category of non-recoverable arrears for the present due to claims disputed in courts, factories havinggoneintoliquidation,factoriesregisteredwithBIFR,amountpendingwithClaimsCommissioner,closureofthefactories and whereabouts of the defaulting employers in certain cases not known, etc.

During the year 2013-2014, the dues of ` 186.07croreswererecoveredfromthedefaultingemployersasagainstthetarget of recovery of `175.00 crores. The recovery during the period 2012-13 was ` 173.15 crore.

2.6 Inspection

Duringtheperiodunderreport,about34409inspectionswereconductedbytheSocialSecurityOfficersoftheCorporation.Inspectionsweremostlyconfinedtobigemployers,defaultingemployersandforinvestigatingspecificcomplaintsagainstemployers, as per Inspection Policy.

3.1 Provision of Medical Benefit Medical care for Insured Person and family is admissible from day-one of entering into insurable employment through a

network of ESI Hospitals, ESI Dispensaries, Panel Clinics and diagnostic centres as well as through tie-up arrangements with other medical institutions. As per the ESI Act, 1948, the State Governments have been entrusted with the responsibility of providing reasonable medical care to the insured persons and their families. Treatment is provided through both Allopathy and AYUSH (Ayurveda, Yoga, Unani, Sidha and Homeopathy) system of medicines. The ESI Scheme provides primary, secondary and tertiary care to the Insured Persons and their family members.

3.2 Infrastructure The Corporation is taking steps to periodically upgrade its infrastructure. By the end of March 2014, the Corporation

had commissioned 19615 beds in 151ESIHospitals and 694 beds in 42Hospital annexes. In addition, 2879 bedshavebeenreservedinvariousstateGovernmenthospitalsforexclusiveuseofESIBeneficiaries.Totalnumberofbedscommissioned till end of March, 2014 is 23188. For out-patient services, 1418 ESI service dispensaries and 140 ISM units have been commissioned. Further, 1017 private insurance medical practitioners (IMPs) have also been empanelled for providingprimarymedicalcaretoESIBeneficiaries(DetailsatAppendix-IIIA).

Apartfrom151ESIHospitals,thereistie-uparrangementwithmorethan1000Pvt./Govt.HospitalsforSuperSpecialityTreatment.

3.3 Out-Patient Medical Care Out-patient medical care under the scheme is provided as under:- A Insurance Medical Practitioner

Private Medical Practitioners are appointed as panel doctors called as Insurance Medical Practitioners (IMPs). Each one of them is allowed to register upto 1000 IP family units. The doctor is expected to issue medicines to the beneficiaryfromhisownclinic.Specialandcostlymedicinesaredispensedthroughapprovedchemistsaswellas State Government Medical Stores. At present, the panel system is in operation in some areas of West Bengal, Maharashtra, Goa, Gujarat (Ahmedabad), Madhya Pradesh, Punjab, Andhra Pradesh, Assam and Karnataka. The IMPs under the panel system are paid capitation fee for providing medical care to the Insured Persons and their family members.

B Service Dispensary ESI provides out-patient medical

care through the service system i.e. through dispensaries established under the Scheme for the exclusive use of the Insured Persons and their families. It is manned by full-time medicalofficers.

C Hospital OPD ESI Hospital OPD provides outpatient

services under various specialties and super specialties like medicine, surgery, pediatrics, gyne & obst., ENT, eye, cardiology, nephrology, neurology, urology, CTVS etc.

3.4 Out - Patient Attendance The statistics relating to attendance in ESI Institutions, cases admitted in hospitals and cases referred for specialized

investigations are given in Appendix –III-B & III-C respectively. For working out the level of medical attendance, only the numberofIPs/familyunitsattachedtothereportingdispensaries/clinicsisused.AnInsuredPersonreceivingmedicaltreatmentistreatedasaNewCaseonhisfirstattendanceinaparticularspellofsicknesswhilehissubsequentvisitstothe dispensary or clinic during the same spell are counted as Old Cases.

3.1 Provision of Medical Benefit Medical care for Insured Person and family is admissible from day-one of entering into insurable employment through a

network of ESI Hospitals, ESI Dispensaries, Panel Clinics and diagnostic centres as well as through tie-up arrangements with other medical institutions. As per the ESI Act, 1948, the State Governments have been entrusted with the responsibility of providing reasonable medical care to the insured persons and their families. Treatment is provided through both Allopathy and AYUSH (Ayurveda, Yoga, Unani, Sidha and Homeopathy) system of medicines. The ESI Scheme provides primary, secondary and tertiary care to the Insured Persons and their family members.

3.2 Infrastructure The Corporation is taking steps to periodically upgrade its infrastructure. By the end of March 2014, the Corporation

had commissioned 19615 beds in 151ESIHospitals and 694 beds in 42Hospital annexes. In addition, 2879 bedshavebeenreservedinvariousstateGovernmenthospitalsforexclusiveuseofESIBeneficiaries.Totalnumberofbedscommissioned till end of March, 2014 is 23188. For out-patient services, 1418 ESI service dispensaries and 140 ISM units have been commissioned. Further, 1017 private insurance medical practitioners (IMPs) have also been empanelled for providingprimarymedicalcaretoESIBeneficiaries(DetailsatAppendix-IIIA).

Apartfrom151ESIHospitals,thereistie-uparrangementwithmorethan1000Pvt./Govt.HospitalsforSuperSpecialityTreatment.

3.3 Out-Patient Medical Care Out-patient medical care under the scheme is provided as under:- A Insurance Medical Practitioner

Private Medical Practitioners are appointed as panel doctors called as Insurance Medical Practitioners (IMPs). Each one of them is allowed to register upto 1000 IP family units. The doctor is expected to issue medicines to the beneficiaryfromhisownclinic.Specialandcostlymedicinesaredispensedthroughapprovedchemistsaswellas State Government Medical Stores. At present, the panel system is in operation in some areas of West Bengal, Maharashtra, Goa, Gujarat (Ahmedabad), Madhya Pradesh, Punjab, Andhra Pradesh, Assam and Karnataka. The IMPs under the panel system are paid capitation fee for providing medical care to the Insured Persons and their family members.

B Service Dispensary ESI provides out-patient medical

care through the service system i.e. through dispensaries established under the Scheme for the exclusive use of the Insured Persons and their families. It is manned by full-time medicalofficers.

C Hospital OPD ESI Hospital OPD provides outpatient

services under various specialties and super specialties like medicine, surgery, pediatrics, gyne & obst., ENT, eye, cardiology, nephrology, neurology, urology, CTVS etc.

3.4 Out - Patient Attendance The statistics relating to attendance in ESI Institutions, cases admitted in hospitals and cases referred for specialized

investigations are given in Appendix –III-B & III-C respectively. For working out the level of medical attendance, only the numberofIPs/familyunitsattachedtothereportingdispensaries/clinicsisused.AnInsuredPersonreceivingmedicaltreatmentistreatedasaNewCaseonhisfirstattendanceinaparticularspellofsicknesswhilehissubsequentvisitstothe dispensary or clinic during the same spell are counted as Old Cases.
