About this document

Purpose Provide instructions for offshore travel, with necessary internal and

external references, for personnel scheduled to travel offshore. The

purpose is to minimise the risk of infection for travel on board.

Describe how to handle any exceptions as regards personnel from

abroad.

Applies to The document applies to all production installations where Aker BP

is operator, and includes everyone who is to work or stay on the

production installation. That means Ula, Skarv, Valhall, Ivar Aasen

and Alvheim.

2 Background

Aker BP is continuously following the development of the Covid-19 outbreak and the

authorities’ recommendations aimed at reducing the spread of infection in society. As a

consequence of the outbreak, the authorities have implemented strict travel restrictions, both

for domestic travel within Norway, and for travel into/out of Norway.

Aker BP has introduced several measures to minimise the risk for our employees and

contractors who work on our behalf. These measures are e.g. described in the Company

instructions – Handling the corona situation posted on Workplace, plus a dedicated response

plan for handling personnel who are suspected of being infected, or close contacts, on our

installations and rigs.

These travel instructions were introduced to further limit the risk of spreading infection and

illness outbreaks.

Everyone who travels offshore, or is responsible for ordering suppliers/personnel or booking

personnel offshore must familiarising themselves with these instructions.

The objective of these instructions is to reduce the risk of bringing infection on board.

Everyone who is going to work for Aker BP is strongly encouraged to follow the relevant

infection control advice from FHI, such as frequent washing of hands and social distancing. If

you have symptoms, you must stay home. If anyone else is sick at home, you should use the

departure hotel during the days prior to travelling. It is also possible to get tested in most

municipalities in Norway if you have symptoms. You should avoid public transportation the

last week prior to offshore travel.

The figure below illustrates the effect of 7 days of limited close contact. It is assumed that 7

days without close contact will reduce the risk of bringing infection on board by 70-80%,

Duration of instructions

These instructions will remain in force until further notice, and the duration will be subject to

continuous assessment. The most recent risk assessment is from 5 May 2020. Further

developments will depend on how the infection (reproduction number R0) develops moving

forward, as more societal functions are normalised.

3 Authorities’ expectations and requirements

The authorities have recently adopted amendments to statutes and regulations to provide a

legal basis for several of the measures that have been implemented to slow the spread of

corona infection and to avoid overstraining the health services, as well as to protect those

among us who are particularly vulnerable to developing serious illness.

3.1 General mandatory quarantine and isolation

On 29 March, the Ministry of Health announced a new regulation regarding infection control

measures etc. in connection with the corona outbreak (the Covid-19 Regulation), which

replaced previous regulations. In brief, the Regulation states that, if you have been in close

contact with a person with a confirmed case of infection, then you must go into quarantine. If

you must go into quarantine, then you cannot:

• go to work or school

• undertake longer domestic trips or travel abroad

• take public transportation

• visit places where larger groups of people congregate

• seek out close contact with persons other than the people you live with.

The Regulation also states that, if you are infected, or if you develop respiratory symptoms

during the quarantine period, then you must go into isolation. Isolation means that you must

remain in your own home, or other suitable place of residence. You must be isolated from

other persons, and not have close contact with persons in the same household, insofar as

possible. You are also required to stay in isolation from when symptoms present, and until 7

days after you are symptom-free. We recommend that you seek out Covid-19 testing in the

public health service.

3.2 Mandatory quarantine when entering from abroad

People who enter Norway must stay in quarantine for 10 days after arriving in Norway if the

country you're coming is not exempted by regulation. You can find the complete text of

Regulation 470 here.

Note that Aker BP’s offshore travel process applies regardless of the country of residence.

Everyone is treated in accordance with the process as it is illustrated in the flow chart in

Chapter 4 of these instructions – regardless of residence and nationality.

Mandatory quarantine after stays abroad under this Regulation is less comprehensive than

the general mandatory quarantine (ref. Item 3.1 above). The reason for this is that the

general mandatory quarantine sets in when there is close contact with a person with

confirmed infection, while mandatory quarantine when entering from abroad applies to all

persons who come to Norway, and the risk is therefore considered to be lower.

Mandatory quarantine for employees who have been abroad can take place in their own

home or other suitable place of residence. Aker BP also considers departure hotels to be a

“suitable place of residence”, as the intention of the Regulation is to avoid the circulation of

infection in society.

Use of departure hotels, as described in these instructions, has been introduced to reduce

the likelihood of infection on board to an acceptable level.

The Norwegian Directorate for Civil Protection has defined the oil and gas industry as an

“important societal function” (see Appendix B). That gives Aker BP the opportunity to make

exceptions from the mandatory quarantine in Regulation 470 for “critical operations

personnel linked to the gas value chain and critical staffing offshore to maintain oil and gas

production”. The process for exceptions is described in Chapter 5.6. Who is regarded as

falling under the term “critical operations personnel” is listed in Appendix B.

If a person does not fall under the definition of “critical operations personnel” as listed in

Appendix B, when entering Norway, the person must complete the mandatory quarantine of

10 days before travelling offshore.

If you travel into Norway from abroad, you need documentation to confirm that you are

employed by Aker BP or by a contractor that works on one of our installations. You can get

this documentation from your company’s HR department. You will also have to bring your

passport, regardless of which country you're from.

5 Offshore travel instructions

This chapter must be read alongside the Flow Chart, Figure 1, and describes the various

boxes in the flow chart.

5.1 Guidelines for turnout

Personnel scheduled to travel offshore shall report to the heliport at the start of their rotation

– in other words, the date/time the person is scheduled to travel offshore as listed in Dawinci.

A potential stay at a departure hotel must be complete by the indicated offshore travel date in

Dawinci. The number of days will be determined by FAL.

Lack of participation in testing before offshore travel may also entail a need for a departure

hotel.

Public transportation shall be avoided to the greatest possible extent; it is preferable that

personnel use their own vehicle parked at the heliport. The use of public transportation must

also be avoided during stays at the departure hotel. If a private vehicle is not available, a

rental car may be used pending clarification with the line manager. When a private vehicle or

rental car is used, the precautionary rules described in these instructions must be followed.

If it is not possible to report to the heliport without taking public transportation or commercial

flights, personnel must take precautions and minimise close contact in accordance with these

instructions. Departure hotels are used as described above.

If the individual does not meet the criteria listed in the flow chart for either “FHI’s advice to

the general population”, method of transport, stays abroad or other things, this could entail a

need to stay at a departure hotel.

5.1.1 Advice to minimise risk of infection for personnel prior to offshore travel

Aker BP’s paramount objective is to reduce the risk of disease and spread of infection

offshore so we can maintain robust operation of our installations.

To safeguard this, we rely on each employee to take his or her share of the responsibility to

protect themselves and to make good decisions as regards his/her risk exposure at any

given time.

1. It is assumed that all personnel will follow the authorities’ recommendations and internal

instructions to prevent infection.

2. Prior to travel offshore, it is important for each individual to follow the necessary

precautionary rules for 10-12 days

3. Measures to assess risk of infection and status prior to travel offshore:

a. For new personnel, conversation with nurse 10- 12 days before offshore

travel.

b. For everyone, conversation with nurse 1-2 days before offshore travel

c. As needed, talk with supervisor 7 days prior to travel offshore

d. In the event of doubt, consider conversation with FAL.

4. The main rule is that personnel who have a home situation where they are not exposed

to risk of infection can follow the ordinary offshore travel procedures.

a. Personnel who are uncertain whether they can follow the necessary

precautionary rules to protect themselves from infection are recommended to

stay in a departure hotel prior to travel offshore.

b. Work in the health service is considered an elevated risk; such work during a

free period must be completed 7 days prior to travel offshore

c. For personnel with a commute that requires use of public transportation and

potential contact with sources of infection, consideration shall be given to the

need to stay in a departure hotel. This assessment takes place in consultation

with the OIM, nurse and FAL.

d. As regards personnel who live outside Norway, special assessments will be

made based on the local risk profile and function. The need for a departure

hotel for personnel living abroad should be considered as early as possible in

order to facilitate prudent clarification.

e. As regards personnel from suppliers travelling out to our installations,

departure hotels can be used presuming that the requirements pursuant to the

Offshore Travel Instructions are satisfied in relation to exposure to contagion.

5.1.2 Travel instructions

1. The main rule is to avoid public transportation so that the risk of exposure to infection is

as low as possible.

2. Where ferry transportation is needed as part of the commute, it is presumed that

individuals follow the recommended precautionary rules.

3. If possible, use your private vehicle to the heliport, alternatively a rental car. If overnight

accommodation is needed for the trip, this is booked via Egencia.

4. Carpooling is generally not permitted, but may be approved as an exception by your line

manager. Potential carpooling shall be limited to no more than 2 people, and you must

not carpool with your deputy in an emergency preparedness role.

5. Avoid public places, such as shops and cafés. Bring food and beverages from home for

the entire trip.

6. If it is necessary to use public transportation and/or planes, it is presumed that the

recommended precautionary rules are followed and that any needs for exceptions are

processed in accordance with the flow diagram.

Note that use of public transportation (plane, train, bus, taxi) could entail a need to stay at a

departure hotel. Use of ferries in Norway with a person’s own vehicle is not considered to be

public transportation as long as the rules in the table below are followed.

Own vehicle/rental car from

home to heliport

1. It is recommended that driving and resting time rules are

used as guidance. I.e., be rested when you start driving,

max. 10 hours’ drive time per day including breaks

(recommend minimum 45 minutes per 4.5 hours).

2. One overnight stay is permitted on the way from home

to heliport, i.e. a total maximum drive time of 2 x 10

hours.

3. Driving can be combined with charter flights, meaning

that, if you can drive to an airport where charter flights

land within the framework of the drive time restrictions

laid out in Ch. 2, you can take a charter flight to the

departure airport.

4. Follow the authorities' recommendations during

stops/breaks

a. Maintain prudent distance – 2 metres.

b. Observe good hand hygiene (e.g. while filling

fuel)

c. Avoid touching your face

Ferry 1. Recommend staying/sitting in your own vehicle during

the crossing, if allowed.

2. Alternatively, follow the authorities’ recommendations

when in common areas.

a. Maintain prudent distance – 2 metres.

departure hotel due to the duration of travel.

Shuttle bus Aker BP shuttle buses have been organised between

hotels, airports and heliports. This shuttle bus has

implemented infection control measures, and can be used

by all personnel who have followed the offshore travel

instructions.

As regards personnel with emergency response roles, the

primary role must not sit near their deputy. For example, the

Offshore Installation Manager (emergency response

manager) must not sit near the Operations Manager (deputy

emergency response manager)

5.1.3 Charter flight

1. The charter flight is reserved for personnel travelling to Aker BP production units,

with the exception of the last leg (SVG – OSL), which is open for everyone. The

charter solution shall only be used by those who are not entitled to a departure

hotel.

2. Route: Oslo – Esbjerg – Stavanger – Kristiansund – Brønnøysund – Bodø –

Kristiansund – Stavanger – Oslo

3. Sign up as early as possible and no later than Friday before departure at 12:00 to

[email protected]. Those travelling with the charter flight can book themselves;

put your offshore supervisor on copy. Provide the following information when

booking:

- Name

- Date

- Boarding and disembarking point

The trip will be visible in MinDaWinci and a receipt with instructions will be sent via

SMS.

4. As regards personnel with emergency response roles, the primary role must not sit

near their deputy. For example, the Offshore Installation Manager (emergency

response manager) must not sit near the Operations Manager (deputy emergency

response manager).

If the number of seats in use exceeds 24, Aviation must be informed

[email protected] about this to ensure a good overview of close

contacts.

5. Clarion Hotel & Congress Oslo Airport must be used for nights spent at

Gardermoen; it is right next to the entrance to the charter terminal. This is booked

via Egencia.

In the event of overbooking, Aviation will prioritise (in consultation with relevant OIM, AKL

log., and health axis as needed).

Those with the longest travel distance/challenging travel will be prioritised.

In order to use Charter, you must fulfil the travel requirements and be cleared by the nurse

according to the routine for pre-conversations, as well as arrive at the charter airport without

using public transport.

If you must stay at a departure hotel before travelling, charter must not be used.

- Example 1: Person arrives from Sweden and must spend 7 days at a departure hotel

before travelling. Charter flight thus cannot be used.

- Example 2: Person who has been in Norway throughout the free period travels with a

charter flight from Brønnøysund to Sola on Tuesday, headed for Alvheim. He drove

himself to the airport and has been following FHI's advice during the free period. He

travels to Alvheim Thursday, and thus spends two nights at a departure hotel before

travelling. This means he can take the charter flight, as the night spent at the

departure hotal was for practical reasons.

Taking public transport to a charter departure (in Norway or Denmark) disqualifies you from

taking the charter. This can be handled through an exception process in certain instances:

FHI's advice must be followed during stays at airports awaiting travel. This includes:

- Maintain prudent distance – 2 metres.

- Hand hygiene and awareness surrounding what you touch

- Avoid touching your face.

5.2 Nurse/FAL will be in contact

Prior to travel offshore, the individual employee must be cleared as regards risk of infection.

All personnel who have not previously undergone the nurse interview or who live abroad,

must be contacted 10-12 days prior to offshore travel. Other personnel will also be contacted

if the nurse considers this necessary. All personnel will be contacted 1-2 days prior to

offshore travel for a nurse interview. This includes any contractors and suppliers that are

scheduled to travel out. Each individual asset will have to assess their capacity and

potentially seek out alternative solutions.

The purpose of the talks is to assess whether the employee has been or is exposed to

potential risk of infection, and to clarify whether the employee has special risk factors for

developing serious illness from Covid-19. Examples of groups that are particularly vulnerable

to risk are older persons (>age 65) and adult persons with underlying chronic illnesses such

as cardiovascular disease, diabetes, chronic lung disease, cancer and high blood pressure

(hypertension).

1. If it is revealed that the home situation or other circumstances make it difficult to follow

the necessary precautionary rules, then an offer will be extended for facilitation and stays

at a departure hotel.

2. If there is suspicion that the employee has been exposed to Covid-19 or has symptoms,

they must not travel offshore. We recommend that the employee be tested by the public

health service.

3. A special assessment shall be made for persons who are in the risk group for serious

illness.

In cases of doubt, contact the Responsible Doctor (FAL).

5.3 Immediate supervisor will be in contact

The immediate supervisor offshore will contact the individual employee (and contractor) as

needed 7 days prior to offshore travel. The purpose is to ensure that the employee/contractor

understands the requirements for offshore travel and follows the authorities’

recommendations and the company’s instructions. This includes contributing to help

employers facilitate necessary precautionary rules for transport and travel offshore.

An immediate offshore supervisor is the person in charge of the department the person

travelling offshore is organised in. If a supplier is travelling offshore, the immediate

supervisor is the person in charge of the department the supplier will be attached to. The

Dawinci organisation code can be used as point of departure to define this. The installation

will create a system for follow-up, which for suppliers can e.g. include that, instead of the

immediate supervisor, the person who booked the supplier will make the call.

5.4 Do you comply with FHI’s Advice and measures for the general public?

Aker BP expects all employees to follow the authorities' recommendations to reduce the risk

of Covid-19 infection at all times. Each individual employee could be exposed to a risk of

infection while travelling to and from work. There could also be factors in everyday life which

pose a risk of infections. FHI’s advice and information to the general public about Covid-19

can be found here and is repeated below:

• Good hand and cough hygiene, try to avoid touching your face.

• Persons who live together can interact normally.

• Avoid shaking hands, as well as kissing and hugging outside the home.

• Keep your distance to others, both at work, outdoors and other places where you

spend time. At least 1 metre, preferably 2 metres.

• Limit the number of people you have close contact with, and are visited by, to just a

few people at a time.

• Healthy children can be together both outdoors and indoors, but in small groups.

• Postpone larger gatherings that are not necessary.

• If you have a fever or respiratory symptoms, you should isolate yourself at home until

one full day after you are healthy. Read more in the article: Advice to persons with

symptoms of acute respiratory infection who are not tested for Covid-19.

It’s important that you follow this advice in your everyday life; this will reduce the likelihood of

infection. The same will apply as regards following rules about quarantine and isolation, as

well as avoiding the use of public transportation to the heliport.

The nurse and immediate supervisor will contact the individual prior to offshore travel. If a

person has not followed recommendations or has been in situations that constitute a

particular risk, FAL/OIM must undertake an individual assessment as to whether he/she can

travel offshore, and which potential measures will be necessary.

Employees who have been in close contact with a person with the status of suspected

infection, likely infection or who is confirmed to be infected with Covid-19 are obliged to inform

their supervisor and HR about the situation, and must not travel offshore, not participate in

courses and must not come in to the Office, but rather work from home if some of the work

tasks can be done from home. Individuals who have been exposed must follow the public

health authorities' isolation/quarantine provisions.

5.5 FAL/OIM assesses the need for exceptions/measures

FAL/OIM assesses whether there is need for exceptions/measures after review of the

interview guide conducted by the nurse and immediate supervisor. If there is a need for

exceptions, BMS 77-03-04 shall be followed; in other words, a Synergi is established in

accordance with the description in these instructions.

Assessments to be made by FAL/OIM include the following:

• Evaluation of personal statement/interview guide

• Time from arrival in Norway (the risk declines as more days pass)

• Country and travel itinerary

• Other travel during the last 14 days

• Known contacts with infected / sick persons

• Any symptoms of upper respiratory infection on the part of the employee, as well as

symptoms of upper respiratory infection in household

• Living situation

• Symptom-free

• Individual assessment of risk comprehension

• Criticality of role/position

A dynamic mandatory quarantine requirement has been introduced as of 15 July in accordance with Regulation 470. This Regulation aims to adhere to FHI's definition of green areas (low risk) and red areas (high risk), cf. FHI's overview here. Area definitions will be updated regularly (at least every 14 days), so employees, supervisors and nurses must familiarise themselves with this well before departure. Based on the definition of low (green) and high (red) risk areas, AkerBP will have the following requirements for stays at departure hotels. Please note that AkerBP differentiates between green areas within and outside the Nordic region; this is based the use of international airports and flights outside the Nordic region. Aker BP's requirements for using departure hotels are indicated in Table 1 below.

In an exception process4 the typical outcome will be at least 5 days at a departure hotel with two tests carried out and confirmed negative before travelling offshore. The tests must be 48 hours

apart; last test no earlier than day 5. The number of days at a departure hotel will be determined by

FAL, and will depend on local conditions in the originating country.

Note 1: applies if you have used public transport within 3 days of departure. I.e. if you return by ferry from holiday in Denmark, you must arrive in Norway at least 3 days before departure in order to travel directly offshore.

Note 2: If you live or holiday in a green area in the Nordic region, for example a green county in Sweden, where you travel through red areas to get to the airport or to Norway, you will remain in the green category above if the following conditions are satisfied (if the conditions below are not satisfied, you will be in the red category):

• travel by private vehicle

• do not spend the night in a red area

• both your originating airport and any connections are in the green area

Note 3: If you live in Norway or Denmark, and if you have travelled to a green area in the Nordic region or other areas in the EEA, the days you spend at home are equal to days at a departure hotel. I.e. a 3-day stay at a departure hotel beyond the respective 3 days (green area in the Nordic region) and 5 days (other areas in the EEA) will only be triggered if public transport is used to get to the heliport.

• Example 1: arrive in Norway/Denmark from a green area in the Nordic region on 22 August; the earliest departure time will then be 25 August.

5.6 Handling exceptions in relation to mandatory quarantine as a consequence of stays abroad

Establishing exceptions is relevant if personnel who are to travel offshore have been abroad

in the last 10 days, and are subject to mandatory quarantine.

Aker BP is defined as an “Important societal function” and is thus to be considered a critical societal function pursuant to the Regulation. For exceptions from the Regulation: “Use of the exception shall be clarified with company management” shall apply.

For production installations, Aker BP AOM (Asset Operations Manager) is defined as

company management.

The Government has defined the following key positions and operations-critical professions/ personnel groups/positions, see Appendix B:

• Control room personnel associated with the gas value chain

• Critical operations personnel associated with the gas value chain

• Critical staffing offshore to maintain oil and gas production

This means that Aker BP can process exceptions to the requirement for mandatory

quarantine for foreign personnel that fall in the above category.

Aker BP’s assessment and documentation of the exception process is described in Synergi

case 187446, where the practical process is as follows:

• FAL/OIM assesses the need for exceptions, pursuant to Chapter 5.5 – “FAL/OIM

assesses need for exception/measures”

• If there is a need for exception, a Synergi case will be established by OIM. This

Synergi can cover more than 1 person, e.g. an exception process can be run for an

entire flight collectively.

• After approval of the exception, this is reported in Dawinci for each individual

• FAL will issue letter to document the offshore travel dispensation for the individual,

and will also report the dispensation to the heliport/dawinci Appendix C

Synergi case is established by OIM or the person to whom this task has been delegated on

each asset, and shall contain the following:

• Reference to Synergi 187446

• Use Requirement: Covid-19 requirements

• Description of exception: why it is being established, where will the personnel travel

to and on which flight/date.

• Names of persons covered by the exception

• Risk assessment as listed in Chapter 5.5

• Measures implemented for each individual person; for example, number of days at

departure hotel

• Synergi is approved by AOM as company management.

Exceptions only apply per trip. A new exception process is required for every new entry into

Norway.

Conclusion shall contain:

• Recommended number of days at departure hotel

• Potential other measures defined by FAL/OIM

• The conclusion will be registered as a Synergi case by FAL.

5.7 Alternative solutions

The offshore line manager can consider alternative solutions if, for example, the outcome of

the assessment by the FAL and OIM is that a person cannot travel offshore or that the stay

at the departure hotel is of a duration which entails that an alternative solution must be found

in any event.

Examples of assessments that can be made:

• Reassignment of own personnel on asset, such as use of overtime.

• Reassignment of personnel from other assets

In the event of reassignment of personnel from other assets, Aker BP AKL has prepared a

Power BI dashboard that can be used to identify personnel in Aker BP who have the

necessary technical expertise and preparedness competence from all offshore installations in

addition to personnel on land who have the necessary expertise. If support is needed to

identify personnel in such a case, contact AKL representative at

akl.logistikk.koordinator@Aker BP.com.

5.8 Departure hotel

Aker BP has established an arrangement with departure hotels for personnel with departure

from Sola and Brønnøysund. The hotels can be used by personnel who will be staying or

working on our operated production facilities, contracted mobile facilities or other facilities as

agreed with Aker BP. This includes Aker BP project personnel who do not commute, and

who are subject to mandatory quarantine.

The purpose of the departure hotel is to prevent infection from external surroundings, as well

as internally between those in the departure hotel.

If you are spending the night in the Stavanger/Brønnøysund area and are travelling offshore,

a departure hotel must be used. This applies even if you are not subject to a number of

required overnight stays at a departure hotel on FAL's orders. For example, if you are driving

from Oslo to Stavanger the day before travelling offshore, you must still check in to the

departure hotel.

PC/IT equipment will be available at the hotel. If you want to set up an office solution, this

must be agreed with the line manager in advance.

At the departure hotel Clarion Hotell Air Sola, certain rooms have been set up with an office

solution/PC; at the departure hotel Thon Hotell Brønnøysund, a laptop can be checked out

from the reception.

Special circumstances at the departure hotels

The departure hotels have initiated special measures in line with the authorities’

recommendations to limit the spread of infection. Examples of measures include more

frequent cleaning with point disinfection of critical touch surfaces, restrictions related to

meals and food service, as well as shutting down workout facilities.

1. Be aware that the hotel has other external guests. Avoid contact with them.

2. Limit interaction with other guests.

3. Gatherings with others

a. Should preferably be outdoors

b. Maintain a distance of 2 metres

c. Restrict the number of people you have contact with

d. Limit close contact with persons who have similar roles offshore (deputy function)

e. Restrict or avoid consuming alcohol

4. You are free to spend time outdoors and work out there. The hotel’s indoor workout

facilities must not be used.

5. Be aware that shared touch surfaces can be a source of spreading infection. For

example, door handles, reception counter, lift panel, remote control, coffee machines,

etc.

6. Frequent hand washing is recommended.

7. Pay attention to symptoms. Contact the nurse offshore if you develop symptoms of

respiratory infection. You must make an evaluation of appropriate measures. If

necessary, implement the “response plan”.

8. If Covid-19 is suspected, the reception must be notified so that the hotel can follow up

with necessary measures.

5.9 Covid-19 testing prior to travelling offshore

Testing has been established for everyone travelling offshore from Sola, as well as charter flights from Sola, with departure to Skarv the same day. Local testing for offshore travel at Brønnøysund starts on 1 July 2020, and will be fully operational in week 28 (as of 6 July 2020)

Before travelling offshore, you will be tested for COVID-19 at the departure hotel Clarion Air at Sola/Thon Hotell Brønnøysund. This PCR test will be administered by health care professionals according to procedures established by the company in consultation with the supplier. A Genomera CDX analysis machine will be used, which has the capacity to analyse 4 specimens at the same time in approx. 70 minutes. It is important that you report at the agreed time for testing so that we can use the testing machine's capacity in the best possible way. The objective is to test everyone travelling to Aker BP's production facilities, both our own employees and contractors. It is important that supervisors booking personnel from suppliers inform about these instructions and the importance of booking a testing appointment.

The testing is relevant for all personnel cleared by Aker BP's other barriers for travel in accordance with the current offshore travel instructions. Personnel prevented from travelling offshore by other barriers will not be tested.

Everyone, including Aker BP project personnel, must complete the testing regime at the departure hotel. As regards personnel subject to mandatory quarantine where two negative tests are required (at least 48 hours apart; test 2 no earlier than 5 days after arrival) can stay at a departure hotel. The quarantine time can then be reduced to 5 days for personnel coming from applicable Schengen and EEA countries.

The intention is not to diagnose those infected, or to reduce existing barriers and focus on infection control, but rather to further strengthen our barriers and uncover asymptomatic or pre-symptomatic carriers.

Tested personnel will sign a self-declaration form when they report for testing. Here you will consent to being tested, to providing information about positive test results to your employer, to the use of the anonymised result in a project (voluntary) and that, at the time of testing, you do not have any known symptoms of Covid-19 infection.

5.9.1 Booking a test and reporting for testing:

Departure Sola (including charter Sola - Brønnøysund):

The traveller will book a testing appointing themselves via Aker Care’s web-based self-service booking system. Note that the booking system will list Aker Care Stavanger as the testing site. This is not correct and the test will be carried out at Clarion Air Sola.

It is not possible to book an appointment with a foreign telephone number. You will then have to call to make an appointment. The telephone number for testing at Sola is +4740643103. The number will be staffed on weekdays from 7.30-15.00.

During booking, people who have not previously registered with Aker Care will receive an automatic report indicating that the booking cannot be completed out and that a request has been established. This will then be handled manually, the traveller will be assigned an appointment and a confirmation will be sent after a certain delay. This will only happen the first time you register with Aker Care. If you are booking a later appointment, the confirmation will be assigned immediately.

Test booking at Sola costs NOK 6, and can be done here. This can be recorded as a travel expense. Opening hours for testing at Sola will be shown when you book an appointment.

Departure Brønnøysund:

Testing is booked electronically, and will take place during opening hours. Testing will take

place at Thon Hotell Brønnøysund (Sømnaveien 98, 8900 Brønnøysund)

Feel free to book testing for the day before departure, and no later than 3 hours before

reporting at the heliport.

5.9.2 Carrying out the testing

Personnel to be tested will report at the agreed time and wait in the dedicated waiting area. Make sure that you do not establish any close contacts. The tester will fill in and sign the consent form.

The agreed testing time must be at least 3 hours before checking in. This is to ensure that the test is analysed before the helicopter takes off. Work is under way to increase testing capacity and the objective is to reduce this time requirement during the summer of 2020.

Personnel with a check-in time before 10:30 should be tested no later than the day before. As of 7 June 2020, it will be possible to get tested at Sola on Sunday evening for those with a flight on Monday morning.

At the earliest, testing for Covid-19 can be carried out five days before planned departure. Most people will be tested on Mondays and Tuesdays, so these days have the most strained capacity. Personnel who live in driving distance or at the hotel are encouraged to test themselves well before departure and on days with good capacity.

For personnel spending the night at the departure hotel

• Personnel staying at the departure hotel will be tested as soon as feasible and will contribute to ensure that testing capacity is utilised in the best possible way. The test will be carried out 2-5 days before departure.

For personnel travelling directly from home to heliport with their own car

• Park in the hotel parking lot. Personnel travelling directly to the heliport from home must stop by the departure hotel for testing, but plan some extra time for this. Some personnel will need one or more nights at the departure hotel to ensure that a test can be taken before travelling offshore.

• Personnel who live close to the heliport can take the test 2-5 days before travelling offshore to ensure that they are tested prior to departure. You can return home after testing.

For personnel arriving at Sola by charter flight

• Personnel arriving at Sola on the charter flight who are travelling offshore from Sola the same day must not book an appointment. Appointments have been pre-booked for those arriving on this aircraft.

• Personnel travelling on the charter flight and who are not travelling offshore the same day, must book a testing appointment themselves.

• Will be picked up by the shuttle bus at the airport and taken to the hotel for testing. The shuttle bus will return personnel to the heliport after testing.

• Due to testing capacity, this group will have to travel offshore before a test result is available.

For personnel arriving at Brønnøysund by charter flight

• Passengers on charter flights taking off from Sola, who are departing to Skarv the same day, should preferably have a test carried out at Sola as a result of test limitations in Brønnøysund.

• Passengers on charter flights taking off from Oslo, Esbjerg and Kristiansund, who are departing to Skarv the same day, will be tested at the heliport. No appointment will be necessary.

5.9.3 Following up test results:

Negative test result

1. Only positive test results will be communicated to those tested. Test results will be registered and consent forms with test results will be scanned into the AkerCare medical records. The person will be able to travel offshore. In the event of a negative result, it is still important that personnel take active responsibility for participation in Aker BP's and society's infection control obligations.

1. The tester will notify the FAL for the installation the tested person is travelling to (potentially company doctor or duty doctor if FAL is not available).

2. FAL will contact the tested person with information about consequences, isolation and precautions. They will ask for atypical symptoms, and potential time of first presentation. Close contacts and home situation will be mapped. The need for a potential infection hotel will be clarified.

3. Personnel living at the hotel will be isolated in suitable rooms as quickly as possible. The tester will inform the hotel.

4. Personnel driving their own car will wait in the car for more information. 5. FAL will notify OIM offshore that relevant personnel, as well as identified close

contacts, cannot travel offshore. Must also notify the nurse offshore if the person has travelled offshore before a test result was available.

6. OIM will notify aviation that the person in question must be removed from the flight. This also applies for any close contacts defined along with FAL.

7. FAL will notify close contacts with information about consequences, quarantine and precautions. The need for transportation home or quarantine hotel will be determined.

8. A new testing appointment at the departure hotel will be scheduled as soon as possible.

9. FAL will also contact AKL logistics as needed. See 81-001223 Receiving plan Onshore – Handling corona infection/Quarantine personnel (Only available while logged in from an Aker BP PC).

10. FAL will notify the chief municipal doctor in Sola/Brønnøysund municipality for information about the test result and indication for control test.

11. As regards personnel who cannot travel home in their own car, FAL must contact Sola/Brønnøysund municipality to schedule a transfer to an isolation hotel. Potentially acquire assistance from AKL logistics.

12. FAL will notify the municipal health service in the tested person's and close contacts' home municipalities. The home municipality is responsible for further infection tracing

13. Personnel travelling with their own car will return home. They will be informed about isolation until 7 days after they are symptom-free. FAL will ensure that the personnel do not expose people at home to an unnecessary risk of developing severe illness (family members with risk factors). The AKL Logistics Coordinator will be contacted for personnel who need a rental car to travel home.

14. FAL will report to MSIS in the event of positive test results from the hospital laboratory

15. FAL will review the in-depth interview with the tested person via telephone

5.10 Reporting at the heliport

Heliports have introduced special check-in procedures to ensure a final check and

verification of your health condition as regards COVID-19.

• If you have symptoms of respiratory infection and/or are uncertain whether you may have

been exposed to persons with COVID-19, it is important that you share this information

so that, together, we can ensure robust operation of our installations.

• If you are coming from abroad and have been at the departure hotel, you must present

an offshore travel dispensation, see Appendix C. This will be issued to you by the

responsible physician (FAL) and must be presented at the heliport.

5.10.1 Placement in helicopters:

As regards placement in helicopters, people with a primary role cannot sit near their deputy.

This means that there must be a distance of 2 seats between them.

For example, the OIM (who is the emergency response manager) cannot sit near the

Operations Manager (who is the deputy emergency response manager)

Photos will be taken of the helicopter passengers when they arrive offshore. The purpose of

this is to register the placement of passengers if there is a need track close contacts after

arrival. The photo will be saved temporarily and then deleted.

5.10.2 Stays at heliport, disruption days, fog, etc.

In the event of disruption days, such as fog and other situations which entail extensive delays and flight programme disruptions, Aviation will provide information if there is a need to move personnel from the heliport to the departure hotel.

Joint transportation and booking will be set up for those headed for the hotel. Taxis must not be used. If you live locally and can drive home in your won car, this is acceptable. Stay up-to-date about changes in the flight programme.

6 Travel expenses / compensation

Travel costs shall be recorded as expenses via a travel expense report, in the normal manner. Expenses for alcohol will not be covered.

8 Appendix B, Clarification of critical activity and key roles

8.1 Introduction

On 19 March 2020, the Government published a list of critical societal functions. The Minister

of Justice and Public Security says the following about the list:

"The list states who should receive an offer of day care and school places, and shall

also be used as a point of departure for assessing exceptions from the mandatory

quarantine” (From regjeringen.no, emphasis added).

On the list, our company (see page 14) is listed under “Important societal function” in order to

maintain activity and employment on the Norwegian shelf. Under “Type of service” it states

“facilitate so that critical personnel can perform their work tasks – and special reference is

made to Gassco and companies within oil and gas production.

Under “Key positions and operations-critical professions/personnel groups/positions” it

states: Control room personnel associated with the gas value chain, critical operations

personnel associated with the gas value chain and critical staffing offshore in order to

maintain oil and gas production.

In other words, it is not the case that all our activity and all our roles fall under the category of

“critical personnel”. The objective of this document is to clarify and exemplify which of our

activities and our personnel are in this category. This clarification will then be used in the

work to assess who shall be granted exceptions as regards mandatory quarantine. The

clarification also applies to offshore roles and onshore control rooms. See table on the next

page.
