The ‘Functions’ of the departments at BIS Headquarters have been incorporated in the Office Manual-I (2014) which is being circulated for information and use at Annex-I. This supersedes the functions of various Deptts. at Headquarters issued earlier vide Office Manual-III published in 2004. 3. OFFICE ORDER

ORGANOGRAM & FUNCTIONS OF THE DEPARTMENTS

In the recent past, some of the existing Deptts. have been reorganized, some new

Deptts. have also been created at BIS Headquarters. Therefore, the need was felt to bring out

a comprehensive document in order to clearly describe the scope and functions of various

Deptts. at Headquarters.

2. The ‘Functions’ of the departments at BIS Headquarters have been incorporated in the

Office Manual-I (2014) which is being circulated for information and use at Annex-I. This

supersedes the functions of various Deptts. at Headquarters issued earlier vide Office

Manual-III published in 2004.

3. In supersession to all earlier orders, the reporting structure of all Deptts. at

Headquarters is as per Annex-II and the reporting structure of Field Offices is as per Annex-

III. The organogram for Headquarters is as per Annex-IV. The organogram for Field Offices

is as per Annex-V.

Projects Management & Works Department (PMWD)

1. Formulation of policies on projects, maintenance & work services and implementation of

these policies at HQ/ROs/BOs

2. Management of all the Project Works.

3. Monitor the payments of various projects.

4. Supervise day-to-day functions

5. Prepare agenda and minutes, items for the Project Committee Meetings, FC, EC, etc

6. Coordination with Consultants/Contractors and other outside parties in various project

related to BIS.

7. Holding Secretariat of Project Management Advisory Committee.

8. Compilation of quarterly statement of civil/electrical/mechanical work received from

ROS/CL/TI/Hqrs and sending the same to CVO for onward submission to CVO.

9. All work of routine maintenance for both the buildings as well as MB and MK and BIS Staff

quarters;

10. Maintenance and repair of Lifts;

11. Operation & Maintenance of Fire Fighting System ;

12. Insurance of BIS properties including both the buildings;

13. Purchase of office premises for those ROs/BOs which are running from rented premises

under the guidance of Building Purchase Committee;

1. Formulation of Litigation &Legal case handling policies and their implementation at

HQ/ROs/BOs

2. Filing, defending and monitoring the litigations of the Bureau in Supreme Court, various High

Courts, District Courts, National Commission for Redressal of Consumer Complaints, State

Consumer Commissions, Competition Commission of India, Labour Courts, arbitration matters

etc.;

2. Empanelment of Advocates at Headquarters, coordination with them and payment of their bills;

3. Opinion/Advice in the matters related to civil suits, labour disputes, criminal complaints,

recovery suits, Central Administrative Tribunal matters, arbitration matters and any other matter

having legal implications;

4. Coordination with the ROs/BOs and Enforcement Department in legal matters including

enforcement matters;

5. Monitoring of data relating of legal cases filed by BOs due to misuse of Standard Mark;

6. Matters related to interpretation of the BIS Act, Rules and Regulations, amendments, etc.;

7. Legal vetting of notifications, agreements, MoUs, documents, notices, tenders, and other related

certification, administration and personnel matters;

8. Drafting of Reply to show-cause notices.

9. Any other work assigned by Activity Head / DG.

Vigilance Department (VIG)

Vigilance Department advises Director General on vigilance related matters and is responsible for all

vigilance related activities in the Bureau in accordance with the Rules/instructions on the subject issued

by Central Vigilance Commission, DoPT etc. This, inter-alia include activities related to:

1. Preventive Vigilance (viz. streamlining of procedures, training etc.)

2. Punitive Vigilance (viz. scrutiny of complaints, investigations, disciplinary action against the officers

at fault

3. Surveillance and detection (viz. vigilance audits, surveillance inspections, scrutiny of annual property

returns

4. Vigilance Department provides support to Director General in his function as Disciplinary Authority

of Group „A‟ officers of BIS

Water Resources Department (WRD)

Scope:

Standardization in the field of water resources development and management; to include activities

covering utilization of water resources for all uses. In regard to drinking and industrial water supply, the

work shall be confined to making the raw water available for treatment and distribution. However,

special publication for water management shall include all facets of technology and engineering covering

entire hydrologic cycle. In regard to water for hydroelectric uses, the work shall include planning and

design of hydroelectric development and powerhouse structures but may not include generation,

transmission and distribution equipment.

dyestuffs, textile speciality chemicals, textile machinery, technical textiles and textile protective

clothing

National Institute of Training for Standardization (NITS)

1. Organizing training programmes for induction, promotion and skill upgradation

2. Organizing and conducting Training in the fields of Certification, Standardization, Testing &

Calibration, Management Systems, Hallmarking and Consumer Protection covering the

following:

a. Reviewing the existing training modules for field related trainings and their up-dation in line

with the latest development in that field

b. Coordinating, organizing and conducting training programs related to their field for BIS

(review/ refresher programs)/ outsiders

c. Faculty for the above training programs

d. Maintaining panel of external/ BIS faculty in the field/ Empanelment of new faculty in the

field and grading of the same

e. Research Functions at International, Regional and National Level and Functions being done

by other bodies in this field

f. Development of new training modules /special customised training programs

g. Organizing National level seminars/conferences

h. Liaison with other organizations at National/International level in the field

3. Planning, Coordination and Execution of all functions related to Training in BIS for BIS and

outside organizations / personnel including preparing weekly/Annual Training Calendar.

4. International Training Programmes in the respective fields

5. Conducting qualifying examinations for confirmation of Scientists on probation.

6. Coordination with international organizations/agencies relating to training

7. Any other work assigned by Activity Head / DG.

Testing & Calibration (Policy, Planning & Coordination) (T&C – PP&C)

1. Formulation and implementation of policy on BIS Labs

2. Resource Management for all BIS Labs

3. Training activities, including training of OSLs and licensees

4. Management Reviews of BIS Labs

5. Issues related to building/ constructions/ maintenance related to BIS Labs

6. In-sourcing of extra premises of BIS Labs

7. Disciplinary and Vigilance matters of all group B, C & D staff posted in BIS Labs.

8. Coordination with all BIS labs for NABL accreditation /Renewal of accreditation

9. Centralized purchase beyond the power of Head (Lab)

10. Lab Recognition Scheme for BIS Recognized Labs- recognition and de-

recognition, inclusion/ deletion from scope, supervision work of OSL audits, supervisory

audits to OSLs

11.Coordination with outside agencies like APEDA/ EIC/ NPL/ NTH etc.

12.Fixation of testing charges

13.Empanelment of auditors (external and from BIS) for lab audits

14.Coordinate QA activities/ ILC / PT in BIS Labs and OSLs

15.Planning and execution of Internal audits of BIS Labs

16.Lab modernization program and review

17.Unified Test Report format

18.Complaints management (Related to BIS Labs & OSLs) and compilation of/ actions on

feedback received w.r.t test reports

19.Coordination with other BIS Departments (like Certification, std. formulation etc.)

In supersession of all earlier orders, the following arrangement with respect to

work of Activity Heads at Hqs. shall come into force with immediate effect.

1. ADG (AP) shall report to DG.

2. CMD-I, CMD-II and CMD-III shall report to Scientist-G & Chief

(Certification). Scientist-G & Chief (Certification) shall report to DG.

3. CED, MED, MHD, PGD, TED, WRD, MSD, MTD, ETD, LITD, CHD, FAD,

PCD, TXD, IR&TISD & Publications & Foreign Languages shall report to

Scientist-G & Chief (Standardization). Scientist-G & Chief (Standardization) shall report to DG.

4. PP&C (T&C), Central T&C, NRO T&C, ERO T&C, WRO T&C, SRO T&C,

BNBO T&C shall report to Scientist-G & Chief (T&C). PTBO T&C and

GHBO T&C shall report to ERO T&C. Scientist-G & Chief (T&C) shall report

to DG.

5. Vigilance department shall report to CVO. CVO shall report to DG

6. Finance and Account departments shall report to DDGF. DDGF shall report to

DG.

7. Administration, General Services, HRD, Establishment, Bureau Secretariat,

Library & Hindi Deptt. shall report to DDGA. DDGA shall report to DG.

8. HMD shall report to DDG (HP). DDG (HP) shall report to DG.

9. ICARE, Sales & Distribution, PR & Printing Cell shall report to DDG (i-Care).

DDG (i-Care) shall report to DG.

10. NITS shall report to DDG (TI). DDG (TI) shall report to DG.

11. P&C & MSCD shall report to DDG (PP&C). DDG (PP&C) shall report to DG

through ADG for P&C and shall report to DG for MSCD.

12. DRL shall report to ADG.

13. PMW shall report to DDG (PMW). DDG (PMW) shall report to DG.

14. ITSD shall report to DG.
