Maryland Community Development Week
MARYLAND COMMUNITY DEVELOPMENT WEEK
The community development industry in Maryland is made up of nonprofit community development organizations, small developers, public agencies providing community development services, and others; and WHEREAS, The definition of community development is strategic initiatives that organizations and businesses implement to work with urban, rural and suburban communities to improve them economically, physically and socially for the people who live and work there; and WHEREAS, Community development is varied and includes a range of projects such as rehabilitation of downtown buildings, demolition of derelict properties, implementing Main Street Program initiatives, providing affordable housing, promoting healthy nutrition, supporting small business, housing counseling, after school programs, and many other items; and WHEREAS, The impact of this industry is significant in Maryland; and WHEREAS, In 2011 a Community Development Network of Maryland report shows this industry hires over 2000 people full time and invests over $86 million in community development projects in Maryland; and WHEREAS, Maryland Community Development Week is established to highlight the important impact community development makes in neighborhoods across Maryland. NOW, THEREFORE, I, Richard W. Meehan, Mayor of the Town of Ocean City, Maryland, do hereby proclaim the week of October 20 – 27, 2014 as Maryland Community Development Week in Ocean City. POLICE COMMISSION MEETING MINUTES

1. Call to Order at 9:05 a.m.
2. Chief Buzzuro gave an update on crime statistics for the month of July, August and
September. July shows that Officer Initiated Calls for Service had a decrease of 14%;
Citizen Initiated Calls for Service had a 5% decrease with the total Calls for Service having
an overall 7% decrease compared to July 2013. In reviewing the top 25 Calls for Service:
Disorderly, Alcohol Violations and Parking Complaints were down. August shows that
Officer Initiated Calls for Service had a decrease of 1.1%; Citizen Initiated Calls for Service
had a 0.1% increase with the total Calls for Service having an overall 0.6% decrease
compared to August 2013. In reviewing the top 25 Calls for Service, Disorderly, Collisions
all stayed relatively the same with thefts being slightly down. September shows that Officer
Initiated Calls for Service had an increase of 5.9%; Citizen Initiated Calls for Service had an
increase of 6.9% with the total Calls for Service having an overall 6.4% increase from
September 2013. In reviewing the top 25 Calls for Service, Disorderly, Collisions were up
with Breaking & Entering and Noise Complaints being down.
Overall crime through September 30, 2014 – Aggravated Assault, Burglary, Auto Theft were
all up with Assault down 10% over 2013. Total Part I crimes through September 30, 2014
were down 2.0%
3. Chief Buzzuro advised the Commission that there were 26 CEW/Taser incidents during the
summer months with 2 actual deployments of the CEW/Taser. In July, there were 14
incidents with 2 deployments. In August and September, there were a total of 12 incidents
with no deployments. Chief Buzzuro described both July incidents, noting alcohol was a
contributing factor in both that there were no injuries to the suspects or officers. By
displaying the CEW/Taser most situations are brought under control without the actual
deployment of the Taser. Chief Buzzuro explained that each and every incident when a
Taser is deployed, the incident is reviewed to verify that the use of force is consistent with
department policy.

ISSUE(S): Lisa Aydelotte for the Downtown Association requests approval to hold the Wicomico Winter Festival on November 8, 2014 from 3 pm until 7 pm on Wicomico Street between the Boardwalk and Baltimore Avenue.
SUMMARY: This event will consist of a visit from Santa, vendors selling crafts,
games for children and live music. FISCAL IMPACT: Potential positive economic impact from lodging, food and
beverage, recreation and other incidental expenditures related to this event.
RECOMMENDATION: Approve the request as presented.
1st Class Resort and Tourist Destination
ALTERNATIVES: No staff alternatives suggested. RESPONSIBLE STAFF: Lisa Mitchell, Private Event Coordinator COORDINATED WITH: All appropriate departmental staff has reviewed, and the event has

The event would set up on the day of the event.
The event would take place from 3:00 pm until 7:00 pm.
The event would clean up immediately following the event and be complete by 11:00 pm.
The event organizers would collect and dispose of all solid waste.
The event would take place on Wicomico Street between Baltimore Avenue and the Boardwalk.
All proceeds would go to the Downtown Association.
The event organizers would set up tents.
Expected number of people - up to 200.
Comments from Department Representatives:
Public Works – Will post Wicomico Street and Boardwalk “No Parking” for event. Will also provide fencing, gates,
trashcans, and trash bags. Estimated cost is $482.62.
Fire Marshal – Place all physical barriers in the parking spaces, to permit emergency vehicles to get through in case of an emergency. Tent permits must be obtained from the Office of the Fire Marshal. Emergency vehicle access must
be maintained for the entire length of Wicomico Street.
Risk – Insurance certificate must be submitted prior to the event.
OCPD – There were no police resources requested for this event, however, shift patrol officers will be requested to
monitor the area for traffic/crowd needs as well as ensure alcohol does not leave the event area.
Tourism, Beach Patrol, Rec & Parks, Emergency Services, Transportation, OCCC – No comments or concerns.

Also I will be going to the fire Marshalls office today to get a permit for the small pop up tents that we use for the Crab Soup Cook off. When is the City Council meeting for this event? ISSUE(S): Chris Klebe for OC TriRunning Sports would like to hold a 5K running race on the Boardwalk and football challenges on the beach from 25th to 27th Streets on Saturday, November 15, 2014.
SUMMARY: The race is a friendly competition between Ravens’ and Steelers’
fans, sponsored by Buxy’s Salty Dog and the 28th Street Pit and Pub. Other sports teams are permitted to be represented. The football challenges are family friendly stations, accessing different skills.

Things to Note:
This event would consist of a 5K run that would take place completely on the Boardwalk. Other events, such as a 40-
yard dash, football bomb toss, accuracy toss and football agility drill would also take place on the beach from 25th to
27th Streets.
The event coordinator requests the closing of 27th Street from Baltimore Avenue to the Boardwalk for registration
from 7 am until 11 am.
Set-up for the event would begin at 5 am on the morning of the event.
The event coordinators request to borrow the following from the city – 200 traffic cones, 50 barricades and the judges’
stand.
The event would take place from 9 am until 1 pm.
Clean up would take place immediately following the conclusion of the event and be finished by 3 pm.
The race would run from 27th Street to 1st Street and then back to 27th Street. Upon completion of the race, the first
100 Ravens’ fans’ times will be compared against the first 100 Steelers’ fans’ times and a trophy will stay in the
winning bar for the year. There will also be awards for the top two (2) male and female overall, the most team spirit,
and the top two (2) in each age group.
The event coordinators would set plastic fencing around the designated area on the beach.
The event coordinators understand they would be responsible for all trash removal.
The event coordinators would like to place port-o-lets on-site.
The event coordinators would like to set-up a tent and air-inflated structures.
Expected number of participants is 300-500.
Sponsors of the event would be the Pit and Pub and Buxy’s Salty Dog, both on 28th Street.
The event coordinators would work with the local Ravens’ Roost. The date requested is a few days before the Ravens
play the Steelers. After the event, the participants would go back to their team’s bar for tailgating.
Comments from Department Representatives:
PUBLIC WORKS – Will provide 200 traffic cones, 50 barricades for the applicant to pick up and return. Will also
set-up the judge’s stand. No issues with granting approval of this event. Estimated cost to the department is $900.00.
OCPD – Assign patrol officers from shift to assist with the event and blocking off 27th Street. May assign a bike
officer to the run portion of the event.
RISK MANAGEMENT – Hold harmless clause to be signed and Insurance Certificate to be obtained prior to the
event. Should also have participants sign a hold harmless clause as well.
FIRE MARSHAL – The coordinator must obtain an air-inflated structure permit and a tent permit from the Office of
the Fire Marshal.
TOURISM, EMERGENCY SERVICES, TOURISM, OCBP, TRANSPORTATION, OCCC, and REC &
PARKS – No comments, concerns or costs.

2014 at 10:00 a.m. for ten parcels (comprised of three blocks each) as noted on the top of the attached Notice of Live Auction. In the Summer of 2014, the Mayor and Council terminated seven parcel franchises due to non-payment. The City will therefore rebid those parcels, as noted on the attached Notice, as prescribed in Chapter 39-26 of the Town Code.

Sec. 39-26. - Termination or revocation of franchise; abandoned locations.
All franchises shall terminate at the expiration of their respective terms, unless otherwise extended by the Mayor and City Council, pursuant to subsection 39-26 ()(b) hereof.
Any franchise may be immediately revoked upon the nonpayment of the franchise fees when due, unless the time period is extended by the Mayor and City Council upon the franchisee's written request prior to the payment due date, and if approved, upon the payment of an extension fee of five percent of the unpaid balance due if payment is made within one to seven days of the due date or ten percent of the unpaid balance due if payment is made within eight to 14 days of the due date. If payment in full of the balance due and the extension fee is not paid by the 14th day following the due date, the Council may terminate the franchise and commence debarment proceedings. In addition thereto, upon extraordinary circumstances and good cause shown by the franchisee, the Mayor and City Council may grant such other relief as it deems appropriate.
In the event that any stands are not maintained at the locations within each parcel as required, such locations shall be considered abandoned and may be withdrawn from any such operator's parcel, and the Mediation Board may, by regulation, allow a new operator to maintain a stand at the abandoned location for the remainder of the current season. The franchise for a parcel, within which a stand has been abandoned, shall terminate as of the end of the season, and such franchise for the parcel shall, after being duly advertised, be reoffered for bids. If a franchise is so terminated and reoffered for bids, the operator shall incur no further liability except as to franchise fees due in the season during which the stand is abandoned and the franchise terminated.
If it is determined that an operator has caused or allowed any of his beach rental or other equipment to be placed on private property after being notified and/or warned not to do so by the private property owner, the Mayor and City Council may revoke and terminate the operator's franchise, offer the franchise for rebidding and award the franchise to a subsequent high bidder. Any operator who has his franchise revoked or terminated for this reason will not be eligible to bid on any franchises for a period of three years. Any operator whose franchise is so revoked and terminated shall not be entitled to any reimbursement for franchise fees paid prior to such revocation or termination.

FISCAL IMPACT: Health plan renewal over FY 2015 and FY 2016 (the plan is calendar
year based) of $8.6 million annual cost, a 3.6% rate increase from 2014.
RECOMMENDATION: Accept the recommended changes and health insurance rate
increase effective January 1, 2015. Adopt recommended contribution rate for the Health Savings Account/High Deductible Insurance program.
