    7. EXPLANATION-I An Ex-serviceman means a person who has served in any rank whether acombatant or non-combatant in the Regular Army, Navy, Air Force of the Indian Union and

    (a) who retired from such service after earning his/her pension. This would also includepersons who are retired/retire at their own request but after having earned their pension: or

    (b) who has been released from such service on medical grounds attributable to militaryservice/circumstances beyond his control and awarded medical or other disability pension: or

    (c) who has been released, otherwise than on his own request from such service as a resultof reduction in establishment: or

    (d) who has been released from such service after completing the specific period ofengagements, otherwise than at his own request or by way of dismissal or discharge on account

    of misconduct or in efficiency and has been given a gratuity and includes, personnel of theTerritorial Army of the following categories; namely:-

    (i) Pension holders for continuous embodied service(ii) Person with disability attributable to military service; and(iii) Gallantry award winners.

    8. EXPLANATION-II The persons serving in the Armed Forces of the Union of India who onretirement from service, would come under the category of Ex-Serviceman may be permitted to applyfor re-employment one year before the completion of the specified Serviceman but shall not be permittedto leave the uniform until they complete the specified term of engagement in the Armed Forces of theUnion of India.

    9. DEPARTMENTAL CANDIDATES.

    (a) Eligible candidates serving in MES can apply directly; however, application shall becountersigned by OC of the unit.

    (b) The Departmental candidate shall be treated at par with the outsiders in all respectsexcept age relaxation as per orders/instructions issued by the Govt of India from time to time.

    (c) The Departmental candidates to be considered for selection shall be only those who haverendered not less than three years of continuous service in the organisation in the same line orallied cadres and where a relationship could be established that service rendered in the Dept willbe useful for efficient discharge of duties in their new post.

    10. PROCESS OF CERTIFICATION FOR RESERVE CATEGORY:

    (a) Candidates who wish to be considered against vacancies reserved or seek age relaxationmust submit requisite certificate from the competent authority in the prescribed format wheneversuch certificates are sought by concerned Regional/Sub Regional Offices, Otherwise, their claimfor SC/ST/OBC/PH/EX-Serviceman status will not be entertained and theircandidature/applications will be considered under General (UR) category. The formats of thecertificates are annexed. OBC certificates with creamy layer status issued by the competent

    authority as prescribed by DOPT in the prescribed proforma should have been obtained withinthree years before the closing date of receipt of application.

    (b) Candidates claiming reservation/concessions against SC/ST/OBC and other reservedcategories shall ensure that attested copy of the certificate as issued by the competent authorityis enclosed. Candidate should ensure that the seal of the attesting officer clearly indicates rankand office to which he is attached. The competent authorities for issue of Caste Certificate areindicated below:-

    (i) District Magistrate / Additional District Magistrate/Collector / Deputy Commissioner/Additional Deputy Commissioner / Deputy Collector / First Class StipendiaryMagistrate/Sub Divisional Magistrate / Taluk Magistrate / Executive Magistrate / Extra

    Assistant Commissioner.

    (ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / PresidencyMagistrate.

    (iv) Revenue Officer not below the rank of Tehsildar.

    (v) Sub Divisional Officer of the area where the candidate and /or his family normallyresides.

    Note: Candidates are warned that they may be permanently debarred from the examination incase they fraudulently claim SC/ST/OBC/Ex-Serviceman/PH status.

    11. MINIMUM ESSENTIAL QUALIFICATIONS(As on last date of receipt of application):-

    Matriculation pass from recognized Board and Industrial Training Institute pass certificatefrom a recognized institute in relevant trade.Educational Qualification for Ex-Serviceman:-Matriculation pass from recognized Board and Industrial Training Institute pass certificatefrom a recognized institute in relevant trade

    orTrade certificate issued by Regiment Trg Centre in terms of Govt of India, Min of Labour andEmployment, Directorate General of Employment & Training letter Nos. DGET-5(12) 7-TG dt03 Mar 1978 and DGET-07/36/2012-CD dt 04 Mar 2013 for equitation of trades taught andpracticed in the Army, Air Force and Navy with the corresponding trades in Industrial TrainingInstitutes under the craftsman/apprenticeship training scheme.

    Note-I: As per Ministry of Human Resource Development Notification No 44 dated 01.03.1995published in Gazette of India edition dated 08.04.1995, the Degree obtained through/openUniversities/Distance Education Mode needs to be recognized by Distance Education Council, IGNOU.

    Accordingly, unless such Degrees had been recognized for the period when the candidates acquired therelevant qualification, they will not be accepted for the purpose of Educational Qualification.

    Note-II: Candidates who have not acquired the educational qualification as on the closing date ofreceipt of application will not be eligible and need not apply.

    Note-III: All candidates will be required to produce the relevant self attested photocopy ofCertificates such as Marks sheet, Provisional Degree/Diploma Certificate, etc as proof of having acquiredthe minimum educational qualification on or before the last date of receipt of application failing which the

    candidature of such candidates will be cancelled.Note-IV: Ex-Serviceman who have done various courses from Armed Forces which are certified bycompetent Authority as equivalent to prescribed qualification, are eligible to appear in the Examination

    Note-V: The prescribed essential qualifications are minimum and the mere possession of thesame does not entitle candidates to be called for written test.

    Note-VI: The candidates should apply for only 01 trade as per his technical qualification. Theapplication found with any discripencey in this regard will be rejected and no representation in this regardwill be entertained.

    Note-VII:

    (a) Where the number of applications received in response to an advertisement is large and it will notbe convenient or possible for the Deptt to call for written test all the candidates, the Deptt at theirdiscretion may restrict the number of candidates, to a reasonable limit based on the marks obtained inthe qualifying examination. In case of grading system, the candidate must furnish conversion formula, ifnot already mentioned in the marksheet/certificate duly approved by the respective Board/Institute.

    (b) The criteria for shortlisting for all category (Gen/SC/ST/OBC/ESM/PH etc) against the post shallbe as under:-

    (i) Less than 10 vacancy - 100 times(ii) 10 to 20 vacancy - 75 times but min 1000(iii) 20 to 50 vacancy - 50 times but min 1500

    (iv) 50 to 100 vacancy - 40 times but min 2500(v) More than 100 vacancy - 30 times but min 4000

    Note-VIII: Merely fulfilling the basic criteria does not automatically entitle a person to be called fortest/interview.

    12. All applicants must fulfill the essential educational requirements of the post, age, health and otherconditions as stipulated in the advertisement. They are advised to satisfy themselves before applyingthat they possess at least the essential qualifications laid down for the relevant post. No enquiry foradvice regarding eligibility will be entertained.

    13. The candidate should mention all the qualifications and experience in the relevant field over andabove the minimum qualifications and should attach attested copies of the certificate in support thereof.

    14. CENTRES OF EXAMINATION A candidate must indicate the centre in the Application Formin respect of the Examination. A candidate must submit his/her application only to the addresses asgiven below:-

    Note-I Attention is invited to the applicants of Mate category to note that the Area for which theapplicant wishes to apply for Mates needs to be specified in the applicable Column in the ApplicationForm clearly. Applicant can apply only for one CWE Area. Application with multiple stn would berejected.

    Note-II No change of Centre of Examination will be allowed under any circumstances. Hence, thecandidates should select the Centre carefully and indicate the same correctly in their applications.

    Note-III The recruiting Authority reserves the right to cancel any Centre and ask the candidates ofthat Centre to appear from another Centre. Recruiting Authority also reserves the right to divertcandidates of any Centre to some other Centre to take the examination.

    15. SCHEME OF EXAMINATION & SYLLABUS

    MATE (Tradesman)

    (a) SCHEME OF EXAMINATION: The examination will consist of a written examination forthe post of Mate (of the level of matriculation and ITI in Corresponding trade).

    (b) SCHEME OF THE WRITTEN EXAMINATION AND SYLLABUS: The writtenexamination will consist of one objective type paper as shown below :-

    Note-I : The Paper will consist of Objective Type-Multiple choice questions only.The questions will be set both in English & Hindi.

    Note-II : There will be negative marking of 0.25 marks for each wrong answer.Candidates are, therefore, advised to keep this in mind while answering the questions.

    Note-III The facility of Scribe is allowed to any person who has disability of 40% ormore of VH and OH category (whose written speed is affected by cerebral palsy) if so

    desired by the person.

    Note-IV The candidate will have to arrange own scribe at own cost and inform thecentre head beforehand. The academic qualification of the scribe should be one gradelower than the eligible criteria. Both the candidates as well as the scribe will have to givea suitable undertaking as per format attached that the scribe fulfills all the stipulatedeligible criteria. In case it later transpires that the scribe did not fulfill any of the laid downeligible criteria or had suppressed material facts, the candidature of the applicant willstand cancelled, irrespective of the result of the written examination.

    Note-V Compensatory time of 20 minutes per hour of examination for persons whoare making use of scribe/reader/lab assistant will be given.

    (iii) SYLLABUS

    (aa) English language. Testing of candidates on understanding of the EnglishLanguage and its correct usage, vocabulary, grammar, sentence structure,synonyms, antonyms and its correct usage. Questions on ParagraphWriting/Report Writing/Letter writing etc may be included.

    (ab) General Intelligence and Reasoning. It would include questions of bothverbal and non-verbal type. The test will include questions on analogies,similarities and differences, visualization, problem solving, analysis judgment,decision making, visual memory, discriminating observation, relationship concepts,arithmetical reasoning, verbal analysis figure classification, arithmetical number

    series, non-verbal series etc. The test will also include questions designed to testthe candidates abilities to deal will abstract ideas and symbols and theirrelationship, arithmetical computation and other analytical functions, etc.

    (ac) General Awareness. Questions will be designed to test the ability of thecandidates general awareness of the environment around him and its applicationto society. Questions will also be designed to test knowledge of current events andof such matters of everyday observation and experience in their scientific aspectsas may be expected of and educated persons. The test will also include questionsrelating to India and its neighboring countries especially pertaining to Sports,History, Culture, Geography, Economic scene, General Polity including Indian

    Constitution and Scientific Research etc. These questions will be such that theydo not require a special study of any discipline etc.

    (ad) Arithmetic. Questions will cover number system including questions onsimplification, decimals, fractions, LCM, HCF, Ration and Proportion, Percentage,

    Average, Profit and Loss, Discount, Simple and Compound Interest,Measurement, Time and Work, Ratio and Time, Time and Distance, Tables andGraphs, etc.

    (ae) Specialized Topic : A special approach of questions shall be includedfrom Basic knowledge of different trades as mentioned above.

    Note : If relevant for VH candidates of 40% and above visual disability and opting forSCRIBE there will be no component of Maps/Graphs/Diagrams/Statistical Data in theGeneral Intelligence & Reasoning/General Awareness paper. In case these types ofquestions are there, they shall be deemed to be not applicable to these candidates andtotal number of questions shall be reduced to that extent and total marks derivedaccordingly.

    16. MODE OF SELECTION.

    (a) Candidates will be short-listed on the basis of their performance in the WrittenExamination. Candidates who qualify will be recommended for appointment by the Recruiting

    Authority subject to availability of vacancies.

    (b) Provided that SC, ST, OBC and PH candidates, who are selected on their own meritwithout relaxed standards along with candidates belonging to other communities, will not beadjusted in the reserved share of vacancies. Such SC, ST, OBC and PH candidates will beaccommodated against the general/unreserved vacancies as per their position in the overall MeritList. The reserved vacancies will be filled up separately from amongst the eligible SCs, STs,OBCs and PH candidates which will thus comprise of SC, ST, OBC and PH candidates who arelower in merit than the last general candidate on merit list of unreserved category but otherwisefound suitable for appointment even by relaxed standard. A physically Handicapped categorycandidate who qualified on the basis of relaxed standard viz. age limit, or qualifications, will becounted against reserved vacancies and not against general vacancies subject to fitness of suchcandidate for selection. Such candidate may also be recommended at the relaxed standards to

    the extent the number of vacancies reserved for them to make up for the deficiency in thereserved quota, irrespective of their rank in the order of merit.

    (c) Success in the examination confers no right of appointment unless government is satisfiedafter such enquiry as may be considered necessary that the candidate is suitable in all respectsof appointment to the service/post.

    Note - I. The candidates applying for the examination should ensure that they fulfillall the eligibility conditions for admission to the examination. Their admission at all the stagesof examination will be purely provisional, subject to their satisfying the prescribed eligibilitycriteria.     ADDITIONAL INFORMATION AND GENERAL INSTRUCTIONS FOR ALL CANDIDATES .

    30. Candidates must read the instructions mentioned in the preceding Paras before filling theApplication Form. He must fill the form strictly according to the instructions.

    31. Merely fulfilling the basic selection criteria, one does not automatically entitle to be called for test.

    32. Candidates must ensure that no column is left blank or wrongly filled as the information furnishedthere would be used for deciding the eligibility and suitability of the candidate for being called for thewritten test and / interview. Applications not filled correctly and as per the instructions are liable to berejected and the onus of such rejection would be on the candidate himself. The Deptt will not entertainany claim after such rejection.

    33. Copies of certificate should be attached in support of information given in the form wherenecessary. Any information contained in the attached certificates shall not be considered unless it isclaimed in the application form.

    34. The use of mobiles phones, calculators and any other electronic computing and memory devicesis banned in Examination hall.

    35. The call for test and practical conveys no assurance whatsoever that the candidate will beselected / appointed.

    36. Candidates will be informed of the result of their applications in due course and any interimenquiries about the result are therefore, unnecessary and will not be attended to.     Disqualification

    40. Individual who has entered into or contracted a marriage with a person having a living spouseor

    Individual who, having a spouse living, has entered into or contracted a marriage with any person, shallnot be eligible for appointment to the service.

    Note: Central Government may exempt any person from the operation of rules at Para quoted above, ifsatisfied that such marriage is permissible under the personal law applicable to such person and otherparty to the marriage and that there are other grounds for so doing.

    41. Individual who has furnished wrong information or left blank any info asked in the applicationform, false certificate to avail benefits / reservation, false/wrong information in the application formregarding relatives/close relatives working in MES, or who have willfully suppressed any materialinformation, shall be liable to cancellation of candidature at any stage of recruitment process and / ortermination of service, if the candidate has been selected.

    43. A candidate who is or has been declared by the Deptt to be guilty of the acts/omissions specifiedabove including attempt to commit, or abetting, as the case may be, of all or any of the acts specified inthe under mentioned clauses may, in addition to rendering himself / herself liable to criminal prosecution,will also be liable:-

    (a) To be disqualified by the Deptt from selection for which he/she is a candidate, and /or

    (b) To be debarred either permanently or for a specified period:-

    (i) By the Deptt from any examination or selection held by them.
