FARAH - Residents of western Farah province say telecom ser-vices have been suspended in the province for the last five days and as a result, they face prob-lems.Afghan Wireless, Roshan, Etis-alat, MTN and state-run Salam are active in Farah province.Ameenullah, resident of Farah, told Pajhwok Afghan News that two months back, telecom firms reduced their services from 24 hours to three hours following an order from insurgents.But the telecom firms suspended their services completely in the province five days ago, he said.He said only Salaam was opera-tional but its signals were weak but the government was taking no step to make the firm strong.Fazel Ahmad, another resident, expressed concern over the issue and he said he had not contacted his family in living in other prov-ince since past five days.

These residents called for immediate action to resolve the issue.Massoud Bakhtur, deputy governor, confirmed the issue, but said the government could not put pressure on private firm, because most of telecom antennas were located in insecure areas.Officials of these firms as well as the Taliban refuse to comment on the issue. What If There is no Peace in Peace Talks?

Although it was believed that the US and Taliban would sign a peace agreement within few weeks, there appears to be no breakthrough in the talks. Washington has urged

the Taliban to reduce violence and declare ceasefire. The Taliban leadership refused to declare truce but agreed on re-duction in violence, however, the US side still insists on declara-tion of ceasefire and prolongation of violence reduction, which has been pointed out by the US Special Representative for Af-ghanistan Reconciliation Zalmay Khalilzad – who has briefed Afghan President Mohammad Ashraf Ghani on the negotiations in Kabul. It indicates that Khalilzad shows that he considers the demand of Afghan nation and state. Since the US and Taliban have been holding a series of negotia-tions behind closed doors, Afghans have shown concern about the outcome and expects the US not to sign a hasty deal with the Taliban and not agree on a hasty withdrawal. The public concern still continues over the backdoor talks, which are open to multiple interpretations and analyses as a result of not being clear. It is believed that the Taliban focus on two issues: First, interna-tional recognition for the Taliban leadership carries high signifi-cance for them. So far, the Taliban have played multiple games such as traveling to many states and holding informal talks with Afghan delegation in Russia to gain international recognition. Their haggling over higher prices and refusal to hold talks with the Kabul administration, which have prolonged the negotiations, are also intended to gain international recognition. Second, the Taliban do not consider the demands of Afghan peo-ple, including women, seriously. Regarding the peace agreement, the Taliban view their positions more important. In other words, the Taliban focus on how to rule Afghanistan rather than ponder-ing about the rights and freedoms of the public. Political analysts reiterate the inclusiveness of the talks, in which global actors and regional stakeholders should also be engaged actively and constructively. Ahmad Saeedi, a former Afghan dip-lomat to Pakistan, is cited as saying regarding Khalilzad’s trips, “I think these trips will not bring peace unless the Afghan govern-ment, the Afghan people, and the Taliban – among themselves and their international supporters – and the US reach an agree-ment on peace.” Khalilzad made multiples trips to Pakistan and Afghanistan to brief the Pak-Afghan officials about the US-Taliban talks. Before his recent visit to Kabul, he met with Pakistani officials, including Pakistan’s Foreign Minister Shah Mahmoud Qureshi, Chief Army Staff General Qamar Javed Bajwa, and other government officials. The role of Pakistan has been viewed by Afghan people and po-litical analysts very crucial in the US-Taliban talks as well as intra-Afghan dialogue. Pakistani officials also said that Pakistan had played crucial role in pushing the Taliban to the peace table with Washington. Some of Pakistani officials directly or indirectly talk-ed about Islamabad’s strong leverage on the Taliban leadership. With this in mind, the Kabul administration will welcome Paki-stan to put its weight behind the intra-Afghan dialogue. Pakistan has reiterated its support to intra-Afghan talks, however, yet to prove its positive role.There are still several serious flaws in the talks. For the one, the US-Taliban talks are not transparent since Afghans are kept in dark. Second, there is neither a national nor an international consensus over the talks. Afghan officials and heads of political parties do not hold a unanimous agreement on the talks. They have conflict-ing stances. For example, the government urges for ceasefire be-fore the start of intra-Afghan dialogue, however, some political heavyweights and heads of political parties urge for intra-Afghan dialogue without the declaration of ceasefire from the Taliban side. Meanwhile, some seasonal supports by regional stakeholders are reported. That is, a number of states vow to support the start of in-tra-Afghan dialogue or “Afghan-led” and “Afghan-owned” talks. However, they lose their inclination apparently in the wake of the complication of the talks. If regional and global actors do not support the talks in continued way and Afghan political figures do not reach a consensus, the talks will continue without positive result. Meanwhile, if the Taliban do not show more flexibility and ignore the demands of Afghan people and government, conflict is likely to continue. All in all, the Afghan government will appreciate the constructive role of any countries, who seek to pave the way for intra-Afghan dialogue. Meanwhile, the Taliban’s interlocutors have to consider the transparency of the talks and the demands of Afghan people and seek not to sign a deal with haste. Global actors are also ex-pected to continue their support more seriously. If these issues are not considered, there will be no peace in the peace talks.

Human beings come to this world with an innate desire for learning. Since the very early days of his childhood till he is an old man the process of learning continues. As the

knowledge is limitless, the capability of human beings to learn is also infinite. It never ends and it is difficult to gauge the amount of knowledge a person learns within his lifetime. And it is this ca-pacity to learn that human beings have been able to dominate the world and the living beings present on it; even, he has extended the limits of his learnings to other planets and stars and to other galaxies. The first institution where human beings start their learning is a family. The parents are, thus, the first teachers. It is through par-ents that children start learning a language and form the founda-tions on which they construct the building of their knowledge. Parents prepare the children for what they are going to learn in the years to come. Parents, in fact, do not install the urge for learning within the children. The urge to learn and the thirst to know are already there. The parents only require to keep that alive; or even assist in increasing that.However, on certain occasions, the parents discourage that urge and strive to install within the minds of the children what they know themselves. They want the children to be their carbon cop-ies; copying what they teach them. The inquisitiveness, the curios-ity and keenness that are the natural gifts of the children are thus spoiled in that case and the children become habitual of getting fed by their parents instead of searching for knowledge themselves. Another institution that plays a tremendous role in supporting the children to learn is school. Though schools assist children in learn-ing to a great extent, they can also be responsible for snatching from children their precious gift – the capacity to learn. Certain schools use the methods and ways that are not at all supportive in learning; rather, they discourage children to a large extent. The use of fear is one of the most dominant factors in such methods, and is highly responsible for killing the students’ craving to learn. Stanley Kubrick puts this concept in the most appropriate words: “I think the big mistake in schools is trying to teach children any-thing and by using fear as the basic motivation. Fear of getting failing grades, fear of not staying with our class, etc. Interest can produce learning on a scale compared to fear as a nuclear explo-sion to a firecracker.”Teachers, therefore, must strive to keep the students’ craving for learning alive instead of inculcating in them the readymade

ther of the global powers – the United States and the Soviet Union – was European, and a plethora of newly independent nation-states bounded onto the world stage.Having achieved victories both in the Pacific and in Europe, only the US was strong enough to provide the still-dominant West with a political and economic order. America provided military protec-tion and support for political cooperation and free trade, while the rest of the Western world sought to overcome the forces of nationalism and protectionism.America also created rules-based international institutions. In Eu-rope, this multilateral framework eventually evolved into a new (Western) European system of states: today’s European Union. Following the dissolution of the Soviet Union on Christmas Day in 1991, the US became the world’s only superpower – and quickly overextended itself. The unipolar moment ended with the sense-less US-led invasion of Iraq in 2003 – a country from which the US has been trying to extricate itself for more than a decade.But the global order cannot exist in a vacuum, because other pow-ers will always step in to fill the void. Hence, the new emerging power, China, has been rushing to assert itself on the world stage, as has a militarily reinvigorated Russia, the world’s other major nuclear power after the US. The current order is no longer defined by one or two superpowers, but nor is it based on multilateral-ism – or on any other framework designed to balance competing interests and contain, prevent, or resolve conflicts.The election of US President Donald Trump marked the begin-ning of America’s active renunciation of the global order that it helped build. Under Trump, the US has deliberately tried to de-stroy post-war institutions such as the World Trade Organization, while openly questioning time-tested international alliances such as NATO. The multilateral Pax Americana of the Cold War era has given way to the return of a world in which individual coun-tries assert their national interests at the expense of other, weaker powers. Sometimes this involves economic or diplomatic pres-sure; and sometimes, as in the case of Russia’s actions in eastern Ukraine, it involves the use of force.Europe cannot simply dodge or ignore the effects of this broader sea change. While the European Union is powerful in economic, technological, and trade terms, it is not a great power in its own right. It lacks the homogenous political will and the military capa-bilities that underpin genuine geopolitical power, and it has come to take many of its own traditions for granted. As the famous writer Mark Twain had said, “Anyone who stops learning is old, whether twenty or eighty. Anyone who keeps learning stays young. The greatest thing you can do is keep your mind young”.For human beings to keep on learning the central concept is to consider that a person has never learnt enough. As the great phi-losopher Aristotle used to say, “I know that I don’t know any-thing.” It is the very basic step. The realization that a person knows that he knows not leads to true learning. On the other hand the ones who believe that they are not ignorant and know every-thing, for them all the doors to learning are automatically closed. They, from the very first step, deny to open the vistas of knowl-edge to themselves. They are basically the blind believers who are unfortunately sure that they have enough knowledge, while on the contrary, they are the ones who need the most of it. And, they are, undoubtedly, the most ignorant of all. Vera Nazarian quotes in The Perpetual Calendar of Inspiration, “It’s a fact—everyone is ignorant in some way or another. Igno-rance is our deepest secret. And it is one of the scariest things out there, because those of us who are most ignorant are also the ones who often don’t know it or don’t want to admit it.Here is a quick test: If you have never changed your mind about some fundamental tenet of your belief, if you have never ques-tioned the basics, and if you have no wish to do so, then you are likely ignorant. Before it is too late, go out there and find some-one who, in your opinion, believes, assumes, or considers certain things very strongly and very differently from you, and just have a basic honest conversation. Preventing catastrophic global warming requires collective action by an international community comprising the vast majority of countries, not a revival of a global order based on competition among states.Fortunately, the EU already holds a leading position with respect to climate-change mitigation, both in technological and regulatory terms. Europe’s task now is to maintain and expand that lead, not just for the sake of the planet, but for its own economic interests as well. After all, America’s retreat is forcing Europe to become a power in its own right. Otherwise, it will become a dependent and mere instrument of other powers.In geopolitical terms, Trumpism, the rise of China, and Russian revisionism – which takes the form of military aggression, owing to Russia’s weakening economic base – have left Europeans with no choice but to pursue great-power status. The current wave of technological innovation has further strengthened this impera-tive. Digitalization, artificial intelligence, big data, and (possibly) quantum computing will determine what the world of tomorrow looks like, including who leads it.At its heart, the digital revolution is about politics, not technology. The liberty of individuals and entire societies is at stake. In the digital future, the political freedoms that underpin Western civi-lization will increasingly depend on questions of data ownership. Will European data belong to firms in Silicon Valley or China, or will it be subject to the sovereign control of Europeans them-selves? To my mind, this question will be critical to establishing Europe’s great-power credentials in the years and decades ahead.Europeans have long been debating constitutional questions such as the desired level of integration or confederation (Staatenver-bund) for the EU. But the time for these discussions is over, at least for now. The political transformation that is underway is being forced upon integrationists and inter-governmentalists alike. The challenge now is to transform Europe into a great power before it is ground down by larger technological and geopolitical forces.Europe cannot afford to fall behind technologically or in terms of geopolitical power. It has a responsibility to lead the rest of the world on the issue of climate change, which will require techno-logical as well as regulatory innovation. In a world quickly suc-cumbing to zero-sum rivalries, becoming a climate-policy great power should be Europe’s top priority.

BAGHLAN - Local officials of the northern province of Baghlan said on Saturday that the Afghan secu-rity forces retook control of Guzar-gah-e-Noor district two days ago and cleared the district of Taliban fighters.
