PROCLAMATION BY THE GOVERNOR GENERAL DECLARING ROOM#E8 OF BLOCK E OF THE AIR

STATION, AT THE PANAM BASE AS A PRISON FOR THE PURPOSES OF THE PRISON ACT, Cap. 341 WHEREAS Section 2 of the Prison Act, Cap 341 defines a prison to mean gaol, and included the airing ground, or other ground or buildings occupied by prison officers and contiguous thereto and any other place which the Governor General shall, by Proclamation, published in the Gazette declared to be a prison; and WHEREAS it is deemed desirable that Room E#8 of Block E of the AIR STATION, PANAM AIR BASE, Coolidge, in the Parish of St. George should be declared a prison for the purposes of the Prison Act, Cap 341; NOW, THEREFORE, I SIR CLARE ROBERTS KCN, QC, acting on the instructions of SIR RODNEY WILLIAMS Grand Cross of the Most Distinguished Order of St. Michael and St. George, Governor General of Antigua and Barbuda hereby declare Room E#8 of Block E of the AIR STATION, PANAM AIR BASE, Coolidge, to be a Prison for the purposes of the Prison Act, Cap. 341 and the Prison Rules. AND all Her Majesty’s loving subjects in Antigua and Barbuda and all others whom it may concern are hereby required to take due notice hereof and to give their ready obedience accordingly. 2. The frozen accounts that are subject to this Order are the accounts at Meinl Bank (Antigua) Limited set out in the Schedule hereto.

3. The Defendant is prohibited from dealing with the frozen accounts, and the assets and funds are not to be disposed of, or otherwise dealt with by any person until further order of this Court.

NOTICE is hereby given that claims and objections with respect to the electors’ lists published on the 5th September, 2018 shall be made to the Registration Officer for the St. John’s City West constituency commencing on the 6th September, 2018 between the hours of 9 a.m. and 4 p.m. and ending on the 2nd October, 2018.

NOTICE is also given that on the hearing of a claim the person making the claim, and on the hearing of an objection, the objector and the person objected to, and on the hearing of either any other person who appears to the Registration Officer to be interested, shall be entitled to appear and be heard either in person or by any other person on his/her behalf or by counsel.
