Professionalengineers(amendment)rules 2013

in exercise of the powers conferred by section 36 of theProfessionalengineersact,theProfessionalengineersBoard,withthe approval of the minister for national development, herebymakes the followingrules:

Citation and commencement

1. these rules may be cited as the Professional engineers(amendment) rules 2013 and shall come into operation on1st January2014.

Amendment of rule 3

2. rule 3of theProfessionalengineersrules (r 1) (referred toin theserulesas theprincipalrules) is amended ––

(a) by deleting sub-paragraphs (a) and (b) of paragraph (1)and substituting the following sub-paragraphs:

“(a) in the form set out in the electronic applicationsystem of the Board at http://app.peb.gov.sg or atsuchotheronline locationasmaybenotifiedfromtime to time, in such manner as the Board maydirect; and

(b) within 5 years after the date that the applicantpassed the Practice of Professional engineeringexamination referred to in rule 4a(1).”; and

(b) by deleting paragraph (2) and substituting the followingparagraph:

“(2) for the purposes of section 15(1)(a) of the act,the condition shall be that where a person’s application(referred to in this rule as the first application) forregistrationasaprofessionalengineerundertheacthas

been refused by the Board, that person must not makeanother application for registration as a professionalengineerunlessaperiodof12 monthshaselapsedafterthedateof the first application.”.

Amendment of rule 4A

3. rule 4a of the principal rules is amended by deletingparagraph (1) and substituting the followingparagraph:

“(1) the prescribed examinations for the purposes ofsection 15(2)(b) of the act shall comprise of the following 2writtenexaminations:

(a) the fundamentals of engineering examination,which tests the applicant’s knowledge of fundamentalengineering subjects in the appropriate branch ofengineering; and

(b) thePracticeofProfessionalengineeringexamination,which tests the applicant’s ability to apply hisknowledgeandexperienceinprofessionalengineeringpractice,andhisknowledgeoftherulesandregulationsregulating the practice of professional engineering intheappropriate branch of engineering.”.

Amendment of rule 4B

4. rule 4Bof theprincipalrules is amended ––(a) by deleting sub-paragraph (a) of paragraph (3) and

substituting the following sub-paragraph:“(a) obtained not less than 3 years (in aggregate) of

suchpracticalexperiencerelevanttothebranchofengineering which he seeks to be registered in asmaybeacceptable to theBoard; and”; and

(b) byinserting,immediatelyafterthewords“tositfor”intheruleheading, theword“written”.

Deletion and substitution of rule 5

5. rule 5oftheprincipalrulesisdeletedandthefollowingrulesubstituted therefor:

“Practical experience

5.––(1) thepracticalexperiencethataperson isrequiredtohaveunder section 15(2)(a)of theact, inorder tobeentitledto registration under the act, shall be such type of practicalexperience(whetherinsingaporeorelsewhere)relevanttothebranchofengineeringthatheseekstoberegisteredin,asmaybeacceptable to theBoard.

(2) the practical experience referred to in paragraph (1)shall include the following typesofpractical experience:

(a) where the person seeks to be registered in the civilengineering branch, the practical experience shall beobtained insingapore ––

(i) during a period of not less than 12 months(in aggregate) in a design office whilst underthe supervision of any registered professionalengineerwhohasinforceapractisingcertificate;and

(ii) during a period of not less than 12 months (inaggregate) in supervisory work at a project siteor engineering investigation work, whilst underthe supervision of any registered professionalengineerwhohasinforceapractisingcertificate;

(b) wherethepersonseekstoberegisteredintheelectricalor mechanical engineering branch, the practicalexperience shall be practical experience in electricalor mechanical engineering work, as the case may be,obtainedinsingaporeduringaperiodofnotlessthan2 years (in aggregate) whilst under the supervision ofany registered professional engineer who has in forceapractising certificate;or

(c) where the person seeking registration in any branchof engineering is engaged in full-time teaching orresearch work, the practical experience shall be suchexperienceasmaybeacceptabletotheBoardobtainedduring a period of not less than 2 years whilst underthesupervisionofanyregisteredprofessionalengineerwhohas in forceapractising certificate.”.

Amendment of rule 9

6. rule 9(1) of the principal rules is amended by deleting thewords “form2”and substituting thewords“form1”.

Amendment of rule 10

7. rule 10 of the principal rules is amended by deleting thewords “form3”and substituting thewords“form2”.

Amendment of rule 10B

8. rule 10B of the principal rules is amended by inserting,immediatelyafterparagraph (2), the followingparagraph:

“(3) for the purposes of section 15a(1)(c) of the act, thefurther condition shall be that where a person’s application(referredto inthisruleasthefirstapplication)forregistrationas a specialist professional engineer under the act has beenrefused by the Board, that person must not make anotherapplicationforregistrationasaspecialistprofessionalengineerunlessaperiodof12 monthshaselapsedafter thedateof thefirst application.”.

Amendment of rule 10C

9. rule 10c(2)oftheprincipalrulesisamendedbydeletingtheword “practical”.

Amendment of rule 10F

10. rule 10f(1) of the principal rules is amended by deletingthewords “form4”and substituting thewords“form3”.

Amendment of rule 10G

11. rule 10g of the principal rules is amended by deleting thewords “form 6(2) set out in that schedule” and substituting thewords “form4(1) setout in thesecondschedule”.

Deletion of rule 10K

12. rule10Kof theprincipalrules isdeleted.


13. rule 12 of the principal rules is deleted and the followingrule substituted therefor:

“Application for practising certificate12. an application for a practising certificate shall be made

in the form set out in the electronic application system of theBoard at http://app.peb.gov.sg or at such other online locationas may be notified from time to time, in such manner as theBoardmaydirect.”.

Amendment of rule 14A

14. rule14aof theprincipalrules is amended––(a) by deleting sub-paragraph (a) of paragraph (2) and

substituting the following sub-paragraph:“(a) at least ––

(i) 15professional development units;or (ii) 20 professional development units, for a

practising certificate which takes effect onor after 1st January 2015 authorising theregistered professional engineer to engage inprofessional engineeringwork,

shallbeobtainedfromsuccessfullycompletingoneormore structuredactivities; and”; and

(b) by deleting sub-paragraph (a) of paragraph (3) andsubstituting the following sub-paragraph:

“(a) at least –– (i) 30professional developmentunits;or (ii) 40 professional development units, for a

practising certificate which takes effect onor after 1st January 2015 authorising theregistered professional engineer to engage inprofessional engineeringwork,

shallbeobtainedfromsuccessfullycompletingoneormore structuredactivities; and”.

Deletion of rule 14D

15. rule14dof theprincipalrules isdeleted.

16. rule 16 of the principal rules is amended by deleting thewords “the appropriate version of form 6” and substituting thewords “form4(2)”.


17. rule 18 of the principal rules is deleted and the followingrule substituted therefor:

“Form of application

18.––(1) an application for a licence to supply professionalengineering services insingapore shallbe ––

(a) inform 5 setout in thesecondschedule; or (b) intheformsetoutintheelectronicapplicationsystem

of the Board at http://app.peb.gov.sg or at such otheronline location as may be notified from time to time,in suchmanneras theBoardmaydirect.

(2) theformreferredtoinparagraph(1)shallbesubmittedinperson,bypost,orusingtheelectronicapplicationsystem.”.


18. rule 21 of the principal rules is amended by deleting thewords “form8”and substituting thewords“form6”.
