Hoe dikwels hoor ons van meer as een inbraak in ’n area of selfs 'n spesifieke straat binne ’n kwessie van dae, dan volg weke se stilte en vrede voordat ’n ander buurt se honde weer vergiftig word. Inwoners word aangeraai om nooit té gerus te raak wat hulle veiligheid aanbetref nie, maar om voortdurend op hul hoede te bly.

“Mens is geneig om te dink ‘misdaad sal my nie tref nie’,” sê Martin van Eck, sekuriteit bestuurder van Special Opera-tions Solutions (SOS), ’n sekuriteitsfirma in Mokopane.

Van Eck sê, en die polisie stem saam, dat misdadigers voortdurend nuwe vaar-dighede en taktieke aanleer en só hulle eie vorm van misdaadintelligensie werf.

MARAPONG – Angry residents assaulted two men suspected of taking part in a robbery on Monday morning. A witness told police that he saw two men hit a 27-year-old man with a brick on the back of the head in the early hours of Monday morning.

The witness said that the victim was on his way home from a tavern when he was at-tacked and robbed. The suspects, a 20-year-old man and a teenager, were hunted down by the community following the witness’ de-scription of them as the alleged perpetrators.

over to the police, says warrant officer Frans Mokoena of the Lephalale SAPS. He added that provision officers have to speak to the minor in question prior to the men appearing in court for robbery.

A woman, who formed part of the mob and is well-known for her community work in the area, allegedly threw a brick at a vehicle transporting members from the Community Safety Forum. She accused the members of not doing enough to decrease the high rate of criminal activities in Marapong. She was ar-rested by the police and later released with a strict warning to appear in court shortly on a charge of malicious damage to property.

MOKOPANE – A 21-year-old Ethiopian shopowner was robbed last Friday afternoon by four men in Tshamahansi, 10km outside Mahwelereng.

He claims that the unknown men entered the shop demanded money, cigarettes and cellphones.

“They told me that they would take out

He said that foreigners fear for their lives as they are often targeted by robbers. “This place is unsafe and having a business here is a great risk.”

Police said no arrests have been made. The case is being investigated.

“Die simptome van depressie in kinders wissel van kind tot kind. Sodanige depressie word dikwels nie gediagnoseer en behandel nie aangesien die simptome afgemaak word as normale emosionele en sielkundige veran-derings wat plaasvind in kinders terwyl hulle grootword.”

Volgens Marais is die vernaamste simp-tome van depressie in kinders voortdurende gevoelens van verdriet en wanhopigheid asook skielike gemoedswisselings.

Ander belangrike simptome kan insluit: ‘n verandering in eetlus, emosionele uitbarst-ings, verandering in slaappatroon, ‘n kind wat hom-/haarself isoleer, sosiale onttrekking en ‘n kind wat ewe skielik begin praat van dood of selfdood.

Statistieke deur die South African De-pression and Anxiety Group (SADAG) het gevind dat een uit vyf jongmense selfdood probeer pleeg in een of ander stadium van hul jong lewens terwyl 38,3% van tieners so depressief gevoel het dat hul mediese hulp moes ontvang. Selfdood is verantwoordelik vir ‘n skrikwekkende 9,5% van alle onnatuur-like sterftes onder tieners.

Die hoogste risikogroep vir tieners om hulself om die lewe te bring sluit in: as ‘n kind reeds voorheen probeer het om sy eie lewe te neem; as daar ‘n geskiedenis van depressie en selfdood in die familie is; as die tiener alkohol of dwelms misbruik; as die

Marais waarsku dat kinderdepressie ernstig en langdurig kan wees en sê dis raad-saam om jou kind so gou as moontlik deur ‘n bevoegde persoon te laat behandel.

“Ouers moet nie net op die depressiewe kind se gedrag fokus nie maar ook die moont-like redes vir die depressie.

Is daar byvoorbeeld konflik in die huis? Hoe gaan dit by die skool? Word jou kind dalk afgeknou? Is daar spanning met vriende? Miskien ‘n romantiese verhouding wat skeefgeloop het?”

Goeie kommunikasie met jou kind is van uiterste belang as jy dalk depressie by hom/haar veromoed.

“Jy moet altyd so ‘n vertrouensverhouding met jou kinders hê dat hulle die vrymoedig-heid het om openhartig oor al hul vrese en kwellinge met jou te praat," sê Marais. "Neem jou kind na ‘n dokter indien nodig en vra hom oor moontlike medikasie- en behan-delingsopsies."

"Wees openhartig met jou kind as ‘n spesifieke terapie voorgeskryf word en ver-duidelik dat om hulp te kry niks is om oor skaam te wees nie,” sê sy.

Marais raai ouers aan om altyd hul kinders se gesondheid, welsyn, veiligheid en gemoedsrus te bevorder.

“Die grondslag van voortreflike geestesge-sondheid sluit in ‘n gesonde dieet, genoeg slaap en oefening asook 'n aangename, positiewe atmosfeer in die huis.”

MOGALAKWENA – Overflowing sewage, rubbish skips and water shortages are only some of the issues facing residents in Mokopane and surrounding areas fol-lowing the five-week strike by municipal workers at the Mogalakwena Municipality.

The fierce battle between workers and the municipality has led to a virtual service delivery standstill in some areas. Despite the use of inde-pendent contractors to deliver some services, refuse removal is erratic and water seems to be a particular concern for residents around Mogalakwena.

“We don’t care who the municipal manager (MM) is and neither is it our concern. We will only go back to work once benchmarking is implemented,” Percy Nketse, a representative for the workforce and member of the Mogalakwena Residents Association told Northern News (he was re-ferring to the court ruling reinstating William Kekana as MM - see article below).

Workers cite inadequate benchmarking of salaries compared to similar-sized munici-palities as the reason for the ongoing strike action.

Cooperative Governance, Human Settle-ment and Traditional Affairs (CoGHSTA) Min-ister, Des van Rooyen, has in the meanwhile expressed concern over the disruption of basic services at the Mogalakwena Munici-pality and was in town on Wednesday to meet with top officials at the municipality.

Mayor Parks Sebatjane told Northern News in an interview on Tuesday that he was unable to shed light on the strike until a resolution between the municipality and the workers has been reached. At the time of going to press on Wednesday afternoon, no feedback was given on the situation.

Residents in various villages that are de-pending on municipal tankers to supply them water are severely affected by the halt in services and have taken desperate measures to get their hands on just enough water to meet their basic needs. Some were forced to walk long distances to buy water and those

who could not afford to do so have no other choice but to get water from dirty ponds.

“This situation has all the components to turn into a disaster if the municipality doesn’t have any contingency plans or alter-natives to service these communities,” said Edwin Hlongwane, a concerned resident of Mapela, on Monday.

Although municipalities have a consti-tutional obligation to provide basic services (such as the right to water) to citizens, taxpayers agree that the Mogalakwena Mu-nicipality, along with its striking workers, is turning a blind eye to their basic rights.

“We are thankful towards the DA as well as Willa and Adri van Niekerk of Dot Afri for reaching out to us and assisting the Planknek area. They managed to bring us 10 000 litres of water to fill up our tanks. This should last us quite a while,” said a grateful resident of Planknek smallholdings after the DA intervened to assist with water.

Community members from Zebediela Estate Township also benefitted from bottled water provided by Pick n Pay.

MOGALAKWENA – Skeptics’ believed on Friday that the North-Gauteng high court ruling to reinstate the suspended former municipal manager, Willy Kekana, in his position at the Mogalakwena Municipality was an April fool’s joke. It was was no joke.

The latest court ruling indicated that Willy Kekana’s suspension was illegal and that Makoma Makhurpetje, MEC of Cooperative governance for human settlement and tradi-tional affairs (Coghsta), acted wrongfully by suspending Kekana in 2015. The court de-cided to set aside his suspension and Kekana should resume his duties as manager.

Kekana was suspended last year on account of 19 charges of misconduct follow-ing disciplinary hearings at the end of March 2015. He denied any wrongdoing.

Members of the Mogalakwena Residents Association (MRA) and the Democratic Al-liance in Limpopo welcomed the ruling and many workers said that they are relieved about the outcome.

Kekana has, however, not yet taken office following further disputes and the MEC’s alleged appeal to the court ruling.

The municipality has been embroiled in trouble for years due to political infighting within the ANC. Disruption in the municipa-

lity initially started about three years ago after Kekana refused to be part of alleged corruption. It is believed that municipal funds were misused and according to a forensic audit, Tlhalefi Mashamaite, the mayor at the time, unlawfully spent millions of rands.

Current Mayor, Parks Sebatjane, who was appointed by the ANC last year, is facing mounting pressure as the MRA has claimed that the municipality’s finances are even worse off at present.

The ANC’s Nocks Seabi said the party respects the court ruling, but are working through the ruling with its legal representa-tives.

In the meanwhile, the municipality is in the grip of a strike.

The Democratic Alliance (DA) in Mokopane rushed to help communities without water. A water tanker from Dot Afri which was made available by Dot Afri was used to supply Planknek smallholdings with water last week.

BUSHVELD – In two separate incidents, the bodies of two people were found floating in the Palala and Mogalakwena rivers earlier this week.

On Monday afternoon, the naked body of a 44-year old woman was discovered in the Palala river in Shongoane. The dead woman was described as a mentally disabled person who was reported missing on Sunday at the Villa Nora police station. The body was found by a group of young boys playing near the river.

Warrant officer Frans Mokoena of the Lephalale police said that it has not been established whether the woman drowned or whether there is any foul play involved. He said that there was scratches on the woman’s left thigh and injuries to her left ear and eye.

Police urge anybody with information regarding this incident to con-tact the Villa Nora police.

On Wednesday, the body of a 55-year old man was found floating in the Mogalakwena river in Moshate. The identity of the man is unknown and police request anyone with information to please come forward and assist with the investigation. The man as wearing a red shirt and brown trousers at the time of death. Please contact 071 209 2209 if you are able to assist.

EHS maak trots op Hansieweek

GA-SELEKA – During the past two months, 700 houses received electricity at part of a R7, 2-million project. The project started in January and saw 440 houses initially supplied with electricity. “This is a great improvement for the area which has been without electricity,” said Johannes Manyeko, a satisfied resident. Depicted is the newly-installed electricity cables that will provide electricity to more than 700 houses in Ga-Seleka.

GA-SELEKA – During the official handing over of the RDP houses in Ga-Seleka on Monday, Minerals Resources Minister, Mosebenzi Zwane encouraged successful women to start mentor-ing women from rural areas to improve their standard of living.

Zwane, who was acting on behalf of Com-munication Minister Faith Muthambi, stated that although government is committed to improving the lives of all people, it was significant that the houses handed over on Monday were allocated to female headed families. “Women who have reached success in life should encourage and mentor other women in their communities to im-prove their standard of living.”

The families who received houses were iden-tified by community leaders and introduced to Muthambi when she visited the area last year for a tour of the Solar Power Plant situated in Tom Burke. During this visit Muthambi indicated that she will return to ascertain the progress made with providing houses for the families.

The large number of female headed families, widespread unemployment and high occurrence of HIV in Ga-Seleka reinforce the statement by Zwane that intervention is needed to educate specifically women in the area. “As a man it is difficult for me to approach a woman and inform her about family planning, whereas two women are able to communicate from the same level of understanding and experience,” Zwane said.

One of the women who received a house on Tuesday, Elizabeth Madibana, said that they were seven people living in a four room house with no electricity and no running water. “My husband passed away several years ago and since then I have been struggling to make ends meet.”

Madibana has been unemployed for most of her life and receive an old age grant from the state. “It is difficult to provide food for my chil-dren and grandchildren but we survive,” she said.

Zwane addressed the high poverty level by encouraging people to start their own small busi-nesses in the area. “The houses around here have big stands and can be used to grow your own vegetables; I will make a commitment to come back with strategies to help with the devel-opment of agriculture in this village.”

GA-SELEKA – An access road near the Ga-Seleka tribal office was officially opened during the visit of Minerals Resources Minister Mosebenzi Zwane on Monday. The 1,2 km road cost R6,6 million, created about 33 employment opportunities and led to the establishment of six small to medium enterprises. In terms of Section 249(1) of the Local Government Municipal Finance Management Act, 56/2003, a Municipal Council must at least 30 days before the start of the budget year (1 July every year), consider the approval of the Municipal Budget and Section 24(2)(c)(ii) setting any tariffs to be imposed.

The Lephalale Municipal Council approved its Budget on Wednesday 30th March 2016 under item A38/2016[3].

A bulk consumer must build a suitable building for a substation with a separate suitable room to house the switch gear and meter equipment of the Council when required by the Manager Technical Services.

MOKOPANE - Potties rugby klub se eerste en tweede spanne het verlede Saterdag hul eerste liga wed-stryd op hulle tuisveld gespeel en hulle goed van hulle taak gekwyt.

Die klub se eerste span het 47 punte aangeteken teen Mankweng se 13 punte. Die tweede span het egter verloor teen die span van die universiteit van Lim-popo. Hulle puntetelling was 34-22.

Potties se eerstes kom dié naweek te staan teen die span van die universiteit van Venda en die tweedes teen Mesina.

Albei wedstryde word op Mesina se velde gehou.

MOKOPANE – PJ Stars are crowned champions of the inception of Philly’s Games Easter tournament in Mokopane, they won 1-0 against fierce rival Mah-welereng United in the final on 3 April at the Mah-welereng Stadium.
