EVSCO Pharmaceuticals NJPDES Permit No. NJ0131628 SIU

711 Harding Hwy. Buena, NJ 08310 Atlantic County

Gary Torres Bureau of Pretreatment and Residuals (609) 633-3823

Buena Borough MUA Sewage Treatment Plant

The Department proposes to revoke the existing NJPDES permit regulating discharge of industrial wastewater subject to the Federal Categorical Pretreatment Standard for the Pharmaceuticals Manufacturing Point Source Category. The company has removed the process equipment and is currently using the building solely for offices and warehousing, as verified by a DEP site inspection. Comment period ends 30 days after publication in the Atlantic City Press newspaper.

Greenwich Township WTP NJPDES Permit No. NJ0130273 SIU

1200 Memorial Ave. Greenwich Twp. Gloucester County

Gary Torres Bureau of Pretreatment and Residuals (609) 633-3823

Greenwich Township Sewage Treatment Plant

This application is for a new NJPDES permit to regulate an existing discharge. The applicant operates potable water treatment plants, SIC Code 4941. Potable water is treated to remove iron and manganese, which are filtered out. The discharge to Greenwich Township Sewage Treatment Plant consists of filter backwash, i.e. water used to clear solids from the filters along with the solids themselves. About 57,000 to 72,000 gallons daily of filter backwash is discharged from each of two filter houses, for a total discharge of about 129,000 gallons daily if operating continuously. The operation is in fact intermittent, and depends largely on the demand for potable water. Because groundwater in the area contains low levels of naturally occurring radionuclides which can become more concentrated in the filter backwash, the Department is also proposing monitoring and limitations for radionuclides present in the discharge. Submitted to Gloucester County Times for newspaper publication.

Sussex County MUA – Upper Wallkill Valley NJPDES Permit No. NJ0109525 Residuals Permit Major Modification (Category V)

34 South Route 94 Lafayette, NJ 07848 Sussex County

Jim Lunski Bureau of Pretreatment and Residuals (609) 633-3823

N/A

A NJPDES Residuals Permit (NJ0109525) was issued to the Sussex County MUA and became effective on September 1, 2001 which regulates the operation of a residuals composting facility and the distribution of the resultant marketable residual product. The Department has determined that the limit found in Table III-A-1 (Residuals DMR Limits and Monitoring Requirements – page 1 of 3) of NJPDES Permit NJ0109525 for Parameter: Operating Capacity, Sample Point: In, Limit: 5.9 Dry Metric Tons/Day, Statistical Base: Reporting Period Maximum is unwarranted. Instead, the Department believes that an Operating Capacity Limit with a Statistical Base of Reporting Period Average, not Reporting Period Maximum, better reflects the nature of SCMUA’s residuals composting facility. As a result, the Department issued a Stay of Permit Limitation for Parameter: Operating Capacity, Sample Point: In, Limit: 5.9 Dry Metric Tons/Day, Statistical Base: Reporting Period Maximum dated February 6, 2002. As indicated in the February 6, 2002 Stay letter, all other conditions of the existing NJPDES permit remain in full force and effect. The Department intends to: 1) modify the NJPDES permit, as outlined above and in the Stay of Permit

Limitation letter dated February 6, 2002, to establish an Operating Capacity Limit with a Statistical Base of Reporting Period Average, not Reporting Period Maximum;

2) amend typographical errors made to Part IV – Land Application of Class A Biosolids, specifically condition A.1.c (page 4 of 10) and condition D.1.b (page 7 of 10) where reference to Table III-B-1 should be Table III-A-1; and

3) revise Form RMS-10 “Sludge Derived Product Generator’s Inventory of Distribution Outlets” as suggested by the permittee to require all “Distribution Sites” be reported, not just “Distribution Sites Receiving in Excess of 100 Cubic Yards”.

Only those conditions proposed for modification in this draft action are open for comment.

The applicant is a potable water provider. The applicant has installed a radium removal system to treat naturally occurring radium contamination in the public water supply. Approximately 16,560 gallons of wastewater is generated in a typical regeneration cycle (every 32 hours). The applicant has installed a 20,000 gallon storage tank to control the rate of discharge. The applicant has only been permitted to discharge if the upstream flow in the public sewer is sufficient such that after mixing with the discharge the concentration of radium-224, radium-226 and radium-228 does not exceed the standards established by the Radiation Protection Program.
