Call to Order Chair Pankonie called the meeting to order at 1:10 p.m. after attendance was taken with a quorum.

Old Business 1. T-CPR Update................................................................................................................................ Pankonie Pankonie – Last month action item to approve that T-CPR standard to SECB was approved at December 3 meeting. T-CPR work group continues to meet and finalize material we hope to have ready to send to PSAP’s in January. Hope to have ready for NG911 January meeting. Material finalizing is training options can choose from. May be other options but we should have what majority of PSAPs will be using for pricing etc. which includes Priority Dispatch, Power Phone, Virtual Academy, and APCO. Have put together a template you can use to get fiscal dollars for the training, using e-grant process for tracking. Created form letters for each region, can mark off which compliance route PSAP is taking. The compliance forms is a way to help track that all PSAP’s were fully informed had materials they needed; no PSAP was missed.

Hughes – Back in September you said Sydnee Woods, DPS Attorney, was going to review standard because she asked about language misinterpreting the statute. Do you have any info on that?

Pankonie – We needed standard to move training and fiscal money to keep going forward as deadline is July 1st, 2021. Fully acknowledged in front of SECB that NG911 still had outstanding questions people wanted answered. These questions have been moved to Attorney General’s Office, and waiting on their guidance. The question of authority to make a standard as well if the standard follows the intent of the statute were in the questions asked of the AG. If they tell us to change the standard, we will do that, by bringing back to NG911 and then back to SECB. We had to move forward to get the training going. PSAP’s can wait until questions answered. Training is minimal in time and there plenty of time to get it done.

Hughes – So to update City of Minneapolis Attorney, when did it go to AG Office?

Pankonie – At least 3 weeks ago, moved from DPS to AG, because the SECB is a board created under state statute, legal counsel is officially AG.

Booker – Also on agenda for our Central ESB meeting now, same question Central Region Legal has concerns, if region maintain compliance letters, what legal grounds do they have to enforce if someone doesn’t comply. Will probably get sent to NG911 Committee after CESB today.

Pankonie – Spoke with CM Region Executive Board at 11:00 today, answered some of the questions. The part about compliance and authority waiting to see if AG sees any different than what put out in the standard. If so, we will change it. Alleviated some questions as to why we did this. Statute says SECB has to figure out a way to ensure compliance. Very important to NG911 and T-CPR work group that we not skip the regional governance structure need to be informed, way to ensure had a touchstone at the region. In last sentence in standard, appropriate regional boards will be responsible for ensuring compliance with standard, it was suggested to change the word ensuring to supporting. Compliance letter is to show no PSAP got left behind. Local agency is responsible to ensure they did it right. This is a support structure, we

want to ensure we’re helping them (PSAPs) do the right thing.

Stroud – Sent to AG office first request from ECN on November 10. Received update on December 4 that it had bounced around to the correct Assistant AG, who will be following up on it.

Hughes – Don’t feel the author of this law was aware of the fact that SECB doesn’t really have control over individual PSAP for processes, misled to author, Standard not stating statute correctly. Who at AG has this been assigned to?

Stroud – Haven’t been provided a name yet.

Pankonie – Needs to be straightened out. This is what statute said, whether it was supposed to say that or not, we are driving forward.

Hughes – State Statute does not state you have to write a standard for this. That is missing.

Pankonie – That question is with the AG. We sought out legal counsel prior to this with the MSA Attorney, given they have majority of PSAP’s under them and that attorney said per statute, you must make a standard, that’s one interpretation. Don’t buy any training yet, wait for us to get the suggestions to you. If you get in advance before the (e-grant) form, you may not be able to get reimbursed. First operational standard that NG911 Committee has been given by a statute, there will be bumps in the road. Questions, feel free to contact me (Chair Pankonie).

2. 9-1-1 Advance Location Class of Service............................................................................................Stroud Pankonie – Trying to move on, metro is moved over, trying to get rest of greater Minnesota PSAP’s converted over. Have a plan to do in organized fashion with Verizon.

Stroud – Won’t be required for you to do to make upgrade but we want to provide assistance and support. Already had some lessons learned outside metro, specific questions we need to ask. Are you sharing or have dependencies with CAD system? Received requests from some folks in Central Region, will produce a webpage you can go to and answer questions, provide us info about your call taking and CAD system, dependencies, specs for mapping system. Once a month will take those requests for support and leveraging Tait / Bruning, we can facilitate with an SOP how we go about doing this process. Don’t have to go through the state, but if you want to make the upgrade, the process is something you can facilitate yourself. We will provide support, documentation, lessons learned.

[New paragraph]Announced at last meeting in lieu of doing a conference we will do a series of educational webinars/lunch and learn-type events. Want to do advance location class of service at some point in early spring walking thru the video Darlene did and will hopefully have a few more upgrades under our belt. Will distribute that webpage as soon as it’s out and look for volunteers to begin moving forward in January.

Pankonie – For metro, we grouped everyone into three groups and set up conference calls with Verizon and went through test calls. Since it will be cross-regional as we get all other PSAPs converted, this is a good way to get a group together, plan a date with Verizon and do it.

Pankonie – When we started looking at T-CPR work we had to get everyone informed about the T-CPR requirements, available training, money, it became apparent where do secondary PSAP’s, plus PSAPs like State Patrol and Metro Transit, lie for process under SECB. ARMER and SECB grant money, what table do they sit at? Should they have a seat at all the regions? Trying to answer that and figure out what to do about it. Many asked for clarification about governance questions like this. Metro region has been willing to give seat at table to secondary PSAPs in their 9-1-1 committee, but they’re not covered under their JPA, Is there other stuff we need to look at?

Eggimann – Need to break it down a bit, in 403 (statute), 9-1-1 plan is county responsibility and in metro area, counties banded together and formed MESB to fulfill that responsibility in regard to 9-1-1. MESB would be involved as far as ESI-Net connections and how 9-1-1 system functions, in general, within metro area. Typically have nothing to do with what the PSAP does with calls once they arrive at the PSAP or form policy or anything like that. If talking about policies like T-CPR that’s different than ESI-Net connectivity or 9-1-1 system operations.

Pankonie – That’s exactly what we’ve seen, didn’t really get into nitty gritty of the nuances coming up. Are they being represented or left behind in different topics or issues coming forward now? Are they being represented correctly?

Eggimann – TOC (metro 9-1-1 committee), all of PSAP’s including the secondary PSAP’s are located in metro have representation on that committee.

Pankonie – Leaves Mayo, State Patrol and a Federal PSAP, as well. Outstate MN have some Tribal, some represented and some may not, trying to get a handle on if we’re doing it right. Allina or North, would they come to Metro for part of grant funds, multiple, or what?

Barnett – Are these secondary PSAP’s, for profit agencies entitled to apply for grants if for profit? Are any counties where secondary PSAP’s provide regular service, are they mentioned in 9-1-1 plans of those counties? Metro is Metro consolidated 9-1-1 plan, not sure about others.

Stroud – In the strategic planning process, each region will have opportunity to identify areas maybe this, in general, identifying gaps in governance and identifying a role, maybe not necessarily a voting role, have it brought up as part of strategic planning sessions being done in each region for the ECN to look at.

Pankonie – Came out of our discussions with T-CPR came up before when M Health Fairview was putting in a 9-1-1 agreement to become a secondary PSAP. Metro transit pays for their 9-1-1 connections where the State pays for county 9-1-1 connections. Want to ensure things are looked at and in right place they should be. Network has changed, governance structure has matured and adapted. Don’t want some PSAPs to be in place where they are not getting everything they should be.

Barnett – Is this more appropriately discussed by Steering Committee for questions of governance for SECB

and make recommendations. Maybe we should request Steering Committee draft guidelines for it.

Pankonie – Believe that request was already made, we’ll bring it to Steering.

Stroud – We did talk about that and looking at if strategic planning or bylaws (is most appropriate route).

Pankonie – When we looked at Allina, North Memorial, and M Health does it go to Metro or someplace else? Good questions that everyone would benefit from. State Patrol feels they belong nowhere because they’re a state entity. Maybe 9-1-1, ARMER, IPAWS governance are all different. SECB Steering should address it. We will bring to Steering and potentially look at it as a strategic plan item, as well.

Borst – Would be great idea to have another discussion about secondary PASP’s, as they support many PSAP’s across state and we can be missed and don’t have a voice or vote on things at regional meetings. We are left out of after-wash until someone says maybe we should involve them. Even to recognize the value the secondary PSAP’s bring if the state recognizes them.

Pankonie – As Director Wahlberg stated earlier this month, secondary PSAP’s do a great service to primary PSAP’s that is very prominent by how they are taking on transfers and doing medical protocol across state and don’t get paid for it. Secondary PSAP’s currently do not receive 9-1-1 funds and perhaps they should. That’s why we want to look at it all.

Borst – It not about the money, just being recognized and having a voice counts for something.

Pankonie – We gave seats to all secondary PSAP’s whose primary dispatch have a building inside a Metro county, not same case for Mayo or the SE region.

Stroud – Idea of inviting each secondary that supports multiple regions to have a spot at the table for meetings. Voice being heard being able to provide critical piece is important.

Barnett – T-CPR any question I sent to AG Office, they responded to by Joan Eichhorst she is Deputy AG for anything to do with SECB. For those who were looking for a name.

Pankonie – Don’t want to bombard (the AG), owe them at least their first response before anyone tries independently reaching out to them. ECN has contact with them. Not like they’re being non-compliant.

4. NG9-1-1 GIS Workshop ...................................................................................................................... Stroud Stroud – Will be holding series of regional workshops aimed at demystifying next steps in NG9-1-1 system upgrade. Working on closely with Tait and Bruning on doing at regional level. Did preview for ECN staff, lot of good conversation, dialog and questions breaking down core services, acronyms, etc., geared more for 9-1-1 stakeholder, some just in time polygons, etc... ECN is going to offer a series of statewide GIS workshops. This is a workshop they’ve been running across the country for years aimed at GIS stakeholders who will be supporting 9-1-1. For GIS who want to learn about core services and requirements, this will be offered. In addition to be educational, will be credits offered for GIS certification. Could be better education explaining some of the GIS requirements, information that comes back out to PSAP’s and GIS staff at local level. Series of shorter technical sessions addressing, what I do with this. Coming beginning of year, watch meeting agendas for some of these sessions, ECN staff got a lot out of that content. Having this be information that 9-1-1 and GIS stakeholders can interact with and help each other narrow the content of how this will affect

5. Change Plan Process Preview ............................................................................................................. Stroud Pankonie – In recent NG9-1-1 committee meeting had 9-1-1 implementation plans come to us, specifically, M Health Fairview. What hasn’t been done yet is a 9-1-1 change plan. Like ARMER, where any time an agency participation plan changes to the ARMER system, it goes through the governance system. We want to create the same for PSAP’s, since it is a shared 9-1-1 network, everyone needs to be informed and know what changes are taking place. As PSAPS started moving forward with 9-1-1 network connection change plans, we realized that the current process wasn’t where it should be. It is now more technical than the legacy network was since it is cloud-based. Things like how cost analysis was done, who paid for what, is different, so should any of it be changed? We are not in a place where we should be in regarding being able to review change plans from PSAP’s. Need to put together a technical workgroup to help vet some of these plans. We are thinking that, similar to ARMER, anything technical will get a subgroup review process then brought to this full committee level, then onto the SECB for approval. Cost, how many connections should we have, what type should they be? Who should be paying, county or state? There are going to be valid argument as to why additional costs should be taken on by the state but we need a process. Changes are happening and we need a review process.

Stroud – There were fire drills ECN was helping respond to in regard to switchovers on CPE (customer premise equipment) side, part of where I came to point where we can impact this was plan change process. Similar to what we’ll be doing on the COS update, we will change the plan change process a bit to be easier to submit. Can be done digitally, ECN can produce a letter for PSAPs, take information and do whatever you need to do with it. If specifically something that impacts the network, as the contract holder with Lumen, we need to be able to step in and provide support to PSAP’s in requesting information about costs, configuration of connections, circuits and also helping your vendors. Making it easier for whomever you choose to implement these solutions and ensure the project plans are something we can keep commitment. State wants to be part of that solution in a way that makes the most sense for everyone.

Make it easier, track it better, and work as a conduit between PSAP and solution provider and MNIT to keep on track with our commitments. We’ve had conversation with Lumen already, Motorola and Central Square to lay out a plan and they have been grateful that the State is stepping in to help. PSAP’s can still make their own decisions who they want. Finalizing language on the new process ECN wants to put out, will bring the language back to NG9-1-1 in January. In meantime, we are working to track anything in progress by working with the carriers and vendors. Leslie Sticht will be keeping things moving forward until we get the new 9-1-1 plan change process in place.

Betcher – (Goodhue) do you want us to hold off on plan change for Goodhue shared system?

Stroud – Stick with what you have, send to me, and we’ll make sure we’re tracking whatever needs to be grandfathered. Don’t want to make anyone wait on anything.

Steve Olson – Clarification on topic of discussion, we’re not necessarily going to as a committee be issuing permission to do things as much as Leslie would help agencies with their network configuration questions. Is that what we’re thinking?

Stroud – Bringing us in different part of process allows Leslie to get involved before you set schedules,

making agreements, before pieces are put together.

Pankonie – Became evident as PSAP’s trying to roll out new CPE’s that when they went to connect and set these up, the right connections weren’t in place. There was a shortfall, need to get someone to help sooner to ensure connections vendors and PSAP’s have agreed on in a contract are appropriate, are in place, and who is funding the cost. To make sure everyone is on same playing field. We were behind in this and should have done it a while ago.

Olson – What you’re describing is what I ran into, agree with it and we haven’t even completed our process and I couldn’t have done half of what I did without Dan Craigie’s help so totally in favor of the direction we’re going. Don’t want a hoard of permission to do things.

Pankonie – Once you’ve chosen it, do you have the diversity, redundancy, that you should, etc. this is why State needs to be involved. We need to standup a workgroup so recommendations state wants to make in regard to the network should be vetted through a technical group.

Stroud – Barnett made comments regarding Ramsey County – MNIT is able to be brought in as a backup, we can, this is a great place to be able to have a forum if we need to bring in a service provider, we can do that.

Barnett – Specific things we want to look at. MNIT connection and MNIT stipulating they’re only a backup connection but Intrados router at your PSAP doesn’t know which connection is primary or secondary. Continually pinging both for fastest data connection, one example of how on paper MNIT is only backup connection but in reality router at your PSAP doesn’t know that. Other things like regulatory aspect ESI-Net core service exists between a data center and transport network to PSAP’s still carrying 9-1-1 traffic. If failure on one of those networks, should MNIT be reporting to FCC as failure in 9-1-1 network. We should have knowledge of, need to investigate issue of firewall project if you have ESI-Net, whoever running ESI-Net will have firewalls, transport has own firewalls, do we need state firewalls?

Pankonie – Agree for example the firewall project, becoming evident we should have tried to keep this going. We’re running into issues.

Stroud – Plan is to have someone ready to start working in January or February will be a resource who can step in and work with this committee to get answers even if they don’t have the answers. Anything else we can do to support, let us know.

Pankonie – The form is the easy part, comes out to filling answers in the form. One volunteer for the technical workgroup, Eggimann, we need more, technical people and maybe county network/firewall people, need help on this committee again. Try to get first meeting set up soon and set goals.

Stroud – If there is value in getting anyone from Lumen or MNIT to provide answers, I will see what I can do.

Pankonie Pankonie – FCC adopted 20-100 approving 988 to reach national suicide prevention hotline on July 16, 2022. For the State of MN, means area codes of 218 and 952, they hold prefix of 988 in dial-able numbers, and starting next year those area codes have to dial all 10 digits. Oct 24, 2021 area code 218 and 952 must dial all 10 digits to be connected to a number. Agencies will have to educate their citizens about this change.

Stroud – In upcoming newsletter from ECN, lot of details that provide more info on how this will impact operations if you switch or transfer calls to these PSAP’s, it may affect you as well. If you use 7-digit code it will get bounced back. Happy to help facilitate.

Went well, had hiccup on Monday when we tested generator and UPS in 9-1-1 rack didn’t revert back to AC when test was over, UPS died and rack did

Received a large amount of info from the Department of Public Safety / MNGEO as a part of a request to assemble data for 9-11. In October / December published a survey.

At last meeting, State displayed prototype of hub site for geospatial profession to check in with State. Next January 21, review reports, tighten up body of recommendations for this committee. Anticipate giving a short, more formal presentation to this committee at February meeting.

Pankonie – Heard from Kathy Hughes that Law Enforcement Unions, ACLU pushing back on it, believe this is reason Governor’s Office asked for audit from outside agency, plus as stated, ECN was asked to put out

Introduction The Minnesota Department of Public Safety division of Emergency Communication Networks (DPS-ECN) has approximately $306,000 in T-CPR Training Grant Program funding available to reimburse eligible Public Safety Answering Points (PSAPs) for training expenses related to achieving compliance with SECB Standard 911-3 (Telephone CPR Statewide Operational Standard) and the Telephone Cardiopulmonary Resuscitation (T-CPR) provisions of Minnesota State Statute 403.03 (911 Services To Be Provided).

Eligible Applicants • Metropolitan Emergency Services Board • Southeast Minnesota Emergency Communications Board • South Central Minnesota Emergency Communications Board • Southwest Minnesota Emergency Communications Board • Central Minnesota Emergency Services Board • Northwest Minnesota Emergency Communications Board • Northeast Minnesota Emergency Communications Board • Minnesota State Patrol • Secondary PSAPs receiving 9-1-1 call transfers

Funding Applicants may use T-CPR Training Grant Program funding to reimburse eligible PSAPs for the costs associated with providing training to their employees to achieve compliance with SECB Standard 911-3 and the T-CPR provisions of Minnesota State Statute 403.03. There are no local cost share/matching requirements associated with the T-CPR Training Grant Program (i.e. 100% of the total project cost may be grant funded).

T-CPR Training Grant Program funding will be disbursed based on the following priorities: • Priority #1: Eligible PSAPs that wish to use this funding to provide T-CPR recognition or protocol training to

their employees. • Priority #2: Eligible PSAPs that wish to use this funding to provide Emergency Medical Dispatcher (EMD)

Application Process Step #1: On or before Friday, February 26, 2021, each eligible applicant seeking T-CPR Training Grant Program funding must submit a project plan that includes the following information to DPS-ECN 9-1-1 Program Manager Sandi Stroud at [email protected]: • The training option(s) that each eligible PSAP will adopt to achieve compliance with SECB Standard 911-3

and the T-CPR provisions of Minnesota State Statute 403.03. • The number of employees within each eligible PSAP that will require training to achieve compliance with

SECB Standard 911-3 and the T-CPR provisions of Minnesota State Statute 403.03. • A proposed budget that outlines the training expenses that each eligible PSAP will incur to achieve

compliance with SECB Standard 911-3 and the T-CPR provisions of Minnesota State Statute 403.03.

Step #2: DPS-ECN will use the information contained in the project plans submitted by each applicant to establish the grant framework in the DPS ‘E-Grants’ online grant management system.

Step #3: On or before Friday, March 19, 2021, each eligible applicant seeking T-CPR Training Grant Program funding must complete the application process in the DPS ‘E-Grants’ online grant management system.

Key Milestones • February 26, 2021: Final date for eligible applicants to submit project plans to DPS-ECN. • March 19, 2021: Final date for eligible applicants to submit applications via ‘E-Grants’. • June 30, 2021: Final date for eligible PSAPs to complete training activities. • July 23, 2021: Final date for grant recipients to submit Financial Status Reports (FSRs) via ‘E-Grants’. • July 23, 2021: Final date for grant recipients to submit Progress Reports via ‘E-Grants’.

The Southwest Minnesota Emergency Communications Board is one of seven regional Emergency Communications Boards (ECBs) and Emergency Services Boards (ESBs) in the state of Minnesota that have been established to provide local governance on matters related to emergency communications. The board’s membership includes representatives from the following entities: • Chippewa County • Cottonwood County • Jackson County • Lac Qui Parle County • Lincoln County • Lyon County • City of Marshall (Lyon County) • Murray County

• Nobles County • City of Worthington (Nobles County) • Pipestone County • Redwood County • Renville County • Rock County • Yellow Medicine County

Project Description Minnesota State Statute 403.03 (2) requires all Public Safety Answering Points (PSAPs) to implement a telephone cardiopulmonary resuscitation program no later than July 1, 2021 by either:

a) Providing each 911 telecommunicator with training in cardiopulmonary resuscitation. • Training in cardiopulmonary resuscitation must, at a minimum, include:

o Use of an evidence-based protocol or script for providing cardiopulmonary resuscitation instruction that has been recommended by an academic institution or a nationally recognized organization specializing in medical dispatch and, if the PSAP has a medical director, approved by that medical director; and

o Appropriate continuing education, as determined by the evidence-based protocol for providing cardiopulmonary resuscitation instruction and, if the PSAP has a medical director, approved by that medical director.

b) Transferring callers to another PSAP with 911 telecommunicators that have received training in cardiopulmonary resuscitation.

• A PSAP that transfers callers to another PSAP must, at a minimum: o Use an evidence-based protocol for the identification of a person in need of

cardiopulmonary resuscitation;

o Provide each 911 telecommunicator with appropriate training and continuing education to identify a person in need of cardiopulmonary resuscitation through the use of an evidence-based protocol; and

o Ensure that any PSAP to which calls are transferred uses 911 telecommunicators who meet the training requirements defined under option (a).

b) T-CPR Training Grant Program funding will be disbursed based on the following priorities: • Priority #1: Eligible PSAPs that wish to receive reimbursement for the eligible costs associated with

providing T-CPR recognition or T-CPR protocol training to their employees. • Priority #2: Eligible PSAPs that wish to wish to receive reimbursement for the eligible costs

associated with providing Emergency Medical Dispatcher (EMD) training to their employees. c) T-CPR Training Grant Program funding may not be used for the following purposes:

• Equipment costs. • Software costs. • Costs related to quality assurance activities. • Recurring costs associated with training recertification requirements.

d) No PSAPs within the Southwest ECB region will initiate any project activity until an executed grant agreement is in place.
