    EDUCATION EXCELLENCEThe 18th International Boating and Water Safety Summit (Summit) will be held in Nashville, Tennessee on April

    14 17, 2014 at the Renaissance Nashville Hotel. The Summit provides a program that will advance the knowledge and skills of the recreational boating and water safety community.

    Attendees will notice a new format for the Summit this year. The program will begin with brief introductory sessions followed by training and educational seminar-type sessions. These seminar-type sessions will range in length from one hour up to eight hours depending on the information presented. The Summit program will also include on-the-water training/certification sessions. The seminars may provide individual certificates, continuing education or workplace credential opportunities. Summit program categories may include: Leadership, Strategic Planning, Grant products, Administration, Management Skills, Best Practices, Public Policy, Coalition Building, Education, Outreach and Communications, Paddle Sport Safety, Risk Management, Accident Prevention, Waterways Management and other appropriate topics.

    Help shape the Summit program by making a presentation this year. The Call for Presentation applications can be found on the Summit website, IBWSS.org. The application deadline is September 30, 2013.

    bOAting On the DArk siDe On the WAter in the eveningAt night and during other times of reduced visibility such as heavy fog or rain, it is required that boats display proper navigation

    lights. The pattern of red, green, and white lights serves a very distinct purpose. Lights enable the boat operator to comply with Rules of the Road as they convey vital information as to the position, direction, and type of boat encountered.

    While the Navigation Rules have remained the same, the boater must now rely on the light patterns to help them interpret situations and then act accordingly.

    Night operation can be confusing. Properly displayed navigation lights will help the boat operator respond with greater confidence and skill. Of course, nothing takes the place of caution and courtesy. The boat operator should stay well clear of lights not understood. Following the Rules of Navigation is not difficult, but it does require dedication and a sound sense of responsibility.

    VIRGIL THROUGH THE YEARSVirgil Chambers, NSBC Executive Director, retires on September 30, 2013, after nearly 20 years

    with the organization. Virgil was the NSBCs first Executive Director. Under his leadership, the NSBC has tirelessly served the recreational boating community by elevating boating safety to new levels of professionalism and excellence.

    Chambers service and dedication to boating and water safety began when he served in the U. S. Navy. His first tour of duty was as deck seaman and radarman aboard an attack personnel transport ship. His second tour took him to the U.S. Naval Amphibious School, Inshore Patrol Boat Division, Coronado, California, where he was instructed in the patrol craft handling, maintenance and patrol operations. After completing this instruction, Chambers was assigned to a Coastal and Inshore Division where he served as a leading petty officer aboard a patrol craft in the Republic of Vietnam. During his time in the service to his country, Chambers was awarded: the National Defense Service Medal; the Republic of Vietnam Service Medal (twice); the Vietnamese Commendation Medal; the Republic of Vietnam Cross of Gallantry; the Combat Action Ribbon; the Presidential Unit Citation; and the Navy Commendation Medal with Combat V (twice).

    Change is an inevitable part of life; we see it around us every day. And NSBC is certainly not immune to change. As I enter my final month as your Chair, I cannot help but reflect on changes underway for our organization:

    The NSBC Nominating Committee has met and selected a slate of officers to be elected in September. We will elect a new Chair and Board of Directors to lead NSBC over the next two years.

    The Summit Advisory Committee is at work to develop a new format and focus for the International Boating and Water Safety Summit. Expect exciting changes and opportunities for professional certifications and continuing study at the 2014 Nashville, Tennessee Summit.

    Committees are in place to develop investment and long-range planning policies, track the effectiveness of programs and projects; the bylaws have been updated and revised.

    After almost two decades of leadership, our long-serving Executive Director, Virgil Chambers, has announced his retirement, effective the end of September. Virgil has served the recreational boating community by elevating boating safety to new levels of professionalism and excellence. Under his wise leadership NSBC has blossomed and flourished and grown into the organization it is today. We wish him the best of luck as he enters this new phase of his life.

    An Ad Hoc Search Committee has been hard at work for two years to develop and implement a plan to select the new NSBC Executive Director. That process is complete. Thank you to the committee of six who systematically reviewed and assessed resumes from 65 applicants. The process was tedious and thorough. Three finalists made presentations at the Summer Board of Directors Meeting, and a new Executive Director was selected by the board.

    Years ago, when faced with a seemingly insurmountable situation, a friend of mine said, This is not a problem; it is an unresolved opportunity. A changing world offers many opportunities to us for creative problem solving and new ways of thinking. It is an exciting time for the NSBC, and, yes, changes and new directions are in the works for the organization.

    Thank you to members of our staff and hard-working board who have labored tirelessly to help make tough decisions and set a course for the future. All are to be commended for their tireless service. Thank you to NSBC member organizations for all you do to help make the recreational boater safe on the water. And thank you to all for allowing me the privilege to serve as your chair for the past two years. It has been a singular honor, and I treasure you, my friends in the recreational boating community.

    things cOntinue tO heAt up FOr the WeAr it! cAmpAign this summerThe National Safe Boating Councils Wear It! campaign has seen the most media coverage in its

    recent history during March May of 2013 with over 9,700 placements! Putting it into perspective, in 2012 between March and September, the National Safe Boating Council had 2,002 placements for the duration of the summer campaign, which was an increase from the previous years 1,473 placements. Thats over 7,500 more placements in just the first two months of pitching this years campaign!

    While media placements are an important component of the Wear It! campaign, its not the only success weve seen in 2013. During National Safe Boating Week, the Wear It! campaign collaborated with partners to promote messaging throughout the country. Partnerships with Sperry Top-Sider, NOAA, the National Weather Service and Discover Boating helped to promote the Wear It! message and safer boating efforts. In addition to National Safe Boating Week collaborative efforts, the NSBC also coordinated with the National Association of State Boating Law Administrators during its Operation Dry Water campaign, June 28-30, 2013. Wear It! released an Operation Dry Water-theme press release on June 18, resulting in additional radio and print interviews regarding operating while under the influence of drugs and/or alcohol and the importance of boating safely.

    The Wear It! campaign continues to work with 14 local organizations throughout the United States on their grassroots efforts. Events and educational efforts continue all summer long in communities to help educate the public about life jacket wear and boating safety.

    mArinA prO prOgrAm lAunches FOr FAll! The National Safe Boating Council (NSBC), in partnership with the

    Association of Marina Industries (AMI), received a U.S. Coast Guard Non-Profit Grant to develop the Marina Pro Training Program. The Marina Pro Program is to develop a cadre of trained and certified professionals across the country who can teach on-the-water boating skills to the boating community.

    The program will use the Close-Quarters and Open Water Boat Control curriculums for this four day on-the-water training. The target audience is the marina and boatyard professional who will become trained and certified as a Marina Pro. The Marina Pro will offer their services to customers in their marinas, providing boating instruction to novices, near-novices and even experienced boaters in refining their boating skills.

    Course dates are:September 10 13, 2013 in Marinette, WisconsinOctober 3 6, 2013 in Old Lyme, ConnecticutFebruary 25 28, 2014 in Las Vegas, NevadaMarch 18 21, 2014 in Norfolk, Virginia

    Open Water Boat Control Instructor Courses are continuing into the fall. Four courses were held this spring, training 60 students. Four more courses have been scheduled.

    nAtiOnAl sAFe bOAting cOuncil receives nAtiOnAl recOgnitiOn FOr its bOAting sAFety prOgrAms

    On October 1, the American Society of Association Executives (ASAE) will honor the National Safe Boating Council and five other associations with the 2013 Summit Award, which is the highest recognition under The Power of A Awards. The six organizations will be recognized and accept their award during the Summit Awards Dinner at the National Building Museum in Washington, D.C.

    The National Safe Boating Councils Ready, Set, Wear It! Life Jacket World Record Day event was selected by the Power of A Awards Judging Committee, which received more than 70 applications this year. The awards are part of The Power of A campaign, which ASAE launched in 2009 to increase awareness about the wealth of knowledge and resources in the association community with policymakers and other audiences.

    Its always extremely inspiring to see the many ways in which associations work to enrich lives and assist communities around the world. This years Summit Award winners provide exceptional examples of associations going above and beyond their organizational mission to make America and the world a better place to live, said Christie Tarantino, CAE, president and CEO of the Association Forum of Chicago and chairman of The Power of A Awards Judging Committee.

    Boating safety enthusiasts set a new world record for life jacket wear during the fourth annual Ready, Set, Wear It! Life Jacket World Record Day on May 18, 2013. At nearly 200 events around the globe, 5,774 people inflated their inflatable life jacket or wore an inherently buoyant life jacket, breaking the world record for life jacket wear.

    Hosted by the National Safe Boating Council, in partnership with the Canadian Safe Boating Council, Ready, Set, Wear It! ushered in National Safe Boating Week. These events are part of a year round effort, the North American Safe Boating Campaign (Wear It!), which brings together boating safety partners across the U.S. and Canada to promote safe and responsible boating, including voluntary wear of life jackets.

    The previous world record of 3,993 participants was set during last years event.This year, Japan had the highest number of participants at a single event, with 440 participants wearing inflatable life jackets or inherently buoyant

    life jackets at an event hosted by the Marine Sports Foundation in Hatsukaichi City.In the U.S., Ohio had the highest participation rate in one state, with 897 total participants attending one of 16 events. Ohio also hosted the largest

    U.S. event at Stillwater Prairie Reserve, sponsored by the Miami County Park District.Leland, Ltd. and iSi Components provided cartridges and Halkey-

    Roberts provided additional products to allow participants the opportunity to inflate and practice re-arming techniques of their inflatable life jackets.     Boating season is now in full swing everywhere in Canada, and the CSBCs Safe Boating Campaign is bigger and better than ever. Thanks to a contribution from Transport Canada of up to Can. $909,400 over three years, the CSBCs new campaign is anchored around a series of events to keep boating safety top-of-mind throughout the season, and involves collaboration at the national and local levels with an expanded range of partners. Key elements include: North American Safe Boating Awareness Week (mid May): campaign

    messaging reached 53% of Canadians, the fire alarm poster was erected in 70 mall locations across six provinces, and a QR code was added to link to more information on inflatable lifejackets

    Hooked on Lifejackets (early July): promotes lifejacket wear among the approximately 50% of boaters who use their boats to fish, in partnership with provincial governments and hunting and angling groups

    Operation Dry Water (early August); a partnership with police services and Mothers Against Drunk Driving (MADD) Canada focussing on impaired boating

    Extending the Season (early October): key messages for fall boaters: checking the weather, ensuring your boat is mechanically sound, having a way to call for help and leaving a float plan with a responsible person.

    In May this year the CSBC signed an agreement on International Lifejacket Wear Principles at the Marine 13 conference in Sydney, Australia. The original signatories are Australia, Canada, France, New Zealand and the U.K. The U.S. Coast Guard has also played an active role in the discussions. We are inviting other organizations around the world to signal their support by signing up at http://www.lifejacketwear.com/en/join-us/. One of the key goals of the agreement is to normalize lifejacket wear by showing people wearing lifejackets in the media and public outreach materials.

    VIRGIL THROUGH THE YEARS (CONTINUED FROM PAGE 1)After five years of teaching Biology at a senior high school where he

    took his students on canoe field trips during the environmental sessions of the class, Chambers joined the Pennsylvania Fish and Boat Commission. He served as chief of the Boating Safety and Education Division from 1978 to 1995. One of Chambers most significant accomplishments was the development and implementation of the Public School Boating and Water Safety Manual and Program. Many schools have used the program. He also founded the Pennsylvania Water Rescue Training Program which was then adopted by the National Association for Search and Rescue. He served as director of this national program from 1987 to 1997. Mr. Chambers retired from the Pennsylvania Fish and Boat Commission in 1995.

    Chambers is an accomplished regional, state, national and international author and presenter. He wrote the original BoatU.S. Foundation Online Boating Safety Course. He has served as a technical advisor and writer on a number of U.S. Coast Guard boating safety grant programs. Funding for these programs has totaled over $6 million. During his career, he was also certified as a lifeguard, lifeguard instructor (trainer), water safety instructor (trainer), canoeing instructor and boating instructor for the American Red Cross and an instructor in canoeing and kayaking for the American Canoe Association.

    Chambers has been the executive director for the NSBC since 1996,

    where he served as the technical content advisor in direct support of the NSBCs education and information programs. He was responsible for the planning and development of the year-round national boating safety awareness campaign administered by the U.S. Coast Guard. He also served as the NSBC representative to national and international organizations.

    Chambers has been recognized by local, state, national and international organizations for his work in boating safety and training. In 1988, he was inducted into the Pennsylvania Swimming Hall of Fame for his development of boating and water safety education programs. In 2010, he was inducted into the National Safe Boating Council Boating Safety Hall of Fame. He has received numerous awards including the National Water Safety Congress (NWSC) highest national award for accomplishments and contributions to water safety (2008), the National Association of State Boating Law Administrators (NASBLA) National Leadership Award (2008), the NASBLA Boating Safety Award (1994) and the Lifetime Achievement Award from both NASBLA and NWSC (2008 and 2013 respectively).

    Chambers was raised in Emporium, Pennsylvania. He received his B.S. in Education form Clarion University in Pennsylvania. He completed advanced studies at Clarion and Penn State. He and his wife, Pamela Dillon, plan to return to Pennsylvania to boat and fish. He looks forward to remaining involved with the boating safety community.
