Assam Power Distribution Company Limited (APDCL) Managing Director Shri Puru Gupta, ITMA senior vice president Shri Surendra Gupta and ICA managing director Sanjeev Ranjan were the other notable speakers. Besides the presentations by BIS, BEE & recognized test houses like CPRI, ERDA and NTH,. CESC Kolkata and APDCL Guwahati gave presentation on the distribution system being operated and maintained by them for 24X 7 power to the consumers.

Hon'ble Union Power Minister during the review meeting on GST on 22nd June 2017 at New Delhi enquired from ITMA why the information about the firms/manufacturers who are still using spurious/used CRGO in manufacture of transformers is not being sent to him, ( as was promised) only one or two reports have been received in past by him but the spurious CRGO is still imported as scrap and transformer partsbeing used in the manufacture of

REGIONAL HALF DAY WORKSHOP/SEMINAR ON STANDARDIZATION, CERTIFICATION, QUALITY CONTROL ORDER, TESTING, ENERGY EFFICIENCY, RELIABILITY OF DISTRIBUTION TRANSFORMERS AND OTHER RELATED ISSUES AT GUWAHATI ON 20TH JULY 2017 IN CONFERENCE HALL OF THE INSTITUTION OF ENGINEERS INDIA, GUWAHATI, ASSAM.

Bureau of Indian Standards (BIS),Indian Transformers Manufacturers Association (ITMA) and International Copper Association India (ICA India) took the initiative to spread awareness among power utilities and transformer manufacturers to help them adopt the standard and update their technical specifications. In an attempt to facilitate

sustainable development in India, the workshop was held on the topic “Standardization, Certification & Quality Control Order, Testing Energy Efficiency (EE) and Reliability of Distribution Transformers”.

The workshop was conducted in association with Central Electricity Authority (CEA), Bureau of Energy Efficiency (BEE) and Rural Electrification Corporation (REC) Limited.

This seminar brought together all stakeholders – BIS officials, distribution transformer manufacturers, regional power utilities & testing agencies on one platform to discuss the issues related to certification process and standardization. With the introduction of IS 1180 (Part-1), latest amendment in Aug 2016, it is expected that many manufacturers would upgrade their facilities to conform to the required specifications.

The speakers in the event were representatives from BIS, Bureau of Energy Efficiency (BEE), Rural Electrification Corporation (REC), Regional DISCOMs, OEM and Testing agencies. The overarching objective of the seminar was to create awareness on the STANDARD – IS1180 (part-1), certification & quality control of distribution transformers and enhance the operational efficiency, incorporate global practices, testing, failure analysis, and improvement in design and performance of distribution transformers.

Transformers play a crucial role in the power distribution network and any premature failure creates disruption of power supply to consumers and its extent of effect depends upon the quality. The focus of the seminar was to emphasize the importance of testing of transformers, and how to utilize transformers to increase its efficiency and reliability.

Director/Scientist (E) & Head BIS, Guwahati Shri Amit Roy said in his welcome address that “Distribution transformers have become a burning issue in recent times. Quality control policy is driven from highest policy makers of the country and BIS has accepted the mandate assigned.”

transformers. But the Hon'ble Minister was assured that, the report shall be provided for his perusal.

Accordingly President ITMA requested the members to suggest what should be the modus operandi for the report to be sent to the Hon'ble Minister ?

Hon'ble Union Power Minister has also sought report from CPRI as well, and CPRI is working on the report as gathered from the office of DG, CPRI.

A draft report shall be prepared, and circulated to the members for their observations before it is submitted to Honb'le Union Power Minister.

For redressal of the mandatory requirement of the dual certification of the DTs, ITMA has taken up the issue in writing with Hon'ble

Prime Minister, Hon'ble Union Minister of Power and other Govt. Agencies and the outcome of the same has since been communicated to all the members. Since none of the Govt. certifying agencies i.e BIS and BEE is willing to leave the distribution transformers from its domain of certification/labeling as such the dual certification on DTs is being continued. In one of the meetings it was also proposed to go for the legal recourse but on enquiry from the Senior Supreme Court

lawyer it was revealed that the PIL could be filed by an individual member but not by the association. However, ITMA has approached the authorities that at least type test report carried out by one agency i.e. BIS for certification of Distribution Transformers should accepted by another agency BEE for issue of its Star Label, without insisting for any other tests and the star label be issued on priority within 15 days from the date of submission of the application for which BEE has agreed except the type test report of Distribution Transformers for BIS certification for issue of star label , but the minimum time for issue of star label at present in one month from the date of application.

ITMA has discussed this issue with its members and the observations given in specification were incorporated in the base document and CEA has been requested to convene a meeting of the stakeholders to finalize the document for adoption by the Utilities/Discoms at National level. ITMA has accordingly requested CEA vide its Letter dated 25th July 2017 for doing the needful in the matter.

Implementation of the MoP's Notification dated 16th December 2016 i.e. Amendment to the Notification dated 12th January 2009, made effective from 1st July 2017 and issue of clarifications for execution of the orders for Distribution Transformers placed upto 30th June 2017.

BEE has already issued the important instructions to the DT manufacturers on 28th July 2017 as to how to proceed for the supply execution of the pending orders for DTs placed upto 30th June 2017. ITMA has further requested BEE to include the pending orders for DTs placed on our manufacturers upto 30th June 2017 by EPC contactors and by the private contractors who are purchasing DTs for their electrification works for Co-operative group housing societies, builders/ developers for colonies & malls, and factories/industries besides schemes under 'make in India' projects etc. which also would be required to be included in the amendment to the instructions. Besides one of the members has shown concern that the old pending purchase orders of DTs prior to 30th June 2017 are not feasible to be uploaded on BEE's web portal as such it should be relaxed.

Members were of the view that they would upload the details of the pending purchase orders of DTs issued prior to 30th June 2017 on BEE's web portal for proper tracking/ supply of DTs against pending orders.

The amendment to the important instructions dated 28th July 2017 of BEE is still awaited, for which the matter is being persuade in writing and telephonically as well.

MONITORING COMMITTEE ON DISTRIBUTION TRANSFORMERS CONSTITUTED BY CEA . AGENDA POINTS TO BE TAKEN UP IN THE MONITORING COMMITTEE TO BE GIVEN BY THE MEMBERS SO THAT SAME COULD BE FORWARDED TO MEMBER-SECRETARY OF THE COMMITTEE.

TO ORGANIZE ONE-DAY WORKSHOP ON 'NABL ACCREDITATION” AWARENESS PROGRAMME IN COLLABORATION WITH ITMA MEMBERS FOR THE BENEFITS OF OUR MEMBERS – NOMINATIONS FOR ONLY 9 MEMBERS RECEIVED. MEMBERS ARE REQUESTED FOR NOMINATION SO THAT DATE OF WORKSHOP COULD BE FINALIZED.

CEA has constituted a monitoring committee on DTs and accordingly ITMA has nominated the following members in the committee as under:-

Further, members were requested to intimate /suggest the agenda points to be taken up in the monitoring committee on DT and accordingly the following issues were suggested to be taken up in the monitoring committee.

i) Uniformity of the specifications of DTs at National level for all the discoms/utilities.

ii) Mandatory dual certification for DTs needs to be reviewed and only one agency should regulate the quality and certification of DTs for ease of doing business.

iii) Mandatory guidelines for operation and maintenance of DTs as per the guidelines of the manufacturer to avoid failure.

iv) Dynamic short circuit test and impulse tests should be carried out at NABL accredited BIS approved tests lab CPRI/NTH/ERDA whereas other tests as per IS:1180 Part 1/ 2014 to be carried out by the manufacturer using their own calibrated instruments with traceability to NABL standards which would speed up the complete testing process for BEE and BIS.

NABL had made presentation before the members on the benefit of NABL accreditation which was appreciated by the members and had requested to the NABL authorities for arranging one day workshop on accreditation to clear the doubts. Accordingly members were requested to send the nominations so that the date of the workshop could be fixed with NABL. We have received only 10 nominations, but at least 15 to 20 participants are there which will be considered reasonable representation from ITMA members . NABL has agreed to carry out the workshop in the ITMA's Conference Room at Vaishali in 3rd or 4th week of August 2017.

Members are requested to forward their nomination on priority so that the date of workshop could be fixed with the NABL authorities.
