Status of China nuclear power programme
• China initiated nuclear power operation in 1991 when Qinshan-1 connected to grid.
• At present, China has totally 23 units in operation with total capacity about 21,038 MWe, ~2.1% of total power generation, 25 units under construction with total capacity about 27,240 MWe …
• All NPP units, either in operation or under construction, are in sea coast, the most developed area and relatively remote from coal mine areas

Background
The design life for Qinshan-1 is 30
years. It has been in safe operation
for 24 years since Dec. 15,1991.
The preparation for life extension of
Daya Bay unit-1 is also underway,
though its design life is 40 years.
Although nuclear safety
requirements and guidelines for life
extension have not been
established, the preparation to
establish license system is ongoing.
In China, life extension is called
Operational License Extension (OLE)

Background
In 2014, a series meetings on OLE nuclear safety requirements were held by
NNSA, participated by CNNC, CGN, SNPTC, etc.. As outcomes, technical
policies on OLE will soon put forward.
At the same time, a feasibility study was carried out by CNNO under the
support by SNERDI, CNPO, etc. in 2014. CNNC approved the feasibility
study report and OLE activities for Qinshan-1 started. More technical
exchanges with IAEA and others were also carried out.

• NPP license renewal workshop focusing on TLAA and March 24-28, 2014
• Intercommunication with AREVA and the United Stated NRC April 16, 2014
• Intercommunication with Westinghouse’s chief engineer on the processes of NPP OLE program.
• IAEA workshop on the metal fatigue TLAA and buried pipe during Oct, 14 to 17, 2014
Technical Communication with NNSA in 2014
• CNNO discussed with NNSA on OLE issues and NNSA encouraged CNNO to go ahead.

• As outcomes of study under the support by SNERDI and CNPO, 5 technical reports were completed covering investigation of LR models (US, IAEA, EDF), comparison of models, environmental impact, supervision, and administrational permission, etc.

The OLE application should be submitted 5 years before the expiry of the license.
Maximum 20 years extension of operation license.
Review of OLE application will based on the license basis when approved for operation plus supplemental safety requirements during operation.
Besides Chinese nuclear safety regulatory documents, some international guidance or practice may be applicable.
The application should be submitted along with the reports on
Integrated plant assessment (IPA) report with a series of supporting materials such as TLAA reports, safety assessment reports for SSCs refurbishment, etc..

Conclusion:
China nuclear power programme is steadily promoted
based on principle of safety priority.
Activities of PLiM for Chinese NPPs are undertaken by
all related parties covering wide range of topics. Domestic
TWG on PLiM is established to provide platform of
technical exchange and knowledge sharing.
Activities of OLE for Chinese NPPs, especially for
Qinshan-1, is on the way, either on regulatory side and on
utilities side.
