Background:(

Since!2004,!Work!for!a!Better!Bangladesh!Trust!is!working!on!issues!of!urban!transport!planning!and! from! 2006! working! on! livable! cities! issues! with! technical! and! financial! support! of!HealthBridge.! Issues! faced! by! the! city! related! to! public! spaces,! nonDmotorized! means! of!transportation,!pedestrian!rights!were!the!focus!since.!

The! existing! pedestrian! and! nonDmotorized! transportation! (NMT)! environment,! condition! of!user! friendly! especially! disabled! person! friendly! infrastructures! and! budget! for! these! clearly!state!that!government!is!promoting!a!city!supportive!for!cars!rather!than!pedestrian.!Leading!to!a!population! D!a!city! itself!of!17!million!people,!with! lower!health!and! lesser!opportunities! to!choose! healthy! lifestyle.! Dependency! upon! private! cars,! CNG! threeDwheelers! and! taxis! is!increasing! in! the! city! of! Dhaka! as! transportation! options,! adding! to! the! woes! are! poorly!coordinated! national! rail! travel! and! serious! lack! of! rail! routes! in! the! country.! As! a! result!congestion,! transport! cost,! pollution,! fuel! consumption! and!poorer! human!health! are! on! the!rise.!

!Due!to!increased!demand!for!space!in!the!city,!parks!and!public!spaces!are!poorly!managed!and!under! constant! threat! of! encroachment! and! privatization! additionally! contributing! towards!deforestation,!water! logging,! flooding,!and!pollution!of!water,!soil!and!air.!Dhaka!needs!huge!open! spaces! for! urban! services! or! utilities! and! for! environmental! stability.! Parks! and! open!spaces! are! one! of! the! most! significant! components! of! urban! environment! that! is! of! great!importance! for! the! people! in! urban! areas.! Parks! and! open! spaces! if! properly! accessible! can!improve! social! cohesion!and! interaction!as!more!people!patronize! them.!Open!green! spaces,!playgrounds,!parks! in! the!city!acts! like! its! lungs!besides!being!used!as!active!recreational!and!leisure!areas!for!its!citizens.!!!As! parks! and! open! spaces! are! disappearing! from! the! urban! life,! children! are! losing! scope! of!leading!an!active! life! and! socializing!opportunities.!Active! and!Safe!Route! to! School! can!be!a!solution!to!this!problem.!According!to!a!study,!30%!of!students!in!Dhaka!City!walk!to!school.!As!there!is!an!adverse!situation!of!walking!environment!so!both!parents!and!children!are!deterred!from!walking.!If!schools!of!every!area!offer!equal!standard!and!walking!condition!both!children!and!parents!are!willing!to!walk!to!schools.!It!will!help!to!reduce!the!need!of!vehicles,!which!will!result!in!less!congestion!and!pollution.!!!

Unplanned! urbanization! has! put! a! lot! of! challenges! to! Bangladesh! such! as! climate! change,!injury,! pollution,! nonDcommunicable! diseases! (NCDs),! inability! to! be! gainfully! employed,! less!opportunity! of! socialization! with! neighbors! and! poor! public! health.! Ensuring! livable! cities! is!really!important!to!enable!Bangladesh!tackle!these!problems.!!

WBB!Trust,!with!many!years!successful!working!experience!in!livable!cities!issues,!believes!that!though! the! situation! is!much! adverse! at! present,! there! is! a! potential! for! positive! action! and!knows!how!to!address!policy!issues!and!promote!positive!change.!!

WBB’s!vision!for!the!Livable!Cities!program!is!that!in!all!cities!in!Bangladesh:!!• Children!can!play!in!the!street!and!walk!to!school!safely!• Everyone!can!walk!to!a!local!park!to!visit!with!the!neighbours!and!enjoy!nature!• Everyone!can!walk!to!stores!and!services!• Everyone!can!cross!the!street!easily!and!safely!• Cycling!is!common!for!recreation!and!for!transportation!• When!people!need!to!leave!their!neighbourhood,!they!can!take!public!transit!• Everyone!has!access!to!clean!drinking!water!• Water!is!treated!as!a!precious!resource!• Lakes,!rivers,!parks!and!streets!are!free!of!pollution!• People!hear!children!laughing!not!cars!honking!• People!breathe!clean!air!• People!have!access!to!healthy!foods!!Executive(Summary(!WBB!successfully!achieved!many!of!its!key!objectives!during!the!2015D2016!project!including!increased!understanding!and!strengthened!capacity!of!stakeholders!for!improving!pedestrian!environment,!creating!awareness!about!active!and!safe!road!to!school!and!reclaiming!public!space.!!!The!Honorable!Mayor!of!Dhaka!South!City!Corporation!has!agreed!to!pilot!project!in!SathDMasjid!Road!to!make!it!pedestrian!friendly.!Government!declared!40%!admission!quota!for!local!students!in!the!schools,!which!is!supportive!to!Active!and!Safe!Route!to!School!Program.!The!Honorable!Mayor!of!Dhaka!North!City!Corporation!has!called!for!inclusive!public!and!open!space!design.!The!mayor!also!agreed!to!install!3000!wasteDbin!within!his!constituency!and!agreed!to!our!proposal!of!installing!wasteDbin!from!Rayer!Bazar!to!Shankar!area.!!!Bangladesh!Cabinet!has!approved!Bangladesh!Road!Transport!Authority!(BRTA)!Act,!2015!and!is!waiting!to!be!passed!by!the!National!Assembly.!Government!prepared!draft!Road!Transport!Act!(RTA),!2016!and!called!for!public!opinion.!These!laws!did!not!consider!pedestrian!and!nonDmotorized!transport!issues.!Considering!the!situation!we!had!submitted!recommendations!to!incorporate!clauses!to!ensuring!protection!and!rights!for!pedestrian,!cycle,!women!and!person!with!disabilities!into!the!BRTA!Act,!2015.!!!We!have!been!successful!in!involving!multiDstakeholders!to!ASRTS!program.!Well!known!urban!planners,!environmentalist,!transport!activists!are!working!with!us.!One!of!country’s!leading!

newspapers!has!taken!the!idea!of!ASRTS!program!and!they!are!providing!orientation!to!students!on!their!own!in!various!districts!of!Bangladesh.!!!A!guideline!was!prepared!specifying!the!four!systems!that!are!key!in!promoting!womenDfriendly!transportationD!awareness,!training,!law!and!policy,!infrastructure!development!and!monitoring.!One!of!our!Parliament!Member!has!committed!to!convey!the!recommendation!to!the!Ministry!of!Road!Transport!and!Bridges.!!! !We!successfully!stopped!Lalbagh!Fort!parking!construction,!a!Mughal!Heritage!of!Bangladesh!collaboration!with!NGO’s,!community,!local!ward!commissioner!and!journalists.!Later!the!wall!was!rebuilt!and!Department!of!Antiquities!has!ensured!to!protect!heritage!all!around!the!country.!!!!((I. Lessons+Learned+

We!have!been!successful!in!this!regard!that!Dhaka!North!City!Corporation!has!accepted!our!proposal!of!installing!waste!bins!and!they!will!install!3000!in!their!constituent!area!(WBB!Trust!will!install!20!waste!bins!inside!Boishakhi!and!Rayerbazar!to!Sankar!Road!as!a!pilot!under!its!Livable!Cities!project).!!

We!have!successfully!organized!meetings!and!round!table!meeting!with!our!Mayor!Candidates!and!this!was!a!learning!for!us!that!how!we!can!contribute!in!their!election!manifesto.!!

We!had!a!meeting!with!ADB!and!there!were!introduced!ourselves!with!ActionAid!Bangladesh.!ActionAid!Bangladesh!asked!us!to!prepare!a!guideline!of!women!friendly!transportation.!With!a!continuous!communication!we!have!successfully!completed!the!guideline!in!short!time!duration.!And!we!have!successfully!engaged!multiYstakeholders!with!the!issue!and!got!commitment!from!them!that!they!will!continue!to!focus!this!issue.!!

We!organized!cleaning!campaign!with!the!community!of!Rayerbazar.!The!positive!response!from!the!people!encouraged!us!to!take!further!initiative.!We!then!took!initiative!to!install!waste!bins!from!Rayerbazar!to!Sankar!area.!We!had!meeting!with!DNCC!and!accepted!our!proposal!to!install!20!waste!binsinside!the!RayerbazarBoishakhi!Playground!and!Rayerbazar!to!Shanker!road!as!a!pilot!project!and!also!committed!to!install!3000!waste!bin!within!their!constituent!area.!!
