What a week it’s been. K-Rudd offi cially spoke out about the Government’s intentions to not extend the boost to the First Home Owners Grant at about the same time a handful of the big banks lift ed their fi xed-term loan rates. It’s defi nitely interesting times for the property market. Th ere are only eight weeks left of the boost, making it an opportune time for fi rst-timers to buy into the entry-level market, so we thought it quite timely to feature a handful of the Coast’s best-buy properties under $400,000. As per this cover story spread, experts are saying that the boost and fi rst-home buying activity has defi nitely had a profound eff ect on the increased number of property sales in the past few months, and if our property tracker (page 22) is anything to go by, these experts could be well on track. Late last year, fi rst-time property buyers were given a helping hand onto the property ladder when the Federal Government

boosted the First Home Owner Grant from $7000 to $14,000 for existing properties and $21,000 for newly built homes. Called the First Home Owner Boost, it was due to expire on June 30 this year, but there was always talk – wishful thinking perhaps – that this date would be extended to encourage even more buyers into the market.

Th e boost came as part of the Government’s $10.4 billion stimulus package. And it’s easy to see why property was a priority for Prime Minister Kevin Rudd. A strong property market provides much-needed revenue for the government coff ers.

RP Data senior research analyst Cameron Kusher agrees that it’s in the Government’s best interest to have a buoyant property market. But this doesn’t mean the scheme will be extended. “Th ere are mixed messages coming out as to whether or not the Government will extend it. Th e success of the scheme has been due to the urgency it created. Given this, activity is likely to remain strong until June and if the Government chooses to extend, they will wait as long as possible in order to maintain that sense of urgency.”

Regardless of the outcome, Cameron believes there will be some type of incentive for the housing market to keep it stimulated and in turn, create Government revenue. “Post-June, whether or not the First Home Owner Boost is extended, I feel is a little inconsequential, as I believe there will be some type of housing market stimulus,” he says.

“Taxes on property are worth $31 billion to the Government. If prices and volumes fall for an extended period, this is a massive loss. Given this, we [at RP Data] would suggest it is in the Government’s best interest to have a strong property market and as such they will take all reasonable actions to ensure its health through ongoing and additional stimulus.”

Speaking in Perth last week, the Prime Minister indicated that the boost would expire as planned on June 30, saying, “all good things at some stage come to an end”. He added, “We’ve been very clear in our announcements about how long this program would last.”

REIQ chair Peter McGrath responded to the Prime Minister’s comments by saying, “It is disappointing that the Prime Minster has indicated that this successful economic stimulus measure should not be continued.

“Th e REIQ hopes that alternative stimulus measures will be introduced to help underpin the property industry during the uncertain times ahead.”

Th e Australian newspaper reports that federal housing minister Tanya Plibersek has also said that the June 30 deadline will not change, adding that the government’s $6.4 million investment in the social housing sector would help the industry.

With little more than eight weeks left before the boost expires, fi rst-home buyers will either have to get in quick or wait to see what happens when the government hands down the budget in a couple of weeks. News Limited newspapers report that the scheme could be revised in the May 12 federal budget to favour new home construction over purchases of existing houses. Aussie Home Loans boss John Symonds wants to see the grant extended for new homes only. “Th at provides jobs, which stimulates the economy, and it provides long-term benefi ts by producing extra homes to get people out of existing housing to free up that housing. Th at helps renters get in there and take the pressure off the rental market.”

If the government does take his advice, it will be of little help to fi rst-home buyers, though, with the REIQ reporting that the vast majority of them are signing up to existing homes, especially in South-East Queensland, where most house and land packages are out of their fi nancial reach.

Th e REIQ reports that the boost and generationally low interest rates have helped more than 13,000 Queenslanders buy their fi rst home and enter the market when they perhaps would otherwise not be able to aff ord to. It adds that the boost has supported employment in the property and related industries as well as minimised property price falls in the state. REIQ fi gures show that fi rst-home buyers made up 26.7 per cent of the market in Queensland in February. Th is is a signifi cant rise from the 14.1 per cent that made up the market in June last year.

Cameron attributes the increased sales activity in the entry-level market to the approaching deadline. “Recent aggressive cuts in interest rates and the First Home Buyers Grant Boost has certainly seen activity in the sub-$500,000 price category increase,” he says. “While not a true sellers’ market, levels of competition among these lower-price-pointed properties have certainly increased as the looming June 30 deadline for the fi rst-home buyers draws closer.”

But there are many potential buyers who need more time to save a deposit to help fi nance their fi rst home. Kevin Rudd’s comments give little hope that the boost will stay, but there’s still much speculation in the industry and the media that it will. While we eagerly await the new budget, once the boost ends and interest start to rise, it will only get harder to get on the ladder, so if new buyers can do it now, they probably should.

As buyers face the end of the First Home Owner Boost, the industry is left asking, what next for fi rst-time purchasers? MPR investigates.

Aft er four years selling property in the Palmwoods and hinterland areas, Kirk Patrick has joined the RE/MAX Property Associates team.

Mal Clark, a surveyor, started Leading Edge in Nambour in 1989 with a vision of looking aft er acreage and residential land subdivision and development exclusively – a marketing offi ce to handle the hinterland’s vacant acreage and residential subdivisions.

In this way, it could better serve the many land developers who could be confi dent they were dealing with a specialist in the fi eld.

“It’s a niche in the market we are familiar with,” says Leading Edge principal Eric Annett. “We have continued to foster this concept since then.”

Th en, about 14 years ago, people who had bought land and built houses began coming back to the specialists to sell their acreage properties.

“We were turning away listings because of our niche, so we then branched into homes on acreage as well,” Eric says.

“Th en we found we were turning away listings on residential estates where we had looked aft er the original subdivision. So this year we opened Th e Introducers to serve the residential side of the market without tarnishing our reputation as acreage specialists.”

It’s a diff erent banner and a diff erent team of sales consultants, but Th e Introducers has centrally sourced knowledge and experience all under the same roof.

Th e Nambour area has now expanded too, and while it remains strictly hinterland, the boundary defi nition changed with the amalgamation of Maroochy Shire

into the Sunshine Coast Regional Council. Th e area now extends beyond Eudlo to Eumundi to include south to Palmview and north to Doonan and Lake Weyba.

“We are continually expanding Leading Edge branding in the hinterland and aim to be a strong force in marketing hinterland communities,” Eric says. “We have been approached by people on the coast, but have turned it down as we are sticking with our niche.

“We are already seen as a specialist for acreage properties and have several developers who bring projects to us to help design and market their project.”

Many developers have stuck with the Leading Edge team from the beginning, which demonstrates its point of diff erence and the agency’s success in its chosen market niche.

Eric Annett is passionate about the hinterland and considers it his offi ce – “and it’s not a bad one to work in

either”.He also

practises what he preaches and is himself an acreage resident.

“All the communities in the hinterland are very liveable and tied by a hinterland bond, which will see them go from

strength to strength in the next few years,” he says. “It’s the best place to live and as a result, a lot of people are moving here, not just from interstate but from the coast as well.”

Moving to Australia from Canada 20 years ago, Eric made his fi rst foray into the real estate business when he started work as a sales consultant with Mal Clark at the agency 12 years ago. When Mal retired two years ago, Eric and his wife Glenda decided to step up and take on ownership.

It was a seamless transition as most of the staff have been with the business for more than a decade and staff turnover is very low.

“It’s not just the name that has been around for 20 years – most of the people have too,” Eric says.

“Th e hinterland is just the place to be – we have it all only 15 minutes from the beach.”
