1 HIGHLIGHTS OF THE PROJECT

The provision of municipal services in Sindh has not

kept pace with increased population demands. Only 55%

of urban population has access to piped water that too of

poor quality, limited to 2-4 hours and not more than 15-20

gallons per capita per day (gpcd). Similarly, access to

sewerage /drainage and disposal of solid waste is either

negligible or very low.

The US Government through USAID/ Pakistan has

earmarked a grant of US $ 66.0 million for the

development of municipal infrastructure in six selected

towns in 2010 flood affected districts of the Province.

Under MSDP emphasis was given to smaller towns, falling

outside the purview of SCIP. Accordingly Jacobabad,

Qambar, Shahdadkot, Mehar, Khairpur Nathan Shah and

Johi were selected for the said USAID assisted

development work under the program.

In the first phase, the construction works on

Jacobabad Water Supply System are currently underway

while work on Waste Water and Solid Waste Systems in

Jacobabad are expected to start very soon.

1.1 MAIN COMPONENTS OF THE PROJECT JACOBABAD:

The overall Water Supply, Sewerage and Solid Waste Management system of the

administrative capital of District Jacobabad with a population of more than 250,000 people, was

suffering from gaps and shortcomings, operational deficiencies and poor service delivery.

Accordingly a comprehensive package for Jacobabad was developed with the aim to provide;

Uninterrupted water supply with better quality at the rate of 30 gpcd,

Rehabilitation and up-gradation of the existing sewerage system,

Introduction of solid waste management system.

2 GLIMPSES OF ACTIVITIES DURING THE MONTH OF APRIL

The PakInfo updates were due for the quarter 2 of fiscal year 2015 (US). Accordingly the

information for the Quarter 3 of 2015 was uploaded on PakInfo so that Implementing

Partners can track and analyze information with respect to packages. Monthly narrative

reports were also uploaded on PakInfo.

The Assistant Director-Execution (PMU) along with Environmental Studies Expert

(AAA-TCI) held a meeting at SEPA Office on April 28, 2015 with the Assistant

Director-Tech (SEPA) in reference to the two EIA reports submitted by PMU.

3 Progress during Month of April

3.1 Progress of work

Component wise progress on each contract package is discussed below.

3.1.1 WS-01 Water Intake and Storage System

(M/S Samad Khan Babar & Co)

Generator room building is almost complete. Finishing works (electrification, fixing of

doors, windows and ventilators) of the new Generator Room at LLPS are still pending.

Excavation works and works for embankment formation of Lagoon No. 3 are in progress;

almost 93% embankment formation completed.

Proposed stone pitching on the slopes of embankment of Lagoon No. 3 is in progress.

Dewatering of the sub-soil water stagnant in the excavated neck portion of the lagoon is

also in progress.

The delivery of valves and brick masonry work for the 800 mm dia. pipeline inserted into

Khirtar canal is still pending.

Dressing and grading of embankment of Lagoon no. 1 remains suspended during the

reporting period.

3.1.2 WS-02 High Lift Pumping System and Rising

(M/s Shaikh Baz Khan& Brothers)

A total of about 18.378 km of MS pipe has been delivered to site to date.

About 13.775 km of pipe has been buried with proper bedding material (150 mm thick).

Welding of joints is in progress along with external bitumen coating and internal cement

lining. A total of 1356 pipe joints, including 236no. Tie-N joints) have been welded.

Bitumen coating and internal mortar lining of about 1325 welded joints has been

completed.

Ultrasonic Flaw Detection tests have been conducted for a total of 1325 joints to date.

About 13.775 km of pipeline has been Holiday tested for imperfections in outer coating;

about 13.775km has been repaired where required.

Finishing works on the new pump room building are in progress, deep root pointing to

exterior wall and concrete plaster works to the inner wall is being done. Staircase railing

with other structural steel works and plaster works have been ordered.

The generator room building is almost complete, work on generator room remained

suspended during April 2015.

3.1.3 WS-03 Water Filtration and Transmission Loop

M/s Crescent Construction Company & KSB Engineers and Contractors

The Contractor has lowered a total of 3.450 km pipe (287 pipe pieces) at different

locations.

UT testing, excavation of the trench, laying of bedding material, welding of pipe joints,

PE coating on joints and Holiday Test of coated joints are in progress.

A total of 315 pipe joints (including 70Tie-N joints) have been welded.

UT tests for a total of 70 joints have been performed.

3.1.4 WS-04 Water Distribution System (Zone 1 & 2)

M/S Khan Mohammad & Co.

The contractor submitted his response to the Engineer’s Notice to Correct on March 27,

2015. The reply was found unsatisfactory and contractor has been given a further 7 day

notice on April 2, 2015 to remedy his failures. No reply has been submitted by the

contractor yet.

Joint Survey is in progress but proper survey equipment has still not been provided by the

contractor.

Excavation/ dewatering works for OHR-1 at Special Police Force Ground is in progress.

Lean concrete of the reservoir was completed last month, bitumen coating of lean

concrete for proposed OHR-2 at Old Bus Stand was completed this month.

3.1.5 WS-05 Water Distribution Network Zone 3 & 4

M/S Matracon Pakistan (Pvt.) Limited

The contractor has handed over the RE’s site office on April 01, 2015.

Joint survey for water distribution network is in progress.

Excavation/ dewatering works of raft foundation for overhead reservoir # 3 at TMA

office is in progress. The Contractor’s bar bending schedule for columns and tie beams

has been approved.

Backfilling in layers with excavated sandy soil on raft foundation is in progress and

columns till plinth level of overhead reservoir # 4 at Mochi Basti are complete. Plinth

beam of overhead reservoir # 4 has been casted.

Preparation for starting pipe laying activity is currently underway. Total HDPE-100 pipe

lengths delivered at site till to date are as under:

(i) 69-Nos of 200mm dia (828 meters)

(ii) 58-Nos of 250mm dia (695 meters)

(iii)460-Nos of 110mm dia (7440 meters)

(iv) 830-Nos of 75mm dia (9960 meters)

3.1.6 WS-06 Water Distribution System (Zone 5 & 6)

M/S Khan Mohammad & Co.

Raft foundation concrete for overhead reservoir # 5 near Numaish Ground was completed

and curing of raft concrete is in progress.

Excavation/ dewatering works of raft foundation for overhead reservoir # 6 near Circuit

House still remain suspended.

Laying of HDPE pipe distribution network in Zone 5 and Zone 6

4 MEETINGS, DISCUSSIONS & SITE VISITS

4.1 Internal Meeting with on April 21, 2015

On April 21st, 2015, a meeting was held with AAA-TCI at PMU Office Karachi to discuss

the project progress and issues.

4.2 Meeting with SEPA on April 28, 2015

On April 28, 2015, the Assistant Director-Execution (PMU) along with Environmental

Studies Expert (AAA-TCI) held a meeting at SEPA Office with the Assistant Director-Tech

(SEPA) in reference to the two EIA reports submitted by PMU. Revised EMMP will be

submitted to SEPA for both EIA reports along with other codal formalities by the second week

of May 2015.
