FROM THE CHIEF EDITOR’S DESKDear brothers, sisters and young friends,

Change is the law of nature. Winter to spring and now summerhas set in, the air is warm and one should expect May-June tobe the hottest months. Summer willfollow with rains, autumn and againwinter and this cycle continues from yearto year. It is over 120 years that the GMShas been working endlessly for thewelfare of the members of thecommunity. Work is going on, monthlymeetings are being held and other get-togethers arranged periodically. As thesummer has set in and the schools arealso closed for summer vacations, thereis a heavy rush of visitors at both theHaridwar and Vrindavan Ashrams. We are ready to face this rushsuccessfully and receive our guests with cordiality and warmth.

Mohyal Sabha Paschim Vihar celebrated its annual Mela on 5th

May 2013 and their energetic Secretary Sh. Shashi Chhibber, ayoung activist, played its role very well and organized this get-together very successfully. There were over 100 members, whoparticipated in the function and there were many Office Bearersof the GMS. The cultural programme presented by children wasvery much appreciated and enjoyed by everybody.

Another big event was the Golden Jubilee wedding anniversarycelebration of our Secretary General Sh. D.V. Mohan and hiswife Smt. Uma Mohan, which was organized by their children atthe Civil Services Officers Institute, Chanakyapuri, New Delhi,on 04th May 2013. Sh. Mohan had retired from Indian ForeignService in September 1991 and since then is working mostenthusiastically for the GMS, first as its Secretary Finance andnow as Secretary General, almost full time. May God give himlong life so that he serves the community for many more years tocome.

The AGM of the GMS was held on 26th May 2013 and wasattended by over 300 of its members. A full report of theproceedings of the AGM has been published in this issue of theMohyal Mitter.

WELCOME ADDRESSBy Rzd. B.D. BALIMy dear brothers, sisters and young lads,It is my utmost pleasure and privilege to welcome all of you to thisaugust body, GMS AGM and I am quite sure that the deliberationswill be held in a cordial manner and would be fruitful and beneficialfor the community.

Since the last AGM, much water has flown under the bridge andG.M.S. has made big strides in every sphere, whether it is the soundfinancial standing, building new Ashrams at Vrindavan, Goverdhan,strengthening MERIT into viable and profitable project and serving the community, in aid to ourwidow sisters, scholarships to needy students even for higher studies, and helping those inneed of medical care. It has been appreciated by all concerned, which is a matter of greatsatisfaction for us. In this endeavor, our affiliated local sabhas have played their rightful roleand functioned as limbs to the parent body, which we all appreciate.

GMS, over years, has built up a credibility of which we all can feel proud. We have built variousAshrams, Bhawans, buildings - like Mohyal Foundation – which is the nucleus of our activities,and, in future, propose to promote healthcare and education, which is the call of the day.Courtesy Mohyal Sabha Yamuna Nagar, we have a plot at Yamuna Nagar which will be suitablyutilized in service of the local community. Similarly, we have a Nursery School at Dehradun,being successfully run, in addition to which we have launched a Play School at Haridwar Ashram,which is sought to be transformed into a Model Nursery School of international standards, withcollaboration from a reputed entity from Cambridge with an eye on underprivileged childrenand their upliftment. It should be a breakthrough in present GMS activities.

As I have always maintained, GMS, over the last few decades, has been put on sound financialfootings and is capable of entering into new pastures, of course, within its scope and resourcesand would welcome any viable proposals in the service of the community.

My colleagues, Mr. B.L. Chhibber – Vice President and Mr. D.V. Mohan – Secretary General,will be submitting details regarding financial outlay and provide full details regarding variousactivities over last few years, and which, I am sure, will be appreciated and receive your approval.

Much has been achieved, but, as they say, sky is the limit and much more has to be achieved.Achievement has been by forging unity and solidarity in the community and all of us pulling inone direction of progress and prosperity, which I beseech all of you to maintain at all times.

In the end, I wish to thank you all for being present here and look forward to holding thediscussion in a cordial and brotherly environment, a heritage of which we can all feel proud of.

PROCEEDINGS OF GMS ANNUAL GENERAL BODY MEETINGHELD ON 26TH MAY 2013

After the unfurling of Mohyal flag by Rzd. B.D.Bali, President – GMS, there was recitation ofMohyal0 prayer, led by Smt. Sunita Mehta. Theparticipants then moved to the venue offunction, where the proceedings started withlighting of traditional lamp by Rzd. B.D. Bali andother dignitaries. After a brief introduction byDr. Ashok Lav, who did the compeering, Rzd.B.D. Bali was requested to make his welcomeaddress. His address is printed at another placein this issue of the magazine. The SecretaryGeneral Mehta Dharam Vir Mohan then readan exhaustive report on the developments inthe GMS during the interregnum between thelast General Body Meeting of the GMS andtoday’s meeting. The full report has beenprinted at another page in this issue of MohyalMitter.

AUDITED ACCOUNTS AND BUDGETPROPOSALS PRESENTEDBakshi. B.L Chhibber, I.R.S (Retd.), VicePresident, Legal and Finance presented theaudited accounts – i.e. Income and ExpenditureAccounts and Balance Sheets for the financialyears 2010-11, ended on 31.03.2011 and 2011-12, ended on 31.03.2012 and the budgetproposals for the current financial year 2013-14, copies of which were distributed to allpresent, in advance. He stated that regularbooks have been maintained which wereaudited by the Chartered Accountants, M/s H.SAhuja & Co who have after thoroughexamination and scrutiny certified that: “In ouropinion and to the best of our information andaccording to explanations given to us, the saidaccounts give a true and fair view of the stateof affairs of the Society as on 31.03.2011 and31.03.2012.” After invoking the blessing of our“Sapt Rishis” and visionary forefathers, heexplained the salient features of these statutorydocuments, as also recalled the financial historyof the GMS from its very inception in 1891; theresurrection of the GMS after the upheaval dueto the Partition of the country in 1947 and; therevolutionary fortunes after 1978 when Raizada

B.D Bali had taken the reins of the GMS as itsPresident. Continuing, that with the blessingsof our visionary forefathers and team workheaded by Raizada B.D Bali and co-operationand dedicated efforts of the gathering present,the small sapling planted by our ancestors in1891, has grown into a big Banyan Tree –healthy and strong providing soothing shadeto the members of the Community.Explaining the position of accounts, he addedthat accounts of the GMS have always beenkept meticulously. He said that there wasdouble book entry and the accounts were beingkept , both in the traditional way of book keepingas well as through the modern system ofcomputers; and that the accounts were beingduly audited and submitted to the Income TaxAuthorities as required under the Income TaxAct, 1961. He further said that assessment forthe A.Y 2010-11 was taken up for scrutiny underSection 143(3) of the Income Tax Act and afterthorough scrutiny and investigation, AssistantDirector of Income Tax (Exemptions) Trust,Circle II, New Delhi accepted the resultsdeclared and determined the income at “nil”,after endorsing the charitable status of GMSunder Section 12AA of the Income Tax Act.Donations to GMS are eligible for exemptionunder Section 80(G) of the Income Tax Act tillfurther notification.Giving a detailed analysis of the budget andthe financial position of the GMS, Bakshi Sahibsaid that sound fiscal policy being followed bythe GMS has been that income should alwaysbe more than the expenditure. In thisconnection, he cited a Sanskrit shloka fromRamayana containing discussion between LordRama and his younger brother Bharata i.e.income should be more, expenditure less andrevenue should not go into the hands ofundeserving citizens. Following this soundfinancial dictum – accounts reveal excess ofincome over expenditure at Rs. 65,41,727 andtotal assets as per balance sheet at Rs.21,14,24,874 for the financial year 2010-11 and

Rs. 93,76,478 and total assets of Rs.22,61,03,227 for the financial year 2011-12.Similarly the budget estimates for the currentyear i.e. F.Y 2013-14, show a surplus of Rs.74,34,611 (Receipts – Rs. 5,96,44,611 –Expenditure – Rs. 5,22,10,000).After presentingthe accounts, Bakshi sahib called upon theHouse for suggestions and clarifications.Somebrothers sought clarifications which wereresponded to. Thereafter, he put the followingfive resolutions to vote, which were passed withover whelming majority:RESOLUTION–IResolved that the general body of the GeneralMohyal Sabha, in its meeting held on 26th May2013, at Mohyal Foundation, New Delhi, dohereby ratify the proceedings of the GeneralBody Meeting held on 15th May 2011, that werepublished in the June 2011 issue of the MohyalMitter.After the resolution was proposed by Lt. Col.B.K.L. Chhibber and seconded by Sh. VipinMohan, the same was put up before the house,which approved it unanimously.

RESOLUTION–IIResolved, that audited Balance Sheets andIncome & Expenditure statements for theFinancial Years 2010-2011 and 2011-2012 arehereby approved and adopted.It was proposed by Sh. Rit Mohan andseconded by Smt. Veena Chhibber. The houseapproved it unanimously.

RESOLUTION–IIIResolved, that the general body of the GeneralMohyal Sabha (Regd.), in its meeting held on26th May 2013 at Mohyal Foundation, NewDelhi, appreciates and approves the report forthe period 2010 – 2012, submitted by theSecretary General of the Sabha.Resolution No. III was proposed by Sh. RameshDatta and seconded by Sh. Pawan Bali andthe house approved it unanimously.

RESOLUTION–IVResolved, that M/s. H.S. Ahuja & Co., H-61,Gobind Mansion, Connaught Circus, NewDelhi-110001, are hereby appointed as auditors

of the General Mohyal Sabha to hold office fromthe conclusion of this General Body Meetinguntil the conclusion of the next General BodyMeeting of the Society on such remunerationsand terms and conditions as may be fixed andapproved by the Managing Committee of theGMS.The resolution was proposed by Col. S.K. Vaid,seconded by Sh. Vinod Mehta and approvedby the house, unanimously.

RESOLUTION–VResolved, that the general body of the GeneralMohyal Sabha, at its meeting held on 26th May2013, at Mohyal Foundation, New Delhi,approves and adopts the Budget proposals forthe financial year 2013-2014.The resolution was proposed by Sh. Pushapbali, seconded by Sh. Vijyant Bali and approvedby the house, unanimously.Summing up, Bakshi sahib called upon theAugust House to further augment the resourcesof GMS. He specifically mentioned that theGMS, itself is a Trust and there are individualTrusts within this Trust. The corpus of theseTrusts is over Rupees Six Crores as on30.04.2013. All the moneys in the Trusts arebeing kept in fixed deposits with public sectorbanks and only the interest accruing on theprincipals was being used for the welfareactivities by the GMS. He submitted thatphilanthropy has a basic virtue in MohyaliHeritage. He exhorted that it is the beholdenduty of every Mohyal to follow the path shownby our illustrious and visionary ancestors, fortheir benign and blissful acts which have madeus VIBRANT MOHYALS SURGINGTOWARDS VIBRANT FUTURE; rememberthem with gratitude and perpetuate their sacredand sweet memory for posterity till eternity byopening a Trust and/or adding to the alreadyexisting Trusts. The GMS started with first Trustof Rs. 1000 in 1891 – now crossed over to Rs.Six Crores and the target is to reach the figureof Rupees Ten Crores in the next few yearswiththe magnanimity and philanthropy of allbrethren. He ended his speech with theexhortation: “THINK POSITIVE TALK POSITIVEAND ACT POSITIVE”.

The Secretary General then took up differentsuggestions received from different membersand said that:“Today, we have the General Body Meeting ofthe GMS. General Body Meeting of any Sabha,Society or Organization always have a fixedagenda and so does the today’s meeting of theGMS, which specify discussion on the followingitems of agenda, only:(i) To approve the Annual Report and income

and expenditure of the GMS.(ii) To approve the budget for the next financial

year.(iii) To approve transfer of funds from one head

to another.(iv) To discuss and decide matters as already

notified in the agenda.(v) To confirm the proceedings to the last

A.G.M.All the items of agenda have been taken duecare of in today’s deliberations and for allpractical purposes, the business session of thegeneral body is over and finished.While sending the notice for the meeting,including the agenda, we had invitedsuggestions from the members, on the agendaitems. In this connection, we have receivedsuggestions only from Sh. Sunil Vaid and Sh.Vishwa Mitter Mohan, who have suggested thatfinancial statements should be printed in MohyalMitter. We have noted the suggestion. It will berecalled that, in earlier days, we used to publishthe monthly statements of accounts in MohyalMitter. The practice was discontinued on anobjection from the postal authorities who statedthat publishing of financial statements rendersour magazine to be classified as a commercialmagazine, thus, denying us the right to post itat a concessional rate of 50 paisa per copy.We have, today, placed copies of differentfinancial statements as also copies of SecretaryGeneral’s report on the table of the house, forcollection by anybody who desires. Thesuggestion made has been noted forcompliance with immediate effect. And it is

proposed to put copies of all the financialstatements on the website of the GMS.

Out of over 2000 members of the GMS,suggestions unrelated to the agenda of themeeting have been received from 10 membersonly. The analysis on different suggestions andour remarks are as under:

(1) Life Membership should be automaticwithout any scrutiny: There is no Sabha,Society or Organization, where the Lifemembership is granted just on application,without any scrutiny. The final authority,according to Article 6(a) of the Constitution, togrant or not to grant Life membership to theapplicants, rest only with the ManagingCommittee. Naturally, Managing Committeecannot operate in vacuum. It has to act on thebasis of advice/information collected fromdifferent sources. It is because of this reasonthat it had been made compulsory that theapplication for membership should be routedthrough the local sabhas, wherever existing,and at places where there are no local sabhas,to be recommended by two members of theGMS. As already stated in my report, over 500permanent members of the GMS have beenregistered during the interregnum between thelast General Body Meeting and the presentmeeting. In no case, the membership has beendenied to anybody. Routing the application formembership from the local sabha has otheradvantages, like giving importance to the localsabha at the grass root level.

(2) All local sabhas should be affiliatedautomatically with the GMS: The institution oflocal sabha started when the GMS was formedin 1891 itself. The process of affiliation is beingfollowed since then and each local sabha hasa geographical jurisdiction from where theyfunction. If, within the same geographicaljurisdiction, there were two or more sabhas, itwill result in confusion and possible dispute. Abig city like Delhi has 12 local sabhas withclearly defined geographical jurisdiction.Naturally, on the same basis, other cities canalso have more than one local sabha, if foundconvenient.

(3) There should be online booking of roomsat Haridwar & Vrindavan: This is beingimplemented.(4) Opening of technical institution in northernzone of the country: We already have avocational institute in the name of MERIT, atMohyal Foundation, the land for which wasallotted on the condition that we will operate avocational institute from there. To start a medicalor engineering college is beyond the means andcapacity of the GMS.

(5) Constitutional Amendments & Ratification:Some of our members wanted to speak onconstitutional amendments and ratification etc.it is only the Extraordinary General BodyMeeting, which can pass any constitutionalamendments. Suggestions, when received, willbe duly considered by the Managing Committee& put up to the Extraordinary General BodyMeeting.

(6) Youth Empowerment & Community Unityetc.: One of the members desired to speak onthis subject. Suggestions, if any, can be sent,in writing, for consideration at the proper time.

(7) Affiliation of MES with the GMS & land ofthe MES: MES is an autonomous body,completely independent of the GMS. Therecannot be any question of affiliation of oneparallel body to the other parallel body. So faras land of the Mohyal Public School isconcerned, we are not aware of the presentlegal position. MES, if they so desire, can calltheir own General Body Meeting and takeappropriate action.

(8) Weaker Section to be given priority to bestaying at Ashrams: Any proposal received, inthis regard, will be given sympatheticconsiderations.

(9) There should be a Publication Committeeof Mohyal Mitter: We already have an EditorialBoard in position.

(10) Local Sabhas should be independent: AllLocal sabhas are already independent in theirfunctioning. The affiliation is to grant rights &privileges to the Local sabhas, which the

General Mohyal Sabha can grant to its affiliatedbodies.(11) Publication of National/Global Directory:We are for it. All the local sabhas can berequested to prepare directories of theirrespective areas of jurisdiction with in a timeframe, which can then be consolidated at allIndia level.

(12) Tenure of GMS Managing Committeeshould be reverted to 3 years: On the otherhand, trend in the country is different. Recently,the parliament of India has passed theConstitutional 97th Amendment Act, which wasnotified on 13/01/12, according to which theterm of the Office Bearers of all the co-operativeSocieties in the country, including the co-operative societies in state of Delhi, has beenmade 5 years instead of 3 years as providedearlier by Delhi co-operative societies Act.Difference states in India are going to followsuit.

(13) To plan a workshop for widows to generateself employment: This is a noble suggestion.We are for it. We can write to al the local sabhasto identity widows of younger age and physicalhealth who can be given some vocationaltraining at the GMS expenses, so that theybecome self earning.

Even though necessary explanations ondifferent points raised by the members weregiven by the Secretary General, it was decidedto invite each speaker and listen to their pointsof view. Following spoke on different issues andtheir views are given, in brief, against each ofthem:

(i) Sh. R.P. Lao: The basic structure of theConstitution of the GMS can never be changed.A Committee of respectable elderly membersshould be formed to consider any proposedamendments.

(ii) Sh. Joginder Kumar Vaid: (a) To getpermanent membership is a birthright of everyMohyal. Membership should be granted withoutinsisting on the recommendation of a localsabha and that the recommendation of the two

permanent members should be consideredsufficient.(b) All local sabhas applicants should begranted affiliation irrespective of the factwhether there is already a sabha in that area.(iii) Sh. Sunil Vaid: (a) The membership shouldbe automatic.(b) Affiliation should be granted to two or moresabhas in the same area.(c) Special facilities should be provided toweaker section, at our Ashrams.(d) Transport facility should be provided fromMohyal Ashram Haridwar to the Har-Ki-Pauriand back, and, for this purpose, Sh. Sunil Vaidis prepared to donate a Van.(e) Budget and accounts papers should be sentto the members by post, sufficient time inadvance of the AGM.(f) A workshop should be conducted to providegainful employment for widows and others, sothat they become self-dependent.(iv) Sh. Sanjeev Rai Vaid: (a) Electronic mediashould be made full use of.(b) Association of younger generation with thecommunity should be encouraged.(c) There should be intervention by the GMS inmarital dispute cases.(v) Sh. Vinod Dutt: (a) With the increase inthe membership and voters, the electionprocedure should be changed and right ofvoting granted selectively. A Committee may beformed for the purpose.(b) Local Sabhas should follow the example ofMohyal Sabha Khanna in providing assistanceto Mohyals, living in their respective areas.(vi) Sh. Rit Mohan: (a) Criticism of GMS hascome up only with its prosperity. Unnecessarycriticism should be avoided.(b) Everybody should come in the main stream.(c) Instead of granting financial assistance todeserving Mohyals, efforts should be made tomake them self-supporting.

Through an intervention, Dr. Ashok Lavinformed that, on 7th of June, 2013, the familyof late Smt. Kaushalya Bali, donor of propertyat Dehradun, are celebrating her birthcentenary and that maximum number ofMohyals should attend that function.

(vii) Sh. Sandeep Bali (Guru Bhai): He spokeon youth empowerment and said that all sabhasshould be asked to activate their respectiveyouth wings.

(viii) Sh. V.M. Mohan: (a) He has opened aprivate trust of Rs. 50 lacs, to help people.

(b) There was no need of an Ashram atGoverdhan at Kurukshetra.

(ix) Dr. Rattan K. Datta: (a) His aim is to forma Mohyal University of Excellence.

(b) MERIT is providing courses of IGNOU &JMI and Mohyals should make use of it.

(x) Sh. Sanjeev Bali (Bunty): (a) There shouldbe more Mohyal milans and melas.

(b) There should be separate provision of youthactivities in the budget (Rzd. B.D. Baliintervened and asked Sh. Sanjeev bali to senda proposal).

(xi) Sh. Pushap Bali: (a) Nobody will be allowedto harm the GMS.

(b) People should first improve the atmospherein their own houses before talking of GMS.

(c) We will not be disheartened and continueto work for the welfare of the Community,through the GMS.

(xii) Mehta O.P. Mohan: proposed a vote ofthanks to all the participants.

Sh. P.K. Datta, who could not attend becauseof illness of his son, had sent flower bouquetsand garlands, which were presented to thedignitaries and Office Bearers.

AG M 20 13AN EXHAUSTIVE REPORTBY THE SECRETARY GENERAL GMS,PRESENTED ON SUNDAY,THE 26TH MAY 2013Dear members,

It is my honour, once again, to go over the developments in theGeneral Mohyal Sabha, since the last AGM held on 15.05.2011.Before I do that, I would like to pay homage to all the members of theCommunity, who, during the period, had left for their heavenly abode.Let us pay our homage to members of the Community who haveexpired since the last AGM and pray to almighty God to grant eternal peace to their departedsouls. We share the grief with all the bereaved families and pray to almighty God for thegrant of strength enough to bear their losses.

51st All India Mohyal Conference: One of the most important events during the period,under report, was the 51st All India Mohyal Conference, held under the presidentship of Lt.Gen. G.L. Bakshi (Retd.), PVSM, at the Kulachi Hansraj Model School, New Delhi, on the7th – 8th January 2012. The theme of the Conference was ‘Vibrant Mohyals surging towardsvibrant future’. It was a gala event spread over two days. Besides the welcome address bySh. O.P. Mohan, Sr. Vice President and the Chairman of the Reception Committee, therewas an extempore presidential address by Lt. Gen. G.L. Bakshi (Retd.), PVSM, a key-noteaddress by Mohyal Ratna Rzd. B.D. Bali, President – GMS, address by the Chief Guest Bk.S.K. Chhibber, IAS (Retd.), report by the Secretary General Mehta Dharam Vir Mohan andspeeches by other dignitaries. There was a variety of cultural programmes presented by thestudents of Kulachi Hansraj Model School and the Blue Bird Sr. Secondary School –Faridabad. There was also an on-the-spot painting and arts and crafts exhibition. The ChiefGuest Bk. S.K. Chhibber, IAS (Retd.) was conferred the most prestigious ‘Mohyal Ratna’.Besides this award, there were other awards like Mohyal Gaurav, Excellence in ProfessionalAchievement, Mohyal Sewa/Youth Sewa puraskar and sports awards. A brochure on theactivities of the GMS in the last three decades was distributed at the Conference. The twobrothers Sh. Parmod K. Dutt & Sh. Amod Dutt opened a trust for Rs. 25 Lacs, in memory oftheir parents, the highest single trust, as yet. There were resolutions on Women Empowermentand Youth Empowerment and a vote of thanks by Dr. Ashok Lav. The first day’s programmeculminated by lighting of a bon-fire followed by a lot of singing and dancing. A full report onthe Conference was published in the February 2012 issue of Mohyal Mitter.

Presidents & Secretaries Meet: A meeting with the Presidents and Secretaries of localsabhas was held on the 20th January 2013. The Secretary General presented his report onthe activities of the GMS and the progress made since the last meeting, highlighting theissues to be considered at the Meet. Lt. Gen. G.L. Bakshi (Retd.), PVSM shared his viewsand thoughts on different issues raised by the Secretary General, in his report. After hisaddress, the delegates were divided into four groups for in-depth discussion on the issues

raised and detailed in the agenda for the Meet and for giving their views thereon. The individualgroups were headed by S/Sh. Pushap Bali, Vinod Dutt, Gulshan Vaid & Ashok Chhibber, asConveners of each of the groups. After detailed deliberations, the Conveners of the groupsgave the views of each individual group on the various issues projected. Full proceedings ofthe Meet have been published in the February 2013 issue of Mohyal Mitter.

Mohyal Ashram Vrindavan: Another important event of the period was the inauguration ofMohyal Ashram Vrindavan on the 25th November 2012. The Ashram is now fully operationaland has, besides ancillaries like Dining Hall, Kitchen, Basement & Library, 7 Suites, 3 DeluxeRooms, 28 Devotee Rooms, 6 Economy Rooms and 3 Staff Rooms (total of 47). 25 roomshave been air-conditioned. Because of the problems of electricity in U.P., high capacityinverters have been installed, so that the visitors always get lights and fans. There are SolarPanels on the roof, which ensure supply of hot water in the bathrooms 24 X 7.

Mohyal Ashram Goverdhan: The inspiration for the construction of Mohyal AshramGoverdhan came from the greatest non-Mohyal donor to the GMS, Sh. Beni Prasad Bansal,who had donated a semi – constructed building, with land, of a value of around Rs. OneCrore, to the GMS, for construction of an Ashram at Goverdhan. After making thismagnanimous donation, Sh. Beni Prasad Bansal expired on 17.06.2011. Let us all pay ourtributes to Sh. Beni Prasad Bansal.

Pratibhashali Vidyarthi Awards: Since the last AGM, two Pratibhashali Vidyarthi Sammanfunctions were held on 9th October 2011 and 16th September 2012. There were a total of 71awardees in the 2011 function and 82 in the 2012 function. The GMS continues to face theproblem of not getting any feedback from the awardees or their parents, so that, if need be,some more improvements and innovations could be carried out in the system and suchfunctions do not just remain ceremonial and are changed into functional ones, as stated onprevious occasions.

Pension to widows and the disabled: The number of widows and other beneficiaries,drawing pension from the GMS, is increasing progressively every year. During the year2012, there were 327 widow pensioners and 73 other disabled beneficiaries. This number islikely to increase to 350 widows and 75 disabled, during the Calendar Year 2013.

Educational Relief: The beneficiaries under Educational Relief are also increasing fromyear to year. In the year 2011, there were 33 beneficiaries at Undergraduate level & 15 atGraduate and Postgraduate levels. The corresponding numbers in 2012 were 41 & 15,respectively. Applications for the year 2013 have been invited and are yet to be received.

Matrimonial Melas: The 5th Matrimonial Mela was held before the last AGM. There was noMatrimonial Mela during the year 2012. Of course, the quarterly Matrimonial Get-togetherswere being held regularly. The 6th Grand Mohyal Matrimonial Mela, held by Mohyal SabhaKhanna, under the auspices of the GMS and, with the participation of local sabhas in Punjab,Haryana, H.P., U.P. etc., was held at Khanna on the 31st March 2013. There were over 1200participants in the Mela. 580 bio-data of eligible boys and girls were received, compiled andput on the website. According to the latest reports, 75 relationships are likely to be fructifiedand 25 are still in the pipeline. The information collected at Khanna has been put on theGMS website also.

MERIT: Currently, there are 155 students studying at MERIT. All of them are from Delhi &NCR. There are no students from other states/cities. There are only 2 Mohyal studentsdoing short-term course (weekdays). All other students are non-Mohyals. Even though theGMS gives 50% subsidy to the Mohyal students, admitted in MERIT, and with offers ofaccommodation at the Mohyal Bhawan, Inderpuri, for outstation students, the response isnot encouraging. As a condition for allotment of land for the Mohyal Foundation by the DDA,it is mandatory that we run a vocational institute for the public, at large.

Local Sabhas: There are 72 local sabhas spread out throughout the country and abroad, ofwhich 52 sabhas are duly affiliated with the GMS. Three new sabhas have been formed atLambra, Naraingarh and Abohar. Two sabhas at Modi Nagar & Shimla, which had becomenon-functional, have recently become functional again.

120 years of the GMS: During the period under report, the GMS completed 120 years of itsformation.

Naming of Streets and Complexes: A Sports Complex Park at Hari Nagar, Delhi, has beennamed after Bhai Mati Dass ji. A road in Lajpat Nagar, New Delhi, has been named after Dr.Paras Ram Chhibber, a Mohyal Freedom Fighter.

Mohyal Play School: A Mohyal Play School has been started at Mohyal Ashram Haridwarfrom 01.08.2012. The response is very good. As a condition for allotment of plot of land forthe construction of Sewa Sadan, by the Haridwar Development Authority, it is mandatory forus to run a school from there.

Dehradun School: There are around 150 students studying at our Dehradun School. Theschool is under renovation.

Permanent Membership: As compared to 1671 Patrons, Pratisthith & Life Members, at thetime of the last AGM, there are now 2182 permanent members, an increase of over 500.

Langar Fund Donations: When the system of Langar Fund donations at Haridwar wasstarted, we wondered how it will be possible to get 365 donors for the full year. Our doubtswere proved wrong and now we have 1456 langar Fund donors at Haridwar, as compared to1188 donors at the time of the last AGM. The Langar Fund donors at Vrindavan have alsoincreased from 130 to 282.

Trusts: At the time of the last AGM, the total trust money with the GMS was Rs. 4,96,13,370.The amount has since increased to Rs. 5,97,11,682 (figures as on 31.03.2013), an increaseof over One Crore of rupees.

always be remembered for hisgood deeds. The houseobserved two minutes’ silence inhis memory and prayed for grantof peace to the departed soul andcourage enough to the membersof the family to bear their loss.

Members were requested to paytheir subscription & annualmembership fee and to becomelife members of the GMS, in largenumbers, so as to be in touchwith the community at the allIndia level.

HINDU RITUALS AND ROUTINESWhy do we follow them? – SERIES 5WHY DO WE APPLY THE HOLY ASH ?The ash of any burnt object is not regarded as holy ash. Bhasma(the holy ash) is the ash from the homa (sacrificial fire), wherespecial wood along with ghee and other herbs is offered asworship of the Lord. Or the deity is worshipped by pouring ashas Abhisheka, which is then distributed as Bhasma.Bhasma is generally applied on the forehead. Some apply it oncertain parts of the body, like the upper arms, chest etc. Someascetics rub it all over the body. Many consume a pinch of iteach time they receive it.The word ‘Bhasma’ means, “that by which our sins are destroyedand the Lord is remembered.” Bha implies Bhartsanam (‘todestroy”) and sma implies smaranam (“to remember”). Theapplication of Bhasma therefore signifies destruction of the eviland remembrance of the divine. Bhasma is called Vibhuti (whichmeans “glory”), as it gives glory to one, who applies it, andRaksha (which means a source of protection), as it protects thewearer from ill health and evil, by purifying him or her.Homa (offering of oblations into the fire with sacred chants)signifies the offering, or surrender, of the ego and egocentricdesires into the flame of knowledge or a noble and selflesscause. IT IS HIGH TIME THE CENTRAL GOVT.STOPS HARASSING ITS PENSIONERSContrary to the very clear and unambiguous recommendationsof the 6th Central Pay Commission and acceptance thereof bythe Union Cabinet, Central Govt. Pensioners at certain levelshave been deprived of their rightful minimum pension from1.1.2006, as compared to similarly placed post-2006 pensioners.Aggrieved by this injustice, a large group of Senior AdministrativeGrade Pensioners had approached the Principal Bench of theCentral Administrative Tribunal (CAT), New Delhi. The full benchof CAT had, in its unanimous judgement of Nov. 2011, directedthe Govt. to re-fix the pensions, as per the recommendations ofthe 6th Pay Commission, accepted by the Govt. Instead, theGovt. filed a writ petition in the Delhi High Court, against theCAT judgement, in March 2012. This petition has been dismissedby a divisional bench of the Delhi High Court, vide its judgementdated the 29th April, 2013. A similar judgement had also beengiven by the Punjab & Haryana High Court for the HaryanaGovt. Pensioners, in December 2012; besides there are anumber of similar verdicts by different benches of CAT and AFT.It is high time that the Govt. of India re-fixes the pension of pre-2006 pensioners, correctly from 1-1-2006, as per the directiveof CAT and confirmed by the Delhi High Court, without anyfurther delay, and pay the arrears from that date; let not theobduracy of the bureaucracy come in the way of this belatedjustice. Subjecting the senior citizens to any further unwarrantedlitigation in the evening of their life is not only a wastefulexpenditure of the Govt. and harassment to the pensioners,but also in blatant violation of the National Litigation Policy, and,of the law consistently laid down by the Supreme Court.

Though puzzled by this strangerequest, the Maharajah agreed.The beggar cautioned, “Please do not make a promise if youcannot fulfil it.” The task started, but the bowl was never full,despite being filled with all the ornaments in the palace. Thebaffled Maharajah asked what the reason was. The beggarreplied, “The bowl is shaped out of the skull of a greedy man.”

TRUE FAITH OF A DEVOTEEA Sufi mystic was going with his wife on a boat when there wasstorm. The mystic was just relaxing, when his wife asked himhow he could relax when he was about to be drowned. He tookout his knife and placed it on the neck of his wife with force, andasked, “Are you scared?” She said no, because the one holdingthe knife was her husband, who loved her.
