MINUTES OF THE TOWN COUNCIL
REGULAR MEETING
January 11, 2011
The regular monthly meeting of the Winfield Town Council was called to order on
January 11, 2011 at 7:02 p.m. by Mayor Ronald C. Stone, at Winfield Town Hall,
1 Main Street, Winfield, WV.
ATTENDANCE
Members Attending – Ronald C. Stone, Mayor; Joe Rumbaugh, Charles Keefer,
Charles Eshenaur and Dana Campbell, members; Jackie Hunter, Recorder.
Members Absent: Nathan Fewell
Staff Present: Gloria Chapman, Johnny Hodges, Staff; Tim LaFon, Town
Council; Harrison Lucas, Police Chief
Public: None speaking
MINUTES
Minutes of the December 2010 Regular Session were moved to be approved by
Dana Campbell. Charles Keefer made a second. Motion carried.
FINANCIAL
Bills Paid for the month of December 2010 were moved to be accepted by
Charles Keefer. Dana Campbell made a second. Motion carried.
The General Fund Financial Statements for the month of December 2010 were
moved to be accepted by Charles Eshenaur. Charles Keefer made a second.
Motion carried.
The Coal Severance Fund Financial Statement for the month of December
2010 was moved to be accepted by Joe Rumbaugh and seconded by Dana
Campbell. Motion carried.

General Fund 2010-2011 Budget Rev. No. 1.Charles Eshenaur made a motion to approve 2010-2011 Budget Rev. No 1 asresubmitted. The previous Budget Rev. #1 was rejected by the State Auditor because you cannot transfer funds from the Unencumbered Balance toexpenditure accounts; therefore, it had to be resubmitted as outlined below.Charles Keefer seconded the motion. Motion carried.

REPORTS, QUESTIONS & DISCUSSIONS
Police and Municipal Court Activity.
Chief Lucas reported that the Police Department had logged 3,000 miles during
the month of December. Also he noted that there were open positions in the
Department for 1 full time officer and 2 part time officers.
Sewer System Report:
The Mayor reported that the project is complete except for the purchase of extra
equipment with the surplus monies left over from the USDA loan for the
Wastewater Project.
Storm Sewer Report:
The Mayor reported that C.J. Hughes of Huntington was the low bidder on the
Storm Water Project. The closing will follow a 60-day hold and the Mayor
estimates that construction can commence in early spring.

Comprehensive Plan The Mayor reported that the Comprehensive PlanCommittee will meet on January 20th at 5:00 p.m. at the Town Hall to startpreliminary work on the ideas and suggestions presented to date.
OLD BUSINESS
Appointment – Planning Commission Member - No Action.
Second Reading, Public Hearing and Adoption of Ordinance 2010-2011-3Mobile Home Transportation Fee. The Mayor opened the Public Hearing at7:30 P.M. There was no public response and no written correspondenceregarding the ordinance. The Mayor closed the Public Hearing at 7:32 P.M.Motion was made by Charles Eshenaur to hold the second reading and adoptionof the Ordinance that would require only licensed mobile home movers to obtaina permit from the Town and pay a $ 65.00 fee for transporting the mobile home.Charles Keefer seconded the motion. Motion carried.
Winfield Community Center. The Mayor reported that earnest money had
been paid to purchase the Jehovah Witnesses property on Second Street for acommunity center. He noted that the title had been cleared and that a purchaseagreement has been signed. The expect closing within the next week or two.
NEW BUSINESSRedistricting WinfieldThe Mayor stated that he had attended the Putnam County Commission held onJanuary 11th where redistricting was discussed. He felt that dividing the town of Winfield in two different districts and voting locations was not in the best interestof Winfield citizens. He noted that the Commission appointed a committee to
look into redistricting Winfield and possibly other municipalities to allow citizensto vote in the same district.

Mayor/Council Good of the Order.
The Mayor reported that the resolution petitioning the expansion of a third lane
on Rt. 817 had been forwarded to the WV DOH. He also stated that a salt
spreader and power brush had been purchased for snow removal.
The Mayor also reported an upcoming audit that would last 15 days. He stated
that during the last audit, the town received the highest approval given by the
West Virginia Auditor’s Office.
ADJOURNMENT
Charles Eshenaur moved that the meeting be adjourned at 7:58 PM until the next
regularly scheduled meeting.
