Minutes of the Plantation at Magnolia River Property Owners' Association Board of Directors Meeting June 4~2013 Attendance: Roger Moore, Bill Dobbins, Bill Cawrse and Susan Bartholomew. Larry Jackson was absent due to personal travel. Roger Moore chaired the meeting in the absence of the President . .Review & Approve Minutes: Minutes for the May 7,2013 meeting were approved. Treasurer's Report: Balance Sheet: As of5/3112013, the bank account stood at $23,434.38. The CD value is $14,280.61. The last interest payment was on May 15. Interest is paid every 3 months but Community Bank does not send out notices of interest payments until the end of the year (for tax preparation). Their online calculator was used to calculate the CD value including interest. On May 1, invoices, including penalties for late dues, were mailed to 9 owners. As of the June meeting, 8 members still have not paid 2013 dues. One member sent in dues of$135 which was received by the POA on May 1. Since it was mailed prior to the deadline it was considered an on-time payment thus $15 of this will be credited to their next year's dues. Anyone who has not paid by July will be contacted by a Board Member. This will be discussed at the July 2 meeting. New Business: Received a request from the homeowner at 16481 Tempest for a fence variance. This lot is on the comer of Tempest and Shakespeare. The fence will join the house at the rear plane on Tempest. The variance is to allow the fence on the north side to join the house one foot east of the bathroom window. This location essentially matches the existing fence on 16417 Shakespeare. The BoD approved the request. Received notification of Insurance costs for 2013-2014. Travelers combined the Directors and Officers Liability and Crime Bond into one policy. General Liability is provided by Auto Owners Insurance. Total cost is D&OI Crime Bond $1729.00 plus General Liability of $310 for a total of $2,039.00. Auto Owners will bill us for the General Liability and we pay the Travelers portion through the Gulf Shores Insurance Agency. In 2012 we paid $2094 total and the 2013 budget amount is $2155 so the cost for 2013-2014 decreased a nominal amount from last year. Payment of the insurance in the amount of $2039 was approved. A homeowner on Venice expressed a desire to have the sidewalk powerwashed on the sections of sidewalk which have no owners such as in front of settling basins and the pump station property. This homeowner also requested that sections of the fence be cleaned and that these two items be

Treasurer's Report:

budgeted for periodic cleaning. One last suggestion by this owner was that the property ownersat 12260 Venice Blvd should be made to maintain their lawn.

The BoD will schedule power washing of the sidewalks for the areas discussed above every 5years commencing with the initial cleaning which wi11be arranged in the near future.

Fence cleaning will be undertaken as soon as the BoD can arrange for someone to perform thework.

Regarding the landscaping at 12260 Venice Blvd., the owner said the grass died two years agoand attempts to re-sod have been unsuccessful due to the many trees therefore they are currentlyusing pine straw to make a natural yard under the trees. The Covenant (section 4.18) is silent onthis as long as the lot is free of trash, dead trees and plants and contains no unsightly debris aslong as the landscaping is otherwise in good order.

Discussed the need to keep up with changing property owners and how that, might be done inorder to keep Assn records accurate and current. Discussed possible interactive web site. BillCawrse and Susan will look into possible options and costs.

Roger obtained "No Soliciting" signs and he and Bill Dobbins installed the signs at eachentrance.

Bill Dobbins, Bill Cawrse and Larry Jackson were among approx. 17 homeowners who attendedan organizing meeting for the Neighborhood Watch Program. The meeting was held at the FoleyLibrary on May 22 and was led by Foley Police Officer Matt Cuellar. Foley Police Officer AlLugo, a PMR resident supported Mat,t. Additional actions to get 60% support from thehomeowners and to get A Coordinator/block captains need to be taken. There are options forcertain areas of the subdivision to participate even if 60% of the entire subdivision doesn'tparticipate. Certain individuals took sign-up sheets to canvass their local neighborhood area forinterest/willingness to support.

Old Business:

Discuss status/future action regarding the following: (this is the current status as of drafting theagenda)

• Fence evaluation-Roger, Larry and Bill Dobbins walked the fence after the last meetingand discussed priorities for maintaining the fence. Roger said he would organize a workgroup to work on the established priorities. This is working and will be discussed furtherat the next meeting.

• Concerning erosion control at the East Entrance along highway 98. Bill Dobbins talkedto a state DOT rep about the erosion along 98 on the east entrance. The State Rep said hewould put the repair of this erosion on his work list. We do not have a date when he willget to it.

• Concerning the culvert erosion on the west side of the Subdivision along Venice Blvd.The City Services Manager, came out an looked at it. He brought a right-of-way mapshowing the culvert to be on the HOA property. We will assess the work the workneeded at the next meeting. Bill Dobbins, Larry Jackson and Roger Moore have alreadybeen and looked at the damage and begun preliminary discussions.

• Neighborhood Social - Johnny McClellan has volunteered to organize a social. He saidhe would enlist the help of Dick Seachrest to put together a plan and bring it to the BoD.He is thinking about the September time frame to allow the weather to moderate. Susanwill get with Johnny to coordinate any support needed by the BoD.

• Condition of property at 12405 Capulet Dr.- The current bank owner is not known withcertainty but is believed to be Green Leaf Mortgage Corp. per one of the neighbors. TheBoD approved a letter to be sent to Green Leaf inquiring at to their ownership. BillCawrse will send the letter. Roger recently cut the front, side and back yards and Agnesand Bill Cawrse trimmed the shrubbery. Roger has discussed regular mowing withAaron. The BoD approved for Aaron to cut the yard every 2 weeks at a cost of $50 percutting.

General Discussion:

Future items to discuss include "Yard of the Month" and Flag pole holders on all street light polesfor displaying flags on special occasions.
