Minutes of the meeting of state’s Grant-in-aidcommittee held

forrecommendation of projects for prevention of Alcoholism and

substance (Drugs) on dated 12/07/2013

The meeting of state’s Grant-in-aidcommittee was presided over

by the Chairman cum Principal Secretary, SocialJustice& Empowerment

Department, Government of Gujarat on 12/7/2013 in which following

members were present.

It was second meeting of states grant in aid commenced after

constitution of new committee so meeting was started with the

introduction of member and officers who were present in the meeting. The

following points were discussed.

� 8 ongoing and 21 new, total 29 projects were placed before

committee

� Committee Discussed the following points –

1. It was decided to recommend all ongoing projects and 19 new project

worth Rs. 924.98Lakhs on priority basis.

2. Finally, committee unanimously decided to recommend the 8ongoing

and 19 new projects in the following priority order.

� hairman instructed firstly to prepare list of projects and place for

recommendation, only after doing duescrutiny of the placed projects

asperguidelines given in the scheme of prevention of Alcoholism and

substance (Drug) abuse to take proper decision.

� Chairman also instructed to prepare two lists asperinstruction given in

the coveringletter of Government of India D.O. letter no. 11013/28/

2010-DP.1, Dtd.28-06-2010, 1st list of the on going projects (For

committed liabilities), 2nd list of the priorities projects like uncovered

areas.

� On 18/11/10, total 23 projects (8 ongoing and 15 new projects) were

placed before committee for decision. Taking priority lists (prepared

by Director, Social Defence) in consideration the committee

discussed the following points -

� 1. The notional amountfixedforGujarat is Rs.50 lakhs only.

� 2. As perGOIguidelineit is decided torecommend all ongoing

projects worth Rs.82.09 lakhs, on priority basis

� 3. It was decided to give priority to districts where no such

projects exist and also give priority to projects of IRCA for

recommendation to Government of India. Accordingly, new project of

Kutch, Panchmahal, Bhavnagar, Junagadh, Valsad , Navsari &

Vadodara districts are to be considered for recommendation.

� Finally, committee unanimously decided torecommend the ongoing and

new projects in the following priorityorder –

Secretary expressed displeasure about manner the agenda of the meeting

is being prepared and remarked that last year also the story was same,and

same mistakes have been committed once again. He instructed to be more

careful while conveying the meeting.

Mr. Karsandas Soneri represented that he has written a letter on

12-11-2010 to Director informing sad demise of shri Natvarlal Pramar,

President Nashabandhi Mandal Gujarat and henceforth he will be

represented by either Dr. Karsandas Soneri ( Ex. Minister, GujaratState

), now president Nashabandhi Mandal Gujarat, or Secretary Shri Harivadan

Pramar in all such meeting. The committee took note of the letter and it

was decided to make a proposal to the Government to appoint new

member in place of late shri Natvarlal Pramar
