Ce-cilia Vega of GSIS Cagayan de Oro said, they will refund premiums in arrears previ-ously deducted from the life insurance benefits of more than 73,000 DepEd employees, including 28,279 active members, 35,759 pen-sioners and 9,329 separated members. DepEd employees cov-ered by the February refund are those whose Cash Sur-render Value (amount paid to the policyholder upon separation from the service) or Maturity Benefit (benefit payable upon maturity of the endowment policy) were processed between 1997 to 2010. The refund will be re-leased through the eCard or UMID card, but those without eCard or UMID card will receive the refund

through checks. CAGAYAN de Oro City - The Sowing the Seeds of Peace (SSP), a Mindanao peace advocacy group sup-porting talks between the Government of the Phil-ippines (GPH) and the National Democratic Front (NDF), has said that more natural disasters, like ty-phoons Sendong and Pablo, loom in the immediate future unless comprehen-sive social and economic reforms are instituted.

B i s h o p F e l i x b e r t o Calang, convener of SSP, stressed that “the roots of our environmental crises today are linked to mo-nopoly of land, extractive industries and land con-versions, and an economy that is not pro-Filipino but caters to foreign interests.”

He said that genuine agrarian reform and a nationalist development program are “our only way out of these catastrophes since decades of market-oriented, consumerist, and

exploitative paradigms have led us into this mess today.”

The GPH should take into utmost consideration the signing of the Com-prehensive Agreement on Socio-Economic Rights (CASER) with the National Democratic Front (NDF) “because it provides con-crete solutions to the root causes of environmental destruction,” Bishop Calang contended.

He added, “The signing of the CASER is all the more imperative in the light of the Typhoon Pablo tragedy that severely hit the provinces of Compostela Valley and Davao Oriental. Millions of poor farm-ing folks in these affected places are now demanding rehabilitation of their lands which necessitates, among others, the implementation of genuine agrarian reform as well as the cessation of the environmentally-damaging huge extractive industries and other big

business ventures in the said areas.”

Bishop Calang further said: “We have said time and again that significant reforms and genuine peace can only be attained when the root causes of the armed conflict are addressed. It is unlikely to speak of ending the civil war through laying down of arms in as much as armed resistance persists only when injustices such as landlessness, labor exploi-tation, unemployment, hu-man rights infringements, among others, abound.”

Furthermore, he said that many programs in the CASER “are worth looking into since it can provide us with an ecologically-sound roadmap for the future.”

Bishop Calang stated that the Typhoon Pablo disaster poses an imperative on the GPH and NDFP to resume peace negotiations to revitalize each side’s working groups and the Reciprocal Working Com-

In support to the project on Technology Trans-fer for Microbial/Organic Fertilizer and Mushroom Cultivation in Claveria, Misamis Oriental which is now being implemented by KOICA-COAID, DA-RFU 10 through the Claveria Experiment Station (DA-CES) and MOSCAT, a Training/Seminar program for mushroom technol-ogy will be conducted by the Korean International Cooperation Agency (KO-ICA)- thru the Center for Overseas Agriculture and International Development (COAID) project team and the Misamis Oriental State College of Agriculture and Technology (MOSCAT) of Claveria, Misamis Oriental through the Institute of Agriculture addressing technology dissemination and commercialization among the farmers in the province. This training on mush-room technology transfer is carried out in 4 sessions at 2 hours per session (January 25, February 1, 8, and 15, 2013 at 10:00 to12:00 am) which is held at the IA eroom. Dr. Chang, Hyun-You, an expert on Mushroom Technology from Korea national College of Ag-riculture and Fisheries, South Korea and also the KOICA project team leader on Mushroom Technology Transfer is the resource speaker. KOICA-COAID provides mushroom cultivation book (160p volume), lunch (refreshments), gift (shirts with collar) and certificate

to the participants with perfect attendance. The topics deal largely on ‘How to make money through mushroom cultivation’ for Claveria community. Participants to the training are composed of MOSCAT faculty, stu-dents, agricultural techni-cians and farmers who are interested on mushroom cultivation. KOICA, the funding agency, is a government organization in Korea un-der the Ministry of For-eign Affairs and Trade, engaged in international development cooperation by providing material and physical aid to reduce poverty and achieve sus-tainable development. The COAID, the implementing agency and a subsidiary institution of Chungbuk national University in Ko-rea, implemented pro-grams and projects in the developing countries like the Philippines, focusing on major program areas on rural development, environment and climate change. This project covers the implementation of the technology transfer on commercial mushroom production and organic fertilizer production in Claveria Experiment Station and MOSCAT for period of 9 months (from november 3, 2012 to August 3, 2013) and subject for extension for another one year based on the performance of the project and subject for the approval of funding support from KOICA. THE country has been at war against its own people for many years. It was fac-ing the Muslim insurgents in one hand and the New Peoples Army in the other.

Thousands of lives had been buried six feet under the ground and so much damage in property could not be accounted anymore.

Tears from our own brothers and sisters were wasted as much as heart-aches, ill feelings hatred, fighting everywhere day and night, It was painul.

‘The war against the insurgents were too painful to bear. Nobody won the fight and everybody shed their tears or the pain and hatred.

It was too much to feel the harm suffered by both the government and the warriors in the wilderness.

The reason is all the warriors involved are brown people, the same Filipinos who were ready to wallow in their graves in the name

Peace can come anytimeof principle.

There is no precise es-timate as to the number of people killed in this sense-less war between Filipinos.

This kind of war could have been avoided long time ago. All the combatants failed to understand the heartbeats of every Filipino warrior.

We had thousands upon thousands of wives and children crying for their lost husbands. We had relatives shouting after a defeat.

The war cer tainly brought on all sides extreme fear and hatred. Fight and revenge were in the heart of our people and surely it was too painful to bear the feeling of fighting.

After all those years in the battlefield, there appear in the horizon a light of hope for peace.

The Muslim rebels have appeared before the gov-ernment and discussed sincerely the matter of peace.

Of course, the govern-

ment is ready to accept peace by all means and it did not take long or things were ironed out and peace was established.

The Muslims rebels re-turned to their homes in Mindanao and now enjoy-ing the air of peace and silence. Just recently, the New Peoples Army was talking about peace too.

After all these years of deadly skirmishes in the hills and elsewhere, these Filipino rebels must have felt tired of a long war that could not be won.

Thousands of people were killed for this cause. And just like the Muslim rebels, there seems to be light at the end of a tunnel.

Peace smells so nicely and I hope things will go on beautifully to reach the center of peace.

The government should make use of these signs of peace and bring our broth-ers to a conference table and shake hands with them.

With this developments, peace would not be an elusive dream for every Filipino. We shall all em-brace the feeling of love and affections from our brothers.

Let us accept them back to the fold and let them enjoy the beauty of peace in our homes.

These people are like us in all matters and surely missed so much the value of love and friendship. Let us all exist side by side with equality and love as Filipinos.

MAYOR Vicente Y. Emano accepted, on behalf of the city of Cagayan de Oro, a P140 million check from Department of Socia l Welfare and Development (DSWD) regional director Atty. Araceli Solamillo for the construction of decent, permanent houses for ca-lamity victims.

This took place dur-ing the groundbreaking and capsule-laying rite of the Cagayan de Oro Re-settlement and Socialized Housing Program at the 16-hectare relocation site in Barangay Pagatpat.

In his message during the program, the mayor thanked DSWD Secretary Dinky Soliman and Dir. Solamillo for providing funds for the rehabilitation of Typhoon Sendong survivors.

“The successes accom-plished by the city are due to Sec. Soliman and Dir Solamillo,” the mayor cited, as he also acknowledged the

area of 21 sq.meters and will be constructed in a 42 sq. mt.-lot., he added.

Escalada confirmed ob-servations of the DSWD regarding the fast rehabili-tation process in Cagayan de Oro.

He cited that the HFH had a different experience in the city when it comes to building houses and reha-bilitating calamity victims.

Escalada gave credit to Mayor Emano and city of-ficials for this.

CALUMPANG, General Santos City – Another priority project of Hon. Darlene Magnolia Antoni-no-Custodio will soon rise inside the sprawling An-tonio Cahilsot Acharon Sports Complex in Baran-gay Calumpang, this city. A 1.4 hectare lot, as re-quired by the Department of Health (DOH) will be allotted for the purpose. DOH Assistant Sec-retary Romulo Busuego, assisted Mayor Custodio, Chief of Hospital Benja-min Pagarigan and other barangay and city officials led the groundbreaking ceremonies, January 31, this year. The four-storey, 75-bed capacity Calumpang Community Hospital is expected to decongest the patient admissions of the General Santos City Hos-pital in Lagao.Some P120 million will be needed to complete the 25 by 50 meters per floor health care facility. The Department of Budget and Management (DBM) already funded P35

million pesos to start the construction, which can be completed in six months time. Only the first floor will be initially operational and the bed capacity maybe expanded to cater to the growing population of the city, according to Mayor Custodio. Archtect Neil Elbert Mones and Assistant Dis-trict Engineer Elsa Urmeni-ta, both from DPWH South Cotabato Sub-District En-gineering Office, provided the specific technical data on this report. The four-storey hospital building was designed by Architect Mones.
