1.0 INTRODUCTION

Imperial is proposing to develop the Midzaghe SA-SAGD project (the Project), located within Imperial’s lease area approximately 23 kilometres northwest of Cold Lake, Alberta and within the Municipal District of Bonnyville.

Imperial is proposing a development that would produce up to 55,000 barrels of bitumen per day using an in-situ solvent-assisted, steam-assisted gravity drainage (SA-SAGD) process.

2.0 OBJECTIVES

This is the first open house for the Project, held to provide project information to the general public, and to hear any comments or concerns that people may have regarding the Project.

3.0 METHODOLOGY

3.1 Date and Location

The open house was held on Tuesday, 25 August 2015 at the Riverhurst Community Hall outside Cold Lake from 4:00 to 8:00 pm.

3.2 Notification

3.2.1 General Public

The open house was advertised in the following publications:

Bonnyville Nouvelle – 18 August 2015;

Lakeland Regional – 18 August 2015;

Cold Lake Sun – 18 August 2015; and

Lac La Biche Poste – 18 August 2015.

A “street sign” was also placed along Highway 55 outside of the Riverhurst Community Hall to advise passers-by of the upcoming open house.

A copy of the ad is provided in Appendix A.

3.2.2 Identified Stakeholders

Potential stakeholders were identified by the project team as part of the Public Engagement Plan and for the first open house, and included the following:

municipal/regional/federal government offices (4);

provincial government departments (6);

elected officials (local/provincial/federal) (9);

industry with leases within/adjacent to the Midzaghe Project (4);




leaseholders within/adjacent to the Midzaghe Project (4);

landowners within/adjacent to the Midzaghe Project (65);

local organizations (10);

Registered Fur Management Area (RFMA) tenure holders (10);

Aboriginal groups (16); and

Imperial Cold Lake Operations employees and contractors.

An invitation to the open house (see Appendix A) was sent by e-mail or postal mail to the above-noted stakeholders on 11 August 2015.

3.2.3 Imperial Website

Details on the date, time and location of the open house were provided on the project website at www.imperialoil.ca/midzaghe.

3.3 Open House Format

The open house was informal with no presentation. A sign-in table was placed near the entry, and display boards were set out around the perimeter of the room. Tables and chairs were set up for people who wished to fill out their feedback forms or to sit and chat. Light snacks and refreshments were provided.

Attendees were greeted at the door, asked to sign in, informed of the open house format (i.e., walk around to look at the display boards, talk with project team members and fill out a feedback form).

The following documents were available to attendees, upon request:

Proposed Terms of Reference; and

Plain Language Summary.

Display boards (see Appendix B) were organized to provide information on Cold Lake operations, the Midzaghe Project, and information that pertained to existing operations and the proposed project. They contained the following information:

Project team members were available to answer questions at all of the display boards, with some team members roaming the room to answer questions as needed.

People were invited to provide comments through the following methods:

talking with a project team member;

noting what community they were from on a large “What Community Are You From?” wall map;

putting large post-its on the “What Are Your Thoughts on the Project?” wall with their comments so all attendees could see them; and

filling out a feedback form.

3.4 Project Team Attendance

The project team at the open house consisted of 17 representatives from Imperial (Cold Lake Operations and Major Projects) and 2 from Amec Foster Wheeler.

4.0 PUBLIC AND STAKEHOLDER PARTICIPATION

Approximately 150 people attended the open house, spread out over the four-hour period. About 100 people provided their information on the sign-in sheet, and 21 filled out feedback forms. Many people discussed the Project with the team members, and questions were about the existing Cold Lake operations as well as the Midzaghe Project.




5.0 FEEDBACK

All attendees were invited to fill out a feedback form; the form was completed by 21 people. Information requested included the following (see Appendix C for the form):

how they heard about the open house;

if they found the open house and team members informative, and if their questions were satisfactorily addressed;

comments and/or concerns on potential project effects the project team should be aware of;

comments on the Project;

contact information (if they wished to be contacted); and

if they wished to be added to the project mailing list.

No “thoughts” were posted on the wall. About 30 people noted where they lived on the “What Community Are You From?” map. Many were from Cold Lake, and some were from Bonnyville and the area surrounding Bonnyville and Cold Lake.

5.2 Feedback Form – Project Comments

Attendees who raised questions or concerns with project team members were asked to record their comments on the feedback form so that all comments could be captured.

There were a number of common themes to the comments on the feedback forms received. Comments captured are noted below (no particular order).

Category Comment

Air, Noise and Light Pollution My concerns relate to noise, air quality and light pollution southwest (downwind) from the plant affecting Crane Lake. The existing development and continued development in the last 7-10 years, and particularly in the last 5, have significantly diminished quality of life in the three areas of concern noted above.

Maximum air/emission control mechanisms must be in place; directional shields installed on any site lighting; maximum noise suppression in place to minimize noise pollution that is already significant and increasing.

As a landowner at Marie Lake, can you tell me what the cumulative noise level will be once Midzaghe is in operation? The cumulative noise includes all the other plants in operation plus Midzaghe.

Vegetation CBC article says boreal forest is in danger. Are the trees being planted taking this into account?

Water Resources Water quality of Cold Lake - concern with solvent.

Can you tell me how many wells will be drilled under Marie Lake?

How many line crossings will occur across Marie Creek?

Even though you're sitting back 350 m on top of the land, you're still going to be able to directionally drill under Marie Lake. There is no guarantee that this increased pressure/temperature will not affect the lake, or is there?

About how many wells will be drilled under Marie Lake? How is this any different than Osum? You're still drilling under Marie Lake, just like Osum wanted to do.

Always worry about surface water disappearing due to oil operations pumping it underground.

My concern is that surface/lake/river water will be depleted slowly over time to fill the cavities left by production.

Socio-Economic The project will be good for the local communities - employment, service industries, rental market.

The Chamber of Commerce is hearing from our business community that they would like to see the workers from the construction phase be housed within the community. We are well positioned to accommodate an influx of people in both accommodations (i.e. new construction of both hotels and multi-family housing) as well as services (i.e., restaurants, etc.).

Engagement This information could be presented and questions for schools, groups, seniors’ local group, Aboriginal friendship centres.

Ceremony with the local Dene Nation honoring the owl.

We would be interested in any updates as this project progresses.

I look forward to a project update meeting with our community where elders and citizens can raise their environmental, socio-economic and business/contract opportunities.

Project in General How many more plants to be built and life span? (40-50 years)

I am concerned with the choice of name. Being part of the community in Cold Lake for over a decade, it is my understanding that owls are thought of as death omens to the surrounding Aboriginal community. That and it is very hard to say as the pronunciation is quite guttural.

Proud of Imperial Oil for carrying on in light of current circumstances.

Procurement We hope to work together in the near future.

Open House Having never attended something like this I found it incredibly informative and helpful. Hopefully, commodity prices improve and the Midzaghe SA-SAGD facility is green-lighted.

6.0 CONCLUSIONS FROM THE OPEN HOUSE

The majority of people who filled out a feedback form found the session informative, and noted their questions were addressed and the project team was knowledgeable. Overall, project staff received positive feedback on the Project, although some concerns were raised. Responses to concerns raised will be provided in the Project Application.

7.0 NEXT STEPS

This report will be posted to the project website at www.imperialoil.ca/midzaghe. Notification of this posting will be provided to all on the project mailing list (potentially affected stakeholders identified by the project team as well as those who have provided e-mail addresses).

Members of the Midzaghe team will have information on the Project available at the Imperial Neighbour Night in November, and a second open house will be planned after the Project Application has been submitted.

Comments collected at the open houses have been provided to the project and environmental assessment team, and concerns will be addressed where required.

Imperial will continue to engage stakeholders through the life of the Project. Further information on the engagement process to date and planned for the future will be provided in the Project Application, and regular updates will be posted to the project website.
