• Texas Rangers were expensive to maintain; law enforcementgroup initially formed to protect settlers along the frontier, laterbecame a police force in Texas, assisted United States armyduring the United States-Mexican War

• there was still a lack of money to maintain protection fromMexico and the Native Americans
