DESCRIPTION

A public presentation of MESA Program took place in Brussels at DEVCO Info-point on Wednesday 19th of June. This event was organized at the initiative of the DEVCO Unit in charge of Intra ACP assistance and prepared by EUMETSAT and the Joint Research Center (JRC). MESA Program is a pan-African Program financed under Intra ACP /EDF funds and coordinated by the African Union Commission (AUC). The MESA Program addresses the need for improved environmental monitoring towards sustainable management of natural resources in five regions of sub-Saharan Africa, namely CEMAC, ECOWAS, IGAD, IOC and SADC, involving 48 countries. The MESA Program builds on investment made under previous Intra ACP / EDF funded assistance program AMESD and aims to support of the broader GMES & Africa Initiative in positioning Africa to fully benefit from the progress in Space Earth Observation science This 19th of June presentation of MESA Program counted with the active participation of representatives from African Union Commission, African Regional Economic Communities like IGAD, SADC, IOC and CEMAC as well as from ACP secretariat.

Start of cooperation with EU and ACP

Situation in the 90’s:• Satellite data are available and useful

• Satellite data barely reach African users

• African user are not trained to use them

Ground for the cooperation between EUMETSAT, EU and ACP stakholders.

PUMA 2002-2006 (EDF funded)

Preparation for the Use of Meteosat second generation in Africa (PUMA)

Provided:

– 53 African countries (and 5 Regional Centres) receive in real-time EUMETSAT data (PUMA receiving stations)

– 350 African technicians are trained on the use and maintenance of PUMA receiving stations

– 6 Pilot Projects (Outlook activities) have prepared the continuation of the project (AMESD)

Contribution to sustainable development

Satellite data and products on the long term (=> 2040) to support: weather forecast, energy, agriculture, climate, disaster, marine, etc.

Availability of data, products and technology is fine but not at all sufficient to ensure a real impact in ACP countries.

Need for

Capacity building (training, infrastructure)

Institutional and organisational arrangements
