The Samiti considered the proposals of the following Colleges/Institutes for finalization of fee structure for the students who joined the course started during Academic Year 2013-14. After deliberations, The Samiti decides to approve the final fee structure of the following Colleges/Institutes for the students who joined the course started during Academic Year 2013-14, subject to final approval/affiliation/permissions from respective Authorities. Figures are arrived at after considering the calculations drawn in the worksheet - calculation sheets of the respective colleges/institutes prepared by a Chartered Accountant. The students admitted in Academic Year 2013-14 and there after continuing their studies will pay an enhanced fee of 8% each successive year as per the norms for 2013-14 till completion of the course. For example if the fee approved is Rs. 1,00,000/- then from 11" years onward till completion of the course i.e. say 11, I11 and IV year the fees will be Rs. 1,08,000/- per @. In case the students take V th years for completing the course then he shall pay the fee approved in that year. I n case a student joins the course direct in second year, then he shall be required to pay Rs. 1,08,000/-. Worksheet - Calculation sheets are available in the office.

The Samiti considered the proposals of the following Colleges/Institutes for finalization of fee structure for the students who joined the course started during Academic Year 2013-14. After deliberations, The Samiti decides to approve the final fee structure of the following Colleges/Institutes for the students who joined the course started during Academic Year 2013-14, subject to final approvaI/affiliation/permissions from respective Authorities. Figures are arrived at after considering the calculations drawn in the worksheet - calculation sheets of the respective colleges/institutes prepared by a Chartered Accountant. The students admitted in Academic Year 2013-14 and there after continuing their studies will pay an enhanced fee of 8% each successive year as per the norms for 2013-14 till completion of the course. For example if the fee approved is Rs. 1,00,000/- then from 11" years onward till completion of the course i.e. say 11, 111 and IV year the fees will be Rs. 1,08,000/- per @. In case the students take V th years for corr~pleting the course then he shall pay the fee approved in that year. I n case a student joins the course direct in second year, then he shall be required to pay Rs. 1,08,000/-. Worksheet - Calculation sheets are available in the office.

Shri Shivaji Memorial Society's College of Hotel Management and Catering Technology.

The prayer made is to declare adhoc fee for Post Graduate course of Hotel

Management and Catering Techology. It was not done earlier. We approve the adhoc

fee of Rs. 60,000/- for the A.Y. 2013-14. Office to communicate and declare the same.

Considered the letter dated 05/08/2013 received from the college of Gharda

Foundation's Gharda Institute of Technology seeking the opinion of Shikshan Shulk

Samiti. The points on which the opinion is sought are given below:

1. Whether fees for balance period are necessary to be paid by student ?

2. Whether till that time certificates of the students can be kept in our custody & leaving Certificate kept on HOLD?

3. Whether we should not ask for any further payment and release documents to student?

The Samiti also considered the judgement of the Madras High Court dated 09/03/2013 in the W.P (MD) No. 3977 of 2009 R. Gowtharr~i Vs. AICT & others. I n our case the facts are as under. The student was the direct entrant in the 2"d year Civil Engineering course in the academic year 2012-13. Student completed that year and then wanted to leave the said college. It is first to be noted it is supernumeray seat i.e. over and above the sanctioned strength as it is lateral second year entry. Further the student here has not paid even for 3rd year Before the Madras High Court the facts were totally different. It is clearly mentioned in Para 8 as under :-

Further it was not the case of Lateral entry of the student in that case or seeking the refund of fees after long time has elapsed . This is not the case here. Hence it cannot be applied in the present case. There is no bond from the student that entire fee will have to be paid if the admission is cancelled later on. There is also no provision of AICTE that in such circumstances the college can ask for the remaining fees. It is also to be noted that in case of some students fee is reimbursed by the Government. It will not be possible for the college to ask the Government to pay the fee for remaining years in case of such students. The student is not taking education for 3rd and 4th year. I n such circumstances to ask the student to make the payment of entire fee of the course before collecting the cerficates would amount to punishing him. This is apart from the fact that there is no such provision entitining the college to ask for the complete fee before parting with the certificates. It is a right of the student to ask for the certificates submitted by him, and College has to hand over the same without asking for fee for Yd and 4th year of the said course. Considered the letter dated 17/08/2013 received from the college of BRACT'S Vishwakarma Institute of Information Technology, pointing out certain error in submitting the affidavit. But as the fee is already declared. It is not possible to grant such prayer. The institute has also filed a revision. This aspect can only be considered at the time of hearing the revision. Considered the letter dated 01/09/2013 received from the college of Sipna Shikshan Prasarak Mandal's Sipna College of Engineering &Technology .

It is in respect of 2 courses the Institute wants to run in collaboration with the Foriegn Universities. They are i) M.B.A. course with SEGI University, Malaysia ii) Electronics & Telecommunication Engineering UG Course with Ligenda Ur~iveristy , Malaysia. The adhoc fee sought for these courses is for 2014-15. We doubt whether fee can be approved by the Samiti for MBA course. The Samiti does not feel necessary at this stage to declare adhoc fee for Engineering course. It can only be done next year. Office to communicate.

The Samiti considered the proposals of the following Colleges/Institutes for finalization of fee structure for the students who joined the course started during Academic Year 2013-14. After deliberations, The Samiti decides to approve the final fee structure of the following Colleges/Institutes for the students who joined the course started during Academic Year 2013-14, subject to final approval/afi4iation/permissions from respective Authorities. Figures are arrived at after considering the calculations drawn in the worksheet - calculation sheets of the respective colleges/institutes prepared by a Chartered Accountant. The students admitted in Academic Year 2013-14 and there after continuing their studies will pay an enhanced fee of 8% each successive year as per the norms for 2013-14 till completion of the course. For example if the fee approved is Rs. 1,00,000/- then from 11"~ years onward till completion of the course i.e. say 11, I11 and N year the fees will be Rs. 1,08,000/- per @. I n case the students take vth years for completing the course then he shall pay the fee approved in that year. I n case a student joins the course direct in second year, then he shall be required to pay Rs. 1,08,000/-. Worksheet - Calculation sheets are available in the office.
