Weareamidstoneoftheworstglobalhealthcriseswehaveeverfaced,andtheMarylandHealthCareCommissionwantstoholdavotetodeterminetheclosureofoneoftheonlytwohospitalsinHarfordCounty,Maryland.Thisvotecouldmakeourworstfearsarealityattheworstpossibletime.

IamawarethattheywillbeaskingforaCertificateofNeedtoputadditionalbedsattheUMUpperChesapeakeMedicalCenter.ConsideringthatweareinthemidstoftheCOVID-19pandemic,andthesurgeincriticallyillpatientsthatMarylandhospitalsareexperiencing,IfeelthattheactionsonchangingtheCertificateofNeedshouldbeplacedonhold.Theclosingof1ofthe2hospitalsinHarfordCountyshouldbedeferreduntilafterthispandemicisover.TheUnitedStateshasfastlearnedthatwedonothaveenoughICUbeds.Wedonothaveenoughnegativepressureroomsforpatientstobeonisolation.WearecancelingsurgeriessothatwecanhavebedsandventilatorsavailablefortheCOVID-19patients.HarfordCountyneedstokeepasecondfreestanding,fullservicehospital.WedonotneedaglorifiedEmergencyRoom.ThenumberofpatientsthatneedsBehavioralHealthissky-rocketing.PatientssitinthehospitalfordaystoweeksawaitingabedatanInpatientPsychfacility.We,asaNation,needtolearnfromthisCOVID-19pandemic,andmakeimprovementsinourHealthcaresystemsothatwearebetterpreparedintheeventofanotherpandemicsuchasthisone.

OurfamilyhasbeenapartoftheHavredeGracecommunityforovertwentyyears.Wehaveneededthathospitalandbenefittedfromthecareofferedthereonnumerousoccasions.Myhusbandwastreatedthereforalifethreateningconditionandthedoctorsandstaffsavedhislife.Hehashadmanysurgeriesthereandwehavealwaysbeentreatedwiththeutmostprofessionalismandpersonalcare.

IhavehadexperiencewithUpperChesapeake,BelAir,anditisnotthesame.Itisverysystem,andnotpatient,orientedinmyopinion.IknowthatHMHisalsoapartoftheUniversityofMarylandHealthCaresystem,buttheserviceandtheenvironment,betweenthetwohospitals,isverydifferent.

OnnumeriousoccasionsthishospitalhasbeenthereforthepeopleofHarfordCountyand,whileIknowthatitwouldrequireatremendousamountofmoneytobringituptostandard,Ibelievethatitisstillakeylocationforthedistributionofhealthcare.Ihavespokentonumerousdoctors,staffandmystatedelegate,MaryAnnLisanti,andIknowthatIamnotaloneinmysenseofurgencyinthismatter.

AsahealthcareproviderandresidentIcandefinitivelystateafreestandingEDinplaceofHarfordMemorialisnotasmartmove,thefreestandingED’slimitedinpatientcapabilitywillquicklybeoverwhelmedandfallonUpperChesapeake,whichisasmall200bedhospitalwithnoknownplansofexpansion,thiswilllikelyresultinpatientsbeingtransportedwellintoFranklinSquareandothernearbyfacilitiesasIpredictUCMCwillremainonanearcapacityorreroutestatusastheybegintoreceiveallofwhatwouldhavebeenHMH’sinpatients.ThishasbeenfrequentlyobservedbyEMSandEDprofessionalslongbeforediscussionofclosingHarfordwasevenmadepublic.HarfordCounty’spopulationisrapidlyincreasingfromavarietyoffactors,andatpresentshowsnosignsofslowingaspeoplemoveawayfromBaltimorecountyandcity,andotherlocationstocallHarfordhome.

Moreover,thedecisiontoattempttoholdthisvoteinthemidstofaglobalpandemicthathasbeentaxinghealthcaresystemsbeyondtheirmaxis....unprofessionalatbest,gravelydisconcertingandborderlinetreasonousatworsttothecitizensofHavreDeGraceandthecommunitiesHMHservessuchasmostofDarlington,Level,Aberdeen,Perryville,PortDepositandConowingo.
