Published in February 2018, Network Rail's (NR) Strategic Business Plan (SBP) outlines how NR intends to spend a record amount of up to £47 billion. CP6 runs from April 1 2019 until March 31 2024, and the SBP will also help introduce the Digital Railway.
• £18.5bn on operations and maintenance• £18.5bn on renewals • £10.1bn on enhancements.
Overall, the SBP outlines how NR intends to deliver a 15% reduction in the number of delayed trains and a significant uplift of expenditure (25%) earmarked for day-to-day improvements recognising the huge increase in the number of services and the extra wear and tear expected on the railway’s infrastructure as a result.

New trains, improved services, and better stations…CP6 is the turning point for the digital railway.
• The end of major analogue re-signalling. 63% of all signals will need to replaced in the next 15 years.
• A number of schemes coming into service in 2018/19 that will use digital railway technology, including the Elizabeth Line, and Thameslink, as well as Traffic Management schemes at Cardiff, Romford and Didcot
• Early adoption of collaborative working practices for a Digital Railway could deliver potential savings of 30%.
• In CP6, enhancements will be considered on a case by case basis rather than in one five year budget.

DfT paper: ‘Connecting People: A Strategic Vision for Rail’ which sets out the Government’s plans for the next generation of rail schemes, which includes:
• Transpennine Route Upgrade – improved journey times between Manchester and Leeds• High Speed 2 (HS2) – Phase 1 of the new high speed network will open in 2026, with new high-speed trains
running from London to Birmingham• East West Rail Phase 2 (the western section) – re-establishing the rail link between Cambridge and Oxford to
improve connections between East Anglia and central, southern and western England• Transport for the North on Northern Powerhouse Rail - a package of upgrades and network changes to

Rail freight is vital to Britain’s economic success. It contributes £1.7bn to the economy and plays a big part in reducing congestion and carbon emissions.
• The total volume of rail freight moved was 17.2 billion net tonnes in 2016-17.• Rail freight columns increased by 60% from the mid-90s until 2013-14 (when it was
over 22 billion net tonne kilometres), but the rapid decline in coal traffic means volumes have fallen since then.
• Rail freight operators have invested £2bn since the mid-90s to improve services. Trains are now faster, more reliable and able to carry greater volumes.
• One in four sea containers arriving at UK ports is carried inland by rail• Each freight train takes about 60 HGVs off the road• Freight trains achieve over 95% reliability in on-time performance• Enabler and accelerator for regional industrial connectivity• Integrated digital operation and asset management is the next challenge
