While 2011 was undoubtedly a challenging time in real estate, two successive interest-rate cuts positively impacted consumer sentiment in the last couple of months of the year, which was reflected in higher median prices in the December quarter. That optimism looks likely to continue into 2012 with the prospect of a resolution in the European financial crisis and further interest-rate reductions expected in the first half of the year.

The first few months of 2012 are a critical time for both buyers and sellers to be aware of and act on the significant opportunities presented by the current property market conditions. It is now the ideal time for home owners considering upgrading, particularly as prices are likely to begin rising again in the second half of the year.

Over the past 12 months, there was a level of reluctance by many buyers and sellers to commit to a decision. This was exacerbated by a flurry

of negative reports about the property market by the media. It has become a tendency for journalists to sensationalise any negative real-estate results while underplaying any positive news. Hopefully this year the media will adopt a more even-handed approach to reporting real-estate results so that consumers can gain an accurate assessment of the property market and act accordingly.

This year is about consolidation for Marshall White. Our bayside offices in Albert Park and Brighton are continuing to prosper, extending the reach and coverage of our brand and the service we offer. marshall white is prominently positioned as the premier real-estate agency within melbourne’s most affluent suburbs of brighton, albert park, hawthorn and armadale. with offices in these four regions, local agents have much experience and knowledge of their particular clients' needs and wants in each location.

it would seem that the iphone is the phone of choice for both new and existing clients, as it is the number one preferred platform for sourcing information from marshall white while on the move, with the ipad coming a close second. the team at marshall white knows firsthand that with an increasingly time-poor society it has never been more important that information be attainable both quickly and succinctly.

growing trend among empty-nesters in the area. damian o’sullivan, from the marshall white office in albert park, tells a different story. it seems that the albert park area acts as both a launching pad for young melburnians to buy into when beginning careers and starting a family, as well as attracting them back to the area once the

melbourne property prices took off in the first decade of the 21st century. according to a repeat-sales index that we have compiled, the average quarterly growth rate over the period 2000 –2009 was approximately 2.4 per cent; this equates to growth of almost 10 per cent on an annual basis. this is more than three times the rate experienced during the period 1990 –1999 (average quarterly growth rate of 0.7 per cent).

however, as exhibit 1 indicates, new-dwelling commencements did not respond when prices increased in the 2000s. Commencements grew relatively strongly from 1990–1999, averaging 1.6 per cent per quarter, but this growth trend halved over the subsequent decade, averaging only 0.8 per cent per quarter.

some suggest that the strong house-price growth reflects a speculative bubble rather than price inelasticity of supply. but for a more complete picture of long-run price dynamics it is important to understand that demand-side fundamentals have been strong.

Population increasesexhibit 2 presents the trend rate of population growth. population growth has accelerated, as is evident in the graph; nearly 800,000 people were added to victoria’s population in 2000–2009, compared with a little more than 350,000 people in the previous decade. yet our building industry added 0.5 dwelling units per new resident over the same period compared with 0.8 dwelling units per new resident in 1990–1999.

two notable sources are:i)tax preferences, asset-test concessions and first-home

owner grants all increase demand for owner-occupied housing, and there are few signs of a change in government policy towards these advantageous fiscal settings.

ii) interest rates at historically low levels that seem likely to remain low for the foreseeable future.

growth on the urban fringe has in the past acted as a safety valve that allowed strong demand for owner-occupied housing to be met without spiralling housing price pressures. this safety valve is closing.

we have, by international standards, a buoyant economic environment underpinned by strong terms of trade and a mining boom. the increases in interest rates following their sharp plunge during the gFC kept a lid on housing-market pressures. but if monetary policy is eased, the cost of borrowing will fall, raising the chances of a return to sustained house-price growth.

additional positive demand-side factors that have featured strongly in our recent economic history include a steady growth in employment, household income and wealth as well as healthy demand for investors.

What can we expect in the future?in the aftermath of the global financial crisis (gFC), house prices have been subdued. moreover, there have been signs that population growth is easing (largely due to falling net international migration), and housing construction levels have increased during 2010 –2011. is this a sign that the long-term trend of house-price growth is at an end?

we have no crystal ball; however, it would seem that structural factors driving house-price inflation in australian property markets are still present. in particular, supply constraints are becoming tighter and fundamental demand-side pressures continue to persist.

importantly, in the early post-world war decades, growth in demand for owner-occupied housing could be met by growth on the urban fringe. however, natural constraints (e.g. topography) and planning strategies favouring more compact cities marked the end of unfettered urban expansion, thus stifling traditional supply-side responses.

in addition, there are long-term sources of demand-side pressures that continue to shape australian housing markets.
