Maritime Security Education and Training System in Russia

AMSMA Security Training Experience

Training system required by the ISPS Codewas initially designed by the mid-2003.

Joint efforts of Ministry of Transport(Maritime Security Service), AdmiralMakarov SMA and other institutionsthroughout the Russia resulted in completestructure and content maritime securitytraining in accordance with Chapter XI-2SOLAS and ISPS Code.


First renewal was initiated to align ourcourses set with Chapter VI STCW CodeSecurity Amendments.

Second renewal was followed by STCW2010 Manila Amendments.

Our training programs are completely aligned and corresponded to IMO Model Courses:

• 3.19 Ship Security Officer;

• 3.20 Company Security Officer;

• 3.21 Port Facility Security Officer.


Initial Training Duration :

• SHIP SECURITY OFFICER – 42 ч

• COMPANY SECURITY OFFICER – 42 ч

• PORT FACILITY SECURITY OFFICER – 42 ч

• INSPECTOR ON MARITIME SECURITY – 42 ч

• INSTRUCTOR ON MARSEC COURSES – 80 ч


Any program has modular design. Everymodule is completed by either brief test or oralpoll of trainees or even test case.

To provide best possible level of both practicaland theoretical training we engage not onlyAMSMA professors but highest level specialistsfrom security research companies, MaritimeAdministration etc.


Been a higher educational institution we paythorough attention to our students (cadets)training. Our current curriculum includes 8hours “Introduction to ISPS Code” and 30hours “Special training of merchant marinecrew”.

The new curriculum approved recently includes72 hours course of “Transport security” withfocus on 2010 STCW Manila amendments andour national requirements.


Totally we can proudly state:

• More than 9000 marine personnel received

ISPS training in Russia;

• About 50% were trained in AMSMA and our

subsidiaries (Murmansk, Arkhangelsk)

General Trends in Maritime Security Training

• Refreshment computer-based examination

test for SSO, CSO and PFSO (renewal of

existing modules)

• Distant computer-based training of SSO

and other security-related personnel


Until 1 January 2014, seafarers who commenced an

approved seagoing service prior to the date of entry

into force of this section shall be able to establish that

they meet the requirements of paragraph 4 by STCW,

Section А-VI/5 besides of on-board experience, either

passing an approved test; or successfully completing

approved training.

Both computer-based test and the appropriate

security awareness and familiarization program were

designed to meet our customer needs.

New phase is under way now:

Federal Law “On Transport Security” wasadopted August 14, 2007.

2010 – Commencement year of practicalapproach to transport security training inRussia.


There are 4 categories of personnel mentioned byFederal Law “On Transport Security” :

1. Company Security Officer responsible fortransportation objects (vehicles) security;

2. Company Security Officer responsible fortransport infrastructure security;

3. Vehicle Security Officer;

4. Transport infrastructure and transportationobjects assessors for maritime and inland watertransport.

According to Transport Security Law and furtherlegal acts Ship Security Plan shall be added to newTransport Security Plan with the aim to counteractany unlawful acts against transport system ofRussia.

Any transportation infrastructure object shall beclassified into 4 categories. Responsible securityofficer shall be nominated for any object of 1,2,3categories or a group of objects if category 4.

Any ships shall be classified into 3 categories. SSOshall be onboard of every ship.


On official receipt of a Category there is acommencement of 3-month period forsecurity assessment.

Next 3 month are for a Transport SecurityPlan preparation and approval.

On completion of these official proceduresthere is 6-month period for the TransportSecurity Plan implementation.


Definite periods was established for change

of Security Level:

• 12 hours for categories 3 and 4;

• 6 hours for categories 2;

• 3 hours for categories 1.


Frequency of Exercises depends on the

Category of a Port Facility (or other

infrastructure object):

• At least once a year for Category 3 or 4;

• At least twice a year for Category 1 or 2.


Admiral Makarov Academy is in position now to

commence a new state-of-the-art training of

Exercises Moderators.

It can be more focused on coordination and

interaction of all key players: Port Authorities,

Shipping Companies, Stevedoring Companies,

Port Service Companies, Local Law

Enforcement Agencies.


Technical facility of such highly specialized

security training – AMSMA Crisis Centre for

Expertise and Analysis.

Methodology of the training is based on our

own research experience and cooperation with

the Saint-Petersburg Port Authorities.


Application of modern state-of-the-art computer

technologies provides us with the most convenient

and time consuming approach.

The most important and valuable episodes can be

delayed and resumed repeatedly to focus on it.

Identical conditions can be repeated easily until task

is completed.

Live exercises scenario can be tried in advance to

adapt it to actual area and resources requirements.
