    1. Introduction

    The basic idea on the international management of chemical substances was agreed by the

    participants of the World Summit on Sustainable Development (WSSD) in 2002, which was followed

    by adoption of the Strategic Approach to International Chemicals Management (SAICM).

    In Europe, the REACH regulation *1 went into force in June 2007 in line with the SAICM. What

    this regulation requires for the appropriate management of chemical substances contained in

    products through their life cycle is the provision of the information on the chemical substances to the

    supply chain of the products.

    Omron considers compliance with the REACH regulation as an industry-wide issue to be tackled

    and decided to utilize the mechanism and tools developed by the Joint Article Management

    Promotion-consortium (JAMP *2) to ensure compliance.

    Cooperation with the suppliers that constitute a supply chain is indispensable to the efficient

    provision of information on chemical substances contained in products. We would like to have our

    suppliers' understanding of the significance of this approach to the chemical substances control

    regulation and cooperation with this effort.

    *1 REACH (Registration, Evaluation, Authorization and Restriction of Chemicals):

    A regulation that stipulates a comprehensive framework for registration, evaluation, authorization and restriction of

    chemicals used or distributed in the EU region

    *2 JAMP (Joint Article Management Promotion-consortium):

    A voluntary cross-industrial organization formed by Japanese industries to promote a specific mechanism for

    appropriate management of chemical substances contained in articles (parts and sub- assemblies) and its smooth

    disclosure and provision in the supply chain

    1.1 Purpose of the manual

    The mechanism and tools used to provide information on chemical substances in articles from

    upstream companies to downstream companies in the supply chain are offered by JAMP in the

    form of information communication formats such as AIS or MSDSplus, other tools and the related

    documents including the information communication procedures.

    Although it is basically possible to put up information for AIS and MSDSplus for articles by

    following the preparation procedure provided by JAMP, there are some procedural details that

    have to be established among businesses. The Manual aims to specify what information is to

    be provided and how to do this with respect to the issuance of AIS and MSDSplus as well as

    clarify individual requirements that need to be determined between Omron and its suppliers.

    1.2 Scope of information communication

    Those of your products that need to be described in AIS or MSDSplus and whose information

    needs to be provided in the supply chain should be the constituent parts/materials used in the

    following products purchased by Omron or such products themselves:

    Products intended for Europe or the entire world

    Products for which information is requested by customers

    1.3 Definitions

    The term "article" used in the Manual is defined as an item that is produced from a molding

    process using a plastic molding material as well as an item that is given a specific shape,

    external surface or design to determine the required function rather than its chemical

    composition, including a wide range of items such as an electronic part, metallic processed item,

    or product.

    For the definitions of other terms, refer to the commentaries or procedures published by JAMP.

    2. Outline of Information Communication

    In the management of chemical substances contained in articles, it is important to provide

    information on chemical substances in articles in the supply chain (SC) ("manufacturer of a raw

    material (upstream)" "parts manufacturer (midstream)" "final manufacturer of assembled

    products (downstream)).

    Figure 1 illustrates the schematic flow of information on chemical substances in products shared in

    the SC, and the outline of the procedure is provided as follows:

    [1] Upstream companies such as raw material manufacturers should describe the information on

    chemical substances contained in substances or preparations in MSDSplus to inform

    midstream companies in the SC such as parts manufacturers. (MSDS should also be

    attached.)

    [2] Midstream companies such as parts manufacturers should issue an AIS based on the

    information in the MSDSplus and MSDS received from the upstream companies and send

    the data further down the SC to, for example, manufacturers of assembled products.

    [3] Downstream companies such as manufacturers of assembled products should issue an AIS

    for their products based on the information on the constituent parts/materials in the AIS

    received from the companies up in the SC.

    Forms for substance declarations such as MSDSplus or AIS, other tools for information provision,

    and regulated substances are determined by JAMP to ensure consistency in information handling

    in all the industries and are available for free.

    The mechanism provided by JAMP is based on the assumption that companies involved in a

    supply chain provide and share information on substances that "are intentionally contained, used

    or mixed in products " by the companies or "whose inclusion is known by some method" on a

    voluntary basis. Considering the current status of diffusion of this mechanism, Omron decided to

    request our suppliers to provide the information on the relevant products. It is therefore hoped

    that each supplier will request the same to their own suppliers so that smooth and proper

    information communication and sharing in the supply chain will be ensured.

    3. Response Procedure for Suppliers 3.1 Preparation

    [1] You are requested to understand the activities of JAMP and their significance and how to

    use AIS and MSDSplus tools.

    Tools are available by downloading from the JAMP website:

    Japanese: http://www.jamp-info.com

    English: http://www.jamp-info.com/english

    [2] You are requested to ask upstream companies (your suppliers) in the SC to provide

    information using AIS and MSDSplus.

    3.2 Procedure of information communication

    You are requested to follow the procedure for provision of the necessary information as in Fig.2.

    Request is made by Omron. (*) When the subject item is a substance or preparations and if the information you have alone is enough to complete an MSDSplus on the subject item, you should issue the MSDSplus yourself. Use the MSDSplus Input Support Tool. (See Exhibit 1) Identify purchased parts that are integrated into the subject item. Request the suppliers to provide information. Obtain MSDS or MSDSplus for substances or preparations and AIS for articles. [1] Use the MSDSplus Input Support

    Tool. For a trading firm, input the information in the MSDSplus obtained from the supplier, and it revises if needed. For a preparations manufacturer, conduct documentation based on the information in MSDSpluses.(See Exhibit 1)

    [2] Use the AIS Input Support Tool.

    (See Exhibit 2) For a substance that is volatile or causes chemical change, enter the information on materials that are produced from the substance.

    [3] Use the AIS Input Support Tool.

    Read the data in AISs received from the suppliers and revise the Issuing Company Information based on your own information. (See Exhibit 4)

    [4] Use the AIS Tools for Integration and

    Simplification. (See Exhibit 3) Provide the information to Omron.
