Dear Commissioner DiSabatino:
A few years ago I was driving east on Florida Blvd. around the curve in
the road near my house when a young man driving over 40 mph sped
toward me in my lane. I quickly drove as far to the right as I could on the
curb to avoid a head-on collision. The driver nearly hit me, but
continued to speed by toward 34th St. W. The incident startled and
scared me greatly, as you can imagine.
The curve on our street is clearly marked, but rarely does anyone slow
down to navigate it.
Another scary incident happened many years ago as I was edging the
front yard along Florida Blvd. A man speeding toward 34th St. W. in a
white pickup truck actually swerved to try to hit me. Had I not jumped
out of the way, he would have hit me and kept going.
Speeding on Florida Blvd. has been a problem ever since 34th St. W.
was paved between Florida Blvd. and 60th Ave. W. Trucks and all other
traffic use this route as a shortcut to U.S. 41. Even though this is a
strictly residential neighborhood, we have a “highway” in front of our
homes. Speed limits are ignored more often than observed.
When he was alive, my Dad, Robert Dexheimer, inquired about having
traffic calming devices put in the road, and was told it was not possible.
Since he died in 2002, the dangers and traffic volume have only
increased with more housing developments.
Since I am unable to be present at the Commission meeting onSeptember 25 because of prior commitments, I ask that you please,please urge the Board of County Commissioners to do something aboutthe serious speeding problem on Florida Blvd.

Hello,If I may weigh in here, living south of this intersection we have to use it almost daily. After the lastaccidents—not including Ms. Denson’s—we implored to Robin that further steps needed to be taken,such as a demand light and her response is characteristic of her diligence as our Commissioner.
We have experienced multiple near misses ourselves and have seen several aftermaths of accidents--one knocking a car out of the intersection. Some of these, might not always be reported.
People in Bayshore Gardens report speeding and that Stop signs are repeatedly ignored, especiallyon Florida Blvd. These are mostly residents who see this go on daily! I experience it when drivinghere.
After recently talking to other neighbors who live close by, they claim the flashing lights do not make adifference and ask why we are not getting speed tables.
Two years ago, our organization, Restore Bayshore, after working diligently with NeighborhoodServices, set out to get petitions from Public Works signed for speed tables geared to local speedlimits. Public Works said 67% of the community had to approve to even get them on designatedstreets We got to over 500 but it wasn’t enough. Residents on Columbia, a busy street, werealmost at 100% approval.
Another suggestion is to install raised intersections. If one has Stop signs at an intersection,does it not make sense that a speed table like that will not be a traffic “barrier” as drivers aresupposed to stop anyway?! No more running signs = safety for everyone, especially pedestrians,and of course, our kids.
With the increased incidents we are fearful about our kids. This intersection is the “funnel” to ourPark & Recreation Center from all of the community.

FHP would have handled most if not all of any crashes at 26t St. W. and Florida Blvd.. I have copiedCaptain CaIdwell with FHP as he might be able to give data from their resources...
Due to the volume of traffic that passes through this area in the mornings and afternoons...a traffic lightwould most likely cause a major back-up in traffic in all directions.
What crashes there have been are due to impatient drivers. If they are running the stop sign, they wouldmost likely run the light and these could result in higher speed crashes..
My guys have spent time out there and have seen very few violations. We will continue to monitor.

Commissioner DiSabatino,Certainly, we can take another look at the crash warrant portion of the traffic signal warrants.
As you may recall there are multiple warrants (volume and crash related to name a few) that need to bemet to determine a need for a traffic signal. Crash Experience is only one of those criteria and it in partstates that there needs to be five or more reported crashes of types correctable by a traffic controlsignal, within a 12-month period. The data we have to date does not support this warrant. It should benoted that pursuant to the MUTCD, satisfaction of a traffic signal warrant in itself does not require theinstallation of a traffic signal.
In order to determine if the mentioned crashes were correctable by a traffic signal, we need to reviewthe crash reports. We typically don’t receive these for several months after the crash takes place. Sinceasked, we will contact MSO and ask for these specifically to expedite the review.

A week ago this Sunday was a bad “cruncher”; a car was knocked severalfeet up 26th from the corner. Granted minor accidents may not be reported orinsurance purposes.
Last winter, there was one where one person was taken to the hospital. An eye

witness, my neighbor, pulled him from the car as gas was leaking. He said theguy was in very bad shape and unconscious and of course taken to the hospitalI heard he died sometime later.ieff Bishop said it was “two days later but may not have been a result ofthe accident”. We might be able to find that out? Or the County can.
I was going to request a traffic accident report of (known) accidents from theCounty Traffic Engineering Dept. and was told the fee will be around $38.00 asthey of course, have to extract personal information.
Of course, what I really want is a traffic circle—takes the same time as stopping for asign and makes you slow down, instead of running a sign. Make sense?

Commissioner DiSabatino,Certainly, we can take another look at the crash warrant portion of the traffic signal warrants.
As you may recall there are multiple warrants (volume and crash related to name a few) that need to be met todetermine a need for a traffic signal. Crash Experience is only one of those criteria and it in part states that there needsto be five or more reported crashes of types correctable by a traffic control signal, within a 12-month period. The datawe have to date does not support this warrant. It should be noted that pursuant to the MUTCD, satisfaction of a trafficsignal warrant in itself does not require the installation of a traffic signal.
In order to determine if the mentioned crashes were correctable by a traffic signal, we need to review the crash reports.We typically don’t receive these for several months after the crash takes place. Since asked, we will contact MSO and askfor these specifically to expedite the review.

What worried me the most is this intersection has to be navigatedby our kids almost daily going to the Rec Center. Kids are impatient and take chances.Is there any way you can get this information since your “District 4 constituents arehounding you” about this?

As requested, staff has taken another look at this intersection, considering the below and historic crash records.
During this past year, there have been four (4) reported crashes of which three (3) are considered correctible bya traffic signal. While we understand that any crash is unacceptable to those involved; three (3) crashes does notmeet the required threshold of five (5) crashes within a twelve month period.

The other warrants for a traffic signal are also not met. Therefore, pursuant to the Board adopted Manual onUniform Traffic Control Devices (MUTCD) published by the Federal Highway Administration (FHWA) a trafficsignal is not warranted at this time.

When traveling south bound on 26th St. West approaching the four way stop intersection at Florida Blvd., there is a “DETOUR”sign for south bound traffic that obstructs the line of sight to the stop sign as you approach it.
As well there is a “no right turn” sign also posted next to the detour sign... I cannot see prohibiting right turn traffic since thereare multiple streets west of 26 St. that need access.
If you are west bound on Florida Blvd there is not any signage prohibiting straight through traffic. So prohibiting right turn makesno sense.
Let me your thoughts/findings please....guessing you will need to get with the contractor

The two officers investigating the deathtold me to my face that they could write violations all day long there. I don’t thinkthose guys were lying to my face. We all saw people run the signs while we wereall discussing it 10 ft from the intersection.. I drive thru it twice every day. So howis it that these people talking to you say there are NO violations there? This isridiculous. Obviously they are not interested in actually doing anythingproductive. Or they are so completely out of touch with the traffic reality in thiscounty that they cannot comprehend what we’re telling them.
Sheriff Wells- I’m not impressed with the support. The front line guys seem to getit. The management clearly doesn’t. It’s been that way for years.
The County Traffic Dept is worse. They are incompetent.
That intersection needs a stop light and it needs enforcement similar to what theschool zones on 63rd get. officers out of the cars, Out of obvious sight, radioingother cars down the road of violations. Enforcement during rush hours. Actualtickets rather than warnings.
Robin, I’m done trying to get help with this thru these channels. We’ve beentalking about it for years and years and years and the only thing that haschanged is a couple of fancy flashers in 2 directions. Visibility was never theproblem. I never said it was. It’s driver behavior and a complete lack of effectiveenforcement to correct that behavior. Next time I next big wreck I just may see ifany of the news channels are interested in the story and trust me I have everysingle one of my communications and the responses for them.

Last month we reviewed the most recent crash report andfound that visibility of the stop sign was not an issue. We applythe more costly (installation and maintenance) LED signs forlocations that visibility is a concern.
Also, in discussion with MSO staff, they did not issue anyviolations in the past couples weeks at this intersection.
That said, we did note that the southbound “Bike Lane Ends”signage at this intersection, could be moved to improvevisibility. Staff will schedule this improvement.

Last night, returning home from a Board of Trustee meeting, I was hit by someone running thestop sign. I was not the first of the evening at this intersection. Hello,If I may weigh in here, living south of this intersection we have to use it almost daily. After the lastaccidents—not including Ms. Denson’s—we implored to Robin that further steps needed to be taken,such as a demand light and her response is characteristic of her diligence as our Commissioner.
We have experienced multiple near misses ourselves and have seen several aftermaths of accidents--one knocking a car out of the intersection. Some of these, might not always be reported.
People in Bayshore Gardens report speeding and that Stop signs are repeatedly ignored, especiallyon Florida Blvd. These are mostly residents who see this go on daily! I experience it when drivinghere.
After recently talking to other neighbors who live close by, they claim the flashing lights do not make adifference and ask why we are not getting speed tables.
Two years ago, our organization, Restore Bayshore, after working diligently with NeighborhoodServices, set out to get petitions from Public Works signed for speed tables geared to local speedlimits. Public Works said 67% of the community had to approve to even get them on designatedstreets We got to over 500 but it wasn’t enough. Residents on Columbia, a busy street, werealmost at 100% approval.
Another suggestion is to install raised intersections. If one has Stop signs at an intersection,does it not make sense that a speed table like that will not be a traffic “barrier” as drivers aresupposed to stop anyway?! No more running signs = safety for everyone, especially pedestrians,and of course, our kids.
With the increased incidents we are fearful about our kids. This intersection is the “funnel” to ourPark & Recreation Center from all of the community.

Another accident that I am aware of last night at the intersection of 26th street and Florida Blvd.Thank you Sheriff Wells for supporting the residents of Bayshore Gardens with your request for atraffic light at that intersection. It is dangerous, too much traffic cutting thru and in a hurry. Manytimes 3 or 4 cars go thru without stopping. The four way stop at certain times of the day is a placefor vehicular chicken.
There is a fence on the south east corner of that intersection that may be causing a problem forsmaller vehicles. I can see over it in my truck, but could be an issue with smaller vehicles.Perhaps code enforcement could take a look at it.
I would like to know when this issue will be addressed by the Commission. Our children crossthat intersection daily walking and on bicycles as well as our elderly going to the RecreationCenter. This is the only way for the 1400+ homes to reach the Center that we support with ourtaxes and we are at the mercy of those cutting thru to save time. The one that hit me was on hisway to the 1MG area where he lived.

A week ago this Sunday was a bad “cruncher”; a car was knocked severalfeet up 26th from the corner. Granted minor accidents may not be reported orinsurance purposes.
Last winter, there was one where one person was taken to the hospital. An eyewitness, my neighbor, pulled him from the car as gas was leaking. He said theguy was in very bad shape and unconscious and of course taken to the hospitalI heard he died sometime later.Jeff Bishop said it was “two days later but may not have been a result ofthe accident”. We might be able to find that out? Or the County can.
I was going to request a traffic accident report of (known) accidents from theCounty Traffic Engineering Dept. and was told the fee will be around $38.00 asthey of course, have to extract personal information.
Of course, what I really want is a traffic circle—takes the same time as stopping for asign and makes you slow down, instead of running a sign. Make sense?
