In the matter of appointing Jonathon Reichel as Lorain )County’s Apiary Inspector for the year 2018 ) January 17, 2018

Mr. Reichel said he has been the county’s beekeeper for some years and is trained and monitored by Ohio Department of Agriculture. 170 beekeepers last year with a total of 750 hives. There are some problems and it was not a great year with bees with the weather. The Lorain County beekeepers association had 100 new beekeepers every year and not all counties have beekeepers, not even our neighbors of Erie or Medina Counties.

Commissioner Kalo said yes there are issues with bees pollinating the flowers and thanked him for what he does and the minimum amount

Commissioner Kokoski said our solid waste department has been planning pollinator gardensCommissioner Lundy said when he was in Columbus this was always a great concern and asked about the impacting weather. Mr.

Reichel said the weather has not been good; it goes from good to wet, to frigid cold. Many have split hives in order for them to survive, bees do not hibernate so they stay inside and when it is warm they come out for food but many die off. He also stated that we don’t want to import bees from California or Georgia because they could not survive our weather at all, so he continues to inspect for bees to be productive

WHEREAS, proposals were requested from vending machine providers to provide vending services at various County facilities; and

WHEREAS, The Cuyahoga Group was the only company to respond. Upon reviewing the proposal it is recommended that a contract be awarded to The Cuyahoga Group, Maple Heights, Ohio to provide full service vending program to various County facilities as outlined in their proposal.

BE IT FURTHER RESOLVED, said agreement is considered a part hereof to this resolution by reference thereto and can be found on file in the Commissioners/Purchasing. Performance of the agreement shall commence February 5, 2018 with the initial term ending on January 31st, 2019, followed by two optional extensions of 1-Year periods. The commission received by the County shall be at the rate of 16% of net vending sales.

NOW, THEREFORE BE IT RESOLVED, we do and hereby enter into an agreement with The Cuyahoga Group to provide vending services to various County facilities.

WHEREAS, Ken Carney, Lorain County Engineer, by letter dated January 5, 2018 submitted the following:“On November 29, 2017, the Lorain County Board of Commissioners adopted Resolution No. 17-772 which awarded a contract to

Liberta Construction for the widening and reconstruction of State Route 301 in the Village of LaGrange. The contract amount was $2,295,919.70. Federal Highway Administration Funding in the amount of $1,836,735.16 has been obligated with the balance committed by the Ohio Public Works Commission and the Village of LaGrange.

On December 6, 2017, the Lorain County Board of Commissioners adopted Resolution No. 17-794 which awarded a contract to Poggemeyer Design Group for the construction administration services associated with the widening and reconstruction of State Route 301 inthe Village of LaGrange. The contract amount was $239,916.00. Federal Highway Administration Funding in the amount of $191,932.80 has been obligated with the balance committed by the Ohio Public Works Commission and the Village of LaGrange.

In order to facilitate payment to Liberta and Poggemeyer Design Group, the Village of LaGrange has requested the county engineer to pay the monthly non-federal and Ohio Public Works Commission share invoice directly to Liberta and Poggemeyer Design Group. Monthly invoices would be sent to the Village of LaGrange to reimburse the county engineer for this payment.

At this time, Lorain County Engineer Ken Carney is requesting the Board to execute the Cooperation Agreement between Lorain County and the Village of LaGrange agreeing for the County Engineer to pay the monthly non-federal and Ohio Public Works Commission share invoices to Liberta and Poggemeyer Design Group and to bill the Village of LaGrange for their local commitment. The project is expected to last 12 months and funding for this temporary monthly appropriation would be made available through Engineering Project Account #2580-0000-300-300-04-6100-6105.

NOW, THEREFORE, BE IT RESOLVED by the Board of Lorain County Commissioners, that based upon the bids received and the review and recommendation by the Lorain County Engineer in letter dated January 5, 2018 we do hereby execute the Cooperation Agreement between Lorain County and the Village of LaGrange, agreeing for the County Engineer to pay the monthly non-federal and Ohio Public Works Commission share invoices to Liberta and Poggemeyer Desgin Group and to bill the Village of LaGrange for their local commitment.

BE IT FURTHER RESOLVED, the project is expected to last 12 months and funding for this temporary monthly appropriation would be made available through Engineering Project Account 2580-0000-300-300-04-6100-6105.

Mr. Cordes said many projects are coming along. A 911 open house will be late April before it is occupied because there is a lot of equipment that is specialized that we are still waiting on. Courthouse is progressing and an open house late March/April before occupied. DTF is complete and Coroner still being worked on. Also the transit platform is going out for bids for the refab concrete and will have to work out areas because the center has events.Commissioner Kokoski asked about the vintage car show. Mr. Cordes said he will work with Spitzer area as well as he still has some challenging things with Amtrak and NFS.

Sandy Strohsack, Executive Assistant to Mr. Cordes and Coordinator of Transportation Community Center said February 11 from 12 – 3 pm, Bridal Show will LCCC, many vendors, food and its free. Come take a look many dates available for your events to be hosted here

Dr. Amber Fisher, Superintendent, Developmental Disabilities thanked the Commissioners for their support and requested that the renewal levy of 1.6875 mills for 5 years be placed on the May 2018 ballot. The funds generated are 30% of their revenue as well as local match for federal funds. They provided administrative, critical services to around 2000 residents from infants to adults. There are 100 adults; 700 attended our center and 250 are support with employment.

She showed the video “Fabric”Commissioner Lundy thanked her for all the work. Dr. Fisher said they are blessed to have the support of the Commissioners and

residentsMr. Cordes said Lorain County participates with DD clientele on employment at our collection center and job and family and it is very

Commissioner Kalo moved the adoption of the following Resolution:

WHEREAS, The amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said Lorain County, Ohio; therefore be it

RESOLVED, by the Board of Commissioners of Lorain County, Ohio, two-thirds of all members elected thereto concurring, that it is necessary to levy a tax in excess of the ten mill limitation for the benefit of:

MENTALLY RETARDED AND DEVELOPMENTAL DISABLED CHILDREN AND ADULTS OF LORAIN COUNTY for the purpose of:

PROVIDING FACILTIES, PROGRAMS AND SERVICES FOR MURRAY RIDGE CENTER BY OPERATING MURRAY RIDGE SCHOOL, WORKSHOPS, COMMUNITY BASED EMPLOYMENT AND RESIDENTIAL FACILITIES AND MAKING CAPITAL IMPROVEMENTS ON THE BUILDINGS OF MURRAY RIDGE CENTER.

at a rate not exceeding 1.6875 mills for each one dollar of valuation, which amounts to sixteen and seven-eighths (16 7/8) cents for each one hundred dollars of valuation, or a five (5) year time period, pursuant to Section 5705.19(L) and 5705.222 of the Ohio Revised Code and other sections of law pertaining thereto, which levy is upon the entire territory of Lorain County and is a renewal of an existing levy. Said levy shall be submitted to the electors of the entire territory of Lorain County, Ohio at the election to be held May 8, 2018, to be placed on the tax duplicate for the year 2018, first due for collection in 2019.

Said levy shall be placed on the ballot at the primary election to be held on May 8, 2018.

Commissioner Lundy said the MLK walks were nice but this day seems to be the coldest day alwaysCommissioner Lundy thanked Mr. Cordes and Mrs. Davis for moving the county projects alongCommissioner Lundy thanked the voters for the county issues and 911 and safety are very importantCommissioner Lundy said the railway project is around 5-7% overall. Mr. Cordes said the criticism he has heard/read is that the train

stops here at 3:30 a.m., well that is not a negative thing, because it could stop anywhere art that time, thankful we have a stop here. This train goes from Chicago, Cleveland, Baltimore, New York; we are just a stop not a destination.

Commissioner Kokoski said around 5,000 ridership. Mr. Cordes said could increase, everyone needs to realize we need rail and no transit and no rail is self supporting, it is always paid by a tax. Commissioner Lundy said if we don’t use the money it will go elsewhere. Mr. Cordes said it is around $10 million and we seem to lose funds all the time because we have no match funds and stated these federal allocations that years to receive and keep reducing. Commissioner Kalo said Go OH commute through NOACA. Mr. Cordes said maintenance is 80/20; park and rides are 90/10 toll credits are 100%, many car pools so the need is there just need to keep pushing transportation is a must.

Commissioner Lundy thanked Chris Pyanowski and staff of Prosecutors office for collecting $15 million in delinquent taxes and Lorain County will received only $1.63/100. ___________________(discussion was held on the above)

Jeff Baxter, Elyria said the Commissioners need to have better communication with the public. The announcement in the paper of the transportation center was good but the residents do not have an idea of what is going on. Is there a 5 year project plan. There are lots of projects going on like 911, DTF, Court house, LCT redevelopment but no discussions really in the public eye can there be something on the website a social media platform because what the commissioners have not is not very interactive and really no information. He stated Engineer Carney put a list of all annual projects and this is something the Commissioners need to do.
