Relationships

Political Leadership• In a local authority these are councillors and they make

integral part of local government configuration.• They are elected after every five years together with

the President and members of parliament during thegeneral elections.

• Each councillor is elected from a ward to be arepresentative in a council

• Other council members are women councillors byspecial seats (Proportional Representation)

• MPs within a council/constituency are also members ofthe council

Functions of Councillors (Through Full Council andStanding Committee):

• To make decisions, develop policies, approveplans and reports

• Approve bylaws• To mobilize development activities in their

respective areas• To promote peace and harmony• To oversee and monitor implementation of

various development interventions

Relationships

Administration• Administration is made of civil servants (Technical

and administrative staffs)• Initially all senior staff were recruited by Local

Government Service Commission• Currently, councils recruit both junior and senior

staffs based on available demand (Outcome ofLocal Reform Program)

• Chief executives (District Executive Directors/CityDirectors) are appointed by the Minister and thePresident

• To implement day to day activities• To plan and coordinate projects of the council• To implement and supervise decisions of the
