Legislative and Strategic Framework

o The Law on Energy, 2014 *)

The new Law on Energy was adopted in December 2014 (“The

Official Gazette RS” Nr. 145/2014)

Development Plans

Article 15

The autonomous province and local self-governments shall in their development

plans incude their needs for energy in their territory and state the manner in which

the necessary energy capacities will be ensured in accordance with the Strategy

and the Programmes.

The Strategy of Energy Sector Development of the Republic of

Serbia until 2025 with Projections until 2030*

Principles of energy sector development in Serbia:

•Market based and economically efficient, ensuring open

national energy market, linked with regional and

European markets, ensuring protection of buyers of

energy and energy sources

• Sustainable, energy efficient, making use of RES and

co-generation, ensuring environmental protection and

reduced impact on climate change, creating adequate

regulatory and organizational pre-conditions

• Energy security and balanced national

development, building new EE capacities and

rehabilitating the existing, greater use of RES

Legislative and Strategic Framework

*) Adopted by the National Assembly of the Repubic of Serbia at its seventh session of the second regular sitting in 2015, held on 4 December 2015.

The new program for Strategy implementation shall identify measures, activities and projects

necessary to implement in all segments of the energy sector, including environmental protection, in

order to achieve the Strategy objectives.

Legislative and Strategic Framework

The Strategy of Energy Sector Development of the Republic of

Serbia until 2025 with Projections until 2030

o Systemic efforts towards raising institutional capacities of local self-

governments necessary for them to exercise their competences in the

fields of :

• Heat energy,

• Energy efficiency, and

• Use of renewable energy sources.

o Units of local self-government have significant institutional

cooperation directly with citizens giving them a great role in motivating

and promoting rational use of energy.

o Achieving sustainable development of the energy sector of the Republic

of Serbia shall require intensive use of RES, meaning that promoting

RES should be integrated in energy plans of towns and municipalities

as part of local level energy strategies.

Local Energy Planning - Projects

1. The Norwegian Aid to Serbia for implementation of EE policies,

development of the energy balance at local level and

implmentation of the Kyoto Protocol (2007)

Component 2: Establishing the network of energy managers and

developing energy balances in municipalities

Introduction to the process of establishing energy balances at

local level

• Guidelines for the development of energy balances in municipaities (2007)

• Programme package for entry of collectied data, their processing and

analyses (an integral part of the Guidelines)

Continued activities aimed at developing energy management in

municipalities and establishing energy planning at local level

• Guidelines for developing projects in the field of energy efficiency in

municipalities (2008)

3. The Norwegian Aid to support energy policies of the Republic of

Serbia in the field of local energy planning

Identifying methodologies and procedures for the development

of local development plans in the energy sector (2013-2014)

• Guidelines for the development of local development plans in the energy

sector (2013) (webpages of the MME)

• A tool is estabished – a data base enabling contnued communication and

collection of data from the local level (http://lep.mre.gov.rs/)

• Local development plans are developed in the energy sector as pliot

projects in four municipalities in Serbia (webpages of the MME):• Energy Plan – Varvarin

• Energy Plan – Velika Plana

• Energy Plan – Žitište

• Energy Plan – Bečej

• At the end of the Project a one-day workshop was organized to present

the project results (December 2014)
