Alejandro Aravena. Arquitecto, Director ejecutivo de la firma Elemental S.A desde

2001. Se graduó como arquitecto en la Universidad Católica de Chile en 1992 y

continuó sus estudios de Teoría e Historia del Arte en IUAV en Venecia. En 1994

estableció su propia práctica, Alejandro Aravena Arquitectos y desde el 2000 hasta

el 2005, enseñó en la Universidad de Harvard, donde fundó el Do Tank ELEMENTAL

con Andrés Iacobelli. En 2010 se le otorgó la membresía como miembro

internacional del Royal Institute of British Architects. En 2016 curó la XV Bienal de

Venecia y 2016 recibió el Premio Pritzker de Arquitectura.

Alejandro Aravena. Architech, Executive Director of the firm Elemental S.A since

2001. Graduated as an architect from Catholic University of Chile in 1992 and

continued his studies of Theory and Art History in IUAV in Venice. In 1994 he

established his own practice, Alejandro Aravena Architects and from 2000 until

2005, he taught at Harvard University, where he founded the Do Tank ELEMENTAL

with Andrés Iacobelli. In 2010 he was granted membership as an International

Fellow of the Royal Institute of British Architects. In 2016 curated the XV Venice

Biennale and received the Pritzker Prize.

Aurelio Blanco Peñalver

Aurelio Blanco. Fiscal Superior de Extremadura. Bajo su mandado se realizó la

creación de la Fiscalía Superior que llevó a cabo una reestructuración del

organigrama judicial de la región. Originario de Jaén, llegó a Extremadura en 1983;

tras estar destinado en Badajoz, Alicante y Málaga, recaló de nuevo en Cáceres en

1988. En 2010 recibió la Cruz de Honor de San Raimundo de Peñafort, un galardón

que otorgado por el Ministerio de Justicia a propuesta de los fiscales de la región

para distinguir su trayectoria profesional.

Aurelio Blanco. Extremadura´s Superior Prosecutor. Under his mandate was carried

out a restructuring of the judicial organizational chart of the region. Originally from

Jaen, he arrived in Extremadura in 1983; after being stationed in Badajoz, Alicante

and Málaga, he returned to Caceres in 1988. In 2010 he received the Cross of

Honour of San Raimundo de Peñafort, an award given by the Ministry of Justice at

the proposal of the prosecutors of the region to distinguish his professional career.

Ana Isabel Baltar Martín

Ana Isabel Baltar Martín. Decana Regional de los Registradores de la Propiedad y

Mercantiles. En febrero de 2008 accedió a la titularidad del registro de la propiedad

de Cáceres II y en 2015 fue elegida en la asamblea como Decana. Es Licenciada en

Derecho por la Universidad de Extremadura y siempre ha ejercido en la región.

Ana Isabel Baltar Martín. Regional Dean of the Property and Commercial Registers.

In February 2008, she was granted ownership of the Caceres II property registry and

in 2015, she was elected by the assembly as Dean. She has a Law Degree from the

University of Extremadura and has always worked in the region

Helena Beunza Ibáñez

Helena Beunza. Actual Secretaria General de Vivienda del Ministerio de Fomento

designada en julio de 2018. Anteriormente, fue directora general de la Entidad

Valenciana de Vivienda y Suelo de la Generalitat de Valencia, directora Territorial de

la Conselleria de Vivienda, Obras Públicas y Vertebración de Territorio en el Gobierno

valenciano. Es licenciada en Derecho, por la Universidad de Valencia (UV), con un

máster en Derecho Público y Organización Administrativa por la Universidad Pompeu

Fabra (UPF) y un máster en Estudios Urbanos y Regionales, por la London School of

Economics and Political Science.

Helena Beunza. Current Secretary General of Housing of the Ministry of Public

Works appointed in July 2018. Previously, she served as general director of the

Valencian Housing and Land Entity of the Generalitat de Valencia, Territorial Director

of the Department of Housing, Public Works and Territory in the Valencian

Government. She has a degree in Law from the University of Valencia (UV), a

Master's Degree in Public Law and Administrative Organization from the Pompeu

Fabra University (UPF) and a Master's Degree in Urban and Regional Studies from

the London School of Economics and Political Science.

Joan Clos i Matheu

Joan Clos. Ha sido Secretario General Adjunto de Naciones Unidas y Director

Ejecutivo de ONU-Habitat (Programa de las Naciones Unidas para los Asentamientos

Humanos) desde octubre de 2010 hasta enero de 2018. Así como Secretario General

de Habitat III, la tercera conferencia de Naciones Unidas sobre la Vivienda y el

Desarrollo Urbano Sostenible.

Previamente fue alcalde de Barcelona de 1997 a 2006, Ministro de Industria entre

2006 y 2008 y embajador de España en Turquía y Azerbayán entre 2008 y 2010.

También fue presidente de la Sociedad Española de Epidemiología, de la que es

miembro fundador, y de la Sociedad Española de Salud Pública y Administración

Sanitaria.

Joan Clos. He has been Deputy General Secretary of the United Nations and

Executive Director of UN-Habitat (United Nations Program for Human Settlements)

from October 2010 to January 2018. As Secretary General of Habitat III, the third

conference of Nations United on Housing and Sustainable Urban Development.

Previously he was mayor of Barcelona from 1997 to 2006, Minister of Industry

between 2006 and 2008 and ambassador of Spain in Turkey and Azerbaijan

between 2008 and 2010. He was also president of the Spanish Society of

Epidemiology, of which he is a founding member, and of the Spanish Society of

Public Health and Health Administration.

Isabel Collado Castaño

Isabel Collado. Secretaria del Tribunal Superior de Justicia de Extremadura. Nacida

en Cáceres, cuenta con cerca de treinta años de experiencia y fue la primera mujer

que ocupó el cargo de Secretaria de Gobierno en Extremadura. Comenzó su carrera

en el Juzgado 2 de Don Benito, posteriormente estuvo en el de lo Penal de Palma

de Mallorca y en el de lo Contencioso Administrativo de Cáceres, entre otros.

Isabel Collado. Secretary of the Superior Court of Justice of Extremadura. Born in

Cáceres, she has about thirty years of experience and was the first woman to hold

the position of Secretary of Government in Extremadura. She began his career in

Court 2 of Don Benito, later she was in the Criminal Court of Palma de Mallorca and

in the Contentious Administrative Court of Cáceres, among others.

Lluís Comerón Graupera

Lluís Comerón Graupera. Presidente del Consejo Superior de Colegios de

Arquitectos de España (CSCAE), máximo órgano de representación de los colegios

de Arquitectos y de la profesión. Arquitecto por la Escuela Técnica Superior de

Arquitectura de Barcelona (ETSAB) desde 1989, ha compaginado la actividad

profesional con la docencia en la universidad, primero como profesor asociado en

la ETSAB, y posteriormente, en la Escuela del Vallés (ETSAV). En 2006 asumió la

presidencia de la demarcación de Barcelona del COAC, y desde 2010 es el decano

de dicha institución hasta el inicio de su actual presidencia del CSCAE.

Lluís Comerón Graupera. President of the Superior Council of Associations of

Architects of Spain (CSCAE), the highest representative body of the colleges of

architects and the profession. Architect from the School of Architecture of Barcelona

(ETSAB) since 1989, he has combined professional activity with teaching at the

university, first as an associate professor at the ETSAB, and later at the Escuela del

Vallés (ETSAV). In 2006 he assumed the presidency of the demarcation of Barcelona

of the COAC, and since 2010 he is the dean of said institution until the beginning

of his current presidency of the CSCAE

Beatriz Corredor Sierra

Beatriz Corredor Sierra. Entre 2008 y 2010 fue Ministra de Vivienda de España, y

Secretaria de Estado de Vivienda y Actuaciones Urbanas entre 2010 y 2011.

Igualmente, ha sido Concejal en el Ayuntamiento de Madrid entre 2007 y 2008. Es

licenciada en Derecho por la Universidad Autónoma de Madrid.

Beatriz Corredor Sierra Between 2008 and 2010 she worked as Minister of Housing

of Spain, and Secretary of State for Housing and Urban Actions between 2010 and

2011. She also served as Councilor at the Madrid City Council between 2007 and

2008. She has a Law Degree from the Autonomous University of Madrid –UAM-.

Sorcha Edwards

Sorcha Edwards. Secretaria General de Vivienda de Europa, la Federación Europea

de Vivienda Pública, Cooperativa y Social. Antes de ser nombrada Secretaria

General, Sorcha se ha dedicado a promover políticas de vivienda inclusiva y una

transición energética justa en la UE y en toda Europa en varias instituciones. Se

graduó en la Universidad de la Ciudad de Dublín en idiomas aplicados, con un

Máster en Estudios Europeos de la Universidad Católica de Lovaina y un Certificado

de Posgrado centrado en Estudios Avanzados de Energía y Medio Ambiente del

Centro de Tecnología Alternativa / Universidad de East London.

Sorcha Edwards. Secretary General of Housing Europe, the European Federation of

Public, Cooperative & Social Housing. Before being appointed as Secretary General,

Sorcha has been dedicated to promote inclusive housing policies & a fair energy

transition in the EU and across Europe in several institutions. She is graduated of the

Dublin City University on applied languages, with a Master´s degree on European

Studies of the Catholic University of Leuven and a Post Graduate Certificate focused

on Advanced Environmental and Energy Studies from the Centre for Alternative

Technology/East London University.

Jerónimo Escalera Gómez

Jerónimo Escalera. Presidente de la Asociación de Gestores Públicos de Vivienda y

Suelo de España, que engloba a las empresas públicas de vivienda de todo el

territorio nacional. Es abogado de la Universidad Autónoma de Madrid –UAM- con

Master en Urbanismo y Ordenación del Territorio, Universidad CEU Madrid y Master

en Ciencias Históricas: Investigación, documentación y nuevas tecnologías por la

Universidad Rey Juan Carlos de Madrid URJC.

Jerónimo Escalera. President of the Association of Public Housing and Land

Managers of Spain, which encompasses public housing companies of all the national

territory. He is a lawyer from the Autonomous University of Madrid UAM with a

Master in Urban Planning and Territorial Planning, CEU Madrid University and a

Master in Historical Sciences: Research, Documentation and New Technologies from

the Rey Juan Carlos University of Madrid URJC

Francisco Fernández Marugán

Francisco Fernández Marugán. Desde julio de 2017 es Defensor del Pueblo en

funciones. Diputado desde 1982 hasta 1986, por Sevilla y posteriormente, hasta

2011, por la circunscripción de Badajoz. Director del Departamento de Economía

del Gabinete de la Presidencia del Gobierno entre 1982 hasta 1994. Licenciado en

Ciencias Económicas por la Universidad Complutense de Madrid.

Francisco Fernández Marugán. Since July 2017 is the acting Ombudsman. Deputy

from 1982 to 1986 by Seville and later, until 2011, by the district of Badajoz. Director

of the Department of Economy of the Cabinet of the Presidency of the Government

from 1982 to 1994. Degree in Economics from the Complutense University of

Madrid.

Reinhard Goethert

Dr. Goethert. Profesor e investigador del MIT centrado en urbanización y vivienda

en países en desarrollo. Es director de SIGUS (Grupo de interés especial en

asentamiento urbano), un programa centrado en la profesión y la vivienda, con

amplia experiencia en todo el mundo y fuertes vínculos con la comunidad de

desarrollo internacional. Defiende la vivienda informal como un recurso clave para

enfrentar los desafíos de la urbanización. Su más reciente investigación aporta

tecnología para la autosuficiencia energética en el desarrollo de ciudades y el uso

innovador de drones combinados con la participación de la comunidad. Es el

fundador y la secretaría de Global University Consortium Exploring Incremental

Housing, una asociación de 29 universidades. Fue seleccionado para el Pergamino

de Honor de ONU-Habitat en 1997 por sus destacadas contribuciones en el

desarrollo de metodologías innovadoras, capacitación y práctica de campo en la

planificación de la acción comunitaria.

Dr. Goethert teaches and undertakes research on urbanization and housing in

developing countries at MIT. He is director of SIGUS (Special Interest Group in Urban

Settlement), a program focused on the profession and housing, with extensive

experience worldwide and strong links to the international development

community. He champions informal housing as a key resource in addressing

urbanization challenges. His recent research brings in technology for energy self-

sufficiency in city development and innovative drone use combined with community

participation. He is the founder and secretariat for the Global University Consortium

Exploring Incremental Housing, an association of 29 universities. He was selected

for the UN-Habitat Scroll of Honour in 1997 for outstanding contributions in the

development of innovative methodologies, training, and field practice in Community

Action Planning.

Miloon Kothari

Miloon Kothari. Sirvió (desde 2000-2008) como Relator Especial sobre vivienda

adecuada en la Comisión de Derechos Humanos de las Naciones Unidas y el Consejo

de Derechos Humanos. Fundador y ex coordinador de la Red de Derechos de

Vivienda y Tierras (HLRN) de Habitat International y fundador y ex director ejecutivo

(1999-2013) de la Red de Derechos de Vivienda y Tierras, India. Es, asimismo,

Presidente de UPR-Info, la organización independiente líder en el mundo que busca

promover y fortalecer la UPR mediante la sensibilización, el suministro de

herramientas para el desarrollo de capacidades y unir a los diferentes actores del

proceso de la UPR para garantizar el avance universal de los derechos humanos

Miloon Kothari. He served (from 2000-2008) as the Special Rapporteur on adequate

housing with the United Nations Commission on Human Rights and the Human

Rights Council. He is the founder and former coordinator of Habitat International’s

Housing and Land Rights Network (HLRN) and founder and former executive-

director (1999-2013) of the Housing and Land Rights Network, India. Is the President

of UPR-Info, the world’s leading independent organisation that seeks to promote

and strengthen the UPR by raising awareness, providing capacity-building tools, and

bridging the different actors of the UPR process to ensure the universal advancement

of human rights.

Christopher Lalande

Christophe Lalande. Líder de la unidad de vivienda en ONU-Hábitat. Su experiencia

profesional es en políticas y desarrollo de vivienda, en particular en el diseño e

implementación de políticas y programas de vivienda inclusiva y sostenible en países

en desarrollo. Es licenciado en Ciencias Políticas y tiene un título de Máster en

Políticas Públicas y Sociología Política por el Instituto de Estudios Políticos de París.

Christophe Lalande. Housing Unit Leader at UN-Habitat. His professional experience

is in housing policy and development, in particular in the design and implementation

of inclusive and sustainable housing policies and programmes in developing

countries. He holds a Bachelor degree in Political Sciences and a Master´s Degree in

Public Policy and Political Sociology from the Institut d’Etudes Politiques de Paris.

Dra Julieta Montaño Salvatierra. Directora de la Oficina Jurídica para la Mujer de

Cochabamba, Bolivia. Exdiputada, ex vicepresidenta de la Asamblea de Derechos

Humanos, y fundadora del Comité de América Latina y el Caribe para la Defensa de

los Derechos de la Mujer (CLADEM). También es miembro del Consejo Directivo del

Centro por la Justicia y el Derecho Internacional (CEJIL), de la Coalición de Derechos

Humanos y la Coalición Regional Contra el Tráfico de Mujeres y Niñas en América

Latina y el Caribe (CATWLAC) y Premio Internacional a las Mujeres de Coraje del

2015 otorgado por el Departamento de Estado de los Estados Unidos.

Dra Julieta Montaño Salvatierra. Director of the Legal Office for Women at

Cochabamba, Bolivia. Ex-deputy, former Vice-President of the Assembly of Human

Rights, founder of the Committee of Latin America and the Caribbean for the

Defense of Women's Rights (CLADEM). She is also member of the Board of Directors

of the Center for Justice and International Law (CEJIL), of the Coalition of Human

Rights and the Regional Coalition Against Trafficking in Women and Girls in Latin

America and the Caribbean (CATWLAC) and a 2015 winner of the US State

Department's International Women of Courage Award.

Sergio Nasarre

Dr. Sergio Nasarre. Catedrático de Derecho Civil en la Universitat Rovira i Virgili y

Magistrado Suplente en la Audiencia Provincial de Tarragona. Dirige la Cátedra

UNESCO de Vivienda de la URV desde su creación el 11 de julio de 2013. Sergio

Nasarre forma parte de varios grupos de investigación tanto nacionales como

internacionales, entre los que destacan el proyecto TENLAW sobre alquileres en

Europa, un segundo sobre desahucios y sinhogarismo para la Comisión Europea y

uno sobre adquisición transnacional de inmuebles para el Parlamento Europeo.

También es Doctor Europeo en Derecho y Master en Economía Inmobiliaria por la

Universidad de Cambridge y desde 2008 Académico Correspondiente de la Real

Academia de Jurisprudencia y Legislación.

Dr. Sergio Nasarre. Professor of Civil Law at the Rovira i Virgili University and Deputy

Magistrate at the Provincial Court of Tarragona. He directs the UNESCO Chair of

Housing of the URV since its creation on July 11, 2013. Sergio Nasarre is part of

several national and international research groups, including the TENLAW project

on rentals in Europe, a second on evictions and homelessness for the European

Commission and one on transnational acquisition of real estate for the European

Parliament. He is also a European Doctor of Law and Master in Real Estate Economics

by the University of Cambridge and since 2008 Corresponding Academician of the

Royal Academy of Jurisprudence and Legislation.

Cristina Narbona

Cristina Narbona. Ha tenido una larga trayectoria política ocupando altos cargos en

la administración pública, incluyendo la vice-consejería de Economía de la Junta de

Andalucía, la dirección del Banco Hipotecario, y la Dirección General de la Vivienda

del Ministerio de Obras Públicas en 1991. Entre abril de 2004 y abril de 2008, fue

ministra de Medio Ambiente. Ha sido electa Diputada al Congreso en varias

legislaturas. Se licenció en Ciencias Económicas por la Universidad de Roma.

Cristina Narbona. She has had a long political career occupying high positions in

public administration, including the Vice-Ministry of Economy of the Junta de

Andalucía, the direction of the Banco Hipotecario, and the General Director of

Housing of the Ministry of Public Works in 1991. Between April from 2004 and April

2008, was Minister of the Environment. She has been elected Deputy to Congress

in several legislatures. She graduated in Economics from the University of Rome.

Sonia Olea Ferreras

Sonia Olea. Abogada en el Grupo de Apoyo Jurídico en el Equipo de Incidencia de

Cáritas Española, coordina el Grupo de Derechos Humanos, además de ser

comisionada de Cáritas Internacional para el Derecho Humano a una Vivienda

Adecuada. Cuenta con más de 25 años de experiencia como jurista especializada en

Derechos Humanos, tanto en España como en América Latina. Es licenciada en

Derecho y Máster en Migraciones y Relaciones Internacionales.

Sonia Olea, she works as a lawyer in the Legal Support Group in the Advocacy Team

of Cáritas Española, coordinates the Human Rights Group, as well as being a

commissioner of International Cáritas for the Human Right to Adequate Housing.

He has more than 25 years of experience as a lawyer specialized in Human Rights,

both in Spain and in Latin America. She has a degree in Law and a Master's Degree

in Migration and International Relations.

Julio Ponce Solé

Julio Ponce Solé. Profesor titular de Derecho administrativo en la Facultad de

Derecho de la Universidad de Barcelona. Acreditado a catedrático por la ANECA en

el año 2010. Ha realizado estudios posdoctorales en las Universidades de Harvard y

de Denver. Ha sido Profesor visitante en las universidades de Sheffield, Georgia State

University y Tulane. Ha sido Director de la Escuela de Administración de Cataluña y

Vicedecano de la Facultad de Derecho de la Universidad de Barcelona.

Julio Ponce Solé. Professor of Administrative Law at the Faculty of Law of the

University of Barcelona. Accredited as a professor by ANECA in 2010. He has

followed postdoctoral studies at the Harvard and Denver Universities. He has been

Visiting Professor at the universities of Sheffield, Georgia State University and

Tulane. He has been Director of the School of Administration of Catalonia and

Deputy Dean of the Faculty of Law of the University of Barcelona.

Ana Pontijas. Responsable de política social de vivienda del BBVA para las regiones

de Andalucía, Extremadura, Ceuta y Melilla. Tiene una amplia trayectoria en

gerencia de proyectos de gestión empresarial, social y cultural desde el sector

privado. Es Licenciada en Derecho por la Universidad de Sevilla.

Ana Pontijas. Responsible for the social housing policy of BBVA for the regions of

Andalusia, Extremadura, Ceuta and Melilla. She has an extensive background in

management of corporate, social and cultural projects from the private sector. She

has a Law Degree from the University of Seville.

Gulnara Roll

Gulnara Roll. Jefe de la Unidad de Vivienda y Suelo de la Comisión Económica de las

Naciones Unidas para Europa (UNECE). Experta en medio ambiente, planificación

urbana y desarrollo sostenible con amplia experiencia en la gestión de equipos, redes

y proyectos. En la ONU desde 2009, ha trabajado en la preparación y presentación

de documentos oficiales; redacción de informes, estudios, publicaciones; gestión de

proyectos y equipos a gran escala; recaudación de fondos; organización de

reuniones y negociaciones intergubernamentales. Antes de unirse a las Naciones

Gulnara Roll is the Head of Housing and Land Management Unit of the United

Nations Economic Commission for Europe (UNECE). She is a Senior Expert in

Environment, Urban Planning and Sustainable Development with extensive

experience managing teams, networks and projects. She has been with the UN since

2009, working in the preparation and submission of UN official documents; drafting

reports, studies, publications; managing large scale projects and teams; fundraising;

organising intergovernmental meetings and negotiations. Prior to joining the United

Nations she worked in academia and management of international programmes on

research, spatial planning and regional development in Brussels, Belgium; Tartu,

Estonia; and St. Petersburg, Russia.

Javier Ruiz

hoy” and correspondent in New York since 2000. He has been the editor of the

Information Services of Cadena SER radio station, and from March 2002 to January

2008 he conducted the news bulletin specialized in economy “Hora 25 Business”.

He holds a degree in journalism from the CEU Cardenal Herrera University, a

Master's Degree in International Economics and Journalism from the Columbia

University of New York.

Martha Thorne

rigor, international character, and innovation in teaching. In addition, Martha is

executive director of the Pritzker Architecture Prize, popularly known as "the Nobel

of architecture," a position she has held since 2005. She holds a Master's Degree in

Urban Planning from the University of Pennsylvania and she holds a Bachelor of

Urbanism from the University of Buffalo (SUNY-Buffalo). Additionally, he studied at

the London School of Economics.

José María Vergeles

Especialista en Medicina Familiar y Comunitaria, fue presidente de la Sociedad

Extremeña de Medicina Familiar. También fue gerente del Área de Salud de Badajoz

y director general de Formación, Inspección y Calidad Sanitaria de 2003 a 2007 y de

Gestión del Conocimiento y Calidad Sanitarias de 2007 a 2011.

José María Vergeles. Counselor of Health and Social Policies of Junta de

Extremadura. He has a PhD in Medicine and Surgery from the University of

Extremadura. Specialist in Family and Community Medicine, he was president of

Extremadura Society of Family Medicine. He was manager of the Health Area of

Badajoz and general director of Training, Inspection and Health Quality from 2003

to 2007 and Health Knowledge and Quality Management from 2007 to 2011.
