That said, the proposed ACER should raiseeyebrows in light of the many recentenvironmental degradations (collapsinginfrastructure, seal level rise, forest fires andso on) made more likely and/or worsened byclimate change. For instance, the NationalOceanic and Atmospheric Administrationdeclared 2016’s Hurricane Matthew a 1-in-1,000 Year Flood Event and, even worse, thelast time North Carolina saw a once-in-500-year flood event was less than 20 years ago.Then, the very next year brought HurricaneHarvey, determined by the University ofWisconsin to be a once-in-1,000-year event.

At present, the best step to slow climatechange might be a revenue-neutral CarbonFee and Dividend (CFD) plan. Such a planwould place a price per ton of carbon dioxide(or equivalent) on each unit of coal, oil andnatural gas that enters the United Stateseconomy. The fees collected are returneddirectly to households, making the planattractive for conservatives, liberals andeveryone in-between. Due to its simplicity andreliance on market forces, CFD is easy toadminister and increases predictability forbusinesses. It does not grow government orraise costs to consumers overall; indeed, mostfamilies would receive dividends that exceedtheir fees paid. CFD would be a win-win allaround.
