�1,010 km of unpaved roads in three different regions
� 6 contract packages- Initial plan was about 300km per package - later reduced to about 100 - 200 km per package

�Works performed included;- Initial Rehabilitation – paid based on output- Maintenance Works – fixed lump sum per month- Emergency Works - as instructed

� 6 Local Contractor executed the Works
�3 local Firms supervised the works
�1 International firm conducted training and facilitation
� Contractors were responsible to plan what do, where to do, how to do and when to do in order to meet performance criteria.

� Supervision consultant were responsible for- assessing contractor’s compliance every month and
certify payments accordingly- quality control for rehabilitation works and
emergency Works- Inspecting road condition and notify Contractor on
defects

Lessons learnt
1. Select roads which are in maintainable state
2. Design of rehabilitation Works should not be done by Contractors
3. Use simplified performance criteria
eg Measure roughness instead of various distress,
4. Select few but effective service quality levels
eg use GOOD instead of GOOD and FAIR
