So much has been written in these here columns about our diminutive but very potent re- presentative, Thomas T. Sakaki- hara that before we start upon another writing journey, we wish to emphatically state right here that we don’t want our readers to get .the idea that we’re running this department for Honorable Tommie alone. . . but here again is a report from legislative halls staring the writer right in the face about our four East Hawaii house delegation introducing a bill ap- propriating the sum of $56,000 for the establishment of National Guard encampment grounds in Waiakea with an area of 300 acres. This idea was one of Representa- tive Tommie’s main measures he intended to get before the legisla- ture as he was getting ready to leave his home in Hilo. To see him get the support of all East Hawaii members to start out by getting their John Henrys on the dotted line is smart ond cooperative poli- tics. A mighty good example of forgetting little differences of opinion to get together as a team for the good of his own district. All hail;. . . and a good hand to Tommie and the rest from East Hawaii in the House. * * * SB-135 introduced by Senator W. H. “Doe” Hill providing a pen- sion for Mrs. Leialoha K. Oili is a measure that should receive the support of ail Big Island legisla- tors, both in the Senate and the House. Pension measures should be looked over very carefully as a general rule for there is always danger of personal ties and friend- ship of some sort entering into the picture, but in the case of Mrs. Di- li, we believe that the Big Island public will be right behind her wishing her all the luck in the world in getting a pretty, good- sized pension because we haven’t forgotten just how “Red” Oili, a police officer for the Big Isle lost his life, going to the rescue of an- other some years ago at the local Hilo wharf. Here’s a bill which is intended to benefit the widow of a man who gave his life in the per- formance of his official duties. More power to you “Mahealani” Hill. . . clear the deck and full speed ahead. T - * * Senator Sanji Abe’s bills (SB- 129-139) increasing the member- ship of the Big Isle board of sup- ervisors from the present seven to nine members are measures that ABE PLANS TO . CHANGE LOCAL COUNTY SETUP BOARD MEMBERS INCREASED TO 9 WITH EACH DISTRICT REPRESENTED Word received from Honolulu yesterday disclosed fhat Senator Sanji Abe of the Big Island has introduced two bills providing for important changes in the lo- cal county government, increas- ing the number of county super- visors to nine from the present number of seven and giving ev- ery district on the island repre- sentation on the board by prov- iding for election of supervisors by district. Senate Bill 129, pro- viding for these changes also ex- tends the tenure of office of sup- ervisors from two to four years, effective January 1st, 1943. MANDATE In yesterday’s editorial we dwelt upon three specific issues brought up by our afternoon English daily, the Hilo Tribune Herald, which is strongly advocating a commission form of police administration for this county. In order to dis- pel any doubt in the minds of people who might conclude that we are merely picking and indulging in a controversy with another newspaper, we shall today discuss and weigh the Police Plebiscite Measure, sponsored by Senator Sanji Abe, against Senator V. A. Carvalho’s Police Commission Mandate, both bills now in the Hawaii Select Committee of the Senate. Aside from isolated examples which have been publiciz- ed as proving the alleged inefficiency of the present police set-up on the Island of Hawaii, in the two measures above mentioned there is a wide and distinct variance of a funda- mental principle, as we have pointed out more than once in this publication, the plebiscite plan giving the citizens the fi- nal say as to whether or not they wish to abridge to some extent their constiutional right of directly electing one of their most important -local officials; while the latter plan, that advocated by Senator V. A. Carvalho, mandating the creation in about six months after the adjournment of the legislature, a bureaucratic machinery within the wheels of a supposedly democratic, loaal government with the Governor of the Territory—an appointee of the President of the Unit- ed States and not an elective official starting the machinery in motion. ! In a democracy, such as we are an integral part, it should be the ultimate ambition of all self-respecting citizens to pos- sess a direct voice in our government. The changing of the local police set-up from the present system to that of a com- mission form involves a drastic change of the mode of ad- ministering a local governmental body. With complete French agree- ment to the Japanese compro- mise proposal, obtained a.3 the re- sult of a series of three hurried eleventh-hour conferences between Foreign Minister Yosuke Matsuoka and French Ambassador Charles Arsene-Henry in Tokyo Thursday morning, afternoon and night, the was set for the signing of the accord, solving the five-month old border dispute. The twice-pro - longed Franco-Thailand armistice expiring at noon today would not be extended, it was understood. However, Thailand’s and French Indo-China's assurances that their troops would not engage in furth- er aggressive action v/as obtained Thursday by Japan. Warning Issued Bv Jaoan Post Office TOKYO, Mar. 7—Post office au- thorities issued a warning to send- ers of mails abroad of the danger of national secrets leaking out through letters which were liable to be censored and confiscated by the British. Authorities advised mailers to designate the route and ship when mailing matters so as to escape touching ports under British con- trol. Postoffice officials designated Hongkong, Singapore, Bombay, Colombo, and Bermuda, the last a port in the West Indies, as British ports where censorship is being en- forced, and asked mailers to choose | vessels which did not touch these! ports. A decision was made to submit the resolution to the board of sup- ervisors. Under the terms of this resolution, vehicles will be permit- ted to double park for five min- utes at the maximum as long as enough room is left for two cars to pass easily. This resolution was brought into being as result of complaints filed by Tom Cunningham, former Sup- ervisor . and operator of the City Transfer. Though the note did not spe- cify the reasons for the request, it significantly referred to Italy’s ac- tion asking the removal of Ameri- can consulates in Palermo and Naples and said that the United States ambassador to Rome has been instructed to convey orally to the Italian authorities in the Unit- ed States the desire to obtain the closing of Italian consulates in Newark and Detroit through with- drawal of consular personnel. The personnel could remain any- where within United States juris- diction, the note requested. It stated that the department be kept fully informed as to their place of residence and further asked all Italian government officials within United States territory to confine their movements to areas where their activities could be recognized officially. The note specified that this does not apply to members of the Ita- lian embassy staff in Washington, whose names appear on the diplo- matic list, but at the same time expressed the state department’s desire to be kept currently inform- ed of their movements. Hull declined to elucidate on the reasons for the action at the press conference while other state de- partment quarters merely stated that the step was taken for “na- tional policy reasons.” Indo-China have been advised to stand by for evacuation and not to start evacuation immediately. Incidentally, according to a press message report from Saigon, the Governor General of French Indo-China apparently was under instructions from the Vichy gov- ernment to take steps to alley an- ti Japanese atmosphere, following the smooth progress of the Tokyo conference. The message pointed out as an example that reports that Thai- land’s demands ‘ emanated from Japanese sources, heretofore play- ed up by foreign anti-Japanese circles, have entirely disappeared from the local French press, while the evening paper “Le Temps” has been suspended for fifteen days for publishing anti-Japanese articles. The message adds that Japanese consular authorities will likely can- cel their advice to stand by for evacuation in case the Tokyo con- ference is brought to an amicable conclusion. If the newspapers after my hide think my effort in trying to prevent depriving an individual’s birthright is just merely nuisance, I want to know what these critical publications stand for, when they yell for lo­cal government one time, and then turn right around ad­vocating a bureaucratic set-up in the next breath without public approval. I’d like to know and ask them: ‘Where is their consistency?’ ”

Senator Abe stated in closing that he was getting along very nicely and was particularly happy to find out that he had several outside island senators supporting him on his stand on the plebiscite.

Preparations are under way in Honolulu for the annual Japanese inter-island junior baseball champion­ship tournament next month, this department was au-

( thoritativeiy informed.While the series most likely will materialize (this so as

not to discourage prospective local players making the trip) it was learned that the sponsors are far from very keen about it because the junior play-offs have not been a profitable one and each additional event means an extra deficit.

However, it was definitely indicated that the sponsors are giving full consideration to the objective of the series which is to bring up young players, and it is very likely that a definite announcement will be forthcoming soon.

Reaction of the local league toward the inter-isle af- fair needs no explanation. The loop from the start has been 100 per cent behind the move, and even this year

while preparing for the present season this item wTas definite­ly set aside by the league officials.

Meanwhile, the local championship race is almost decid­ed. The titular game is slated for this coming week-end be­tween Pepeekeo, last year’s champions, and Olaas, with the two others qualifying for the title' chase already eliminated. They are Hinodes, one of the pre-season favorites for the title who failed to make the grade by a hairbreadth, and the young but scrappy Waiakea Mill nine.

Between Pepeekeo and Olaa, the former has a one game advantage and their defeat will only cause a tie between them, necessitating another meeting for the play-off. A vice- versa outcome, of course, will decide the championship out­right.

The team winning the local championship will re­present this island in the inter-island play-off series. Acocrding to an agreement reached before the start of

the present season, the Big Isle representative will comprise of 15 players, plus the manager and coach. The limit on the delegation was placed to minimize the huge expenditures in­curring for the trip.

Unlike past years, because of the keen local race this year the Big Isle team is expected to make a great showing in the Oahu finals.

This may be beside the point but the present junior league season has beeii most beneficial and the league more than realized its objective.

During the season several of the more promising junior league performers were given a chance to display their wares in the senior loop and suffice it to say they made the grade. Pitchers like Maruo, Matsumoto, Nagahisa and Suga were very impressive, while the two Jinbo boys and others scintil­lated at other positions. They are definitely destined for se­nior league competition eventually, and several will be realiz insr their ambition sooner than they have expected.

the general welfare of the territory at large. It must also be remembered that outside of Senator Sanji Abe, no other candidate openly made known to the voters, who elected our senators and representatives, their stand on the question of a police commission for Hawaii County. Let us repeat. With the exception of Senator Abe, none of the legislative candi­dates even mentioned the local police department problem, let alone taking a definite stand on its administrative features.

Furthermore, it might be well to mention here also that the voters of the Big Island during the last general election voted two to one in favor of statehood for the territory. We want to ask: What does this signify? Nothing but a desire for more direct participation by the people of this island in the central machinery of American government, a sign thatthe citizens of Hawaii two out of every three—desire acloser and more direct right in expressing their voice in our national government through the attainment of the status of a state by the territory, to become an equal, political entity with the* forty-eight independent, sovereign states of the Union.

Senator Abe’s stand is clear and we fail to see that he is merely creating a nuisance, as it is claimed by the publica­tions opposed to his measure, in endeavoring to block the commission plan. We interpret his stand as being truly de­mocratic and American in spirit and practice that of givingthe governed the ultimate voice in expressing how it should be governed. It is a principle founded upon constitutional guaranty giving us individual freedom of expression and the exercise of the right of franchise to all American citizens.

We contend that Senator V. A. Carvalho’s measure, on the other hand, mandating the unsuspecting electorate into a drastic change without even campaigning on the issue, is one that should be criticized as a decided step toward the in­fringement of the citizen’s privilege of exercising his own free will in a local governmental system of which he is a component part. The only time the federal, state or territorial government should be given the arbitrary power to make a drastic change in our government, involving certain in­fringement o fthe citizen’s sovereign right of exercising a direct voice, is when the government is confronted with an emergency demanding immediate action. Then and then only must the people grant their legislators the arbitrary power of making a drastic decision on behalf of the people without di­rectly giving them an opportunity to decide the issue.

We have no such emergency confronting us now. There is no immediate problem which must be solved through the creation of a bureaucratic body in the local municipal gov­ernment. We, therefore, conclude and maintain that the only way to effect such a decided change in the administration of a local governmental agency is to proceed along the way pav­ed by our Constitution that of heeding and following thedictates of a free and sovereign people.
