Souvenir Shop of Lal Bahadur Shastri National Academy of Administration, Mussoorie invites tender from the reputed companies, manufacturer/wholesale supplier of sports kit items (Track suit, T-Shirts collar, T-shirt Polo, Tees and socks) of premium quality as enclosed at Annexure-I to this tender form. The items quoted should be of the best premium quality and only one free sample be submitted along with the technical bid of tender documents. 1. Pre-Bid Minimum qualifying criteria:- The following will be the minimum pre-qualification criteria. Each eligible provider should possess all the following qualification criteria and submit in format 1 to 3. Responses not meeting the minimum pre-qualification criteria will be rejected and will not be evaluated.

2) IMPORTANT INSTRUCTIONS FOR BIDDERS :- 1. Souvenir Shop, LBSNAA, is an integral part of the Officers’ Mess,

LBSNAA and invites offers in prescribed Bill of Quantity (BOQ) for Track

Suits/t-shirts/socks etc from reputed manufacturers/ wholesale

dealer/vendors with the specifications in prescribed Proforma.

2. The details of terms and conditions are being given in tender document

and must be complied with.

3. Tenderer who has downloaded the tender from the Academy website shall

not tamper/modify the tender document including downloaded price bid Bill

of Quantity (BOQ) template in any manner. In case, if the same is found to

be tampered/modified in any manner, tender will be completely rejected

and EMD would be forfeited.

4. Amendments to Bidding Documents: At any time before the deadline for

submission of Bids, the bidder may, for any reason deemed fit by it, can

modify the Bidding Documents by issuing suitable amendment(s) to it.

Prospective bidders are advised to check the same before submission of

bids.

5. All pages of the Bid should be signed by Authorized Signatory and page

numbered.

6. All Payment by LBSNAA shall be made electronically through NEFT/RTGS

and therefore the firm is requested to submit the bank details while raising

the bill(s) (Name of Firm, Name of Bank, Account Number, Name of

Branch and code & IFSC Code) and against the bill in duplicate along with

delivery challan.

7. A Bidder, who does not fulfill any of the above requirements and/or gives

false/evasive information/reply against any such requirement, shall be

liable to be ignored and rejected.

8. All filled bids are to be uploaded on the website www.lbsnaa.gov.in on or

before 1500 Hrs before last date i.e. 19.07.2020 of submission. Bids to be

submitted in hard copy with one physical sample, adhering to the timeline

of the last date of submission.

9. Deputy Director (Sr.) & Incharge Souvenir Shop, LBSNAA reserves the

right to reject any/all of the offers without assigning any reasons thereof.

The bidders may seek clarification with this office from Monday to Friday

between 1000 hrs to 1700 hrs on 0135-2222000/ Mr. Rohit Aggarwal

(9411559112).

10. Earnest Money Deposit of Rs. 50,000 shall be deposited through

NEFT/RTGS to the bank account number 30897390142 in favour of

Souvenir Shop, LBSNAA, Mussoorie, IFSC CODE: SBIN0002435, Bank;

State Bank of India, Branch LBSNAA, Branch Code 002435, Mussoorie.

11. The word “ Tender for supply of Track Suit (winter and summer), T-shirt (full

and half sleeve), Tees and Socks etc items should be super scribed on the

top left corner of the envelope bearing the name & address of the tenderer

for the sample purpose. a) Envelope A- All pre bid qualifying documents. b) Envelope B- Tender document completed in all respect duly signed by

the tenderer, along with the list of samples of each quoted items Track

Suit, T-shirts and Socks having name of tenderer/brand as per Proforma

at Annexure II, should be submitted to LBSNAA. c) The bidder should submit at least one (01 no.) acceptable sample

along with hard copy of EMD (in case of Demand draft and if the EMD

deposited online then the copy of the EMD) & bid document of

conforming to each specifications, (free of cost) to the Academy on or

before the last date and time of bid submission of tender i.e.

19.07.2020. d) Envelope C:- The rates quoted for each item/ brand as per Performa at

Annexure- IV to be submitted to LBSNAA. The tender shall be

submitted through tendering process only as stated above, and the

samples shall be sent to the

12. Bids received without samples will not be evaluated and will be summarily

rejected.

13. The sample will be examined and evaluated by the Designated Technical

Committee, whose decision will be final.

14. An approved sample of successful bidders shall be retained by Academy.

In case of any dispute regarding the quality of goods supplied arises, the

same would be compared with the approved sample so retained by

Academy (LBSNAA).

15. The samples of unsuccessful bidders will be returned to them. It shall be

the responsibility of the unsuccessful bidder(s) to collect the samples from

Academy.

16. The warranty period of the items should be for a minimum period of one

year.

17. The Deputy Director (Sr.), LBSNAA, Mussoorie have all the right of

awarding the work to one supplier or different suppliers for the supply of

items or reduce the quantity of items to be ordered due to unforeseen

circumstance.

18. In case any dispute arises in regard to the tender, the decision of the

Deputy Director (Sr.), LBSNAA, Mussoorie will be final and binding.

19. In case of litigation, the courts at Dehradun, Uttarakhand only will have

jurisdiction for deciding case according to Indian law in force.

20. Bids shall remain valid for 180 (One Hundred eighty) days from the last date of

bid submission prescribed by LBSNAA. LBSNAA holds the rights to reject a

bid valid for a period shorter than 180 days as non-responsive, without any

correspondence. In exceptional circumstances, LBSNAA may solicit the

Bidder’s consent to an extension of the validity period. 21. All items must have LBSNAA Logo at left side of front & name of

LBSNAA, Embroidery/screen –printed on them and the same it will also be intimated and shall be informed to the successful bidder. The colour of the items shall be specif ied by the technical committee after f inalsation of quality sample. (Refer to Annexure- III)

22. Payment will be paid within 60 days of the supply of items on satisfactory

report. No Advance payment will be made in any circumstances.

23. Penalty Clause: If the firm is unable to supply the material within the

stipulated time Rs.1,000/- will be charged per day and maximum 10% of

purchase/work order value shall be forfeited. The defective piece/s will be

returned and Rs. 500/- per rejected piece would be imposed as penalty on

the firm.

24. The rates/commercial/technical offer will remain valid for 120 days from the

date of opening of financial bid for finalisation of the tender.

25. All tenderers are required to mention the name of firm and brand name on

each sample (kept in polythene pack) and submit in a sealed bag/ box

which will be opened and counted in front of tenderers along with technical

bid.

26. The bidders are required to submit only one free sample of the items. The

sample of the items shall be the same or may vary as specified in the picture

attached with the tender document is for reference only. The size and colour

may also be vary from the as specified in tender document during the time of

supply of items. 27. Bidders are required to quote for only one of its best and economical brand

within the estimated cost as mentioned in the tender document.

28. The technical specifications of different Track Suit, T-shirt, Tees and Sock

items is given at Annexure -I .

29. If even after approval, information/facts submitted by the tenderer are

found misleading/ incorrect etc., the Academy (LBSNAA) reserves the right

to disapprove the items for the current/future rate contract or may impose

penalties as deemed fit. Non compliance of any of the terms & conditions

of the tender will also warrant above penalties.

30. Competitive rates are inclusive of taxes/vat and freight charges. F.O.R. Lal

(Dehradun, Uttarakhand.

31. EMD to the unsuccessful bidder will be refunded after finalization of the

Tender.

32. Interest free performance security deposit equivalent to 10% of the total

value of the supply order will be deposited by the successful bidder within

ten days of award of supply order. Security Money will be refunded

within 60 days on completion of all contractual obligations, if no complaints

are received during the period of warranty.

33. In case of doubt in material, supplied by the firm/Tenderer the

expenditure on testing of material will be borne by the tenderer.

34. Material indented for shall be supplied in full quantity within the time

frame as mentioned in the supply order.

35. Subject to the provision of Force Majeure, if the supplier fails to deliver

any or all of the Sports kit items within the time frame(s) incorporated in

the tender, the LBSNAA shall, without prejudice to other rights and

remedies available under the tender, deduct from the EMD/security

deposit, as liquidated damages, a sum equivalent to 0.5 % per week of

delay or part thereof on delayed supply of sports kit items until actual

delivery subject to a maximum of 10% of the estimated value of supply

order.

36. The Deputy Director (Sr.) will have all the rights to reject any or all the bids

without assigning any reason.

37. The technical bid of the bidders will be opened first and the financial bid

will be opened only of those bidders whose Technical bid shall be accepted

by the Competent A uthority. 38. Terms of Business: LBSNAA will award the work order to the successful

bidder for implementation. The award of the work order will be done on the

basis of the evaluation as mentioned in following paragraphs. The

successful bidder has to give their consent of a work order for

implementation of the work order and has to commence within 7 working

days from the date of issue of the work order. In case of bidder being a

joint venture, the first party shall be held responsible for all obligations.

The tender will be awarded to a single bidding entity. 39. Conflict of Interest:- Where there is any indication that a conflict of interest

exists or may arise, it shall be the responsibility of the Bidder to inform

detailing the conflict in writing as an attachment to this Bid which shall be duly signed. LBSNAA will be the final arbiter in cases of potential conflicts of interest. Failure to notify any potential conflict of interest will invalidate any verbal or written agreement. A Conflict of Interest is where a person who is involved in the procurement has or may be perceived to have a personal interest in ensuring that a particular Bidder is successful. Actual and potential conflicts of interest must be declared by a person involved in a Bid process.

6) BIDDING / SELECTION PROCESS The bidding will be of three stage process as detailed below:

a) Stage 1- Screening of the document submitted by bidders will be done for selecting qualified bidder for the stage 2. Bidders found qualified after screening will be intimated immediately. Only qualified bidders will proceed for stage 2.

b) Stage 2- Technical Evaluation: Technical evaluation of only qualified bidders will be undertaken as part of technical evaluation by the technical committee by physically inspecting the sample for its quality of material, fabric, (design, colour and overall look). Bidders scoring minimum of 50% marks or more in technical evaluation will qualify for evaluation of their financial bid (20% weightage shall be given to quality of fabric as per specification mentioned in Annexure-I) (20% weightage shall be given to design, colour and overall look of the sample provided). Technical bids will be opened at the schedule date, time and place before the Authorized Committee of LBSNAA and bidders would join and also through their authorisized representative may join in absence of the authorized person. The evaluation process is transparent and evaluation of each parameter will be done as mentioned above.

c) Stage 3- Financial Bid & Final Evaluation: Financial bids of Bidders scoring minimum of 50% marks or more in technical evaluation will be opened and final evaluation will be done as per financial evaluation process.

d) Marks to be awarded for financial bid are as follows:-

Price of lowest bidder x 60 = ___ Price of other bidders

e) Total marks would be 40 marks (technical bid) + 60 marks (financial bid)= Total

f) The tender shall be awarded to those get highest total marks. Total marks obtained is a summation of marks obtained in technical Bid (40%) & financial bid (60%) as per details mentioned in preceding paragraphs.
