PERFORMANCE REVIEW

Lahore High Court

On 01-01-2001, 75756 cases were pending in the Lahore High Court at its Principal Seat and

Benches. During the year 2001, 88247 fresh cases were instituted, while 99576 cases were

decided. The latter included 51967 writ petitions, 574 murder cases, 4048 criminal appeals,

1688 criminal revisions, 2784 civil appeals, 8159 civil revisions, 742 tax matters, 750 co-

operative petitions, and 357 banking cases. This reduced the total pendency to 64427 case at

the end of the year.

A project for disposal of old cases instituted prior to 1991 in the High Court, was launched

on 25-09-2000. The success of this initiative can be gauged from the fact that 3930 old cases

were disposed of by 31-12-2000, and an additional 5249 cases were disposed of in the year

2001, leaving a pendency of 1601 cases, which are being vigorously pursued for disposal.

Similarly, 11481 cases pertaining to pre 1996 period were categorized as old cases on 01-01-

2001, at the Principal Seat and the Benches; out of these 3730 cases have been disposed of

during the year 2001, leaving 7751 cases in hand, which are being actively processed.

District Courts

In the Sessions Courts of Punjab, covering 34 districts and the capital territory of Islamabad,

99067 cases of all categories were pending on 01-01-2001. During the year 2001, 272401

fresh cases were instituted, out of which 256615 cases were disposed of, broadly

encompassing 6681 sessions STA murder cases, 693 hadood cases, 6788 narcotics cases,

36689 civil appeals/revisions and 8626 criminal appeals/revisions, besides other categories,

leaving a pending balance of 114853 cases as on 31-12-2001.

In the Civil Courts and Courts of Judicial Magistrates, 887351 cases of all categories were

pending on 01-01-2001. During the year 2001, 585404 fresh cases were instituted out of

which 584510 cases were disposed of, broadly encompassing 314305 civil/family/rent and

guardian cases and 152835 criminal cases besides other matters, leaving a balance of 888245

cases as on 31-12-2001.

During this period, all the Sessions Cases instituted prior to 1997 have been disposed of,

except 273 cases. Likewise, all cases instituted in the Civil Courts prior to 1994 have been

disposed of except 2604 cases.

During the year, 12409 accused involved in cases of petty offences were released on personal

bonds by the Sessions Judges, during their visits to jails.
