Budget 2010-11Highlights
Extension of existing interest subvention of 2 per cent for one more year for exports covering handicrafts, carpets, handlooms and small and medium enterprises.
High Level Council on Micro and Small Enterprises to monitor the implementation of the recommendations of High-Level Taskforce constituted by Prime Minister.
Allocation for this sector to be increased from Rs. 1,794 crore to Rs. 2,400 crore for the year 2010-11.
The corpus for Micro-Finance Development and Equity Fund doubled to Rs. 400 crore in 2010-11.
National Social Security Fund for unorganised sector workers to be set up with an initial allocation of Rs. 1000 crore. This fund will support schemes for weavers, toddy toppers, rickshaw pullers, bidi workers etc.
Limits for turnover over which accounts need to be audited enhanced to Rs. 60 lakh for businesses and to Rs. 15 lakh for professions.
Limit of turnover for the purpose of presumptive taxation of small businesses enhanced to Rs. 60 lakh.
To facilitate the conversion of small companies into Limited Liability Partnerships, transfer of assets as a result of such conversion not to be subject to capital gains tax.
To ease the cash flow position for small-scale manufacturers, they would be permitted to take full credit of Central Excise duty paid on capital goods in a single installment in the year of their receipt. Secondly, they would be permitted to pay Central Excise duty on a quarterly, rather than monthly basis.
Reduction in central excise duty on corrugated boxes and cartons from 8 per cent to 4 per cent.
Payment made to an approved association engaged in research in social sciences or statistical research to be allowed as a weighted deduction of 125 per cent. The income of such approved research association shall be exempt from tax.

Indian market is flooded
with the latest and best
products from around the
world. Intense competition
and ever growing demand of
customers have made the
very survival – leave aside
the growth – extremely
difficult for these SMEs. The
domestic market, the
MSMEs’ main market base,
has shifted from the
consumer-oriented market to
the customer-oriented market
where satisfaction to the
customer is the order of the
day. The products therefore,
have to ‘stand out’ attract and
persuade the customer. In
such a situation, when a
customer has to choose from
such products, his decision to
choose one from the other
will depend mainly on the
visual appearance of the
product and the ease of its
use.
The manufacturing
competitiveness of industries
particularly the SMEs is
facing a major challenge of
CHANGE. This is the change
from traditional methodology
to an innovative product
development process and to
remain in the business with
competitive advantage.
Another element of this
change is the need to
develop products, which
meet the ergonomical and
psychological, need of the
global market. Further,
within the context of the
national market, there is a
greater demand for product
diversification
Adding Value Through Design
Industrial design can provide the necessary
product differentiation and perception to effectively
compete in the market. Understanding customers’
needs and presenting them with the product, that is
distinctly perceived as satisfying those needs, is the
only way an enterprise can win his market in today’s
rapidly changing business scenario. Design plays a
major role in making a product pop up among the
sea of products and also help convey its worth and
value to the customers, thus building their confidence
in the product.
Industrial design, here can provide the essential
inputs in terms of its design features – its form and
colour etc., ease of its use, considerations of safety
factors, new product features, its positioning in the
market etc. Understanding of customer need, his
taste, his behavior patterns, aspirations etc. and
design products based on this, so as to say ‘User
centric design approach’ can greatly increase the rate
of success when the product is launched in the
market. Equipping the MSME to seek solutions is a
necessity and Design Clinic model could be the right
approach for this aspect.
Systemic and methodical process of product of
development suggested by the professional
designers, can immensely benefit the MSME sector
– as they will be able to come out with new products
at much faster rate and with minimum risk. Also the
ability of designers to look at the product in a holistic
way from manufacturers/production, users and
marketing point of view – will help develop a product
in totality, in the sense a product that is most user
friendly, cost effective and at the highly rewarding
business proposition. This will in turn enable the
Industry to compete in the global market.
Design Intervention Through Design Clinic
Model
Design Clinic is a tested Strategic Model of design
intervention, where a solution to an existing design
problem is diagnosed and remedial steps suggested
by a multi-disciplinary team of design expert. In this
model the value additions to an idea or a concept is

imparted through interaction and at a lesser cost to a
specific industry/sector. It applies to needy sector,
like Small Scale Manufacturing, where conventional
model of design consultancy and training is not often
affordable. This model brings design exposure to the
door step of industry clusters for design improvement
evaluation and analysis and adopting even long term
consultancy/design related intervention.
Thus a design clinic defined as a mechanism
where clinical design solutions are made available
to the design problems of products/services concepts
and ideas that are brought in for design analysis and
scrutiny. Here, flexible and strategic solutions are
made available to provide value addition through
synergies and matured option as solution to design
problem. Replicating this model in a national scale,
as a National Design Clinic will bring in clinical
solution to the much needy SME sector throughout
the nation.
Implementation of Design Clinic Scheme for
MSMEs under National Manufacturing
Competitiveness Programme (NMCP)
As part of the National Manufacturing
Competitiveness Programme (NMCP), the office of
Development Commissioner (MSME), Ministry of
Micro, Small & Medium Enterprises, Government of
India will be implementing the Design Clinic Scheme
for Design Expertise to Micro, Small & Medium
Enterprises (MSME) Sector during the 11th
Plan
Period.
The objective of the scheme will be to enhance
the understanding and application of design and
innovation in MSMEs. It aims to promote design as a
value adding activity and integrating the same into
the mainstream business and industrial processes of
MSMEs. The scheme will be implemented in
pursuance of the longer term goal of helping the
manufacturing segment in the MSMEs move up the
value chain from ‘original equipment manufacturing’
through ‘original design manufacturing’ to ‘original
brand manufacturing’.
The overarching approach in implementing the
scheme will be to bring Indian MSMEs and the design
experts on a common platform. This will enable the
MSMEs to access expert advice and cost effective
solutions for their real time design problems, with
some financial support from the Government. The
expected outcome of such interventions are new
product development or discernible design
improvement and value addition for existing
products.
The total scheme budget will be Rs. 73.58 crore,
out of which Rs. 49.08 crore will be GoI assistance
and the balance amount will be contributed by the
beneficiary MSMEs. About 200 clusters are proposed
to be covered under the scheme. National Institute
of Design (NID), Ahmedabad has been designated
as the nodal agency for the scheme.
The scheme description is divided in two major
parts, viz., Design Awareness and Design Projects.
Design Awareness: This will be done through
Seminars, Workshops and Design Need Assessment
Survey for the participant members of the selected
clusters. These activities will help create general
awareness and sensitization about the value and
power of design for businesses.
Design Projects: The Design Need Assessment
Survey will form the basis for further dialogue
between professional consultants and individual
units (or group of units) in the cluster for the
preparation of project proposals for funding. The
funding assistance will be provided to the MSMEs
for engagement of design consultants and
professionals and other admissible items under the
project as per the guidelines.
Design Awareness - Seminars and Workshops
The purpose of these activities is to sensitize
MSMEs about the usage of design in various facets
of their industry.
A Seminar will cover the design related topics in
a broad way, with the intent to communicate the
importance of design, its usefulness and its role in
delivering business value. It would be delivered in
lecture-style by one or more experts deliberating on
a topic. The seminar will be followed by a Question
and Answer session. A typical seminar would be of
one day duration.
A Workshop connotes a more focused study on
design, with a well-defined ‘take-away’ for the
MSMEs. The total time allocated for each Workshop
is 3 - 5 days. This will begin with the experts visiting
the cluster units and understanding the issues
concerning the cluster. Thereafter, there will be
training on design clinic solutions delivered by an
expert or a group of experts in an interactive manner.
This will be followed by preparation of a Design
Need Assessment Survey Report by the designated
expert.

The Design Need Assessment Survey report will
review the present state of the cluster, will identify
areas of improvement and within that will identify
specific areas which could be served by design
intervention. The report will present how the design
solution(s) will finally convert to business solutions
and will specify a preferred sequence of actions for
the same. The report will also contain the details of
Workshop proceedings.
The conduct of seminars and workshops will be
entrusted to industries associations, technical
institutions or other appropriate bodies. The
interested organizations may apply to the Design
Clinic Centre. The applicant organization must
demonstrate the expertise to deliver such a Seminar
or Workshop and should support its application with
similar previous experience.
GoI contribution, not exceeding Rs. 60,000
(Rupees Sixty Thousand only), will be admissible for
the conduct of each seminar. Also for the conduct of
a Workshop, GOI contribution will be to the extent
of 75 % of the cost incurred, the admissible costs
being restricted to Rs. 4,00,000 (Rupees Four Lakh
only), (i.e. maximum assistance being restricted to
Rs 3,00,000 only). The remaining amount will be
contributed by the participating MSMEs.
In addition to workshops and seminars being
organized for the MSMEs, about five orientation
workshops will be organized for the design
consultants. The duration of the orientation workshop
will be of one day. The purpose of the orientation
workshop is to sensitize and orient the design
consultants towards the purpose of design clinic
scheme and issues concerning the MSMEs. NID,
Ahmedabad will make necessary arrangements to
organize these workshops for designers with the
assistance of experts and professionals.
Design Projects
The Design Clinic Scheme shall provide financial
assistance to support design project work undertaken
by individual MSMEs, group of MSMEs and students.
The beneficiary unit(s) must typically be micro, small
or medium enterprises as per the definition in
MSMED Act, 2006. The designer that a unit employs
in this scheme would be selected from a pool of
qualified designers empanelled for this scheme.
Project proposal
Based on the need analysis a detailed project
proposal shall have to be prepared. This proposal
shall include all aspects of the proposed design
project and the financial details. The proposal shall
be submitted in the prescribed format for approval
by the assessment panel of the design clinic Centre.
Funding assistance for Design Projects under
the scheme
The funding support will be given by way of a
grant upto a maximum of 60% of the total approved
project cost or Rs. 9.0 lakh, whichever is less, in case
of a individual MSME or a group of not more than
three MSME applicants. Similarly, the funding
support will be given by way of a grant upto a
maximum of 60% of the total approved project cost
or Rs. 15 lakh, whichever is less, in case of a group
of four or more MSME applicants.
The applicant MSME (s) in the project is required
to contribute at least 40% of the approved project
cost as a matching fund. The Design Clinic Scheme
shall also support design work by reimbursing 75%
of expenses incurred subject to maximum of Rs 1.5
lakh for final year student projects done for MSMEs
under the supervision of parent Design Institutions.
MSME unit’s contribution shall be 25% of the
admissible cost.
Apex Body
In order to provide guidance for scheme
implementation and its monitoring, apex body in the
form of Project Monitoring and Advisory Committee
(PMAC) has been formed with AS& DC (MSME) as
Chairperson. The other members of the committee
will be drawn from areas including academia,
Technical institution, management, administration,
concerned government departments, etc.
Design Clinic Centre
Under the scheme, NID will establish, Design
Clinic Centre in Delhi for the effective implementation
of the scheme. Four regional centers will also be
established by NID for the purpose of administering
Design Clinics in different areas of the country.
The design clinic centre will function as the
headquarters and an initiator of all activities under
the scheme. The regional centers will be operated
by National Institute of Design through competent
technical institutes/agencies. The specific role of the
regional centers will be to create general awareness
and sensitization about the importance of design, to
organize seminars for the MSME’s, and to conduct
training programmes / workshops for the MSME’s,
etc. n

MSME - Development Institute, Ahmedabad
MSME-Development Institute, Ahmedabad is a
Field Agency of MSME-Development Organization
under Development Commissioner, Micro, Small
& Medium Enterprises (DC, MSME), New Delhi.
The office of the DC (MSME) is an apex body
and is the nodal agency for formulating, coordinating
and monitoring policies and programmes for
promotion and development of Micro, Small
& Medium Enterprises in the country. The MSME-
DI, Ahmedabad provides a wide range of
Extension Service to the MSMEs in the
State of Gujarat through main Institute at
Ahmedabad and two Branch Institutes at Rajkot and
Silvassa.
Technical Consultancy Services
v To prepare model Project Profiles, Feasibility
Reports, Technical Guides, Technology Transfer
Documents etc.
v To prepare Project/Appraisal Reports at
the request of entrepreneurs or financial
institutions. The consultancy fee charged is
½% of project cost subject to maximum of
Rs. 5,000/-.
v To provide Technical Advice for proper
selection of Machinery & Equipment,
Manufacturing Process, use of appropriate Raw
materials, Plant Layout etc. alongwith
information on feasibilities & incentives available
for MSME, including formalities involved in
setting up industry.
Economic Information Services
v To help the entrepreneurs by informing them
about latest circulars relating to policy matters
through personal contacts, MSME Newsletter,
Seminars and Workshop.
v To prepare Area Survey Reports to highlight the
industrial potentialities based on resources and
market available in the area.
Industrial Management & Training Services
v To organize Industrial Motivational Campaign
to motivate young entrepreneurs for setting up
small scale enterprise.
v To conduct Industrial Management Courses on
various subjects.
v To conduct Entrepreneurship Development and
Skill Development Programme including
Process-cum-Product Development Programme
for educated unemployed youths covering
various aspects for setting up of new enterprise
to create self-employment.
Workshop & Laboratory
v To provide workshop facilities to industries &
impart technical training for skill development
to the workers of small scale units. This facility
is available at Br. MSME-DI, Silvassa.
Marketing Assistance to SSI
v Helping the Micro and Small Scale Units to get
registered with National Small Industries
Corporation (NSIC) for participation in the
Government Stores Purchase Programme
(GSPP) under Single Point Registration
Scheme.
v Recommending to NSIC for issue of Competency
Certificate in favour of Micro and Small Scale
units for executing Government orders.
ISO 9000/14000 Certification
v Conducting Seminar/Training Programme
to bring awareness among the Entrepreneurs
for Quality Upgradation, Quality Management
System etc. The Institute reimburses Micro &
SSI units @ 75% of the eligible cost or
Rs. 75,000/- whichever is less for obtaining ISO
9000/14000 Certification.

Trade Fair
Under the Scheme, financial assistance is
provided to Micro & SSI Units upto Rs. 1.50 &
Rs. 1.25 lakh respectively. The unit may avail
such assistance once in a year for single persons.
v Scheme on International Cooperation
Reimbursement upto Rs. 10 lakh and Rs. 15 lakh
is available to Association Members for their
participation in the National & International Fairs/
Exhibition/Conference etc. respectively.
v Scheme on Bar Coding
Financial assistance is available to SSI’s for
adoption of International Numbering Standards
used in Bar Coding/E-Commerce applications,
which is limited to 75% of the registration
charges (Rs. 25,000) charged by GSI (formerly
EAN i.e. Rs. 18,750/- and 75% of the annual fee
(Rs. 5,000/-) for first three years of registration
for three years i.e. Rs. 3,750/-.
v National Programme on Rural Industrialization
(NPRI) for Development of Rural Cluster
The purpose of the scheme is to set up 100 rural
industrial clusters in the country every year for
five years so that it can boost up the rural
economy by creating more employment avenues
for the rural youths in the non-farm sector and
slow down the migration of the rural artisans to
towns/cities. Finance : upto Rs. 5.00 lakh per
cluster.

v Credit Guarantee Fund Scheme for Small
Industries (CGFS)
The credit facilities which are eligible to be
covered under the scheme are both term loans and
working capital facility up to Rs. 50 lakh per
borrowing unit, extended without any collateral
security or third party guarantee, to new or existing
micro & small enterprise. The guarantee cover
available under the scheme is to the extent of 75%
of sanctioned amount of the credit facility. The extent
of guarantee cover is 80% for : (i) micro enterprise
for loan up to Rs. 5 lakh, and (ii) MSEs operated and/
or owned by women. n

REDILENS, a proprietorship firm owned by Shri
Purveet S. Batra (30 years) was set up in June 2002
for manufacture of optical products in Sonal Industrial
Estate, Andheri (East), a suburb of Mumbai. The
turnover of the unit in FY 2009 was Rs.1.26 crore
with a profit of Rs.7.30 lakh. Apart from Shri Batra,
who manages the entire operations, the firm has 24
employees on its rolls.
Shri Batra’s family was involved in the plastic
products manufacturing business since 1980. Owing
to severe competition and low margins, Shri Batra
decided to venture into
a new line of business
which promised better
returns. Accordingly,
using his own funds in
2002, he set up a small
unit with two machines
to manufacture optical
lenses. He later on
expanded the range of
products to include
instrumental lenses,
ophthalmic lenses,
specialized lenses, LED
lenses, mini reading
glasses, etc. The market
for the firm’s products was growing at a fast pace
but the unit was not in a position to take advantage
of the growing market in view of the low productivity
and poor efficiency of the existing machinery. To
upgrade the machinery, the unit required additional
amount of Rs.35 lakh which was beyond the capacity
of the unit. Though the unit was in a position to
raise about Rs.11 lakh, it was difficult to obtain loan
for the balance amount as they did not have sufficient
collateral to get a loan from the banks.
To raise the balance requirement of Rs.24 lakh
became a challenge for Shri Batra. While he was
contemplating on how to deal with the situation, he
came across an advertisement about availability of
collateral-free loans under Credit Guarantee Scheme
(CGS) of Credit Guarantee Fund Trust for Micro and
Small Enterprises (CGTMSE). He promptly
approached SIDBI’s Branch Office at Andheri (East)
to obtain details about the Scheme. ‘This opportunity
turned out to bring a new life to the business. Within
10 days, the process of sanction of loan of Rs.24
lakh by SIDBI under Credit Guarantee Scheme (CGS)
was completed. With these funds, a new machine
was purchased which has increased the production
more than 20 per cent. Overall, the output has
increased in production level with an addition in
product lines and reduction in rejection level. It’s a
very good scheme for budding entrepreneurs without
any financial backup.

can be attributed to CGS
of CGTMSE. CGTMSE
was set up by the
Ministry of Micro, Small
& Medium Enterprises
(MSME), Government of
India and Small
Industries Development Bank of India (SIDBI) to
facilitate financing of micro and small enterprises
(MSEs) without the hassles of third party guarantees
and collaterals. The scheme is extended to both new
and existing MSEs. The maximum credit cap under
the scheme is Rs.100 lakh per borrower. All Public
Sector Banks, SBI and Associate Banks, select Private
Banks / Foreign Banks / Regional Rural Banks / SFCs/
FIs can avail guarantee cover under this scheme.
Cumulatively, as on 31, January 2010, guarantee
approvals have been accorded by CGTMSE to
2,61,987 MSE units for Rs.9822.50 crore.

The Report of the Taskforce on Micro, Small and
Medium Enterprises was presented to the Hon’ble
Prime Minister in New Delhi by its Chairman, Shri
T.K.A.Nair. Present on the occasion were the Minister
for Micro, Small & Medium Enterprises, Shri Dinsha
Patel, Secretary (MSME), Shri Dinesh Rai, Member
Planning Commission, Shri Arun Maira as well as
members of the Taskforce.
The Prime Minister had announced setting up of
the Taskforce in August, 2009 when representatives
of prominent MSME associations had met him to
highlight their issues and concerns. Accordingly, the
Taskforce under Shri T.K.A. Nair, Principal Secretary
to Prime Minister was constituted on 2nd September,
2009 to reflect on the issues raised by the associations
and formulate an agenda for action after discussions
with all stakeholders. Its members included Member,
Planning Commission, Secretaries of concerned
Government Departments, Deputy Governor, RBI,
Chairman and Managing Director, SIDBI and
representatives of MSME associations.
The report provides a roadmap for the
development and promotion of the Micro, Small &
Medium Enterprises (MSMEs). It recommends an
agenda for immediate action to provide relief and
incentives to the MSMEs, especially in the aftermath
of the recent economic slowdown, accompanied by
institutional changes and detailing of programmes,
to be achieved in a time bound manner. In addition,
it suggests setting up of appropriate legal and
regulatory structures to create a conducive
environment for entrepreneurship and growth of
micro, small and medium enterprises in the country.
The Prime Minister remarked on the occasion
that India needs thriving, vibrant and strong
enterprises in the micro, small and medium segment
for all round economic development. He
commended the Taskforce for the detailed and
painstaking analysis done and the pragmatic
recommendations put forth in their report. The Prime
Minister said that implementation of the
recommendations should be taken up earnestly and
in a time bound manner to give a sustained impetus
to this sector. He requested the Minister for Micro,
Small & Medium Enterprises to take the lead and
spearhead policy reform for this sector. n

The first Seminar on Design Clinic Scheme for
Design Expertise, a component of National
Manufacturing Competitiveness Programme was
held on February 17, 2010 in New Delhi. It is a
unique and ambitious design intervention scheme
for the country’s large micro, small and medium scale
enterprises, which combines design awareness
programmes and project based design assistance.
Inaugurating the Seminar, Shri Dinesh Rai,
Secretary, Micro, Small and Medium Enterprises, said
that in order to become successful, Indian MSMEs
will need to adopt a global mindset to build and
achieve cost excellence, acquire market rapidly,
strengthen design and innovation skill, build a global
or regional operating footprint and master the ability
to design world class products and process.
Explaining the scheme and its importance in
today’s competitive world market he added that the
objective of Design Clinic Scheme is to enhance
industry understanding on application of design and
innovation. This will promote design as value added
activity and integrate it into mainstream business
processes of MSMEs. The goal is to help MSME
manufacturing industries, move up the value chain
by switching the production mode from Original
Equipment Manufacturing (OEM) to Original Design
Manufacturing (ODM).
The general approach is to bring Indian
manufacturing sector and design expertise on to a
common platform and to provide expert advice and
cost effective solutions on real time design problems,
resulting in new product development or value
addition for existing products.
The purpose of various components under this
scheme will be to increase the awareness of the value
of design and also to establish design learning in the
micro, small and medium sized industries, in order
to increase the competitiveness of local products and
services through design. The scheme is divided in
two major parts viz., Design Awareness and Design
Project work. The total scheme budget will be
Rs.73.58 crore, out of which Rs. 49.08 crore will be
Government assistance and the balance amount will
be contributed by the beneficiary MSMEs. About 200
clusters will be covered under this scheme. It has
been decided that the scheme will be implemented
through National Institute of Design (NID).
Speaking on the occasion Shri Madhav Lal, AS
& DC (MSME), said that Design Clinic Scheme is
one of the key component of NMCP which will bring
the Design expertise to the doorstep of MSME sector.
The potential products for industrial design will be
in the areas such as hospital appliances and furniture,
light engineering products, consumer items and
electrical appliances, household and office furniture,
leather/jute/textile products, bags etc., decorative
items-ceramic/glass/wood items and the purpose will
be to enhance visual appearance, user friendliness/
ease of operation, lowering of cost/material content
and other related features.
Shri Pradyumna Vyas, Director, National Institute
of Design highlighted the approach of the
implementation of Design Clinic Scheme and said,
‘This significant government assistance will help the
country’s large sector move up the value chain’.
The Seminar was attended by senior officials of
the Ministry, leading industries associations, Design
consultants and students of design institutes. n

One Day Industrial Motivational Campaign on
‘Business Incubators Scheme’ was organized by
MSME-Development Institute, Karnal on 28th
January, 2010 at Hotel Shohrat, Karnal in association
with HSIIDC Industries Welfare Association, Karnal.
In his presidential address Shri R.P. Vaishya, Director
of MSME-DI, Karnal emphasized Business Incubators
Scheme for the benefit of MSEs in Haryana. He also
told briefly the various aspects of Limited Liability
Partnership Act (LLPA) Scheme launched recently
by the Ministry of MSME, Government of India for
the benefit of MSMEs.
Earlier Shri Vikas Gupta, Dy. Director (Mech.)
and coordinator of the programme welcomed the
dignitaries and delegates and delivered presentation
on Business Incubators Scheme. The various schemes
for the benefit of MSMEs like Bar Code
Reimbursement, Strengthening of Data Base and
Advocacy and International Cooperation, MSE-MDA
Scheme, Credit Linked Capital Subsidy Scheme as
well as Reimbursement of ISO 9000/14001 were also
discussed in brief by the officers of MSME-DI, Karnal.
Shri A.K. Verma, Branch Manager, NSIC Ltd., Rajpura
gave presentation on ‘Schemes of NSIC for the benefit
of MSMEs’, and Shri Sunil Singla, Sr. Manager, PNB
discussed about the Credit Guarantee Fund Trust
Scheme.
Shri V.M. Upadhayay, Dy. General Manager of
Punjab National Bank, Circle Office, Karnal was the
Chief Guest of this programme and he stressed upon
the benefit of banking and made the delegates aware
about the incentives being provided during his

Development programme in association with
Government Women Polytechnic, Jammu from 4th
to 25th January, 2010.
The valedictory function of this programme was
organized on 25th January, 2010 which was presided
over by Principal, Government Polytechnic for
Women, Jammu. Shri I.J. Khushu, Dy. Director,
MSME-DI, Jammu welcomed the dignitaries and the
participants. He also informed the dignitaries about
the detailed day-to-day working.
While giving the feedback, the participants also
spoke on this occasion about the various activities
and inputs they were provided during this
programme which includes project formulation,
project management, marketing, skill on readymade
garments, embroidery. Products which were made

One day Buyer/Seller Meet was organized jointly
by CII (Southern Region) & MSME-DI, Hyderabad in
the Conference Hall of MSME-DI, Hyderabad.
The main objective of the programme was to
make aware the requirements of PSUs and their
procurement process & procedures for the benefit
of MSEs.
Accordingly, the Meet facilitated presentations
on doing business with various PSU’s like BHEL,
ECIL, APGENCO, IDPL, Ordnance Factory, DMRL,
HAL, MIDHANI, HMT, MTL and NMDC.
While inaugurating the Meet, Dr. P.V. Ramesh,
Commissioner of Industries, Government of Andhra
Pradesh expressed concerns about the Manufacturing
sector in Andhra Pradesh, Dr. Ramesh pointed out
that Andhra Pradesh is lagging behind in this sector
and in order to experience overall growth,
Manufacturing sector has to grow faster. Dr. Ramesh
fixed a target to realize a growth rate of 17 per cent
by 2015 in Manufacturing Sector.
He also pointed out that there is an Investment –
Employment gap in our state. ‘The employment is
not growing in proportion to the investments the state
is receiving. To reduce this gap, he opined that our
human resources must be enhanced’, he said.
Dr. Ramesh also pointed out that Technological
upgradation, Quality Certification and Clusterization
are some important areas of focus for the growth of
MSMEs.
In his address, Shri D. Chandrasekhar, Director,
MSME Development Institute, Ministry of MSME,
government of India, explained about the various
activities initiated by the MSME Development
Institute like financing MSMEs for attending
International Trade Fairs under Market Development
Assistance Scheme, ISO Certification and Bar coding
reimbursement schemes and, Credit linked capital

A Seminar on ‘How to Enhance and Sustain
Credit Rating of MSMEs’ was conducted at MSME-
DI, Mumbai on 2nd January, 2010. The core
objective of this endeavour was to create awareness
and educate the entrepreneurs to enhance and
sustain their credit rating in order to confirm the
soundness of the firm’s internal system and process
which also builds the reputation amongst buyers and
suppliers and enhances the brand value of their firms.
Shri K.R. Sharma, Director, MSME-DI, Mumbai
highlighted the need of credit rating in present credit
flow scenario, to the MSMEs and introduction of
BASEL II for funding the MSMEs by the banks and
financial institutions.

Entrepreneurship Skill Development Programme on
Cutting & Tailoring from 30 November, 2009 to 8
January, 2010 at Ghoramari. The methodology of
ESDP training is mainly Practical Oriented Cutting
& Stitching of selected Garment items like Peticoat,
Samis, Blouse, Swizer, Frock, Shirt & Pant, & Baby
Suits and other fashionable items includes lecture-
cum-demonstration. Shri P.D. Sonowal, Br. MSME-
DI, Tezpur, briefed about the training programme in
his speech and emphasized the trainees to start their
self-employment venture and encourage others to
follow the same to become self-reliant. Shri J.C. Nath,

MSME-DI, Extension Centre, organized a six
week ‘Enterpreneurship and Skill Development
Programme (ESDP)’ on ‘Demandable Chemical
Products’ with the objective to motivate the educated
unemployed youth to start their own enterprises.
Successful participants were awarded certificates by
Shri Dharmedndra Prakash, Joint Development
Commissioner (MSME), Government of India. While
addressing the gathering he expressed his satisfaction
for conducting such programme by the centre. He
hoped it will definitely be helpful to get skill in
specific field and motivate the educated youth to start
their own enterprise to get them self-employed as
well as to generate the opportunities for employment.
In his motivational address, Shri Sudershan
Sareen, National President of All India Confederation
of Small and Micro Enterprises Associations and the
President of Helpline 21st Century said trend has
changed now and it has shifted from service to
entrepreneur. There is a need for changing of mind-
set. He expressed his satisfaction for conducting Skill
Development Programme especially for women. He
told Skill Development Programmes are very much
useful to develop a particular skill in the educated
youth and for setting their own enterprises. He
stressed there is a need for conducting more and
more such programmes to get trained manpower for
generation of self-employment. He also informed that
Government of India is giving priority for Skill
Development which can be judged from the Hon’ble
Prime Minister Shri Manmohan Singh’s recent
statement that by 2022 the country will need atleast
50 crores of trained and skilled manpower. n

The sixth meeting of the National Khadi and
Village Industries Board (NKVIB), an apex advisory
body to guide the overall development of Khadi and
Village Industries programmes across the country was
held in New Delhi on February 25, 2010 under the
Chairmanship of Shri Dinsha Patel, Minister of State
(Independent Charge) for Micro, Small & Medium
Enterprises.
Shri Dinsha Patel in his address highlighted the
importance of the Khadi and Village Industries sector
in the national economy for providing large scale
employment especially in rural areas at low per
capita investment. He exhorted the Khadi and Village
Industries institutions, representatives of State
Governments and Banks to strengthen the efforts of
the Government and KVIC in successfully and
speedily implementing various schemes and
initiatives that have been approved recently. The
Minister stated that budgetary support would be no
constraint for the development of this important
sector and Government is fully committed to
substantially enhancing the budget outlays in 2010-
11 compared to Rs.1,129 crore that was approved
for KVIC in 2009-10.
Shri Patel said that the Khadi Reform and
Development programme approved in December
2009 is a pioneering attempt at reforming the Khadi
sector in particular with the infusion of Rs.716 crore
in the next three years through financial assistance
from Asian Development Bank. He further added
that this programme should be implemented in the
right spirit and the selection of institutions should
be done with great care so that the financial assistance
delivered through the programme gets converted
without delay into the expected outcomes and
benefits.
Similarly, Shri Patel exhorted the Khadi sector
and the institutions to ensure a smooth transition to
the new scheme for Market Development Assistance
based on production of Khadi that would replace
the earlier system of Rebate on Sale of Khadi with
effect from 01 April, 2010 by effectively planning

Union Minister of State (Independent Charge) for MSME, Hon’ble Shri Dinsha J. Patel visited Guwahati
in February, 2010. On 10th February, 2010, he met with representatives of various industries associations
on North Eastern States of Assam, Mizoram, Manipur and the office bearers of Chamber of Small Industries
Association (COSIA). On 11th February, 2010, he visited an exhibition of entrepreneurs of North Eastern
States at NEDFI Haat and textiles, handicrafts and processed foods.
At Jubilee Hall of IOC Refinery Auditorium, he visited the products displayed by KVIC units, Muga,
silk products and products of Hajo Bell Metal cluster.
He gave away the North East Small Scale Industries Association and COSIA awards to entrepreneurs
from Arunachal, Sikkim, Nagaland, Tripura and Assam. Shri Pradyut Bordoloi, Assam Minister of Power
& Commerce & Industry also addressed the participants. He called upon entrepreneurs and officials to
make the system and procedures simple so that micro and small entrepreneurs can operate easily
and grow.
He assured that he will take up various issues with concerned ministries for their settlement and
invited for suggestions to solve the problems of North East Micro & Small Entrepreneurs. n

The Minister also advised KVIC to speedily
implement various schemes for the benefit of KVI
sector especially for enhancing productivity and

have been sanctioned in the last one and half
years.
Shri Patel also called upon the State Governments
and the banking industry to vigorously support the
credit linked subsidy programmes namely, Prime
Minister’s Employment Generation Programme
(PMEGP) which has generated tremendous demand
for setting up of micro enterprises in both urban and
rural areas across the country by first generation
entrepreneurs.
Chairperson of KVIC, Smt. Kumud Joshi said that
the basic objective of KVIC is to provide sustainable
employment, reasonable wages and minimum
security to the spinners, weavers and artisans in the
KVI sector.
Summing up the discussions in the meeting, Shri
Dinesh Rai, Secretary (MSME) asked KVIC to
adequately publicize and disseminate the procedures
and requirements of the new scheme for Market
Development Assistance (MDA) based on production
in Khadi to all the institutions. He advised that the
selection of the institutions for Khadi Reform
Programme with Asian Development Bank assistance
should be done carefully and transparently. This
programme expects professional management and
self reliance on the part of the assisted institutions.
He also emphasized on the need for speeding
up the progress of actual utilization of the subsidy
under Prime Minister’s Employment Generation
Programme (PMEGP) and faster delivery of the
subsidy to the beneficiary’s account by the financing
branches of banks.
The Secretary (MSME) referred to the need for
KVIC to increase its training and skill development
efforts and also utilize the scheme of assistance to
training institutions of the Ministry.
He exhorted the bank to help improve the
working capital requirement of the Khadi
institutions and referred to recommendations of
the Taskforce on MSME for enhancing the credit
flow to the sector. n
