PREFACE

Statistical Office of the Republic of Serbia publishes the final data of the 2010 Labour Force Survey.

The survey was conducted in April and October 2010 on the territory of Central Serbia and the AP Vojvodina. In determining the main contingents of labour force we applied the international recommendations and definitions and therefore the data of this survey present the main source of data of labour force statistics that are by their contents and regarding applied methodology internationally comparable.

The data of this survey are envisaged for a wide circle of domestic users and are also forwarded to numerous international organizations (Eurostat, ILO, the World Bank, IМF, OECD, UNICEF, UNESCO, etc.).

The bulletin consists of five basic parts. The part one contains the methodological explanations and the plan of sample. In the second part offered are the basic indicators of working-age population (aged 15-64). In the part three we presented the basic indicators for the population aged 15+ (rate and structures). The part four offers the tables and graphs regarding population – total, and the population aged 15+. In the part five we presented the tables with the assessments of totals, the limits of 95% interval of confidence and the variation coefficient for the main population features.

On special request we may place at disposal of our users other data of the Survey as well, according to the questionnaire and methodological guidelines that were published in the edition of the SORS “Methodologies and Standards”, volume no 4/2004.

When applying the data of this survey, the users are advised to note that certain data obtained by the cross-presentations of certain modalities might be insufficiently reliable, which is due to the sample size.

METHODOLOGICAL EXPLANATIONS

Preface

Labour Force Survey is a survey envisaged to collect the data on the main features of labour force, based on which we estimate the total labour force in the country. The principal objective of the study is to provide for the data on three main, independent contingents of population: employed, unemployed and inactive persons. The study specially takes into account the working-age population (aged 15-64) and the data collected are used to monitor, to measure and to assess the economic and social trends in the Republic of Serbia.

The survey results are given in aggregate form and in this way, pursuant to Article 27, the Act on statistical surveys (“Official gazette of RS”, no 83/92, 53/93, 67/93, 48/94 and 101/2005), the confidentiality of individual data on households and persons is fully ensured.

Unit of interview Unit of interview is any member of random selected household, and the unit of selection can any

household selected for the sample.

The basic socio-demographic data were collected for all members of the selected households, however for the working status we surveyed only persons aged 15 and over.

Period of observation

In 2010 the LFS was conducted twice: in October and in April. The period of observation for October anticipated the time from 18 – 24 October 2010, and the interviews were carried out from 25 October to 7 November 2010. In April, the period of observation was from 19 – 25 April 2010, while the interviews were conducted from 26 April to 9 May 2010.

For the purpose of Labour Force Survey, week is defined as a seven-day period of time, from Monday to Sunday inclusive.

Definitions

In preparing the methodology instruments for the Survey we used the definitions and recommendations published in the methodological papers of Eurostat: COUNCIL REGULATION (EC) No 577/98, REGULATION (EC) No 1991/2002 и No 2257/2003 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL, COMMISSION REGULATION (EC) No 1897/2000 и 430/2005.

Under the term household we anticipate: a) any family or other community of persons who declare to live together and jointly spend their income for basic living support (costs of dwelling, food, etc), regardless the fact whether in the time of interview all the members appear in the place where the household is situated; b) every person who lives on his / her own (single-person household) and is not member of any other household in some other place, a person living in a separate or divided dwelling, or as a tenant, regardless the fact whether he / she lives in the same room with another tenant or with the members of the lessor’s household; however this person does not spend income jointly with them but only pays for the dwelling.

Employed persons are the persons that in the week observed at least for an hour did some work for remuneration (in money or in kind), as well as the persons with job i.e. employment who in the respective week were absent from work. Apart from the persons who contracted employment and work with enterprises, institutions or other organizations or are active as sole entrepreneurs, here included are individual agricultural producers, supporting household members, as well as the persons who found and made agreement (in verbal or in written) on casual job execution without contracting employment and to whom the subject jobs were the only source of subsistence. Therefore, the Survey does not relate to the formal working status of the surveyed population, but the working status is determined based on the real activity that interviewed person practiced in the respective week.



Pursuant to the Classification of occupational status of employed persons, the following categories are defined: self-employed, employees and supporting household members.

Self-employed are the persons who work as sole proprietors of enterprises, institutions, private shops or agricultural holdings, as well as the persons who maintain individual professional practice or some other activity for their own account.

Employees are the persons who work with their employers in any ownership sector, either according to formal contract of employment or based on verbal agreement. As employees we anticipate household members that render their support in running family business and who are paid for their work.

Unpaid family worker are the persons who provide support to another family member in running family business or agricultural holding, however receive no remuneration for this.

Unemployed persons are the persons who in the respective week did no work for remuneration and who were not employed but absent from their work that they could resume after the leave. However this is subject to the following:

- In the last four weeks these persons undertook active steps to find job and if a job was offered, they would start within two-week time;

- In the last four weeks these persons undertook no active steps to find job, since they had already found job and were about to start working after the week respective and within the following three months latest.

Active population (labour force) includes all employed and unemployed persons.

Inactive population consists of the population aged 15+ who were not categorized under active population.

Potential active population (potential labour force) comprises the persons who take active steps to find job but cannot start working at once, i.e. within two weeks, as well as the persons who can immediately start working but do not take active steps to find job. Here included are also so called ‘discouraged persons’, who do not undertake steps to find job because they are convinced they cannot find one, although they could start working immediately in the case the job was offered.

Subjective employment status presents the employment status of a surveyed person according to his / her own opinion and not according to his / her actual activity in the week observed.

Activity rate presents the percentage share of active population in the total population of working-age.

Employment rate presents the percentage share of employed population in the total population of working-age.

Unemployment rate presents the percentage share of unemployed population in the total number of active population of working-age.

Inactivity rate is the percentage share of inactive population in the total population aged 15 and over.

Classifications

In coding and processing the data collected by this survey, the following classifications were used:

1. Classification of activities, which is comparable to the UN classification of activities, ISIC – rev. 4 and the EU classification, NACE, rev. 2;

2. Classification of occupations, which is comparable to the International standard classification of occupations, ISCO – 88;

3. List of schools, which is comparable to the international degrees of education and qualification, ICSED – 1997;

4. Classification of positions of employed persons, which is comparable to the international classification of employment positions, ICSE.



Methodological notes Explanations of differences relative to the previous Labour Force Surveys

Labour Force Survey was carried out in our country for the first time in 1994, as a pilot survey, and since 1995 this has been conducted as a regular annual survey.

In previous surveys, the frame for sample selection was the 1991 Census of population, households and dwellings and the survey sample included about 3900 households.

The frame for sample selection for the 2004 Labour Force Survey was the 2002 Census, and the survey was carried out on a sample of over 6500 households.

When we created the instruments for the 2004 survey, the contents of the interview form was changed and that provided for more precise definition of the main population contingents obtained from this survey.

In 2008 revised were the questionnaire and the methodological guidelines for the LFS in accordance with the latest recommendations by Eurostat, because of the necessity to conduct Labour Force Survey twice a year (in April and October).

Differences appearing between data on number of employment found in Labour Force Survey and in other statistical surveys

The data on the number of employed from administrative sources are collected by regular monthly and semi-annual surveys (RAD-1, RAD-1P and RAD-15), while the data on the number of registered unemployed persons are obtained from the National employment service. The data provided from these sources differ from the data collected by the Labour Force Survey due to the following reasons:

– Method of collection is different: in the Labour Force Survey the data are collected from the persons, i.e. members of the households selected for the sample, while the data from administrative sources are collected from the reports by enterprises, institutions, cooperatives or other organizations.

– Data source for the Survey are statements of persons responding to interviewers, while the sources for administrative data are the records that the personnel departments of reporting units keep pursuant to the Act on labour records.

– Observation unit for the Survey is each member of random selected household, while observation unit for administrative data collection is enterprise, institution, cooperative or other organization, as well as composite units thereof.

– Period of observation of activity for the Survey is the week preceding the interview, while the respective period for administrative data collection is the last day of the respective month.

– Definitions of employment are different. The data on the number of employed persons obtained from administrative sources relate only to the officially employed (persons who signed contract of employment with employer), while in the Labour Force Survey as employed we regard each person that in the respective week did some work for remuneration (in money or in kind) for minimum one hour, as well as any person that has job (employment status) but in the week observed was absent from work. As employees anticipated are also individual farmers/agricultural producers, as well as supporting household members to whom this work is the only source of subsistence.

– Timing – The data on the number of employed from administrative sources are collected and published monthly, while for Labour Force Survey the same are collected and published annually.

Sample plan For the purpose of the 2008 Survey, the sample was revised in order to implement the full harmonization with the European statistical system. The relative changes are the following:

• Period of observation – The sample is designed so that the survey can be implemented several times in a year (semi-annually, quarterly or all year round).

• Sample size – The sample was increased relative to the previous surveys. In cases of quarterly surveys, the defined sample size is adequate, i.e. large enough to obtain satisfactory precision of assessments in compliance with the EU recommendations (Council regulation (EC) No 577/98 of 9 March 1998).

• The inception of rotation panel sample, which is expected to provide for optimum sample efficiency for assessing changes and mean values through repeated measurements.

• System of assessment – Introduced post-stratification assessor for persons, according to current demographic estimations.

Basic set includes all households and persons that work or reside for one year and more on the territory of the Republic of Serbia. Excluded are persons that live abroad for more than one year and persons in institutional households (students’ homes, homes for children and young people with disability, homes for socially imperilled children, old / retired people homes, homes for adults with disablement, monasteries, nunneries, etc.).



Type of sample – Two-stage, stratified sample. The first stage units are enumeration districts and the second stage units are households.

Stratification. Enumeration districts, as primary units, are stratified by the type of settlement (urban and other) and by territory covered by administrative districts. The central Serbia administrative districts are Belgrade municipalities, Mačva, Kolubara, Podunavlje, Braničevo, Šumadija, Pomoravlje, Bor, Zaječar, Zlatibor, Moravica, Raška, Rasina, Nišava, Toplica, Pirot, Jablanica and Pčinja administrative district. The administrative districts of Vojvodina are North Bačka, Central Banat, North Banat, South Banat, West Bačka, South Bačka and Srem administrative district.

Frame for sample selection for the first stage is the list of enumeration districts with 20 or more households and for the second stage the frame is made of the lists of households for the selected enumeration districts. The sample was reduced by 1% in relation to the basic set.

Sample size. For 2010 survey sample size remained unchanged in relation to 2009 and included 17184 households. 2184 enumeration districts were selected for the sample, and 8 households from each enumeration district. The sample size for semi-annual survey anticipated 1074 enumeration districts, i.e. 8592 households. The sample size was determined in accordance with the anticipated precision of assessments, funds available and the rate of non-responsiveness that is expected to be about 25%.

Sample allocation to administrative districts and the type of settlement was carried out by the use of Bethel software, which was developed at ISTAT. Bethel software provided for possible defining sample size and allocation of units by strata, simultaneously taking into account the variables of interest: unemployed, employed, active population, and various domains such as: Serbia – total, administrative districts – total, and regions, as well as two-stage sample plan, introducing the (information on) assessment of the expected design effect achieved from previous surveys, and which corresponds to two-stage sample plan. The sample allocation obtained by the use of Bethel software, anticipating the mentions conditions, does not differ notably from the proportional allocation, however offers more precise assessments for certain administrative districts.

Sample selection. The first stage units (enumeration districts) are selected systematically with probability in proportion to the number of population aged 15 and over, according to 2002 Census. Within each stratum enumeration districts are sorted according to municipality they belong to and ordinal number in municipality. This systematic selection provides for high level of implicit geographic stratification and ensures effective sample distribution. The second stage units (households) are selected with equal probability (simple random selection).

Rotation scheme was prepared for the purpose of quarterly survey and then modified for semiannual survey. So established rotation scheme provides for possible rotation of households when transferring to quarterly survey.

For a semi-annual period, six different rotation groups are taken, three of which are repeated relative to the previous six-month period, i.e. 50% of the households appearing in the sample in April, are again interviewed in October.

Sample realization. 43139 persons were interviewed, and for 37914 persons collected were the data on their working activity, which makes 0.6% of the total population aged 15 and over.

System of assessment that was applied corresponds to two-stage stratified sample, where the selection procedure for the first stage was in proportion to the size, repeated, while for the second stage it was simple random selection, and not repeated.

The basic weight resulting from the applied sampling design was corrected to allow for non-response. In order that assessments of totals (of number of persons) should comply with the current demographic estimations, we implemented post stratification by age (below 14, 15+) and by administrative districts, according to the estimated number of persons as of 1 January 2010, which corresponds to the basic set observed by the survey.

Assessed were the total and average values and the respective errors, for the Republic of Serbia – total, and NUTS 2 level (Region of Belgrade, Region of Vojvodina, Region of Šumadija and Western Serbia, region of Southern and Eastern Serbia, Region of Kosovo and Metohija).

Sampling errors are published for the main population features only (tables A and B). Along with coefficient of variation (CV), as relative measures of assessment reliability (%), provided were also 95% intervals of confidence for the parameters.
