Austrian Taxonomy for occupations

and competences

BIS = Berufsinformationssystem (information system

for occupations)

BIS has two main pillars: occupations and

competences

Occupations: 4 levels, with a structure similar to

ISCO 08, 19.000 terms

Competences: up to 9 levels, with 23.000 terms

Competences

• Definition in German: Berufliche Kompetenzen sind

Fähigkeiten, Fertigkeiten und Wissensbestände, die

bei der Durchführung konkreter Arbeitsvollzüge

unverzichtbar oder zumindest vorteilhaft sind.

• Definition in English: occupational competences are

skills, abilities and knowledge that are either

necessary or at least advantageous in completing a

concrete task.

What role do competences/skills play?

To equip job seekers and employers to express what

they are looking for or have to offer

The competence pillar

• 3 main areas of competences:• Occupational competences

• Transferrable competences

• Certificates

• Each area has a hierarchical structure with several levels (up to 9)

• Within the occupational competences there are lots of affinities and also affinities to certificates (ability to do welding and welding certificates)

– Transferrable competences

– Certificates (e.g. welding certificate)

very job-specific competences assigned (e.g. making

automatic matching is currently not available, but a

search function is being planned

● Skill terminology contains both qualifications and educations but lack soft

skills
